We report an exploratory red-teaming study of autonomous language-model-powered agents deployed in a live laboratory environment with persistent memory, email accounts, Discord access, file systems, and shell execution. Over a two-week period, twenty AI researchers interacted with the agents under benign and adversarial conditions. Focusing on failures emerging from the integration of language models with autonomy, tool use, and multi-party communication, we document eleven representative case studies. Observed behaviors include unauthorized compliance with non-owners, disclosure of sensitive information, execution of destructive system-level actions, denial-of-service conditions, uncontrolled resource consumption, identity spoofing vulnerabilities, cross-agent propagation of unsafe practices, and partial system takeover. In several cases, agents reported task completion while the underlying system state contradicted those reports. We also report on some of the failed attempts. Our findings establish the existence of security-, privacy-, and governance-relevant vulnerabilities in realistic deployment settings. These behaviors raise unresolved questions regarding accountability, delegated authority, and responsibility for downstream harms, and warrant urgent attention from legal scholars, policymakers, and researchers across disciplines. This report serves as an initial empirical contribution to that broader conversation.]]></description>

The current intense debate surrounding the future development of Artificial Intelligence underlines
why it’s critical to have a strong and resilient civil society ecosystem that can speak up for the needs
of people and society. Since the establishment of the European AI & Society Fund in 2020, we’ve
been glad to see the field both widen and deepen with more organisations engaged and with greater
capability to fight for the public interest at this time of technological change.
This work needs money to sustain it. Philanthropic funding allows organisations to engage in policy
and advocacy work with the freedom to pursue their missions independent of corporate interests. The
European AI & Society Fund pools contributions from 14 philanthropic foundations to offer funding
and capacity building and is currently supporting 30 organisations. We have seen however that the
field remains under-resourced given the scale of the challenges it aims to address and there is far
greater appetite in civil society to take on this work than we are able to meet.
To understand how to engage more philanthropic organisations in supporting the field we have
surveyed our grantees to understand their needs1, undertaken research into the current funding
landscape2 and interviewed a number of foundations3 that are not yet EAI&SF partner to understand
the opportunities and barriers to growing philanthropic engagement around AI. This research builds
on the Fund’s previous mapping conducted in 20214.]]></description>

innovation process. Among other goals, regulatory reform in the OECD
countries is intended to enhance the positive regulatory effects on innovation.
Reforms should help ensure that regulations in all spheres of activity are fully
responsive to changes in the economic, social and technical conditions
surrounding them. The regulatory process must take into account the effects of
regulation on innovation as well as the implications of technical change for the
rationale and design of regulation. The regulation/innovation interface is mutual
and dynamic; an understanding of this interface is crucial to regulatory reform
efforts.
The OECD Directorate for Science, Technology and Industry (DSTI) is
currently exploring the diverse and complicated links between regulation and
innovation. Regulation and regulatory reform can affect technological
development in sectors ranging from biotechnology to banking, and can
influence the innovation process from research through technology diffusion.
This report presents an overview of the relationship between regulatory
reform and innovation. It is an interim report which presents some preliminary
findings of ongoing DSTI research in this area. This work will contribute to the
OECD horizontal programme on regulatory reform and to the work programme
of the Committee for Scientific and Technological Policy (CSTP).]]></description>

Auch bei der Zahl der Lobbyisten liegt Meta an der Spitze: Mit rund 17 Vollzeitstellen löst der US-Plattformbetreiber den chinesischen Telekommunikationskonzern Huawei mit seinen 11 Stellen ab. Es folgen Unternehmen wie Intel (10 Vollzeitstellen) und IBM (7,25 Vollzeitstellen).     <dc:creator>thewavingcat</dc:creator><description><![CDATA[The latest AI Watch report “AI Watch: 2020 EU AI investments”, constitute the only existing attempt to estimate economy-wide AI investments and monitor them consistently over time. This is key in monitoring of the implementation of the Coordinated Plan on Artificial Intelligence, and especially the progress toward the € 20 billion annual investment target to be reached by 2030.

Results show that in 2019, the EU invested between €7.9 and €9 billion in AI, which corresponds to 40-45% of the annual investment target. The report also estimates that, compared to 2018, EU AI investments increased by €2.1-2.5 billion and that, if the EU maintains a similar level of growth, by 2025 AI investments will reach € 22.4 billion and surpass the € 20 billion target by over 10%.

The approach taken in this report attempts to include all relevant investment types and actors contributing to the AI-driven revolution. To do so, this methodology:

considers AI as a general-purpose technology assuming that, to trigger the wave of AI-driven innovation, we need to combine support and funding of AI technological development with its translation into new business models and processes
goes beyond direct investments in the development and adoption of AI technologies, considering also investment in complementary assets and capabilities such as skills, data, product design and organisational capital
groups AI-related investments into four investment targets: Skills, R&D, Data and equipment and Intangible assets.]]></description>

Abstract
The concept of the smart city has become increasingly popular in recent years and a large number of cities globally follow
smart city strategies. By awarding subsidies in the Horizon 2020 programme, the European Union (EU) has taken on an
influential role in how smart city projects are conceived and implemented in European municipalities. Using the example of the smart city pilot project mySMARTLife in Hamburg, the purpose of this article is to examine the area of tension
between strategically pursuing own objectives and adjustment to external provisions of the EU funding framework. In a
qualitative single case study, the article analyses what implications the project mySMARTLife has on urban development
practice and local governance arrangements in Hamburg. Examining current literature on smart cities from the perspective
of multi-level governance and presenting the current state of research dealing with EU smart city projects, a theoretical
framework is developed. The analysis reveals that, due to the EU funding framework, precise project contents are contractually defined at an early stage when local stakeholders have limited involvement in this process. Furthermore, the
analysis shows that the EU smart city funding in the project mySMARTLife is more limited to the implementation of individual interventions than to a comprehensive smart city strategy. As a result, this article considers EU-funded smart city
initiatives as experimental fields that enable cities to gain experiences that can be incorporated into local strategic development objectives."]]></description>

Worries about deep fakes — machine-manipulated videos of celebrities and world leaders purportedly saying or doing things that they really didn’t — are quaint compared to a new threat: doctored images of the Earth itself.

China is the acknowledged leader in using an emerging technique called generative adversarial networks to trick computers into seeing objects in landscapes or in satellite images that aren’t there, says Todd Myers, automation lead and Chief Information Officer in the Office of the Director of Technology at the National Geospatial-Intelligence Agency.

“The Chinese are well ahead of us. This is not classified info,” Myers said Thursday at the second annual Genius Machines summit, hosted by Defense One and Nextgov. “The Chinese have already designed; they’re already doing it right now, using GANs—which are generative adversarial networks—to manipulate scenes and pixels to create things for nefarious reasons.”

For example, Myers said, an adversary might fool your computer-assisted imagery analysts into reporting that a bridge crosses an important river at a given point.  

“So from a tactical perspective or mission planning, you train your forces to go a certain route, toward a bridge, but it’s not there. Then there’s a big surprise waiting for you,” he said.]]></description>

I fully support the overall sentiment; but the bold highlight above struck me as potentially flawed in several ways:

1. While data doesn't inherently have geographic distinctions, **data collection and processing infrastructure** certainly does: That's why the US (now) and China (soon) are ahead of the pack. Access to data to collect couple with loose data policies and research funding mean more things built around data, for better or worse.
2. I believe you could well argue that data does have inherent **demographic** distinctions, insofar as data collected about vulnerable communities and demographics are inherently more problematic through the potential for abuse. You don't need to invoke Godwin's law to go there, just look at algorithmic decision-making around insurance pricing or risk assessment.

The idea to make better commons-oriented investments in data, and put that to good use in the long term, sounds like a good idea. But let's not forget that while Norway funded a lot of great social policies on the back of oil, we're still talking about a fundamentally unsustainable product there that adds a lot to global issues. (Lipstick on a pig, etc. etc.) So when using these metaphors to guide political discussions, maybe we should differentiate between the primary use of a resource, how it's harvested and exploited, and how we can best use the benefits it generates.
