In the course of his research over the last ten years, Associate Professor Matthew Cecil has used the Freedom of Information and Privacy Act to collect the J. Edgar Hoover-era FBI files of hundreds of prominent journalists. In all, Cecil has collected nearly 90,000 pages of FBI information. The files have provided the raw material for several scholarly publications and Cecil has several more, along with a book project, in the works. The folders consist of photocopied files provided by the Federal Bureau of Investigation at the request of Dr. Cecil. The documents were reviewed under the Freedom on Information/Privacy Acts, Title 5, United Stated Code, Section 552/552a by the FBI. Deletions were made to protect information which was exempt from disclosure. A deleted page information sheet was inserted in the file to indicate where pages were withheld. These sheets will be found in the folders. Most of the material in the folders is made up of correspondence and clippings from newspapers and tearsheets from magazines and other publications. Researchers will also find case reports, FBI teletype (a message sent and received via a teleprinter-character printer connected to a telegraph that operates like a typewriter), routing slips, memoranda, telegrams, surveillance reports, news releases, interviews, essays, investigations, and typescripts.

---

The materials are only available for research in paper form. The Archive is open to the public. To visit and use the records, you can contact the Archivist and Special Collections Librarian here:

The law, known as the Till Act, was named for Emmett Till, whose racially motivated murder in 1955 highlighted injustice in the legal system and was a pivotal part of the burgeoning civil rights movement. The law covers only civil rights offenses that occurred before 1980 – typically those crimes where the victims were killed because of their race or color, or because they were advocating to advance the cause of civil rights. They were published in 1975 and 1976, after which recommendations for reform were debated in the Congress and in some cases carried out.

The Interim Report documents the Church Committee's findings on U.S. involvement in attempts to assassinate foreign leaders, particularly Patrice Lumumba of the Congo, Cuba's Fidel Castro, Rafael Trujillo of the Dominican Republic, the Diem brothers of Vietnam, and General Rene Schneider of Chile. It also contains findings on the development of a general "Executive Action" capability by the CIA.

The remaining reports are split into 7 volumes of public hearings and exhibits and 6 books which contain the Committee's writings on the various topics investigated. These 14 reports are the most extensive review of intelligence activities ever made public.

Nearly five decades later, the Justice Department has written back — not directly to the family of Mr. Morris or to the black community of Concordia Parish, but to dozens of other families who lost loved ones during this country’s tumultuous and violent civil rights era.

Several years ago, the F.B.I. began reopening cold cases from that era — 112 at last count — raising hopes among some for justice. In all but about 20, though, the families of the long dead have received letters, often hand-delivered by F.B.I. agents, that say their cases have been closed, there is nothing more to be done — and please accept our condolences.

Simultaneously intimate and bureaucratic, these letters serve as epistolary echoes of an increasingly distant time. To some, they reflect the elusiveness of resolution in cases decades old; to others, they represent another missed opportunity for a full accounting of what happened, and why.

In February 2006, the Federal Bureau of Investigation (FBI) enacted an initiative to identify and closely examine all unsolved hate crimes resulting in death that occurred prior to 1970. A review of cold case civil rights matters that met the above criteria was conducted and, with the help of our federal, state and local law enforcement partners, as well as community leaders and civic organizations, numerous cases of unsolved violent crimes from the Civil Rights era are now being thoroughly examined and reinvestigated.

The Jackson Division of the FBI, which covers the state of Mississippi, was assigned 43 such cases. We are actively assessing each one to determine whether any new information can be developed which will help resolve these matters or lead to the identification and prosecution of responsible individuals if evidence indicates a crime was committed. While it is realized not every case will be resolved and, in some cases, the perpetrators may no longer be alive or there may be no federal prosecutorial jurisdiction, the Jackson Division is aggressively moving forward in investigating these cases while utilizing the updated analytical and forensic tools available to law enforcement today.

The names of the following deceased individuals represent the possible unsolved hate crime casesoccurring during the Civil Rights era which were received by the FBI’s Jackson Division:
