The Media and Our Autocratic Presidency

These are the facts. The truth. But mainstream media cannot say it. That is a problem.

There are two reasons for this paralysis in the fourth estate. One is silly, the other is sad.

Silly: Mainstream news organizations are paranoid about being accused of bias by right-wingers. The Trumpist media and its allied politicos have developed an industry of outrage at what they constantly claim is bias in the mainstream media. There is, indeed, some to be found. As I said here recently, the lack of viewpoint diversity in the old media has led to missed stories, unheard voices. But the Trumpist bias police are laughably one-sided. Newsmax is a billion times more biased than anything mainstream media ever did. Fox News, too. And the ONAN network or whatever it is. The right-wing media critics aren’t serious. They don’t want unbiased news. They want news that flatters their biases. Period.

Sad: Telling the truth about Trump has been determined by corporate America to be bad for business. The enormous powers of the presidency and executive branch in the hands of Trump can wreak havoc on even the most powerful American corporations. This has led to abject corporate surrender. The lesson Americans have learned in the the last few months: the corporations will always knuckle under.

Our country has never faced a challenge like this. The only way out of it is the way of truth. Tell it. First to yourself. Then to others. Truth-telling can be contagious. Who knows, one day you might hear it on TV.

WBEZ received a letter on Feb. 28 from the FCC’s enforcement bureau requesting detailed information about underwriting announcements that air on the station, giving it 30 days to respond. The station has until the end of March to provide the appropriate details to the FCC, according to a WBEZ spokesperson.

We’ve spent decades documenting how technology and entrepreneurship can either strengthen or undermine democratic institutions. We understand the dangers of concentrated power in the digital age. And we’ve watched in real-time as tech leaders who once championed innovation and openness now actively work to consolidate control and dismantle the very systems that enabled their success.

I know that some folks in the comments will whine that this is “political” or that it’s an overreaction. And it is true that there have been times in the past when people have overreacted to things happening in DC.

This is not one of those times.

If you do not recognize that mass destruction of fundamental concepts of democracy and the US Constitution happening right now, you are either willfully ignorant or just plain stupid. I can’t put it any clearer than that.

This isn’t about politics — it’s about the systematic dismantling of the very infrastructure that made American innovation possible. For those in the tech industry who supported this administration thinking it would mean less regulation or more “business friendly” policies: you’ve catastrophically misread the situation (which many people tried to warn you about). While overregulation (which, let’s face it, we didn’t really have) can be bad, it’s nothing compared to the destruction of the stable institutional framework that allowed American innovation to thrive in the first place.

I’ll close by quoting admiringly my former colleague and the former editorial editor at the Times, Mariel Garza: “I want to make it clear that I am not OK with us being silent. In dangerous times, honest people need to stand up. This is how I’m standing up."

Gallup in 2022 found that half of Americans aged 16 to 74 had low literacy skills. Most people read at an eighth-grade level. Billions of words (it feels like) have been spilled dissecting why news organizations are in the state they’re in. (Radio! Television! Cable! Corporate ownership! The internet! Craigslist! Google! Facebook! TikTok!) Meanwhile, 130 million people struggle to read stories written by people who either went to grad school or have thought about it far more than people who read at the eighth-grade level.

If journalism is going to live up to its lofty billing as being essential to an informed democracy, it has to stop thinking that anything is above replacement.

Start with the story as the atomic unit of measure. Oooh, we love to write 800-1,000 words about drama in some legislative hearing. But who are we writing that for? Does a working person just trying to get by need that? The answer is…maybe. But maybe they don’t need 1,000 words. Maybe they need something else.

What about a product that uses AI to create two other versions of that story in addition to the one the human writes?

One: Newspaper consolidation. That means the editorial whims of one newspaper owner have a much wider impact than they did in years prior. There’s been a net loss of over 3,200 newspapers since 2005, according to Northwestern’s Local News Initiative. At the same time, national consolidation means the industry is fragile and insular. Around 1 in 7 newspaper journalists works at The New York Times, a publicly traded company worth around $9 billion and still run by the Sulzberger-Ochs family. (The current publisher, A.G. Sulzberger, has notably ignored the complaints of hundreds of writers around the Times’ coverage of trans people in the U.S.)

Two: Newspapers no longer have monopoly control over information — which could be a good thing if not for the oxymoron that’s subsumed the previous system, “privatized public squares.” The most popular “public squares” that exist online — Twitter, Instagram, YouTube, and TikTok — are anything but public, shaped and led by billionaires with specific political alignments and revenue goals (some of them even purchase newspapers!). This problem is inextricably linked to startup and legacy newspapers. News is shared and in many cases shaped on these platforms.

Three: The ultra-wealthy in the U.S. are significantly more removed and less kept in check than prior generations. America’s 700-plus billionaires own over 50% more wealth than the lower half of Americans. While inflation and housing stock have made many people millionaires, a fraction of a fraction of a percent of Americans have more than $30 million. Relatedly, the effective corporate tax rate has declined steadily since the 1950s, and the tax loopholes individuals with extreme wealth can access are manifest.

And that completely falls apart when you have one side that cares nothing about the truth. How do you tell both sides of a lie? I think that that’s what journalism has been struggling with in good faith.

I heard this Fresh Air interview with Maggie Haberman, who I think is a superb reporter. She was being asked, “What about those who are criticizing the media or criticizing The New York Times?” She said it was [an industry] that is doing this. And I kind of scratched my head. The classic was a headline they ran about Trump when he went off on his racist, National Socialist nostalgia about genes. And the headline was something like, “He Continues With His Fascination With Genes.” You could have written it about a Nobel Prize laureate. This is “Jeffrey Dahmer and Julia Child: Two Famous Chefs With Different Views Toward Ingredients.” I think it’s a failure. Do I have an easy answer? The value of curation, Chayka said, is “not just telling you what to consume. It’s giving you this holistic education and insight into how things work, into the context of objects or ideas. It involves vast amounts of labor and time and work to present objects or ideas or songs or whatever in the context that they deserve. Bumble, Grindr and Match Group—the conglomerate that owns Hinge and Tinder—are worth a combined $13 billion. But the platforms have long been criticized for the abuse, harassment, and offline violence that their users can face. To try to improve safety, these platforms employ, typically via outsourcing companies, a global workforce of moderators like Ana, who, along with other sources interviewed for this story, spoke under a pseudonym so she could speak freely about her experiences.

The Bureau of Investigative Journalism (TBIJ) interviewed more than 40 current and former workers based in Honduras, Mexico, Brazil, India, the Philippines, the US, and the UK who worked on behalf of Grindr, Bumble, and Match Group. Conditions across the groups varied, but the trends were stark. Workers spoke of mental health issues, including symptoms of anxiety, depression, and PTSD that they associated with their jobs, but said there was a shortage of support. Some raised concern about understaffing and punishing productivity targets, which they say undermines the quality of their work and, in turn, means people using the apps are less safe, with abuse reports going unaddressed for long periods.

A media environment that doesn’t put truth above all other considerations is by definition a media environment that promotes spectacle. The right-wing media—which, again, is now the agenda-setting media—promotes spectacle intentionally. The mainstream media does it unintentionally, but it does it all the same. And we know who benefits from that. Again, another point that’s important to understand: “The media” as an entity, as a sort of self-perpetuating machine, is different from “journalists.” I have little doubt that most mainstream journalists revile Trump, either because of his politics or (if they’re not personally liberal) because he is an enemy of free speech, independent inquiry, serious discussion, and every value journalists cherish.

But that isn’t what matters here. What matters is that the mainstream media, as a machine, loves Trump. Or at least, the machine loves how useful he is. He seeks constant attention, he provokes, he’s self-centered, he’s bombastic; he and the media beast feed off each other. Biden, on the other hand, is none of those things, and he has qualities that the media beast finds uncompelling. He’s serious, knowledgeable, not flashy, not attention-seeking, and empathetic. It’s just not a fair fight.

So that’s where we are. What should the mainstream media do? I don’t have all the answers, but here are a few thoughts.

Citing the 18+-month long pandemic and the resulting decline in advertising revenues from local businesses who had to shut down due or are just barely hanging on; to the increased costs of covering civil rights protests, the controversies surrounding the 2020 election and natural disasters, NAB said in a blog post this week that “the recent frequency of breaking news events has further strained broadcasters’ budgets."

NAB said that an average of one quarter of a TV station’s total operational expenses are taken up by local news coverage (and even more in larger markets).

2023 is the year that journalism and capitalism finally break up. Their relationship has always been fraught, but now it’s turned toxic — culminating in a messy dissolution as the retreating market hollows out newsrooms, leaving millions of Americans bereft of local news.

Virtually the only for-profit firms still interested in the local news business are the hedge-fund vultures, like Alden Global Capital, that pounce on dying newspapers to profit from their scraps. Meanwhile, all manner of media organizations — CNN, Twitter, Meta, Gannett and BuzzFeed — are laying off significant numbers of workers. Others, like The New York Times and Pittsburgh Post-Gazette, are trying to discipline their workforce into submission by refusing to bargain in good faith on fair labor conditions.

To make sense of the news industry’s wild fluctuations, we often turn to cultural explanations about the evolving tastes of audiences, or point to technological disruptions, or indict the misdeeds of individual media owners such as Elon Musk and Rupert Murdoch. But one key culprit almost always eludes scrutiny: capitalism.

In response, the number of unions forming across newsrooms is exploding, alongside a transformation in the industry’s understanding of labor. But individual organizing efforts have limitations when it comes to addressing what is a massive, structural problem. It’s increasingly clear that the journalism industry as it is currently constituted cannot survive, let alone thrive, under the conditions of 21st-century capitalism. Some journalists, scholars, and activists argue that it is therefore time to consider a more comprehensive, systemic approach to public funding for journalism.

The net effect of decades of bad policy is simple. Newspapers began to die, and private equity is now feeding on the carcasses. This collapse, and the turn towards aristocracy it is fostering, is not driven by some large culture force, but by shifts in competition and antitrust law that fostered market power in advertising markets.

--

The coop incentive model would do two important things to newspapers. First, private equity owners, who right now are laying people off and squeezing whatever remains of the customer base until the papers they own die, will have their incentives changed. They will make money not by firing people, but by hiring people, not by killing journalism, but by doing more of it. And second, it would allow people to form media outlets and monetize the traffic. If Alden Capital chooses to kill a newspaper, journalists from that paper can leave, start a local competitor, and make money doing it.

Given all this, you’d think that the law would be a gimme. Yet despite the success of the law in Australia, the bill has kicked up a storm of opposition, and not all of it in bad faith. In a letter signed by a weird mix, tech lobbyists Chamber of Progress and Computer & Communications Industry Association joined left-wing public interest groups Public Knowledge, Common Cause, Free Press, and Consumer Reports to oppose the bill. They argued, echoing the same discredited critiques of the Australian bill, that the JCPA would foster hate speech, impose a link tax, fail to pay journalists, and help conglomerates but not small publishers. It’s a bizarre letter, written as if we don’t have the example of Australia to look at.

Assuming that crucial public services should not be left entirely to market-driven forces, American policymakers attempted to establish safeguards for news media. An examination of conflicting narratives within postwar policy debates suggests that the US evaded this path largely because of a concerted backlash — often in the form of red-baiting — encouraged by threatened newspaper and broadcast industries. Many lessons, parallels, and forgotten antecedents for current American media policy can be drawn from the postwar 1940s. Thus, it is instructive to explore how these earlier debates were framed, particularly in response to what might be referred to as ‘‘market failure.’’ Given the worsening journalism crisis and other persistent media policy challenges, this analysis of market failure holds much contemporary relevance.

During his tenure as director of the Center for Civic Media at MIT, Zuckerman assisted in building Mediacloud, an open-source tool for examining the media ecosystem, which wrestled with how to categorize news-ish outlets such as Gateway Pundit and One America News Network. “We tried digital-native versus analog-native, but that was not very useful, and then we tried left, center-left, center, center-right, and right, which was more helpful,” he said. (Researchers used Mediacloud to demonstrate that right-wing sites were creating a “propaganda feedback loop” while presenting themselves as news.) “I don’t think it is the case that we need journalism to be licensed—and certainly not credentialed by platforms,” York told me. “But if individuals or organizations are going to identify themselves as journalists, then there needs to be an accountability process.”

Of course, the people who will be making these designations are tech executives, who tend to espouse both a profound faith in the idea of free speech and an extreme skepticism of journalists. How they settle on their approach to labeling matters; the proven harm of failing to distinguish between truth and fiction, or to account for the motivations and funders of those who deliberately aim to mislead, requires that platforms be more open with news producers. But much depends, too, on whether the platforms actually want to change. Unless they utterly transform their revenue system, the odds don’t look good.

"That’s because progress is never a result of scientific discovery alone. It also requires other forces: crusading journalism, activism, politics."

==

It is fitting that what is arguably the most impressive feat in the history of health revolved around smallpox, because the very first breakthroughs that made a material difference in extending our lives — variolation and vaccination — were also attempts to lessen the threat of that terrible disease. But the list of new ideas that propelled the great escape is long and varied. Some of them took the form of tangible objects: X-ray machines, antiretroviral drugs. Some of them were legal or institutional in nature: the creation of the Food and Drug Administration, seatbelt laws. Some of them were statistical breakthroughs: new ways of tracking data, like the invention of R.C.T.s, which finally allowed us to determine empirically if new treatments worked as promised, or proved a causal link between cigarettes and cancer. Some of them were meta-innovations in the way that new treatments are discovered, like the development of “rational drug design,” which finally moved drug development from the Fleming model of serendipitous discovery to a process built on the foundations of chemistry.

If you visit Substack’s website, you’ll see leaderboards of the top twenty-five paid and free newsletters; the writers’ names are accompanied by their little circular avatars. The intention is declarative—you, too, can make it on Substack. But as you peruse the lists, something becomes clear: the most successful people on Substack are those who have already been well-served by existing media power structures. Most are white and male; several are conservative. Matt Taibbi, Andrew Sullivan, and most recently, Glenn Greenwald—who offer similar screeds about the dangers of cancel culture and the left—all land in the top ten. (Greenwald’s arrival bumped the like-minded Yascha Mounk to eleventh position; soon, Matthew Yglesias signed up for Substack, too.)

None of that is so surprising—it’s hard to earn four-fire-emoji status without having already built up a reputation within established institutions. And, as this year’s anti-racist activism has made all the more visible, those institutions are built from prejudiced systems, which form working environments that are often unsustainable for people who are nonwhite or non-elite. “I think one of the reasons why we often see that the top-twenty-five board at Substack is mostly white authors is because that’s an extension of the type of audience and recognition they get for their work on other platforms,” Harvin said.

Take the blog boom, which is in some ways the most recent precedent for what we’ve seen with newsletters. The early-00s blogging moment fell apart, and many outlets were bought up by companies like Gawker Media. One can imagine that phenomenon repeating itself. What happens, for instance, if a corporation comes along looking for talented Substack writers, then buys up the rights to their newsletters, or poaches them for other projects? Let’s imagine that instead of having to use privatized research services like Google Scholar and EBSCO, there was a single public search database containing every newspaper article, every magazine article, every academic journal article, every court record, every government document, every website, every piece of software, every film, song, photograph, television show, and video clip, and every book in existence. The content of the Wayback Machine, all of the newspaper archives, Google Books, Getty Images, Project Gutenberg, Spotify, the Library of Congress, everything in WestLaw and Lexis, all of it, every piece of it accessible instantly in full, and with a search function designed to be as simple as possible and allow you to quickly narrow down what you are looking for. (e.g. “Give me: all Massachusetts newspaper articles, books published in Boston, and government documents that mention William Lloyd Garrison and were published from 1860 to 1865.”) The true universal search, uncorrupted by paid advertising.

But it’s one thing for Macedo to use his massive wealth and media empire to elect a fascist. It’s another entirely for him to exploit and abuse those media outlets to intimidate, investigate, and threaten journalists for the crime of reporting on Bolsonaro and his media outlets. That conduct is a serious threat to a free press: it is virtually impossible to freely report on Bolsonaro if one knows that Macedo’s infinite wealth and powerful outlets will be used to smear not only the journalists responsible but their family members as well.

Macedo and his machine can spend as much money as they want, and use their megaphone as loudly as they want, to defame and lie and distort. That will, at least according to their own claimed plans, happen yet again on Sunday night. But the Intercept will nonetheless maintain its steadfast commitment to independent, intrepid journalism, which most certainly includes, now more than ever, aggressive and critical scrutiny of Jair Bolsonaro and the billionaire bishop trying to empower him.

Such a system might be able to look at the passage from the WND article and answer a question whose answer is given directly and explicitly in the story (e.g., “Does the Boy Scouts organization accept people who identify as gay and lesbian?”). But such systems rarely go much further, lacking a robust mechanism for drawing inferences or a way of connecting to a body of broader knowledge. As Eduardo Ariño de la Rubia, a data scientist at Facebook, told us, for now “A.I. cannot fundamentally tell what’s true or false — this is a skill much better suited to humans.”

To get to where Mr. Zuckerberg wants to go will require the development of a fundamentally new A.I. paradigm, one in which the goal is not to detect statistical trends but to uncover ideas and the relations between them. Only then will such promises about A.I. become reality, rather than science fiction.
