    <dc:creator>jtyost2</dc:creator><description><![CDATA[As young people rightly demand real solutions to climate change, the question is not what to do — eliminate fossil fuels by 2050 — but how. Beyond decarbonizing today’s electric grid, we must use clean electricity to replace fossil fuels in transportation, industry and heating. We must provide for the fast-growing energy needs of poorer countries and extend the grid to a billion people who now lack electricity. And still more electricity will be needed to remove excess carbon dioxide from the atmosphere by midcentury.

Where will this gargantuan amount of carbon-free energy come from? The popular answer is renewables alone, but this is a fantasy. Wind and solar power are becoming cheaper, but they are not available around the clock, rain or shine, and batteries that could power entire cities for days or weeks show no sign of materializing any time soon. Today, renewables work only with fossil-fuel backup.

Germany, which went all-in for renewables, has seen little reduction in carbon emissions, and, according to our calculations, at Germany’s rate of adding clean energy relative to gross domestic product, it would take the world more than a century to decarbonize, even if the country wasn’t also retiring nuclear plants early. A few lucky countries with abundant hydroelectricity, like Norway and New Zealand, have decarbonized their electric grids, but their success cannot be scaled up elsewhere: The world’s best hydro sites are already dammed.

Small wonder that a growing response to these intimidating facts is, “We’re cooked.”

But we actually have proven models for rapid decarbonization with economic and energy growth: France and Sweden. They decarbonized their grids decades ago and now emit less than a tenth of the world average of carbon dioxide per kilowatt-hour. They remain among the world’s most pleasant places to live and enjoy much cheaper electricity than Germany to boot.]]></description>

    <dc:creator>jtyost2</dc:creator><description><![CDATA[North Korea on Saturday escalated its attempt to create a rift between South Korea and the United States, as Washington sent mixed signals over whether it would tighten or relax sanctions on the North.

Ever since the summit meeting between the North’s leader, Kim Jong-un, and President Trump in Hanoi, Vietnam, late last month abruptly ended without a deal, North Korea has ceaselessly urged South Korea to distance itself from the United States and to push ahead with joint economic projects that have been held back by American-led United Nations sanctions.

North Korea’s official trade has been devastated by international sanctions imposed since 2016. The country has tried to circumvent them by importing refined fuel or exporting coal through ship-to-ship transfers on the high seas, a move banned under United Nations sanctions. It has also sought to undermine the sanctions by boosting economic cooperation with South Korea.

President Moon Jae-in of South Korea remains eager to boost inter-Korean economic ties, raising fears at home and abroad that he may steer his government away from international efforts to enforce sanctions against the North. But in reality, Mr. Moon’s hands are tied unless the United States and North Korea reach an agreement on denuclearizing the North and Washington helps to ease sanctions.

On Saturday, DPRK Today, a North Korean government-run website, accused Mr. Moon’s government of reneging on its promise to improve inter-Korean ties and giving priority to “cooperation with a foreign force” over “cooperation among the Korean nation.”

“The South Korean authorities’ behavior is deeply deplorable,” it said. “The only things the South will get from cooperating with the U.S. will be a deepening subordination, humiliation and shame.”

North Korean state media has been issuing similar messages in recent days, even denigrating Mr. Moon’s efforts to mediate talks between his “American boss” and North Korea, and advising Mr. Moon’s government to throw its policy “in a garbage can.”

Mr. Moon suffered another slap in the face when the North abruptly withdrew its staff from a joint inter-Korean liaison office on Friday.

“The South’s authorities can’t do anything without approval or instruction from the United States, so how do they think they can be a mediator or facilitator?” the North Korean website Meari said on Friday. “They should know their place.”

Mr. Moon has dedicated his diplomatic resources to facilitating dialogue between Washington and Pyongyang, and has promoted building peace on the Korean Peninsula as his main policy goal. But his mediator’s role has run into a wall since the breakdown of the Hanoi meeting between Mr. Trump and Mr. Kim.]]></description>

The sudden move left the White House groping for an explanation, telling reporters only that Trump “likes” North Korean dictator Kim Jong Un.

“It was announced today by the U.S. Treasury that additional large scale Sanctions would be added to those already existing Sanctions on North Korea,” Trump tweeted. “I have today ordered the withdrawal of those additional Sanctions!”

In a follow-up statement explaining the reversal, press secretary Sarah Huckabee Sanders said, "President Trump likes Chairman Kim and he doesn’t think these sanctions will be necessary."

Trump’s announcement surprised many of his senior aides, and even some Treasury Department officials were caught off guard, according to a person familiar with the matter.

It was the latest example of Trump operating on gut instinct with little care for the formal policy process. Past presidents sometimes spent weeks or even months running key policy proposals through a gauntlet of review by federal agencies and senior White House advisers. Trump has largely shunned that process, preferring to query a small group of informal advisers — or sometimes no one at all — before making rapid-fire decisions that reverberate around the world.

Even the administration's allies were baffled by the reversal. Mark Dubowitz, an influential critic of the Iran nuclear deal who is chief executive of the Foundation for the Defense of Democracies, tweeted, "I’ve been working on sanctions policy for 15+ years. Democratic U.S. Sen. Catherine Cortez Masto said she’ll continue slowing the process to confirm Department of Energy nominees until Secretary Rick Perry commits in writing to not ship any more plutonium to Nevada and to a timeline for removing a previous shipment.

Cortez Masto, speaking with reporters after an address to the Legislature Wednesday evening, said Perry called her on Friday to voice his concerns about her decision to put a “hold” on nominees, which slows down the confirmation process by requiring the Senate to take roll call votes. She said Perry told her that he felt he could give her that commitment and agreed to have members of their respective staffs work on the written letter.

“I’m not moving until I get something … I am satisfied with,” Cortez Masto said. “I want it in writing that they’re committed to ensuring no more plutonium comes to the state and a timeframe when that plutonium is going to leave — and it has to be a timeframe that is not 10, 20 years down the road.”

Cortez Masto and other members of Nevada’s congressional delegation have decried the secret shipments of plutonium from South Carolina to Nevada last year. The move, announced on Twitter, was a remarkable display of dissension within the Trump administration and showed how actively the White House is intervening in policies that are traditionally handled by career officials in the Treasury and State Departments. Mr. Trump appeared to confuse the day that the North Korea sanctions were announced, saying that it occurred on Friday rather than on Thursday.

“It was announced today by the U.S. Treasury that additional large scale Sanctions would be added to those already existing Sanctions on North Korea,” Mr. Trump said on Twitter. “I have today ordered the withdrawal of those additional Sanctions!”

On Thursday, the Treasury Department imposed new sanctions on two Chinese shipping companies that it says have been helping the country evade international sanctions. The sanctions linked to North Korea were the first that the Treasury Department had imposed since late last year and came less than a month after a summit meeting between Mr. Trump and Kim Jong-un, North Korea’s leader, collapsed in Hanoi, Vietnam, without a deal.

Sarah Huckabee Sanders, the White House press secretary, said the decision was a favor to Mr. Kim.

“President Trump likes Chairman Kim, and he doesn’t think these sanctions will be necessary,” she said.

Tony Sayegh, a Treasury Department spokesman, did not immediately respond to a request for comment on Mr. Trump’s tweet.

The department did issue a new round of sanctions on Thursday on Iran, targeting a research and development unit that it believes could be used to restart Tehran’s nuclear weapons program.]]></description>

Mr Pompeo said Kim Jong-un had promised US President Donald Trump in Vietnam that testing would not resume.

His comments follow a suggestion by North Korean-Vice Foreign Minister Choe Sun-hui that denuclearisation talks might end and testing could resume.

The US says sanctions will remain until Pyongyang destroys all nuclear sites.

Mr Pompeo told reporters on Friday that "on multiple occasions [Mr Kim] spoke directly to the president and made a commitment that he would not resume nuclear testing, nor would he resume missile testing" during their February summit.

"That's Chairman Kim's word," Mr Pompeo said. "We have every expectation that he will live up to that commitment."

Earlier, Ms Choe said US diplomats had thrown away "a golden opportunity" during the summit when North Korea offered to dismantle its main Yongbyon nuclear complex.

Talks in Hanoi collapsed when Mr Trump refused to lift any sanctions until North Korea was completely denuclearised.

But Mr Pompeo said he is "hopeful" that discussions will continue.

Addressing diplomats and foreign correspondents at a news conference in Pyongyang, the North Korean capital, Vice Foreign Minister Choe Son-hui said that personal relations between Mr. Kim and Mr. Trump were “still good and the chemistry is mysteriously wonderful.”

But she said Secretary of State Mike Pompeo and John Bolton, Mr. Trump’s national security adviser, had created an “atmosphere of hostility and mistrust” that thwarted the top leaders’ negotiations in Hanoi last month.

After the Hanoi meeting ended without a deal, the North Korean leader had serious doubts about the merits of continuing negotiations with Mr. Trump, Ms. Choe said.

“We have neither the intention to compromise with the U.S. in any form nor much less the desire or plan to conduct this kind of negotiation,” said Ms. Choe, according a report from Pyongyang by The Associated Press, which has a bureau there.

What this means, some analysts say, is that the American position will sink any chance for progress in US-North Korea negotiations over ending its nuclear program.

In a briefing with reporters on Wednesday, a senior State Department official made a stunning remark when asked if the Trump administration agrees on how to handle the complexities of talks with North Korea.

“Nobody in the administration advocates a step-by-step approach,” the official said. “In all cases, the expectation is a complete denuclearization of North Korea as a condition for all the other steps ... being taken.” In other words, for Pyongyang to receive any kind of benefits like sanctions relief, it has to dismantle its entire nuclear arsenal first.

That contrasts greatly with the administration’s past stance and immediately led experts to pan the comment — and the Trump administration’s negotiation strategy.

“Insisting on disarmament as a condition for peace will lead to exactly the opposite of disarmament and peace,” tweeted MIT nuclear expert Vipin Narang.

“Only through practical reciprocal steps will we get closer to denuclearization & peace and away from dangerous & irresponsible ‘fire & fury’ threats,” Arms Control Association Director Daryl Kimball also tweeted.

Here’s why analysts closely following the US-North Korea drama are so worried: Pyongyang for years has said that the only way it would consider giving up its nuclear weapons is through a step-by-step process where both sides offer reciprocal, commensurate concessions. By resolving smaller disagreements, like lifting sanctions in exchange for the closure of an important nuclear facility, over time the US and North Korea would eventually arrive at the grand prize: the end of Pyongyang’s nuclear threat.]]></description>

And that evening, the president surprisingly tweeted that his inability to cut a deal with the dictator had more to do with his former lawyer Michael Cohen’s congressional testimony than with his flawed diplomacy, calling the Democrat-led spectacle “a new low in American politics.”

"There was military action that had an impact on the Iranians when we took down Saddam Hussein," Cheney said on "Fox News Sunday." "There was a period of time when they stopped their program because they were afraid what we did to Saddam we were going to do to them next." 

The invasion of Iraq in fact deeply strengthened Iran's hand in the region, ousting a traditional enemy of Iran and installing a new government far more sympathetic to the Iranian regime. Much of Iraq has effectively functioned as a client state of Iran for years.

Fox News host Chris Wallace pointed out to Cheney that Iran had no uranium enrichment centrifuges prior to the Iraq War, but had 5,000 of them by the time Bush and Cheney left office.

Cheney waved off the statistic. "I think we did a lot to deal with the arms control problem in the Middle East," he said.

Cheney also claimed that the Iraq invasion forced Libyan strongman Muammar Gaddafi to dispose of his own weapons of mass destruction -- a claim that was debunked several years ago.

In 2006, Time magazine reported that Hussein's ouster nearly derailed lengthy nuclear negotiations with Gaddafi. American and British leaders had been pressing since the Clinton years to cut a deal with Gaddafi that would require him to dispose of weapons of mass destruction. When Hussein was toppled, Time reported, Gaddafi nearly walked away from the talks, concerned that diplomacy with the United States would make him look weak in the face of the U.S. invasion of Iraq.]]></description>

Congress has until 17 September to approve or reject the deal.
Meanwhile, Iran's president has also been defending last week's agreement, which was the result of nearly two years of intense negotiations with the P5+1 group of world powers - the US, UK, France, China and Russia plus Germany.
Hassan Rouhani, in a speech broadcast live on television, said the deal represented "a new page in history" and was wanted by the Iranian people.

Iranian security forces are responsible for killing American troops in Iraq.  Neither time nor treaty can ever heal those wounds. I am likewise deeply aware of Iran’s sponsorship of the despicable regime in Syria and the terror-based leadership of Hezbollah in Lebanon, as well as its sponsorship of global terrorist activities. 

How we got here is almost academic at this point. As of today, there is no more credible path of reducing the likelihood of Iran obtaining a nuclear weapon than this potential deal. Those who say the risks are too high with the current deal offer no constructive path forward save the high potential for war.  There is a view that all we need to do is intensify sanctions.  A great irony is that it is now the Revolutionary Guard and other hardliners who are getting rich on the sanctions, for they control the black market. It may be that sanctions have reached the point of diminishing returns.

If the hardliners prevail in the long run, the likelihood of both Iran achieving nuclear capability, the proliferation of nuclear weapons in the Middle East, and the outbreak of conflict rises sharply. It would be foolish to remove from play the military deterrence options available to us. But it is worth remembering that any strike, even if successful, would by all accounts only delay a nuclear breakout capability by one to three years at most while fully galvanizing the Iranian people against the U.S. and in favor of developing nuclear weapons.  Any negotiated outcome, however, must guarantee that Iran never gets a nuclear weapon.  I also believe that it is unwise to be guided in our diplomacy solely by the brutality of the battlefield.  Defense and diplomacy are not mutually exclusive.  If the latter can prevent the use of the former to achieve the same end, we as a nation–and the world as a community–are better served.

So, let us fairly debate the merits of this deal.  Let us focus on the details of implementation and verification. But let us not in the process forget the larger, longer good it may yield.]]></description>

    <dc:creator>jtyost2</dc:creator><description><![CDATA[That being said, these critics aren't necessarily lying when they say they'd be open to a deal if it was a good one. They just have radically different visions of the conditions under which a deal could be made.

The core of the disagreement between Obama and his critics is over the nature of the Iranian regime. Obama sees an Iranian government that's hostile now, but one that can potentially be reasoned with on specific issues if given the right incentives. "Iran may change. If it doesn’t, our deterrence capabilities, our military superiority stays in place," he told Tom Friedman on Sunday. The deal is a "once-in-a-lifetime opportunity to see whether or not we can at least take the nuclear issue off the table."

The deal's most vocal critics see Iran differently. They see it as essentially malevolent; a government that's fundamentally hostile to the United States and Israel by virtue of its very identity as a theocratic Islamist state. This regime will game any compromise to its advantage, pursuing a nuclear capability and violent foreign policy so long as it's able.

This isn't a fringe position. You hear it from rank-and-file Republicans on the Hill as well as presidential candidate Ted Cruz and likely presidential candidate Marco Rubio. Netanyahu will tell it to anyone who listens.

If you see Iran in this light, then there's only one real alternative: crush the Iranians. Cotton has argued American policy in Iran should be "regime change." Netanyahu's vision of a "better deal" depends on Iran being so beaten down by sanctions that it's essentially willing to give up everything to see them relaxed.

Obama thinks this is all pie-in-the-sky fantasizing. His view, laid out very clearly at a Thursday press conference, is that war is the only actual alternative to his deal that could prevent Iran from going nuclear.

Some critics, like former UN Ambassador John Bolton, agree with that — and simply think war is a better option. But many others will deny the choice, arguing that Iran can eventually by cowed by economic pressure and a hard-line American negotiating stance. Whether you agree with that basic assessment of the regime or Obama's will determine how you feel about the framework deal that's on the table.]]></description>

The second option hasn’t worked so far. “Is [a deal] worse than doing what we’ve done for almost two decades with Iran moving with its nuclear program and without robust inspections?” he asked. “I think the answer will be clear.”

That leaves only one real alternative: war. Obama (along with most military experts) believes that war would delay Iran’s nuclear program at best. If Iran is widely seen to be violating such a hard won (and relatively generous) deal by attempting breakout, the use of force can lead to an outcome that is catastrophic for Iran. Not only would Iran’s entire nuclear infrastructure, built over decades, be demolished but it could be diplomatically and economically more isolated than it is now. In this end game the balance of power in the Middle East would shift significantly against Iran and the regime could face significant unrest after having gambled and lost. This prospect should warm the heart of even the most hawkish.

Those in Congress skeptical of the deal can help ensure that it does improve the benefits of military action. Tying acceptance of the deal to an expansion of intelligence collection, analysis and target development on the Iranian nuclear program would go a long way to achieving this. For the Obama administration, even another $ 1 billion a year for these programs would probably be a small price to pay for getting the deal. For those who hope a Republican president might use force after 2016, such an agreement on accepting the deal would ensure that the military option would be much more effective. If Entous’ reporting is correct, the Israeli government used the leaked information to help Republicans build support for new sanctions among Democrats, which would be necessary to overcome Obama’s veto. Israel was using stolen information to help Mitch McConnell and John Boehner foment a Democratic rebellion against the president.

This is the same reason Israeli Prime Minister Benjamin Netanyahu’s speech to Congress about Iran infuriated so many Democrats this month. The problem wasn’t that Netanyahu was invited to Congress; it’s that the speech was coordinated with Republicans behind the president’s back in a deliberate attempt to undermine his Iran policy.

The spying/briefing allegations suggest the speech was part of a much broader campaign to help Republicans pass new sanctions, a particularly dangerous move by Netanyahu at a time when Israel is at risk of becoming a partisan issue in America.]]></description>

But in a secret report shared with South Africa a few weeks later, Israel’s intelligence agency concluded that Iran was “not performing the activity necessary to produce weapons”. Experts warn that any reduction in centrifuge efficiency is reversible more quickly than a straight decrease in the number of machines, an argument that could be seized upon by powerful critics of the talks in the U.S. Congress.

The diplomats are familiar with the talks but spoke only on condition of anonymity because they are not authorized to discuss them. Ahead of a new round of negotiations this week, they said there is no guarantee that the proposal can be finessed into an agreement.

According to the diplomats, the proposal could leave running most of the nearly 10,000 centrifuges Iran is operating but reconfigure them to reduce the amount of enriched uranium they produce.

One of the diplomats said the deal could include other limitations to ensure that Tehran’s program is kept in check.

For one, Iran would be allowed to store only a specific amount of uranium gas, which is fed into centrifuges for enrichment. The amount of gas would depend on the number of centrifuges it keeps.

Second, Iran would commit to shipping out most of the enriched uranium it produces, leaving it without enough to make a bomb. Iran denies any interest in nuclear weapons and says its program is for peaceful uses such as nuclear power and medical technology.]]></description>

Now, mixing face-saving diplomacy and innovative technology, negotiators are attempting a new approach, suggesting that the Iranians call in a plumber.

The idea is to convince the Iranians to take away many of the pipes that connect their nuclear centrifuges, the giant machines that are connected together in a maze that allows uranium fuel to move from one machine to another, getting enriched along the way. That way, the Iranians could claim they have not given in to Western demands that they eliminate all but a token number of their 19,000 machines, in which Iran has invested billions of dollars and tremendous national pride.

And if the plumbing is removed, experts at America’s national nuclear laboratories have told the Obama administration, the United States and its allies could accurately claim that they have extended the time Iran would need to produce enough fuel for a bomb — and given the West time to react.

That is one of the few ideas that may offer a glimmer of hope in closed-door negotiations in New York this weekend, before the arrival of President Obama and Iran’s president, Hassan Rouhani, for the annual opening of the United Nations General Assembly. A year ago, when greater progress seemed in the offing, it appeared likely that the two men would move on from the first phone call between the two nations’ leaders in three decades to the first meeting in person.

Bryan Siebert, who was the most senior career executive in charge of guarding DOE’s nuclear-weapons secrets from 1992 to 2002, said he recalls seeing a two-cubic-foot stack at one point of CIA, FBI, Justice, and Energy department documents about Israel’s nuclear program.

John Fitzpatrick, who since 2011 has served as director of the federal Information Security Oversight Office, confirmed that “aspects” of Israel’s nuclear status are considered secret by the United States. “We know this from classifying authorities at agencies who handle that material,” said Fitzpatrick, who declined to provide more details.

Kerry Brodie, director of communications for the Israeli embassy in Washington, similarly said no one there would discuss the subject of the country’s nuclear status. “Unfortunately, we do not have any comment we can share at this point,” she wrote in an email. A former speaker of the Israeli Knesset, Avraham Burg, was less discrete during a December 2013 conference in Haifa, where he said “Israel has nuclear and chemical weapons” and called the policy of ambiguity “outdated and childish.”

Through a spokesman, Robert Gates declined to discuss the issue. But a growing number of U.S. experts agree with Burg.

Pillar, for example, wrote in his article this month that the 45-year-old U.S. policy of shielding Israel’s program is seen around the world “as not just a double standard but living a lie. Whatever the United States says about nuclear weapons will always be taken with a grain of salt or with some measure of disdain as long as the United States says nothing about kumquats.”

Victor Gilinsky, a physicist and former member of the Nuclear Regulatory Commission who has written about the history of the Israeli program, complained in a recent book that “the pretense of ignorance about Israeli bombs does not wash anymore. … The evident double standard undermines efforts to control the spread of nuclear weapons worldwide.”

J. William Leonard, who ran a government-wide declassification effort as President George W. Bush’s director of the Information Security Oversight Office from 2002 to 2008, commented that “in some regards, it undermines the integrity of the classification system when you’re using classification to officially protect a known secret. It can get exceedingly awkward, obviously.”

Aftergood said the secrecy surrounding Israel’s nuclear weapons is “obsolete and fraying around the edges. … It takes an effort to preserve the fiction that this is a secret,” he said. Meanwhile, he added, it can still be abused as an instrument for punishing federal employees such as Doyle for unrelated or politically inspired reasons. “Managers have broad discretion to overlook or forgive a particular infraction,” Aftergood said. “The problem is that discretion can be abused. And some employees get punished severely while others do not.”

Dana H. Allin, the editor of Doyle’s article in Survival magazine, said in a recent commentary published by the International Institute for Strategic Studies in London that “anyone with a passing knowledge of international affairs knows about these weapons.” He called the government’s claim that the article contained secrets “ludicrous” and said Doyle’s ordeal at the hands of the classification authorities was nothing short of Kafkaesque.]]></description>

Corrective action at WIPP could be a massive undertaking. How many other barrels contain the dangerous organic cat litter? Are all of those barrels underground at WIPP? Are they awaiting shipment at surface level in places like Los Alamos? Or are they located at the temporary storage site in Andrews, Texas, where some containers were transferred when problems arose at WIPP?

"Expert assessment will be needed," writes Per Peterson, a professor and researcher at UC Berkeley’s Department of Nuclear Engineering, in an email shared with The Verge, to merely "determine whether the safety benefits of stabilizing or repackaging the material in these drums are justified by the risk to personnel who would attempt to do this work."

And if the DOE decides stabilizing or repackaging the material is unjustified, that would close WIPP for good.

"If that happened, it would be a shame and a disaster — particularly for taxpayers," says the retired WIPP geologist Rempe. The DOE estimates the total cost of the WIPP plant to be $7.2 billion.

Even if WIPP does begin operating again, "we have no idea how long this will take until WIPP is back to normal operations, or what the new normal operations will be," Rempe says. "No one knows right now. And it could be a long time before anyone knows."]]></description>

The report also cited problems with emergency response and oversight at the Waste Isolation Pilot Plant (WIPP), outside Carlsbad, New Mexico.

The state's two senators called the findings "deeply concerning".

WIPP, which holds specific kinds of defence nuclear waste, remains closed after a radiation leak last month.

It is still unclear if the fire and the leak, which contaminated 17 workers, are related. A separate report on the leak is expected in the upcoming weeks.

The accidents are the first major incidents at the salt repository, which began taking radioactive waste from US defence sites 15 years ago.]]></description>

AIPAC, it seems to me, is trying to get the US Senate on record now not only to derail any chance of a negotiated settlement but to back any future pre-emptive war by Israel to damage Iran’s nuclear infrastructure. But when one country (Israel) already has a huge nuclear arsenal outside the Non-Proliferation Treaty, and one (Iran) has none, and the country with the nukes attacks the country without them, “legitimate self-defense” is an absurd construction.     <dc:creator>jtyost2</dc:creator><description><![CDATA[Carlo Rubbia, Nobel Prize winner and former Director General of CERN, has spent his more recent career thinking about energy, and he has some strong thoughts on nuclear power. Those thoughts have been driven in part by climate change (nuclear provides the only source of low-carbon electricity that can be deployed anywhere), but they’ve also been driven by the events at Fukushima.

At least twice during a Nobel Dialog panel, Rubbia said that the sort of risk analyses that we’ve been doing for nuclear power are simply insufficient. The analyses are based on probabilities: if the failure of a given pump creates an obvious risk, you simply put in a second pump, then a third if necessary. In the end, you get an infinitesimal risk that you can approximate as zero. But Fukushima, Rubbia argued, showed that these calculations simply don’t work in the real world.

In its place, Rubbia said that we need to have some form of design that makes safety deterministic—something where, even if things go completely wrong, nothing happens. Nuclear reactions continue at a controlled rate, and all the materials remain contained.

To make that just a touch more challenging, Rubbia also added that we need to completely revamp how we approach nuclear power.

Right now, nuclear power relies on 235U, and the scientist noted that the world’s reserves of that are about as limited as fossil fuel reserves are. Rubbia thinks that we need to start using alternatives: thorium, breeder reactors, and other approaches that both greatly broaden the availability of fuel and produce waste that decays back to background levels within a few thousand years. Rubbia said that reactors using these fuels could be designed so that they were probabilistically safe, though he didn’t mention any specific technology.

At least one other panelist, Elisabeth Rachlew, was completely on board, saying we should be using thorium and getting rid of boiling water reactors. But throughout the rest of the Nobel Dialog, it became clear that we have a long way to go before any of this is possible. Right now, China and India are just starting construction of test reactors, Norway is putting a bit of thorium in a test reactor, and… well, that’s about it.

Even expanding existing nuclear tech is a serious challenge. Former energy secretary (and Nobel Laureate) Steve Chu laid out four challenges that were present in the US but are shared to varying degrees by other countries. These included post-Fukushima safety worries, dealing with waste (which could be done by burning more than the one percent of our fuel’s energy content, as we do now), proliferation concerns, and the enormous costs involved in building a plant. We’re barely building any nuclear plants today, much less a next generation of them.]]></description>

Mr Kerry said if the US Congress imposed new sanctions against Iran, it would risk the “delicate” diplomatic effort needed for a larger deal.

The US and other world powers have promised no new sanctions in exchange for a curb of Iran’s nuclear programme.

But US critics of the deal say it gives Iran cover to expand the programme.

And they have called for even tougher sanctions now, saying they would strengthen the hand of the so-called P5+1 group of nations engaged in negotiations with Iran.

Some world powers say Iran’s uranium enrichment programme is geared towards making a weapon, but Tehran insists it is only for peaceful purposes such as generating nuclear energy.

On Tuesday, Mr Kerry told the House foreign affairs committee the six-month deal, agreed in late November, had increased the security of the US.

“I would state to you unequivocally, the answer is yes, the national security of the United States is stronger under this first-step agreement than it was before,” Mr Kerry said.

Mr Kerry and Treasury Secretary Jack Lew will hold a classified briefing on Iran for the full US Senate on Wednesday.

As part of the deal, inspectors from the UN’s nuclear agency visited Iran’s Arak heavy water production plant on Sunday for the first time in more than two years.]]></description>

Doctors Ken Caldeira (Department of Global Ecology, Carnegie Institution), Kerry Emanuel (Massachusetts Institute of Technology), James Hansen (Columbia University Earth Institute), and Tom Wigley (University of East Anglia and the National Center for Atmospheric Research) sent their letter on the topic to a variety of organizations and journalists. Passages have now been published everywhere from The New York Times and CNN (both full text) to The Washington Post and The Weather Channel. The four argue that nuclear power isn’t perfect, but it’s the best solution given the constraints they see—the speed to scale, the need for effective waste removal, and, of course, the cost.]]></description>

Vice-Adm Tim Giardina, second-in-command of the US Strategic Command, is under investigation for illegal gambling activities.

He is accused of using counterfeit gambling chips in "a significant monetary amount" at an Iowa casino.

Adm Giardina was demoted to a two-star admiral and will be reassigned pending outcome of the inquiry.

On Wednesday, the Navy's top spokesman Rear Adm John Kirby announced the removal of Adm Giardina as the deputy in charge of the US Strategic Command.

Adm Giardina, a career submarine officer, was suspended from duty on 3 September after the military launched an investigation into allegations he used counterfeit chips at a casino not far from his base in eastern Nebraska.

The case was referred to the US Naval Criminal Investigative Service after he first came to be suspected of the crime.]]></description>

He has not been arrested or charged as part of the inquiry, into possible use of counterfeit casino chips.

Special agent David Dales of the Iowa Division of Criminal Investigation told AP "a significant monetary amount" was involved.

    <dc:creator>jtyost2</dc:creator><description><![CDATA[1) He’s not here by accident. That is, this Iranian charm offensive is not because Rouhani, unlike his predecessor, went to charm school. Powerful domestic pressures have driven him here. 2) We are finally going to see a serious, face-to-face negotiation between top Iranian and American diplomats over Iran’s nuclear program. 3) I have no clue and would not dare predict whether these negotiations will lead to a peaceful resolution of the Iranian nuclear crisis. 4) The fact that we’re now going to see serious negotiations raises the stakes considerably. It means that if talks fail, President Obama will face a real choice between military action and permanent sanctions that could help turn Iran into a giant failed state. 5) Pray that option 2 succeeds.

Let’s go through these. Think about Iran’s recent election that brought Rouhani to the presidency. Iran’s Guardian Council approved only eight candidates, and two dropped out before the balloting. All were considered “safe” from the regime’s point of view — no authentic liberals — but as the election approached, it became clear that Rouhani was a bit more liberal than the others. So Iranians had a choice: Mr. Black, Mr. Black, Mr. Black, Mr. Black, Mr. Black or Mr. Gray. And guess what happened?

On June 14, Mr. Gray, Hassan Rouhani, won by a landslide, garnering nearly 51 percent of the votes, with the second place finisher, the mayor of Tehran, getting about 16 percent. Clearly, many Iranians are fed up and used the sliver of openness they had to stampede toward the most liberal candidate. Again, Iranians have now had enough democracy to know they want more of it, and they’ve had enough Islamic ideology and sanctions to know they want less of them.

I am not alone in that view. The Iranian rial, which had lost some two-thirds of its value in the past two years of sanctions, shot up after Rouhani’s election, and Iran’s stock exchange rose 7 percent, on hopes that the new president would negotiate a nuclear deal to end the sanctions. In a country with rampant unemployment and nearly 30 percent inflation, is this any surprise?

No, Iran’s supreme leader, Ayatollah Ali Khamenei, did not allow Rouhani to run and win and start negotiations by accident. The power struggle in Iran is no longer just between the Revolutionary Guards, with their vast business network and illegal ports that they use to break the sanctions and enrich themselves, and the more pragmatic clerics. The Iranian silent majority is now empowered and is in this story, and Rouhani’s charm offensive was dictated as much by them as by the supreme leader.

I had a chat with Rouhani’s very sharp chief of staff, Mohammad Nahavandian, and asked about his background. He is an economist, earned his Ph.D. at George Washington University, and recently led the Iran Chamber of Commerce and Iran’s negotiating team to join the World Trade Organization. He’s Rouhani’s closest aide. Interesting.

To put it another way, Rouhani is here because Iran’s regime is both overextended and underintegrated.]]></description>
