A 2025 peer-reviewed study of the leading specialist AI tools for instructional design — found that in 100% of tested scenarios, the tools began generating content immediately: no questions about learner context, performance gaps, or whether the problem was even a learning problem. The researchers’ verdict: these tools institutionalise a solution-first bias.

The money tells the same story. The ~$2.2bn generative AI market for L&D is dominated by video lesson generation, scenario simulation, and quiz authoring — production tools, top to bottom. Synthesia’s 2026 report found 84% of L&D teams cite speed as their primary reason for adopting AI.

Diagnosis, problem definition, evaluation — the stages where my participants wanted AI most — barely feature.

TL;DR: The people who do the job are asking for a partner in judgement. The market is selling them a faster production line. ]]></description>

    <dc:creator>tsuomela</dc:creator><description><![CDATA["The Intensive Partnerships for Effective Teaching initiative, designed and funded by the Bill & Melinda Gates Foundation, was a multiyear effort to dramatically improve student outcomes by increasing students' access to effective teaching. Participating sites adopted measures of teaching effectiveness (TE) that included both a teacher's contribution to growth in student achievement and his or her teaching practices assessed with a structured observation rubric. The TE measures were to be used to improve staffing actions, identify teaching weaknesses and overcome them through effectiveness-linked professional development (PD), and employ compensation and career ladders (CLs) as incentives to retain the most-effective teachers and have them support the growth of other teachers. The developers believed that these mechanisms would lead to more-effective teaching, greater access to effective teaching for low-income minority (LIM) students, and greatly improved academic outcomes. Beginning in 2009–2010, three school districts — Hillsborough County Public Schools (HCPS) in Florida; Memphis City Schools (MCS) in Tennessee (which merged with Shelby County Schools, or SCS, during the initiative); and Pittsburgh Public Schools (PPS) in Pennsylvania — and four charter management organizations (CMOs) — Alliance College-Ready Public Schools, Aspire Public Schools, Green Dot Public Schools, and Partnerships to Uplift Communities (PUC) Schools — participated in the Intensive Partnerships initiative. RAND and the American Institutes for Research conducted a six-year evaluation of the initiative, documenting the policies and practices each site enacted and their effects on student outcomes. In education, this crisis has forced schools and universities to close, pushing often unprepared institutions to move teaching and learning online. The already stressed educational ecosystem now faces unprecedented difficulties that will fall disproportionately on students of low socioeconomic status and marginalized groups. This situation continues to worsen and is expected to persist for months or even years before normalcy occurs. This disruption, however, provides us with an opportunity to reimagine learning and teaching so as to create an equitable and humanistic learning ecosystem for all. Barriers and structures that have resisted much needed change are now in disarray, offering the chance for transformative improvements.
