    <dc:creator>jtyost2</dc:creator><description><![CDATA[Secretary of State Mike Pompeo, facing criticism that the Trump administration has sought to sweep away the Saudi dissident Jamal Khashoggi’s brutal killing, announced on Monday that 16 Saudis, including one of the closest aides to Crown Prince Mohammed bin Salman, were being barred from entry to the United States.

The list included the close aide, Saud al-Qahtani, who officially served as the royal court’s media czar, but appeared to have overseen the operation to seize Mr. Khashoggi. It was one of a dozen or so operations by what American intelligence officials called the Saudi Rapid Intervention Group, set up by Mr. al-Qahtani to silence or eliminate dissent about Prince Mohammed’s rapid rise to become the de facto Saudi leader.

But conspicuously missing from the list is Prince Mohammed himself, despite the conclusion by American intelligence agencies that he was ultimately responsible for sending the team to Istanbul to kill Mr. Khashoggi, and for other actions by the Rapid Intervention Group. More than a year before Mr. Khashoggi’s death, American intelligence officials intercepted a communication from the crown prince saying that if Mr. Khashoggi, a Washington Post journalist who lived in Virginia, did not voluntarily return to the kingdom and cease publishing his criticism, the state should go after him “with a bullet.”

Based on the findings of the C.I.A., which he led until last year, Mr. Pompeo would have been free to add the crown prince to the list, though that would have been an unusual move to take against a leader of a close ally. But Mr. Pompeo has at times also sounded passive about the investigation, saying he was giving the Saudis time to complete their own inquiry.

By moving to name the Saudis and barring them and their immediate families from traveling to the United States, the Trump administration appears to be trying to tamp down an unusual uprising in Congress that has involved members of both parties.

But it is far from clear that the relatively minor penalty, against Saudis who would be unlikely to enter the United States under current conditions, will be viewed as sufficient. Mr. Pompeo and President Trump are likely to still face the accusation that they are deliberately ignoring the C.I.A.’s intelligence findings in an effort to put the killing behind them. Mr. Trump once called the report about the crown prince’s involvement a “feeling” by the C.I.A., and has insisted that the evidence is not conclusive.]]></description>

The World Trade Organisation (WTO) has found that the subsidies have an adverse impact on the US.

Aircraft and cheese are among the products that could be hit by tariffs, the US Trade Representative (USTR) said.

The Trump administration has been fighting trade battles on many fronts.

The move would mark an escalation in trade tensions between the US and the EU.

The USTR said the value of goods that will be targeted with tariffs is subject to an arbitration at the WTO, the result of which is expected in a few months.

A preliminary list of goods has been issued for public consultation. It covers a wide range of items, from helicopters to wine.

"This case has been in litigation for 14 years, and the time has come for action. The Administration is preparing to respond immediately when the WTO issues its finding on the value of US countermeasures," said US Trade Representative Robert Lighthizer.

"Our ultimate goal is to reach an agreement with the EU to end all WTO-inconsistent subsidies to large civil aircraft. When the EU ends these harmful subsidies, the additional US duties imposed in response can be lifted."]]></description>

Deripaska to satisfy the terms of his divorce by transferring tens of millions of dollars in stock to benefit his children as part of a deal to lift United States sanctions on his corporate empire, according to the Trump administration and an interview with Mr. Deripaska.

The deal, announced by the Trump administration in December without publicly disclosing its details, included a clause providing for the completion of a transfer of 10.5 million shares of Mr. Deripaska’s main holding company, EN+, to a trust fund for the two teenage children he had with his former wife, Polina Yumasheva.

The couple divorced last year, and their settlement, which called for him to provide funds for their children, was finalized before Mr. Deripaska and his companies were sanctioned in April 2018, according to representatives of the Treasury Department, Mr. Deripaska and EN+.

The transfer has drawn the ire of Senator Ron Wyden, Democrat of Oregon, who is a member of the Senate Finance Committee, which has jurisdiction over the Treasury Department. He said in a letter sent late last month to Steven Mnuchin, the Treasury secretary, that the transfer of the EN+ shares — which had a value of more than $78 million at the close of business on Monday — “constitutes a clear benefit to Deripaska and his children,” and conflicts with Treasury Department claims that neither would benefit from the sanctions relief deal.

The sanctions were intended to punish seven oligarchs and their companies — including Mr. Deripaska, EN+ and the giant aluminum company it controls, Rusal — for their affiliations with a Russian government that “engages in a range of malign activity around the globe,” including election interference, Mr. Mnuchin said at the time.

When the Treasury Department announced the deal with Mr. Deripaska’s companies to lift the sanctions, it cast the move as an effort to stabilize global aluminum markets roiled by the sanctions, and said that Mr. Deripaska would not personally benefit. As part of the deal, he agreed to relinquish control of the companies and sell off a significant portion of his ownership, with proceeds going into blocked accounts that he would not be able to access.

But members of Congress on both sides of the aisle blasted the deal as soft on Russia, and unsuccessfully tried to block it from going into effect. Those concerns were inflamed further when it was revealed that the confidential, legally binding document detailing the agreement showed that Mr. Deripaska and his allies would retain majority ownership of EN+.

The agreement specified that 1.64 percent of the shares of EN+ would be transferred to an entity called the Liberi Foundation, for which there was no easily traceable public record. After receiving inquiries from journalists, EN+ officials said Liberi was a trust fund for Mr. Deripaska’s children.

But when asked by Mr. Wyden at a Senate Finance Committee hearing late last month about the arrangement, Mr. Mnuchin said of Mr. Deripaska that “his children did in no way benefit from sanctions relief.”

A Treasury Department spokeswoman sought to clarify Mr. Mnuchin’s statement last week, saying that “Deripaska’s children were legally entitled to shares stemming from a divorce settlement that predated the sanctions.”]]></description>

Alfred Keating is accused of hiding a camera in a heating duct, which was found when it fell onto the floor.

Mr Keating's DNA matched that found on the SD card in the camera, which appeared to have been in place for many months.

The former commodore has pleaded not guilty.

Formerly in the Royal New Zealand Navy, Mr Keating was the highest ranking official at New Zealand's US embassy when the camera was discovered in a unisex bathroom in 2017.

Because he was a foreign official, New Zealand is responsible for Mr Keating's trial, despite the alleged offence taking place in the US.

He is facing a charge of attempting to make an intimate visual recording of another person at Auckland District Court. ]]></description>

Their ubiquitous presence - behind the counter at Starbucks or the wheels of taxis - in the bastion of American government symbolises the two pillars of this alliance.

The Ethiopian diaspora across America - the second largest community after Nigerians - has played an enormous role in influencing ongoing political reforms that have rocked Ethiopia since the beginning of 2018.

These have included the opening of borders, the freeing of political prisoners, the lifting of restrictions on media, and the opening of political space to previously banned groups, as well as a significant redistribution of power within the ruling coalition government.

Expatriate Ethiopians run numerous TV stations and online media which are beamed into Ethiopian homes or to smartphones more than 11,000 kilometres away in the motherland - often, in the past, with a message critical of the government.

At the same time, US foreign policy significantly influenced last year's seismic events and is helping the Ethiopian government prepare the country for crucial national elections in 2020.

A US House of Representative Congressional Delegation (Codel) has recently returned from a visit to Ethiopia and Eritrea.

During that visit, US Ambassador to Ethiopia Michael Raynor announced the US will be "embedding senior US government officials at key Ethiopian economic ministries and operations for a sustained period of time". ]]></description>

The two sides are nearing an agreement, with Mr. Trump saying on Thursday that an “epic” trade pact could be weeks away and that he may soon meet with President Xi Jinping, China’s top leader. But already, spurred by tariffs and trade tensions, global companies are beginning to shift their supply chains away from China, just as some Trump administration officials had wanted.

The move, known as decoupling, is a major goal of those who believe the world has grown far too dependent on China as a manufacturing giant. As Beijing builds up its military and extends its geopolitical influence, some officials fear that America’s dependence on Chinese factories makes it strategically vulnerable.

Now companies in a number of industries are reducing their exposure to China. GoPro, the mobile camera maker, and Universal Electronics, which makes sensors and remote controls, are shifting some work to Mexico. Hasbro is moving its toy making to the United States, Mexico, Vietnam and India. Aten International, a Taiwanese computer equipment company, brought work back to Taiwan. Danfoss, a Danish conglomerate, is changing the production of heating and hydraulic equipment to the United States.

Mr. Trump’s victory in this department is not unalloyed. Despite his promises to bring jobs back to the United States, most of the work is shifting to other countries with lower costs. Reshaping global supply chains also takes time, and China will remain a vital manufacturing hub for decades to come.

Still, chief executives say the trade war has prompted a fundamental reassessment of China as the dominant place to make things. Even Chinese companies are expanding overseas, although they still have most of their production in China.

“China was the factory of the world,” said Song Zhiping, the Communist Party chief at the China National Building Materials Group, a state-owned giant. “Things are changing. That’s why Chinese companies are going out of China.”]]></description>

    <dc:creator>jtyost2</dc:creator><description><![CDATA[Taking drastic action over illegal immigration, President Donald Trump moved Saturday to cut direct aid to El Salvador, Guatemala and Honduras, whose citizens are fleeing north and overwhelming U.S. resources at the southern border.

The State Department notified Congress that it would look to suspend 2017 and 2018 payments to the trio of nations, which have been home to some of the migrant caravans that have marched through Mexico to the U.S. border.

Amplified by conservative media, Trump has turned the caravans into the symbol of what he says are the dangers of illegal immigration — a central theme of his midterm campaigning last fall. With the special counsel’s Russia probe seemingly behind him, Trump has revived his warnings of the caravans’ presence.

Trump also has returned to a previous threat he never carried out — closing the border with Mexico. He brought up that possibility on Friday and revisited it in tweets Saturday, blaming Democrats and Mexico for problems at the border and beyond despite warnings that a closed border could create economic havoc on both sides.

“It would be so easy to fix our weak and very stupid Democrat inspired immigration laws,” Trump tweeted Saturday. “In less than one hour, and then a vote, the problem would be solved. But the Dems don’t care about the crime, they don’t want any victory for Trump and the Republicans, even if good for USA!′

A group of House Democrats visiting El Salvador denounced the administration’s decision to cut aid to the region.

“As we visit El Salvador evaluating the importance of U.S. assistance to Central America to address the root causes of family and child migration, we are extremely disappointed to learn that President Trump intends to cut off aid to the region,” said the statement from five lawmakers, including Rep. Eliot Engel of New York, who chairs the House Foreign Affairs Committee. “The President’s approach is entirely counterproductive.”

The Trump administration has threatened before to scale back or cut off U.S. assistance to Central America. Congress has not approved most of those proposed cuts, however, and a report this year by the Congressional Research Service said any change in that funding would depend on what Congress does.]]></description>

It would also disrupt the lives of border communities that rely on the flow of people between the US and Mexico — including the major cities of San Diego (and Tijuana) and El Paso (and Ciudad Juarez).

Approximately $1.5 billion worth of commerce happens along the US-Mexico border every day. Nearly half a million people cross the border legally every day through Texas ports alone.

Even reductions in port capacity or temporary shutdowns tend to lead to panic among the business community and local residents. El Paso is currently concerned that already-long waits at the ports could get longer as agents are reassigned to care for unauthorized migrants. When the San Ysidro port of entry in San Diego shut down for a few hours in November, as agents responded with force (including tear gas) to an organized march of asylum-seekers, the temporary closure cost about $5.3 million in lost business revenue.

Of course, making it harder for people to cross legally generally only encourages people to cross illegally — something that’s already been seen as the US has limited the number of asylum-seekers it allows to present themselves at ports.

Trump’s Friday tweets actually tacitly acknowledge that drug smuggling is more likely to happen at ports than between them — something he generally explicitly lies about. But drug smugglers are less likely than, say, banana exporters to just throw up their hands if a port is shut down, rather than finding other illegal ways to get drugs into the US.

Every time Trump tweets something like this, border-state legislators and business associations react with alarm. Generally, DHS officials stress that they understand the importance of keeping the ports open. But Trump by all appearances does not.

It’s not that “shutting down the border” is the administration’s only proposed solution — Homeland Security Secretary Kirstjen Nielsen wrote a letter to Congress on Thursday asking for changes to the law regarding family detention and child deportation, and predicting that they would need more funding. But it’s the idea Trump himself can’t let go of. And now, for the first time — if for completely different reasons — there is an actual prospect that the administration will do something that looks vaguely similar to Trump’s threats.

Around 100 Russians landed outside of Caracas, Venezuela’s capital, with unidentified equipment on Saturday. It’s not entirely clear why they’ve arrived now, although some fear they’ve come to help Venezuelan President Nicolás Maduro fend off a US-led attempt to depose him. While Russia has in the past sent a few advisers to Venezuela, 100 is more than normal, CBS News reported.

Other experts and US government officials, though, say Russia is merely trying to protect diplomatic and other staff in Venezuela as well as perform maintenance on their military equipment in the country. In other words, the 100 or so Russians are in Venezuela to help themselves, not Maduro.

“There is a very important principle in international life,” Mr. Netanyahu said late Monday before taking off from Andrews Air Force Base. “When you start wars of aggression, you lose territory, do not come and claim it afterwards. It belongs to us.”

Moments before landing at Ben-Gurion Airport on Tuesday, Mr. Netanyahu re-emphasized the point, telling reporters, “Everyone says you can’t hold an occupied territory, but this proves you can. If occupied in a defensive war, then it’s ours.”

The prime minister’s remarks — made in the final weeks of a tight election campaign — are certain to cheer right-wing Israelis who believe that international acceptance of Israeli sovereignty in the Golan, a strategic plateau captured in the Arab-Israeli War of 1967, could pave the way for annexation of at least part of the occupied West Bank.

A Haaretz poll published on Monday found that 42 percent of Israeli voters support annexation of some portion of the West Bank, including some who favor a two-state solution in which the West Bank and Gaza would become a Palestinian state.

There are important differences between the West Bank and the Golan Heights, however. The Golan, which Israel effectively annexed in 1981 by applying its own laws there, was part of Syria before 1967.

By contrast, Israel contends that the West Bank was not legally part of any sovereign nation before Israel captured it in 1967, and thus considers it disputed, rather than occupied, territory. Israel’s failure so far to annex the West Bank has left the door open to a negotiated solution.

At the same time, Israel’s annexation of the Golan Heights did not stop consecutive Israeli prime ministers — including Mr. Netanyahu himself — from holding negotiations with the Syrians with a view to a Golan-for-peace agreement.]]></description>

The Commerce Department submitted the report to the White House in mid-February, triggering a 90-day period for Trump to decide whether to impose tariffs, which could reach as high as 25 percent, on imported autos. It concluded that Trump could justify the tariffs on national security grounds and offered a range of options in response — putting the decision in the president’s hands, four people familiar with its conclusions told POLITICO.

Although the existence of the report was previously known, the administration has kept its findings hidden — including from a powerful Republican senator who has demanded to see it — and its conclusion had not been previously reported.

Trump has not yet made a decision, but he has long complained that the U.S is exploited economically by its allies and has repeatedly told aides he wants to impose a “ring tax” around U.S. borders to protect the country from foreign imports. Trump also has a particular interest in foreign auto competition: In a 2017 interview with the German newspaper Bild, he complained that Manhattan’s Fifth Avenue was filled with Mercedes-Benzes, adding: “It’s not mutual. How many Chevrolets do you see in Germany?”

But Trump’s senior economic advisers are almost universally opposed to slapping new tariffs on auto imports, warning of dire economic and political consequences. They argue that the tariffs would infuriate close U.S. allies from Asia to Western Europe. German Chancellor Angela Merkel said last month that the idea German cars threaten the U.S. would be “a shock.” The move could also undermine efforts to persuade Congress to approve the U.S.-Mexico-Canada trade deal.

And while Trump can brag that he is standing up for American workers, imposing tariffs could ratchet up the price of cars by several thousand dollars, depending on the model, analysts warn.]]></description>

Ever since the summit meeting between the North’s leader, Kim Jong-un, and President Trump in Hanoi, Vietnam, late last month abruptly ended without a deal, North Korea has ceaselessly urged South Korea to distance itself from the United States and to push ahead with joint economic projects that have been held back by American-led United Nations sanctions.

North Korea’s official trade has been devastated by international sanctions imposed since 2016. The country has tried to circumvent them by importing refined fuel or exporting coal through ship-to-ship transfers on the high seas, a move banned under United Nations sanctions. It has also sought to undermine the sanctions by boosting economic cooperation with South Korea.

President Moon Jae-in of South Korea remains eager to boost inter-Korean economic ties, raising fears at home and abroad that he may steer his government away from international efforts to enforce sanctions against the North. But in reality, Mr. Moon’s hands are tied unless the United States and North Korea reach an agreement on denuclearizing the North and Washington helps to ease sanctions.

On Saturday, DPRK Today, a North Korean government-run website, accused Mr. Moon’s government of reneging on its promise to improve inter-Korean ties and giving priority to “cooperation with a foreign force” over “cooperation among the Korean nation.”

“The South Korean authorities’ behavior is deeply deplorable,” it said. “The only things the South will get from cooperating with the U.S. will be a deepening subordination, humiliation and shame.”

North Korean state media has been issuing similar messages in recent days, even denigrating Mr. Moon’s efforts to mediate talks between his “American boss” and North Korea, and advising Mr. Moon’s government to throw its policy “in a garbage can.”

Mr. Moon suffered another slap in the face when the North abruptly withdrew its staff from a joint inter-Korean liaison office on Friday.

“The South’s authorities can’t do anything without approval or instruction from the United States, so how do they think they can be a mediator or facilitator?” the North Korean website Meari said on Friday. “They should know their place.”

Mr. Moon has dedicated his diplomatic resources to facilitating dialogue between Washington and Pyongyang, and has promoted building peace on the Korean Peninsula as his main policy goal. But his mediator’s role has run into a wall since the breakdown of the Hanoi meeting between Mr. Trump and Mr. Kim.]]></description>

Mr Pompeo said Kim Jong-un had promised US President Donald Trump in Vietnam that testing would not resume.

His comments follow a suggestion by North Korean-Vice Foreign Minister Choe Sun-hui that denuclearisation talks might end and testing could resume.

The US says sanctions will remain until Pyongyang destroys all nuclear sites.

Mr Pompeo told reporters on Friday that "on multiple occasions [Mr Kim] spoke directly to the president and made a commitment that he would not resume nuclear testing, nor would he resume missile testing" during their February summit.

"That's Chairman Kim's word," Mr Pompeo said. "We have every expectation that he will live up to that commitment."

Earlier, Ms Choe said US diplomats had thrown away "a golden opportunity" during the summit when North Korea offered to dismantle its main Yongbyon nuclear complex.

Talks in Hanoi collapsed when Mr Trump refused to lift any sanctions until North Korea was completely denuclearised.

But Mr Pompeo said he is "hopeful" that discussions will continue.

"I saw the remarks [Ms Choe] made - she left open the possibility negotiations would continue. It's the administration's desire that we continue to have conversations around this."]]></description>

Addressing diplomats and foreign correspondents at a news conference in Pyongyang, the North Korean capital, Vice Foreign Minister Choe Son-hui said that personal relations between Mr. Kim and Mr. Trump were “still good and the chemistry is mysteriously wonderful.”

But she said Secretary of State Mike Pompeo and John Bolton, Mr. Trump’s national security adviser, had created an “atmosphere of hostility and mistrust” that thwarted the top leaders’ negotiations in Hanoi last month.

After the Hanoi meeting ended without a deal, the North Korean leader had serious doubts about the merits of continuing negotiations with Mr. Trump, Ms. Choe said.

“We have neither the intention to compromise with the U.S. in any form nor much less the desire or plan to conduct this kind of negotiation,” said Ms. Choe, according a report from Pyongyang by The Associated Press, which has a bureau there.

She also said the North might end its self-imposed moratorium on tests of nuclear weapons and long-range missiles.]]></description>

But it could also lead to a more fragile agreement, which could fall apart quickly should trade frictions rise again.

Over the past year, the most contentious issue in the countries’ trade talks has been the Trump administration’s demand for what it calls an enforcement provision, which it says China must accept in exchange for any reduction in the extra tariffs President Trump imposed last year on $250 billion in imports from China.

Under an enforcement mechanism, the United States could reimpose tariffs if it concluded that China had not gone through with whatever structural changes to its economy it agrees to make in the trade talks. In the past month, the administration has also pushed for a broader enforcement mechanism, which would include the right to reimpose tariffs for any category of goods in which imports from China surge.

Chinese officials have strongly resisted the idea of an enforcement provision. They worry that the Trump administration, or future administrations, could invoke it at any time to restart trade frictions.

But Wang Shouwen, China’s vice minister of commerce for international trade negotiations, raised a possible compromise at a news conference in Beijing on Saturday morning. He said China would be amenable to an agreement that gave each side an equal right to take trade actions against the other side after an agreement was struck.

“Any implementation mechanism must go in both directions, fair and equal,” Mr. Wang said, using China’s preferred term for an enforcement mechanism. He spoke at an annual news conference given by the Chinese Commerce Ministry’s top officials, in conjunction with the 11-day session of the country’s rubber-stamp legislature, the National People’s Congress.]]></description>

What this means, some analysts say, is that the American position will sink any chance for progress in US-North Korea negotiations over ending its nuclear program.

In a briefing with reporters on Wednesday, a senior State Department official made a stunning remark when asked if the Trump administration agrees on how to handle the complexities of talks with North Korea.

“Nobody in the administration advocates a step-by-step approach,” the official said. “In all cases, the expectation is a complete denuclearization of North Korea as a condition for all the other steps ... being taken.” In other words, for Pyongyang to receive any kind of benefits like sanctions relief, it has to dismantle its entire nuclear arsenal first.

That contrasts greatly with the administration’s past stance and immediately led experts to pan the comment — and the Trump administration’s negotiation strategy.

“Insisting on disarmament as a condition for peace will lead to exactly the opposite of disarmament and peace,” tweeted MIT nuclear expert Vipin Narang.

“Only through practical reciprocal steps will we get closer to denuclearization & peace and away from dangerous & irresponsible ‘fire & fury’ threats,” Arms Control Association Director Daryl Kimball also tweeted.

Here’s why analysts closely following the US-North Korea drama are so worried: Pyongyang for years has said that the only way it would consider giving up its nuclear weapons is through a step-by-step process where both sides offer reciprocal, commensurate concessions. By resolving smaller disagreements, like lifting sanctions in exchange for the closure of an important nuclear facility, over time the US and North Korea would eventually arrive at the grand prize: the end of Pyongyang’s nuclear threat.]]></description>

Mrs Zaghari-Ratcliffe was jailed for five years in Iran in 2016 after being convicted of spying, which she denies.

Mr Hunt said the move was unlikely to be a "magic wand" to get her release but was an "important diplomatic step".

He said it "demonstrates to the whole world that Nazanin is innocent" and signalled to Iran "that its behaviour is totally wrong".

However, Iran refuses to recognise dual nationals so does not recognise Mrs Zaghari-Ratcliffe's right to be represented by Britain.

Diplomatic protection is a rare legal procedure in international law. States can use it to help one of its nationals whose rights have been breached in another country.

On Saturday, the American and South Korean military defense heads agreed to end two major military exercises between their countries — all in an effort to reduce tensions with North Korea. Indeed, it’s likely to delight Kim, who has long railed against the military drills as preparation for a US-led invasion of North Korea.

The next day, the New York Times reported that Pyongyang hacked more than 100 targets, including some in the US, while Trump and Kim were meeting in Vietnam. It goes to show that even as the two leaders are working to build a rapport, North Korea’s hackers operate unchecked.

Also on Sunday, US National Security Adviser John Bolton went on numerous news programs to discuss the Vietnam summit. While he defended the outcome, he revealed — shockingly — that he and Trump disagree on a key question: whether the US made a massive concession to Kim by holding high-profile summits with him.

And that evening, the president surprisingly tweeted that his inability to cut a deal with the dictator had more to do with his former lawyer Michael Cohen’s congressional testimony than with his flawed diplomacy, calling the Democrat-led spectacle “a new low in American politics.”
