The famed Doolittle raid was named for then Lt Col Jimmy Doolittle, who led the first US strikes against Japan during the war in 1942.

Retired Lt Cole was Lt Col Doolittle's co-pilot in the lead plane.

The raid, which included 16 B-25 bombers and 80 crew members, helped boost morale after Pearl Harbor.

"There's another hole in our formation", Air Force chief of staff General David L Goldfein said in a statement on Tuesday.

"The Legacy of the Doolittle Raiders - his legacy - will live forever in the hearts and minds of Airmen," he continued.

Flights at Mitiga International Airport were suspended and passengers were evacuated. No casualties were reported.

The UN blamed the air strike on forces loyal to General Khalifa Haftar, a commander from the east who is trying to seize the capital.

A spokesman for Gen Haftar's forces said civilian planes had not been targeted, Reuters news agency reports.

Gen Haftar, who leads the Libyan National Army (LNA), declared an offensive to take control of Tripoli from Libya's UN-backed government last week.

Trump Designates Iran’s Revolutionary Guard a Foreign Terrorist Group

President Trump said on Monday that he was designating a powerful arm of the Iranian military as a foreign terrorist organization, the first time that the United States had named a part of another nation’s government as that level of threat and raising the risk of retaliation against American troops and intelligence officers.

The move, which has been debated at the highest levels within the administration, was imposed on the Islamic Revolutionary Guard Corps. The military unit has carried out operations across the Middle East, trained Arab Shiite militias and taken part in a wide range of businesses in Iran.

The designation “underscores the fact that Iran’s actions are fundamentally different from those of other governments,” Mr. Trump said in a statement. “This action will significantly expand the scope and scale of our maximum pressure on the Iranian regime. It makes crystal clear the risks of conducting business with, or providing support to, the I.R.G.C.”

The action imposes wide-ranging economic and travel sanctions on the military unit as well as the organizations, companies or individuals that have ties to it — including officials in Iraq, an American ally. Officials in the United States say the broad terrorist designation covers 11 million members of the Iranian group and units in its hierarchy.

Top Pentagon and C.I.A. officials oppose the designation, which they argue would allow hard-line Iranian officials to justify deadly operations against Americans overseas, especially Special Operations units and paramilitary units working under the C.I.A.

An interagency lawyers group concluded the designation was too broad, but Secretary of State Mike Pompeo and John R. Bolton, the national security adviser, pushed for it, said a Trump administration official. The fighting among the senior administration officials intensified after The New York Times disclosed the pending designation last month.

On Saturday, a senior member of the Iranian Parliament said on Twitter that Iran would designate the United States military as a terrorist organization.

Earlier, at the height of the Iraq War in the mid-2000s, Iranian military officials and partners helped train Iraqi Shiite militias to fight American troops. Senior Iraqi officials are also opposed to the move by the Trump administration. Any Iraqi officials that maintain ties to the Iranian guard corps would be subject to travel limits and economic sanctions.

Officials in Baghdad also have said they oppose the sanctions that serve as a reminder of the broad United Nations economic penalties that were inflicted on the Iraqi population after Saddam Hussein invaded Kuwait in 1990.

The Trump administration’s pressure on Iranian groups could fuel a move among many Iraqi parliamentarians to try to limit the movements and actions of 5,000 American troops based in Iraq.

The U.S. Air Force says it needs nearly $5 billion over the next three years to rebuild bases in Florida and Nebraska severely damaged by weather in the past six months.

If it does not receive $1.2 billion of those funds by June for repairs at Tyndall Air Force Base and Offutt Air Force Base, service officials warned they would be forced to cut projects at bases in 18 states (here’s the list) and cancel 18,000 pilot training hours.

“We desperately need the supplemental funding to recover from the natural disasters that hammered Tyndall and Offutt,” Air Force Secretary Heather Wilson said Wednesday at Heritage Foundation event in Washington. “There are other decisions we’ll have to make if we don’t [have supplemental funding] by May or June. These are just the first decisions that we had to make yesterday…61 projects in 18 states are not going to happen because we have not gotten a disaster supplemental for Tyndall.”

Recovery efforts at Tyndall, leveled by Hurricane Michael in October, have so far been funded through the service’s operations and maintenance account. But an Air Force document about the emergency request, released Wednesday, says that money is running out.

If confirmed, a successful missile test could destabilize the balance of power between India and Pakistan, both nuclear powers that for years have eyed each other warily, with hostilities briefly breaking out last month.

This technological leap puts India in the exclusive club of nations, along with the United States, Russia and China, that have proved their ability to destroy targets in space. This could be a crucial advantage in war, allowing a country essentially to blind another by taking out the enemy’s space-based communication and surveillance satellites.

President Trump’s recognition of Israeli authority over the Golan Heights established a precedent allowing the annexation of territory captured in a defensive war, Prime Minister Benjamin Netanyahu of Israel told reporters while traveling home after his trip to Washington was cut short by a new round of fighting with the Gaza Strip.

“There is a very important principle in international life,” Mr. Netanyahu said late Monday before taking off from Andrews Air Force Base. “When you start wars of aggression, you lose territory, do not come and claim it afterwards. It belongs to us.”

Moments before landing at Ben-Gurion Airport on Tuesday, Mr. Netanyahu re-emphasized the point, telling reporters, “Everyone says you can’t hold an occupied territory, but this proves you can. If occupied in a defensive war, then it’s ours.”

The prime minister’s remarks — made in the final weeks of a tight election campaign — are certain to cheer right-wing Israelis who believe that international acceptance of Israeli sovereignty in the Golan, a strategic plateau captured in the Arab-Israeli War of 1967, could pave the way for annexation of at least part of the occupied West Bank.

A Haaretz poll published on Monday found that 42 percent of Israeli voters support annexation of some portion of the West Bank, including some who favor a two-state solution in which the West Bank and Gaza would become a Palestinian state.

There are important differences between the West Bank and the Golan Heights, however. The Golan, which Israel effectively annexed in 1981 by applying its own laws there, was part of Syria before 1967.

By contrast, Israel contends that the West Bank was not legally part of any sovereign nation before Israel captured it in 1967, and thus considers it disputed, rather than occupied, territory. Israel’s failure so far to annex the West Bank has left the door open to a negotiated solution.

At the same time, Israel’s annexation of the Golan Heights did not stop consecutive Israeli prime ministers — including Mr. Netanyahu himself — from holding negotiations with the Syrians with a view to a Golan-for-peace agreement.

The agreement will “build a better relationship” between China and Italy, Prime Minister Giuseppe Conte of Italy said.

Italy became the first of the Group of 7 nations that once dominated the global economy to take part in China’s “One Belt One Road” project, which makes enormous infrastructure investments to move Chinese goods and resources throughout Asia, Africa and Europe.

The Trump administration, which tried and failed to stop the deal, focused in the days leading up to Mr. Xi’s visit on blocking any Italian use of 5G wireless networks developed by the Chinese electronics giant Huawei, which Washington warned could be used by Beijing to spy on communications networks.

Congress could prevent funds marked for military construction, including up to $91 million for projects at Creech and Nellis Air Force Bases, from being diverted to the border wall if it approves the Pentagon’s budget before the start of the next fiscal year.

But approving the budget before Oct. 1 could prove difficult without an agreement between Republicans, Democrats and Trump on overall defense and nondefense spending.

“If the Department’s [fiscal year] 2020 budget is enacted on time as requested, no military construction project used to source [border wall] projects would be delayed or cancelled,” the Department of Defense (DOD) said in a release this week, which included a list of projects that could be affected by Trump’s decision in February to declare a national emergency allowing him to divert $3.6 billion of previously appropriated military construction funds to build a wall on the Mexican border.

The office of Nevada Democratic Sen. Catherine Cortez Masto is working with the relevant agencies to get information about exactly which projects are at risk as the list gets winnowed down.

“Our office continues to reach out to the Department of Defense and the National Guard to determine the exact funding at risk in Nevada,” Ryan King, spokesman for Cortez Masto, said in an email Tuesday. “The Senator continues to engage with relevant agencies to understand the specific impacts, though we have no further details to share at this time.”

Rep. Steven Horsford, whose 4th Congressional District includes both Creech and Nellis, said that airmen at the two bases are performing key security operations that should not be cut.

Congress Has a Breaking Point. This Week, Trump Might Have Found It.

The rejection of Mr. Trump’s national emergency declaration could also give ammunition to a half-dozen legal cases challenging the president’s exercise of that power under the 1976 National Emergencies Act, said Jack L. Goldsmith, a Harvard law professor who led the Justice Department’s Office of Legal Counsel under President George W. Bush.

“Some judges may count that as evidence of congressional intent,” Mr. Goldsmith said, though he added that he disagrees with that view.

Dror Ladin, a staff lawyer for the American Civil Liberties Union, said Congress’s action would help convince federal judges that the president was acting illegally to fund his wall.

“This vote reinforces that the president has no right to that money,” Mr. Ladin said.

But as a political matter, Mr. Trump could use the congressional votes to his advantage on the 2020 campaign trail, portraying himself once again as the outsider candidate battling an unpopular Congress and the establishment in Washington.

Congress has for decades been what Ross K. Baker, a political scientist at Rutgers University, calls a “constitutional weakling” — excessively deferential to the president. But there have been moments in history where the legislative branch seeks to assert its power and relevance, particularly with respect to the military and foreign engagement.

That happened in the 1970s with the passage of the War Powers Act, which gave Congress the ability to compel the removal of military forces absent a formal declaration of war. Congress exerted its authority in 1991 and again in 2002, when it authorized the president to use military force in the run-up to both wars in Iraq.

In 2005, amid a public uproar over the torture of detainees, Congress tightened antitorture laws to ban the infliction of “cruel, inhuman or degrading treatment” on prisoners — including those held overseas by the C.I.A. — over the objections of President Bush.

Now the fight over wall funding may incite yet another round of congressional muscle-flexing. A number of Republicans are pushing legislation to claw back the powers that Congress gave the president in the National Emergencies Act, which Mr. Trump invoked to declare an emergency along the southwestern border.

“The Senate’s waking up a little bit to our responsibilities,” said Senator Lamar Alexander, Republican of Tennessee.

A staggering 12 Senate Republicans have officially voted to block President Donald Trump’s declaration of national emergency, highlighting a marked split between GOP lawmakers and the White House on the president’s attempt to obtain more funding for his border wall.

Sens. Susan Collins, Lisa Murkowski, Rand Paul, Mitt Romney, Mike Lee, Lamar Alexander, Jerry Moran, Pat Toomey, Rob Portman, Roger Wicker, Roy Blunt, and Marco Rubio ultimately joined with Democrats to vote for a resolution terminating the president’s national emergency. As many as 10 Republicans were reportedly considering breaking with Trump on the subject, and even more wound up actually doing so, leading to a final 59-41 vote.

It’s the second time in as many days that Senate Republicans have directly confronted the president: On Wednesday, seven Republican senators voted in favor of a resolution to end US involvement in Saudi Arabia’s war in Yemen, a measure that Trump is also expected to veto.

Both chambers of Congress have now passed the national emergency resolution, which would end the emergency if the president decides to sign it. But Trump has said he won’t, and though a number of Republicans opposed the resolution, not enough did to get to a veto-proof threshold. It’s the first time in US history that Congress has voted to terminate a president’s national emergency, and Trump is very much set to shoot down the measure.

Trump’s anticipated vetoes on the national emergency resolution and the Yemen resolution would be the first of his presidency. The Senate’s votes on both highlight a Republican Party that’s suddenly more open to breaking with the Oval Office.

Mr. Trump’s budget, the largest in federal history, includes a nearly 5 percent increase in military spending — which is more than the Pentagon had asked for — and an additional $8.6 billion for construction of a border wall with Mexico.

White House officials said the budget would include a total of $1.9 trillion in cuts to mandatory safety net programs, like Medicaid. It also proposes new work requirements for working-age adult recipients of supplemental nutrition assistance, federal housing support and Medicaid, a move the administration said would reduce spending on those programs by $327 billion.

The president is asking for a 5 percent cut in nondefense discretionary spending, compared to 2019 spending caps set by Congress. That would amount to $100 billion less than Congress actually spent on nondefense discretionary programs in 2019, when it busted those caps.

How the Far Right Perverts Ancient History—And Why It Matters

It may seem silly to argue about the interpretation of events that unfolded thousands of years ago, to fret and hand-wring over people millennia in their graves. Some may argue it is harmless for the likes of Hanson to strut his toxic revision of ancient history across the stage. Just another blowhard shouting at the ocean, after all.

But this notion is having life-and-death consequences in America today. I worked at the NYPD during and following the white supremacist “Unite the Right” rally in Charlottesville, VA where Heather Heyer was killed and more than two dozen other people were injured. In August 2017, the Southern Poverty Law Center sent us its report on the flags and symbols used during the rally, including the vexillum of the Roman Republic (SPQR for “Senātus Populusque Rōmānus,” “The Senate and the People of Rome”), the ancient sun wheels of Germanic tribes, the Greek lambda (“Λ” or “L” for “Lakedaimon,” the Spartans called themselves “Lakedaimonians”) falsely believed to have been painted on ancient Spartan shields, and now used by the far-right Identitarian movement.

Last of all was the flag of the American Guard, violent hardcore nationalists who sport crossed meat-cleavers as a rallying symbol. Above them stretched a black cannon blazoned with the clarion call of pro-gun advocates from the NRA to militia groups across the country—“Come and take it.” The phrase is from the Greek “molon labe,” (μολὼν λαβέ), Plutarch’s words put in the mouth of the Spartan king Leonidas in 480 BC, when he defied the Persian king Xerxes’ demand that he lay down his arms. Senator Ted Cruz has repeatedly invoked the same phrase.

It is heart-wrenching to see the symbols of the ancient world placed in the service of these noxious organizations.

I recall the 2017 incident where a U.S. Marine sergeant and staff sergeant were arrested for trespassing after they rolled out a banner from the roof of a building in Graham, North Carolina, during a Confederate Memorial Day event there. Beneath the Spartan lambda was scrawled a phrase from Orwell’s 1984, "He who controls the past controls the future," along with the identitarian acronym YWNRU: “You will not replace us.”

Now, more than ever, it is critical to consider who controls conversations about history, and who receives the limited access to the megaphone to disseminate that message.

A top Trump administration official has all but admitted that the US stance toward North Korea talks is now a hardline one.

What this means, some analysts say, is that the American position will sink any chance for progress in US-North Korea negotiations over ending its nuclear program.

In a briefing with reporters on Wednesday, a senior State Department official made a stunning remark when asked if the Trump administration agrees on how to handle the complexities of talks with North Korea.

“Nobody in the administration advocates a step-by-step approach,” the official said. “In all cases, the expectation is a complete denuclearization of North Korea as a condition for all the other steps ... being taken.” In other words, for Pyongyang to receive any kind of benefits like sanctions relief, it has to dismantle its entire nuclear arsenal first.

That contrasts greatly with the administration’s past stance and immediately led experts to pan the comment — and the Trump administration’s negotiation strategy.

“Insisting on disarmament as a condition for peace will lead to exactly the opposite of disarmament and peace,” tweeted MIT nuclear expert Vipin Narang.

“Only through practical reciprocal steps will we get closer to denuclearization & peace and away from dangerous & irresponsible ‘fire & fury’ threats,” Arms Control Association Director Daryl Kimball also tweeted.

Here’s why analysts closely following the US-North Korea drama are so worried: Pyongyang for years has said that the only way it would consider giving up its nuclear weapons is through a step-by-step process where both sides offer reciprocal, commensurate concessions. By resolving smaller disagreements, like lifting sanctions in exchange for the closure of an important nuclear facility, over time the US and North Korea would eventually arrive at the grand prize: the end of Pyongyang’s nuclear threat.

McSally said she was “preyed upon and raped by a superior officer” in a prepared statement during a Senate Armed Services subcommittee hearing on sexual assault in the military. She said at first she stayed silent about what happened, but once she came forward, she was “horrified” at how her situation was handled.

“I blamed myself. I was ashamed and confused. I thought I was strong but felt powerless,” McSally said. “The perpetrators abused their position of power in profound ways.”

She said the issue of sexual assault in the military is personal for her from two perspectives, “as a commander who led my airmen into combat, and as a survivor of rape and betrayal.”

“I share the disgust of the failures of the military system and many commanders who failed in their responsibilities,” she said. She called for commanders not to be removed “from the decision-making responsibility of preventing, detecting, and prosecuting military sexual assault.”

Col Steve Warren said Thursday's attack in Raqqa had hit the intended target, but it would take time to "formally declare that we have had success".
Mohammed Emwazi, a Kuwaiti-born British militant, appeared in videos of the beheadings of Western hostages.
UK PM David Cameron said targeting Emwazi was "the right thing to do".
It is believed there was one other person in the vehicle targeted in the strike.
Col Warren said such "routine" attacks had killed on average "one mid- to upper-level IS leader every two days" since May.
However, the death of Emwazi would be a "significant blow" to IS, even though he had not been an "operational or major figure" for IS.

The US has identified at least four occasions on both sides of the Iraq-Syria border where IS has used mustard agents, the official said.
The official said the chemical was being used in powder form.
A BBC team on the Turkey-Syria border has seen evidence backing these claims.
The US believes the group has a cell dedicated to building these weapons.
"They're using mustard," the individual said of IS. "We know they are."
The mustard agent was probably being used in powder form and packed into traditional explosives like mortar rounds, the official said.
"We've seen them use it on at least four separate occasions on both sides of the border - both Iraq and Syria."
When these weapons explode the mustard-laced dust blisters those who are exposed to it.

Rivalry between the Army and Air Force over Predator drones may have cost the Pentagon over $500 million in wasteful spending, according to a report released under the Freedom of Information Act.

The report, which the Pentagon’s Inspector General completed in 2010, is not available on the Defense Department’s public website, which instructs people to request it through the Freedom of Information Act. The Pentagon released a copy of the report to The Intercept this week, nearly five years after it was originally requested.

The report blasts both the Army and the Air Force for spending $115 million in 2008 and 2009 on research efforts that were supposed to help combine their Predator programs, in other words, to buy the same drone. Those efforts were “ineffective,” the report said, depriving the Pentagon of an estimated $400 million in savings that would have resulted.

The inability of military services to agree on a single aircraft or weapon is nothing new, but the report addresses one of the more high-profile conflicts between the Army and the Air Force in recent years. In 2008, then Defense Secretary Robert Gates rebuked the Air Force, saying it was like “pulling teeth” to get the service to contribute more drones to Iraq and Afghanistan.

Of all the candidates vying to become the nation’s next commander in chief, none has spent as much time in the military as Sen. Lindsey O. Graham. The South Carolina Republican retired from the Air Force this summer after a 33-year career, including two decades as a reservist while serving in Congress.

Graham is running as a national-security hawk, calling himself a “battle-tested leader” with “a lifetime of military service.” Images of him wearing camouflage in the field are a common thread in his campaign.

But a detailed examination of Graham’s military record — much of it obtained under the Freedom of Information Act — shows that the Air Force afforded him special treatment as a lawmaker, granting him the privileges of rank with few expectations in return.

During his first decade in Congress, the Air Force promoted Graham twice even though documents in his military personnel file reveal that he did little or no work. Later, the Pentagon gave the military lawyer a job assignment in the Air Force Reserve that he highlighted in his biography for several years but never performed.

After he was first elected to the House of Representatives in 1994, Graham was designated by the Air Force Reserve as a “key federal employee,” a category for a small number of lawmakers and senior government officials.

Over the next 10 years, he rarely put on his uniform. According to his personnel file, between January 1995 and January 2005 he received credit for a total of 108 hours of training — the equivalent of less than a day and a half per year.

The officials, speaking on condition of anonymity because they were not authorized to speak to reporters, said that most of the houses in the area were leveled and a fire broke out in the port city of Mokha. Most of the corpses, including children, women and elderly people, were charred by the flames, they said.

Ahmed Mohammed al-Mouzay, a resident of the area who participated in rescue operations, said most of his neighbors had passed away. Many of the dead and wounded were transported in private cars or in animal-drawn carts drawn to hospitals, he added.

A security official said it was not possible to move the injured into the provincial capital because of road closures due to ongoing fighting.

Security officials said this comes after Saudi-led coalition planes launched dozens of airstrikes on positions of Shiite Houthi rebels and their allies in Mokha. The closest Houthi outpost to Friday evening's deadly strike is at least 5km away, officials and area residents said.

Saudi officials could not immediately be reached for comment.

The US military is considering a plan that would allow transgender people to serve openly in the armed forces.
"The Defence Department's current regulations regarding transgender service members are outdated and are causing uncertainty," US Defence Secretary Ashton Carter said on Monday.
Transgender people now serve in the military, but their experiences vary.
Over the next six months, a group will study whether lifting the ban will adversely affect the military.
But Mr Carter said the group will begin with the presumption that transgender people should be able to serve openly.
"We have transgender soldiers, sailors, airmen, and Marines - real, patriotic Americans - who I know are being hurt by an outdated, confusing, inconsistent approach," Mr Carter said.
In 2011, the US military ended its policy of "don't ask, don't tell" allowing gay people to serve openly. Military officials cited that successful transition when discussing the transgender changes.
However, the repeal of ban raises questions about whether the military would conduct or pay for the medical costs of surgery and other treatment associated with any gender transition.
Military officials said the six-month evaluation period would allow the services to figure out health care and housing and provide training to troops to smooth the transition.
Guidelines require that transgender people be dismissed from the military, but many serve in secret or under supportive commanders.

French intelligence officials are due to travel to Washington for more talks.
Wikileaks reported that the NSA had intercepted communications from President Francois Hollande and former leaders Nicolas Sarkozy and Jacques Chirac between 2006-12.

He called two emergency meetings, the first with France's top security officials and another with leading legislators.
Prime Minister Manuel Valls urged the US to quickly repair "damage" to its relationship with France.
