Thirteen of the 33 parents originally charged in the case have agreed to plead guilty, and it was expected that prosecutors would move soon to indict most of the other parents in the case. It was also expected that, in indicting them, they would add an additional charge, of money laundering conspiracy.

Ms. Loughlin and her husband are accused of conspiring with a college consultant, Wiliam Singer, to pay $500,000 in bribes to get their daughters admitted to the University of Southern California as recruits to the women’s crew team, even though neither of the girls actually participated in the sport. Ms. Loughlin, best known for her role as “Aunt Becky” on the television show “Full House,” has already suffered some professional consequences of the charges. The Hallmark Channel said that it would stop development of shows that feature her.

Newly released testimony: Former top FBI lawyer says agency concerned Trump obstructed justice

ames Baker, the former top lawyer of the FBI, told lawmakers last fall that there were widespread concerns inside the FBI that President Donald Trump had attempted to obstruct the bureau's investigation into his campaign's links to Russians, according to a newly released transcript of Baker's testimony.

Under questioning in 2018 from a Democratic committee lawyer, Baker described numerous officials who were distressed that the president may have obstructed justice when he fired FBI Director James Comey in May 2017. Baker said he had personal concerns and that they were shared by not just top FBI brass but within other divisions and at the Justice Department as well.

"The leadership of the FBI, so the acting director ... The heads of the national security apparatus, the national security folks within the FBI, the people that were aware of the underlying investigation and who had been focused on it," Baker said, running through a list of officials he said were worried that the president may have fired Comey to hinder the Russia investigation.

Baker said other FBI executives informed him that Justice Department officials raised concerns about obstruction by Trump as well.

His comments, some of which have been revealed in press reports in recent months, were included in a 152-page transcript of Baker's testimony to the House Oversight and Judiciary Committees in October 2018, when Republicans led an investigation into the handling of the FBI's Russia probe. The transcript was released Tuesday by the panel's top Republican, Rep. Doug Collins (R-Ga.), who has been incrementally entering testimony from last year's investigation into the congressional record.

Baker's comments take on added significance in light of the impending release of special counsel Robert Mueller's report. Mueller inherited the FBI's Russia probe and the obstruction probe that began after Comey's firing. In a four-page memo, Attorney General William Barr indicated that Mueller reached no traditional conclusion on the obstruction probe, prompting an outcry from congressional Democrats who demanded more details.

Pompeo Bars 16 Saudis From U.S. in Response to Khashoggi Killing

Secretary of State Mike Pompeo, facing criticism that the Trump administration has sought to sweep away the Saudi dissident Jamal Khashoggi’s brutal killing, announced on Monday that 16 Saudis, including one of the closest aides to Crown Prince Mohammed bin Salman, were being barred from entry to the United States.

The list included the close aide, Saud al-Qahtani, who officially served as the royal court’s media czar, but appeared to have overseen the operation to seize Mr. Khashoggi. It was one of a dozen or so operations by what American intelligence officials called the Saudi Rapid Intervention Group, set up by Mr. al-Qahtani to silence or eliminate dissent about Prince Mohammed’s rapid rise to become the de facto Saudi leader.

But conspicuously missing from the list is Prince Mohammed himself, despite the conclusion by American intelligence agencies that he was ultimately responsible for sending the team to Istanbul to kill Mr. Khashoggi, and for other actions by the Rapid Intervention Group. More than a year before Mr. Khashoggi’s death, American intelligence officials intercepted a communication from the crown prince saying that if Mr. Khashoggi, a Washington Post journalist who lived in Virginia, did not voluntarily return to the kingdom and cease publishing his criticism, the state should go after him “with a bullet.”

Based on the findings of the C.I.A., which he led until last year, Mr. Pompeo would have been free to add the crown prince to the list, though that would have been an unusual move to take against a leader of a close ally. But Mr. Pompeo has at times also sounded passive about the investigation, saying he was giving the Saudis time to complete their own inquiry.

By moving to name the Saudis and barring them and their immediate families from traveling to the United States, the Trump administration appears to be trying to tamp down an unusual uprising in Congress that has involved members of both parties.

But it is far from clear that the relatively minor penalty, against Saudis who would be unlikely to enter the United States under current conditions, will be viewed as sufficient. Mr. Pompeo and President Trump are likely to still face the accusation that they are deliberately ignoring the C.I.A.’s intelligence findings in an effort to put the killing behind them. Mr. Trump once called the report about the crown prince’s involvement a “feeling” by the C.I.A., and has insisted that the evidence is not conclusive.

“They burned down a building,” the Rev. Harry J. Richard, whose Greater Union Baptist Church was among those destroyed, preached at a makeshift gathering on Sunday in Opelousas. “They didn’t burn down our spirit.”

It was still not known Monday whether the fires — which occurred March 26 and last Tuesday and Thursday — were intentionally set or whether they were motivated by racism. Still, they have drawn the attention of the Bureau of Alcohol, Tobacco, Firearms and Explosives and the F.B.I., which are assisting the Louisiana state fire marshal in the investigation. Police officers stood Sunday outside at least two services of predominantly black congregations.

Two of the fires took place in Opelousas — at Greater Union and at Mount Pleasant Baptist Church — and the third was at St. Mary Baptist Church in nearby Port Barre. Officials reported a fourth, smaller fire that was “intentionally set” at another predominantly black church in Caddo Parish, about three hours north.

Appearing in Brooklyn federal court, Ms Mack pleaded guilty to racketeering and racketeering conspiracy charges related to the suspected sex cult Nxivm.

In a statement, Ms Mack admitted to recruiting women by telling them they were joining a female mentorship group.

"I must take full responsibility for my conduct", she said.

Ms Mack, known for the US television series Smallville, is one of six people facing criminal charges as part of an investigation into Nxivm.

Prosecutors allege the group mirrors a pyramid scheme, in which members paid thousands of dollars for courses to rise within its ranks.

Keith Raniere is alleged to be at the top of this structure as the only man, while Ms Mack served as one of his top female deputies.

Female recruits were allegedly branded with Mr Raniere's initials and expected to have sex with him, as part of a "slave and master system."

New Zealand official in court over camera in US toilet

New Zealand's former top military official in the US is on trial for secretly filming people in the toilet of the country's embassy in Washington.

Alfred Keating is accused of hiding a camera in a heating duct, which was found when it fell onto the floor.

Mr Keating's DNA matched that found on the SD card in the camera, which appeared to have been in place for many months.

The former commodore has pleaded not guilty.

Formerly in the Royal New Zealand Navy, Mr Keating was the highest ranking official at New Zealand's US embassy when the camera was discovered in a unisex bathroom in 2017.

Because he was a foreign official, New Zealand is responsible for Mr Keating's trial, despite the alleged offence taking place in the US.

Five suspected poachers entered Kruger National Park in South Africa last week to kill rhinos living there, according to authorities.

Only four of the men left alive.

The fifth was killed by an elephant and later “devoured” by a pride of lions, park officials said in a statement.

“Entering Kruger National Park illegally and on foot is not wise, it holds many dangers and this incident is evidence of that,” said Glenn Phillips, the park’s managing executive.

The four alleged poachers who survived were arrested and will appear in court “in due course,” the statement said. They will remain in custody until Friday, pending bail, reported Times Live, a South African news site. Authorities have launched an investigation into the alleged poacher’s death and accomplices.

Park officials did not immediately respond to a request for comment from The Washington Post.

Police Brig. Leonard Hlathi told Times Live that the elephant attacked “suddenly,” killing the man.

“His accomplices claimed to have carried his body to the road so that passersby could find it in the morning,” Hlathi said. “They then vanished from the park. ”

The suspected poachers called the dead man’s family, which then called Don English, regional ranger for Skukuza — the most popular game reserve in the country. English assured the family that he would “do everything possible” to recover the body, according to the park statement.

A search party, including rangers on foot and a crew with the South African National Parks air wing, scoured the area Wednesday but did not find the man. They resumed their efforts Thursday and found the man’s remains in the Crocodile Bridge area of the park, near the Crocodile River.

The area, according to the Kruger National Park website, is known for its high concentration of lion prides. It also houses a large percentage of the park’s rhino population.

All that the lions had left behind of the man was his skull and a pair of pants, authorities said.

In the park statement, Phillips commended the search party for helping the family find closure. He also offered the family his condolences.

Prosecutors say a homophobic and racist attack was staged to boost the actor's career, but Smollett has always maintained his innocence.

The 36-year-old was given seven days to pay $130,000 (£99,000) to cover the investigation's cost.

The deadline passed on Thursday and now a civil complaint will be filed.

The City of Chicago's law department said it will "pursue the full measure of damages allowed", adding in a statement that the lawsuit will be filed "in the near future".

After initially being treated as a victim Smollett was accused of staging the attack and became the subject of the police investigation, but the charges against the actor were dropped last week.

Prosecutors say they still believe the Empire star faked the attack.

Melania Trump was paid for 10 modeling jobs in the United States worth $20,056 that occurred in the seven weeks before she had legal permission to work in the country, according to detailed accounting ledgers, contracts and related documents from 20 years ago provided to The Associated Press.

The details of Mrs. Trump’s early paid modeling work in the U.S. emerged in the final days of a bitter presidential campaign in which her husband, Donald Trump, has taken a hard line on immigration laws and those who violate them. Trump has proposed broader use of the government’s E-verify system allowing employers to check whether job applicants are authorized to work. He has noted that federal law prohibits illegally paying immigrants.

Mrs. Trump, who received a green card in March 2001 and became a U.S. citizen in 2006, has always maintained that she arrived in the country legally and never violated the terms of her immigration status. During the presidential campaign, she has cited her story to defend her husband’s hard line on immigration.

The wife of the GOP presidential nominee, who sometimes worked as a model under just her first name, has said through an attorney that she first came to the U.S. from Slovenia on Aug. 27, 1996, on a B1/B2 visitor visa and then obtained an H-1B work visa on Oct. 18, 1996.

The documents obtained by the AP show she was paid for 10 modeling assignments between Sept. 10 and Oct. 15, during a time when her visa allowed her generally to be in the U.S. and look for work but not perform paid work in the country. The documents examined by the AP indicate that the modeling assignments would have been outside the bounds of her visa.

Senate Republicans say they want “transparency” around the Mueller report — but they keep rejecting a measure that would actually offer it.

Sen. Rand Paul (R-KY) on Thursday, once again, blocked a resolution pushing for the public release of special counsel Robert Mueller’s report. It’s the fifth time Republicans have rejected Democratic efforts to consider the resolution — even as multiple news reports this week questioned how comprehensive Attorney General Bill Barr’s summary of the full report was. The resolution, which is nonbinding, simply urges the public release of the report and notes that it is not calling for the release of any content that is “expressly prohibited by law.”

As Vox’s Ella Nilsen has reported, this resolution overwhelmingly passed the House on a bipartisan basis, 420-0. (It’s worth noting that the House vote took place before Barr’s summary of the report was actually released.) In the Senate, however, multiple Republicans, including Senate Majority Leader Mitch McConnell, Judiciary Chair Lindsey Graham (R-SC) and Paul have moved to bar it from consideration, while Sen. Chuck Grassley (R-IA) has called for the report to be released.

Thus far, the only reasons Republicans have given for their position on the resolution haven’t been particularly convincing. While McConnell has said that he’s rejected the measure because he wants to give Barr time to coordinate with the special counsel’s office about how to release additional contents of the report, Democrats have argued that the resolution not only does nothing to prevent him from doing that, it also doesn’t set any deadline for him to follow through.

Meanwhile, both Graham and Paul have not been shy about noting that their objections are heavily “political.” Graham had said he was pushing back against the resolution because he wanted more information about the 2016 investigation into Hillary Clinton’s private email server. “I’m just making a political point,” he told the Charleston Post and Courier when he shot down the resolution in mid-March. Paul, meanwhile, called for a review of how the Russia investigation began and why law enforcement officials were looking into the Trump campaign in the first place.

The law passed in December specifically asked for $75 million a year for five years, beginning in 2019. The funding gap was first reported by The Marshall Project.

Advocates participating in the events at the White House on Monday said they were hoping that officials would publicly address questions about funding the program.

“The answer is a resounding yes. We’re fully committed to doing that,” said Ja’Ron Smith, a White House adviser who has worked extensively on the First Step Act implementation, referring to the funding.

In a budget justification document, the Bureau of Prisons, which operates under the Justice Department, said that it had not concluded how much money would be required to put the First Step Act into effect. But it goes on to say that fulfilling the law is a “priority” and that the Bureau of Prisons’ budget for re-entry activities “will be prioritized to fully fund the requirements of the act.” The document also noted that the prison bureau plans to dedicate $147 million in the 2020 fiscal year to First Step Act-related activities, which includes the cost of expanding halfway housing, the cost to relocate people and $85 million for the Second Chance Act grant program, which aids states and nonprofits in reducing recidivism.

An Israeli watchdog group has found a network of hundreds of social media accounts, many of them fake, used to smear opponents of Prime Minister Benjamin Netanyahu in next week’s election and to amplify the messages of his Likud party, according to a report to be released Monday.

The messages posted on the network’s Twitter and Facebook accounts are frequently reposted by prominent Likud campaign officials and by the prime minister’s son, Yair Netanyahu, the report says.

The watchdog group, the Big Bots Project, an independent organization that aims to expose the malicious use of social media, found no direct links between the network and Mr. Netanyahu, his party or his son, but said it appeared to operate in coordination with the party and Mr. Netanyahu’s re-election campaign.

“The network operates through manipulations, slander, lies and spreading rumors,” the report said. “On its busiest days, the network sends out thousands of tweets a day.”

The network’s activity has intensified almost fivefold since the election was called in December, the report said, and “is mobilized at climactic moments for Netanyahu, such as the announcement of the indictment against him.”

The report says the network may violate Israeli laws pertaining to elections, campaign finance, privacy and taxation.

A spokesman for the Likud party said that it did not run a network of fake accounts. “All of the Likud’s digital activity is entirely authentic and is based on the great support of the citizens of Israel for Prime Minister Netanyahu and the great achievements of the Likud,” the spokesman, Jonathan Urich, said on Sunday.

Gavin de Becker was hired by Mr Bezos to find out how his private messages had been leaked to the National Enquirer tabloid.

Mr de Becker linked the hack to the Washington Post's coverage of the murder of Saudi writer Jamal Khashoggi at the Saudi consulate in Istanbul.

Saudi Arabia has not yet commented on the allegation.

Mr Bezos owns the Washington Post.

Mr de Becker said he had handed his findings over to US federal officials.

The ACLU has used its rapidly expanding membership and budget during the Trump era to get increasingly involved in electoral politics, spending heavily on referendums on civil liberties issues and occasionally wading into Senate, gubernatorial and district attorney races.

Its plan for the 2020 election, which it will unveil at a press conference on Sunday afternoon in New Hampshire, involves marshaling its thousands of members in the early primary states of Iowa, New Hampshire, Nevada and South Carolina to pressure candidates on a host of potentially politically thorny questions about civil liberties at town halls and candidate forums.

Taking drastic action over illegal immigration, President Donald Trump moved Saturday to cut direct aid to El Salvador, Guatemala and Honduras, whose citizens are fleeing north and overwhelming U.S. resources at the southern border.

The State Department notified Congress that it would look to suspend 2017 and 2018 payments to the trio of nations, which have been home to some of the migrant caravans that have marched through Mexico to the U.S. border.

Amplified by conservative media, Trump has turned the caravans into the symbol of what he says are the dangers of illegal immigration — a central theme of his midterm campaigning last fall. With the special counsel’s Russia probe seemingly behind him, Trump has revived his warnings of the caravans’ presence.

Trump also has returned to a previous threat he never carried out — closing the border with Mexico. He brought up that possibility on Friday and revisited it in tweets Saturday, blaming Democrats and Mexico for problems at the border and beyond despite warnings that a closed border could create economic havoc on both sides.

“It would be so easy to fix our weak and very stupid Democrat inspired immigration laws,” Trump tweeted Saturday. “In less than one hour, and then a vote, the problem would be solved. But the Dems don’t care about the crime, they don’t want any victory for Trump and the Republicans, even if good for USA!′

A group of House Democrats visiting El Salvador denounced the administration’s decision to cut aid to the region.

“As we visit El Salvador evaluating the importance of U.S. assistance to Central America to address the root causes of family and child migration, we are extremely disappointed to learn that President Trump intends to cut off aid to the region,” said the statement from five lawmakers, including Rep. Eliot Engel of New York, who chairs the House Foreign Affairs Committee. “The President’s approach is entirely counterproductive.”

The Trump administration has threatened before to scale back or cut off U.S. assistance to Central America. Congress has not approved most of those proposed cuts, however, and a report this year by the Congressional Research Service said any change in that funding would depend on what Congress does.

The House Intelligence Committee’s first hearing since Robert S. Mueller III completed his report had barely begun when the panel’s Republicans moved en masse to demand the resignation of the committee’s chairman.

It went downhill from there.

The acrimony on display as the intelligence committee tried to resume its work on Russia’s intervention in the 2016 presidential election laid bare the bitter divide that persists in Congress even after Mr. Mueller, the special counsel, completed his 22-month investigation of the subject. The Republican demand and the barbed response of the committee’s chairman, Representative Adam B. Schiff, echoed well outside the wood-paneled House hearing room.

Representative Kevin McCarthy, the House Republican leader, spent much of his weekly news conference comparing Mr. Schiff, a fellow Californian, to Senator Joseph R. McCarthy, who fueled fears in the 1950s that Communist spies had infiltrated the American government. Representative Michael R. Turner, Republican of Ohio, played the same card.

“With McCarthyism,” a senator was “chasing after Russian Communists,” Mr. Turner, an Intelligence Committee member, said. “Now we have Schiff chasing after Russian collusion.”

Undaunted, Mr. Schiff made clear he was not about to step down, nor was he about to absolve President Trump or his campaign from nefarious conduct with Moscow. The Justice Department revealed on Thursday that Mr. Mueller’s report came in at more than 300 pages, raising more questions about what information was behind the four-page summary released by William P. Barr, the attorney general.

Purdue is facing thousands of lawsuits over how it marketed OxyContin, but only a handful have named the Sacklers

Purdue and the Sacklers vigorously deny the allegations, a spokesman said.

A spokesperson for the Sackler family said: "Expanding this baseless lawsuit to include former directors of Purdue Pharma is a misguided attempt to place blame where it does not belong for a complex public health crisis.

The family "strongly" denies the allegations and will "vigorously defend against them".

Mueller III, last week was more than 300 pages long, according to American officials with knowledge of it, a length that raises new questions about Attorney General William P. Barr’s four-page summary.

Mr. Barr wrote to Congress on Sunday offering what he called the “principal conclusions” of the report — including that Mr. Mueller had not found evidence that the Trump campaign took part in a conspiracy to undermine the election. But he had notably declined to publicly disclose its length.

The total of 300-plus pages suggests that Mr. Mueller went well beyond the kind of bare-bones summary required by the Justice Department regulation governing his appointment and detailed his conclusions at length. And it raises questions about what Mr. Barr might have left out of the four dense pages he sent Congress.

Democrats, who like all other lawmakers have not seen the report, have all but accused Mr. Barr of covering up damaging information it contains. They have specifically focused on an apparent difference between the views of Mr. Barr and Mr. Mueller on whether Mr. Trump obstructed justice. Democrats have demanded that the attorney general make the full report and evidence public.

The American officials spoke anonymously because they were not authorized to discuss details of the report, titled “Report on the Investigation into Russian Interference in the 2016 Presidential Election.”

One of those aides, John McEntee, President Donald Trump’s former personal aide who left in March 2018, reportedly after a problem with his security clearance, also appears to have been paid by the Trump campaign while still working at the White House, also a possible violation of the law, the records show.

High-level staffers are required to disclose their future employment — if they have a job lined up — to identify potential conflicts of interest between their White House positions and new employers.

It’s the latest in what good government advocates say are a pattern of ethical lapses in the Trump administration. Several government watchdog groups have criticized the Trump administration repeatedly for allowing high-ranking staffers to spend an exorbitant amounts of money on travel, promoting Trump businesses and failing to file legally required financial reports.

The six other staffers are Reed Cordish, assistant to the president for intergovernmental and technology initiatives; Stefan Passantino, former deputy counsel; Marc Short, director of legislative affairs; Bill Stepien, director of political affairs; Katie Walsh, deputy chief of staff; and Paul Winfree, deputy assistant to the president for domestic policy, who served in several top policy jobs.

Citizens for Responsibility and Ethics in Washington, a government watchdog group, concluded the former staffers may have failed to include the information on their termination based on reviews of campaign finance documents, articles and news releases.

A federal tax lien filed in the circuit court for Montgomery County, Maryland, where Moore owns a house, says that the government won a judgment against Moore for $75,328.80. The January 2018 filing said it was for unpaid taxes from the 2014 tax year and could accrue additional penalties and other costs.

An IRS spokesman said he was prohibited by law from commenting on the case. A White House spokesman declined to comment. Moore referred questions about the tax debt to his wife, Anne Carey.

Carey said the dispute originated with a deduction on Moore’s 2014 tax return in which he accidentally claimed the sum of his alimony and child-support payments to his former wife, when only alimony is deductible. Because Moore had moved, he never received notifications from the IRS after the agency audited the return, she said.

An ex-football coach allegedly accepted a $400,000 bribe to fraudulently mark the non-athletic student as a recruit.

The case is linked to the same cheating scandal that snared celebrity parents Lori Laughlin and Felicity Huffman earlier this month.

The elite college in Connecticut said it was investigating the matter.

Women's football coach Rudy Meredith, who resigned last November, was one of 50 individuals charged in the alleged college admissions scam.

The university's website states that Mr Meredith is believed to have "provided fraudulent athletic endorsements to two applicants only; one was denied admission despite the endorsement, and the other was admitted".

Attorney General William Barr plans to deliver special counsel Robert Mueller's report to Congress and the public in "weeks not months," a Justice Department official said Tuesday, offering the first indication of how soon the government would release more complete findings of the investigation.

The official, who was not authorized to comment publicly, said the department has "no plans at this time" to provide a copy of the report to the White House before it is made public.

That timetable comes after lawmakers intensified their demands for access to the special counsel's full report. Leaders of six House committees said in a letter to the attorney general that they wanted to see the entire document by April 2. They also asked him to turn over the evidence Mueller's investigators had gathered, saying the materials were "urgently needed by our committees to perform their duties under the Constitution."

Barr issued a four-page summary of that report on Sunday, declaring that Mueller's 22-month inquiry had not found that President Donald Trump or his campaign conspired with Russian efforts to sway the 2016 election. On the separate issue of whether Trump had sought to thwart the investigation, Barr said he and Deputy Attorney General Rod Rosenstein determined that the president's conduct did not constitute a crime after Mueller's team declined to reach a conclusion on whether Trump had obstructed justice.

Trump and his allies swiftly declared victory in the inquiry that had cast a shadow over nearly all of his presidency to date. Congressional Democrats, however, said Barr's summary had only heightened their interest in obtaining a fuller account of how Mueller reached his conclusions.

A small team of Justice Department staffers is reviewing the report to determine which parts are based on grand jury testimony or would reveal information about other pending cases, subjects Barr has said the department is constrained to keep secret, according to an official who was not authorized to speak publicly.

The department offered no clues on Monday about how long that review would last, or even about the size of the report Mueller had delivered.

Conor McGregor, the Ultimate Fighting Championship’s biggest star and one of the world’s highest-paid athletes, is under investigation in Ireland after a woman accused him of sexual assault in December, according to four people familiar with the investigation.

McGregor has not been charged with a crime. Following the usual protocol in criminal investigations in Ireland and much of Europe, where a formal charge does not necessarily follow an arrest, McGregor was arrested in January, questioned by law enforcement authorities and released pending further investigation, according to the people.

The allegations have not been proven and the fact that an investigation is continuing does not imply that McGregor is guilty of a crime. A lawyer for McGregor in Dublin did not respond to messages seeking comment.

On Tuesday, McGregor announced his retirement from U.F.C., though a spokeswoman said it was unrelated to the investigation.

“I wish all my old colleagues well going forward in competition,’’ he wrote on Twitter. “I now join my former partners on this venture, already in retirement. Proper Pina Coladas on me fellas!” (Proper No. 12 is a whiskey brand he founded.)

He has only fought once since 2016, a bout in October that he lost to Khabib Nurmagomedov, and has previously announced a retirement, only to come back.

The woman making the allegation said it occurred at the Beacon Hotel, an establishment attached to a business park on the edge of Dublin. There is little to suggest it would be a haunt for one of Ireland’s best-known sports figures, a multimillionaire with a loyal, global fan base. McGregor is an occasional guest there, usually booking its sole penthouse room, according to a person with knowledge of the situation. The last and most recent visit occurred in December.

Irish news media have reported on the case since news of the assault first broke late last year, but without naming McGregor. Laws in Ireland restrict the news media from identifying individuals charged with rape unless they are convicted, which has not happened in this case. News outlets reporting the identity of a suspect before a charge is brought often face costly libel and breach of privacy lawsuits in Ireland. Publication after a charge is filed could lead to a more serious contempt of court indictment.

Prosecutors says he tried to extort more than $20m (£15m) from Nike, threatening to use his profile to inflict reputational harm on the firm.

A frequent guest on TV news and talk shows, Mr Avenatti emerged as a fierce critic of President Trump.

At one point he said he was considering running for president himself.

Prosecutors in New York announced the charges relating to the alleged attempt to extort money from Nike on Monday.

Mr Avenatti, according to a criminal complaint, met a lawyer for Nike earlier this month and allegedly threatened to release damaging information about the company unless it made "multi-million dollar payments" to him and another, unnamed co-conspirator.

He also, allegedly, demanded $1.5m (£1.13m) for an individual he claimed to represent.

"I'll go take $10bn (£7.56bn) off your client's market cap," Mr Avenatti reportedly told a Nike lawyer during a meeting last week.

He was arrested in New York at 12:30 EST (17:30 GMT), shortly after announcing that he would hold a press conference about a scandal surrounding Nike on Tuesday.

Have You Noticed Those Weird New Mailboxes? Here’s Why They Changed

The crime is deceptively simple and maddeningly effective.

Thieves, often at night, use string to lower glue-covered rodent traps or bottles coated with an adhesive down the chute of a sidewalk mailbox. This bait attaches to the envelopes inside, and the fish in this case — mail containing gift cards, money orders or checks, which can be altered with chemicals and cashed — are reeled out slowly.

This low-tech crime, which became common in the Bronx, is known as mail fishing.

Now it has met its match.

The United States Postal Service is replacing or retrofitting mailboxes in much of the northeast to eliminate the pull-down handle in favor of a slender mail slot with a singular goal: foiling thieves.

All of the approximately 7,000 mailboxes in New York City and those in other parts of New York, New Jersey, Connecticut and Massachusetts are being revamped. No plans yet exist for a nationwide overhaul, officials said, but in areas where fishing becomes prevalent, the thief-proof boxes will likely follow.

“It’s safety, with anything. Twenty years ago, maybe you wouldn’t have locked your door, or locked your car. But as time changes, we all have to change with it,” said Donna Harris, a spokeswoman for the New York division of the United States Postal Inspection Service, the law enforcement arm of the Postal Service that works closely with local and State Police departments.

The mail slots are only large enough for letters, meaning sending even small packages will require a trip to the post office. The opening is also equipped with a mechanism that grabs at a letter once inserted, making it difficult to retract. (With an air of crime-fighting secrecy, postal inspectors declined to elaborate on precisely how the device works. “Those features on the box, what we like to call the Cadillac of mailboxes, those are things I can’t talk about,” Ms. Harris said.)

Mueller III, a Justice Department official said, just days after the conclusion of a sprawling investigation into Russia’s attempts to sabotage the 2016 election and whether President Trump or any of his associates conspired with Moscow’s interference.

The release of the special counsel’s conclusions will culminate 22 months of work by Mr. Mueller and his handpicked team of prosecutors, but it could be just the beginning of a lengthy constitutional battle between Congress and the Justice Department about whether Mr. Mueller’s full report will be made public. Democrats have also called for the attorney general to turn over the report and all of the special counsel’s investigative files.

The Russia investigation has buffeted the White House from the earliest days of the Trump administration, with numerous current and former aides to Mr. Trump brought for questioning to the special counsel’s warren of offices in a plain office building in downtown Washington. F.B.I. agents fanned out across the nation and traveled to numerous foreign countries. Witnesses were questioned by members of Mr. Mueller’s team at airports upon landing in the United States.

That's not how some media figures see it. For instance, Michael Smerconish used his CNN segment to compare the legalization of marijuana to prostitution. After a comment about consenting adults exchanging money for sex, he said prostitution should be “cleaned up, regulated, so that those working in the industry are healthy and being paid fairly.” He went on to condemn traffickers who force women into this line of work, only to juxtapose the charging of Kraft as a waste of police resources due to his status as a 77-year-old widower.

Eliciting sympathy for the men charged in this investigation to bolster support for full legalization is an attempt to overshadow the symbiotic relationship between human trafficking and prostitution. It is a proven fact that trafficking increases in places where prostitution is legalized. Not to mention, this viewpoint reinforces the patriarchal idea that men are entitled to women’s bodies and that “boys will be boys.”

Moreover, those who buy sex have comparatively more power and privilege than those who sell it. A study by Cook County, Illinois — described as "a window into sex trafficking" — found that those who buy sex are mostly white, educated and employed. Those who sell sex, by contrast, are more likely to be of color, coerced into prostitution under the age of 20, and struggling with mental illness.

These disparities show an obvious imbalance of power in every commercial sex interaction, regardless of whether human trafficking is involved. As Will Bunch wrote in The Philadelphia Inquirer, “The real scandal here is the gross imbalance of power involving women who were held in a form of human bondage to serve as objects of gratification for powerful men intoxicated by their belief they can get away with anything.”

The attorney general told lawmakers he was reviewing the report and anticipated that “I may be in a position to advise you of the Special Counsel’s principal conclusions as soon as this weekend.”

The attorney general wrote he would consult with Mueller and Deputy Attorney General Rod J. Rosenstein “to determine what other information from the report can be released to Congress and the public consistent with the law, including the Special Counsel regulations, and the Department’s long-standing practices and policies.”

Barr said there were no instances in the course of the investigation in which any of Mueller’s decisions were vetoed by his superiors at the Justice Department.

“I remain committed to as much transparency as possible, and I will keep you informed as to the status of my review,” Barr wrote.

After a week of growing expectation that Mueller’s report would soon arrive, a security officer from Mueller’s office delivered it Friday afternoon to Rosenstein’s office at Justice Department headquarters, according to spokeswoman Kerri Kupec. Within minutes of that delivery, the report was transmitted upstairs to Barr.

Around 4:35 p.m., White House lawyer Emmet Flood was notified that the Justice Department had received the report. Around that same time, Rosenstein called Mueller to personally thank him for his work, according to a Justice Department official.

About a half-hour after the White House was notified, a department official delivered Barr’s letter to the relevant House and Senate committees and senior congressional leaders, officials said.

For most of Mueller’s tenure, that meant that Rosenstein could tell Mueller what investigations or prosecutions he could and couldn’t pursue. Once Sessions was fired after the 2018 midterm elections and his replacement confirmed, that ability fell to Barr.

In other words, if Mueller wanted to launch an investigation into, say, Ivanka Trump, Rosenstein or Barr could have asked why and then, if desired, kept him from doing so. That meant that for close Mueller watchers, there was always a factor of the unknown: Was Mueller homing in on Donald Trump Jr. (as Trump Jr. at one point seemed to believe), only to have the Justice Department protect him?

This was especially interesting as an idea because of another part of the special counsel’s regulations. Mueller’s final report, delivered to Barr on Friday, doesn’t automatically become part of the public record. Instead, according to the regulations, Barr had only to inform Congress when Mueller’s work was completed — and provide “a description and explanation of instances (if any) in which the Attorney General concluded that a proposed action by a Special Counsel was so inappropriate or unwarranted under established Departmental practices that it should not be pursued."

In other words, if Barr or Rosenstein had blocked an investigation into Trump Jr., the Justice Department would have to tell Congress. That would open up a whole raft of possibilities for Democratic leaders in the House who are champing at the bit to uncover whatever rocks they can — or for prosecutors in other jurisdictions, such as New York state, looking to make a name by targeting Trump’s inner circle.

Late Friday afternoon, Barr’s message to Congress was sent. And one line in it answers the question about Trump Jr. or any other truncated investigations succinctly.

Barr noted the above requirement about instances in which Mueller was blocked from pursuing an investigation.

“There were no such instances during the Special Counsel’s investigation,” he then wrote. In other words, no low-hanging fruit waiting to be picked.

Kraft, the owner of the New England Patriots, to be part of a celebration at the White House of the team’s victory in the Super Bowl, ignoring concerns about Mr. Kraft’s recent arrest on charges of soliciting prostitution.

Mr. Trump has brushed aside worries about any negative impact that Mr. Kraft’s presence at an official event could have, according to people close to the president. His desire to have his friend on hand dismayed but did not surprise them, because they said they think he has recently been inclined to ignore external criticism.

The president’s views were first reported by Politico.

Mr. Trump has often chosen to publicly support business allies or friends when they have faced scandal or accusations of impropriety. For instance, he spoke fondly of Roger E. Ailes, the head of Fox News, after he was fired over accusations of sexual harassment.

The charges against Mr. Kraft came after the police in January used video surveillance to observe activity inside several day spas and massage parlors, including one in Jupiter, Fla. The police said that the parlors had been used for prostitution and that many of the women involved were considered to be victims. Mr. Kraft has pleaded not guilty, and has not accepted a deal from prosecutors to drop the two misdemeanor charges in return for completing community service, paying a fine and admitting guilt.

“He’s proclaimed his innocence totally,” Mr. Trump has said about Mr. Kraft, who has been a friend for many years.

The Patriots have won six Super Bowl titles since 2002, two of them since Mr. Trump became president, and the team has visited the White House after each victory. Mr. Kraft has accompanied the team on its first five visits.

The reference immediately raised eyebrows among close watchers of the special counsel’s work — because there are no known important deadlines in Mueller cases coming up. So what, then, is Mueller’s team so busy with at the moment?

For months now, rumors have been rampant that Mueller’s final report and the conclusion of his work are imminent. Some top attorneys on his team are leaving, and his top FBI agent has already left. All the specific predictions about when, exactly, the report would be done have turned out to be wrong so far, but all things must come to an end eventually.

Now, Tuesday’s request comes in response to a request by the Washington Post to unseal certain materials related to former Trump campaign chair Paul Manafort. The deadline for Mueller’s team to respond was supposed to be this Thursday, March 21 — but they’ve asked it be extended to April 1. Here’s the key paragraph:

Pope Francis has rejected the resignation of a French cardinal, the Vatican announced on Tuesday, despite the cardinal’s conviction this month for covering up decades-old allegations of sexual abuse by a priest in his diocese.

A French court found Cardinal Philippe Barbarin, archbishop of Lyon, guilty on March 7 of failing to report abuse to the authorities, and imposed a six-month suspended sentence.

Cardinal Barbarin, 68, promptly offered to resign, though he is appealing the verdict. He met with Pope Francis on Monday to personally hand in his resignation, but both the cardinal and a Vatican spokesman, Alessandro Gisotti, said on Tuesday that the pope had not accepted it.

Instead, they said, the cardinal, one of the highest-ranking and best-known Roman Catholic officials in France, will step aside for an unspecified length of time.

Cardinal Barbarin said in a statement that the pope had acted “invoking the presumption of innocence.”

“He gave me the freedom to make the decision that seemed best, today, for the life of the Lyon diocese,” the cardinal said. At the pope’s suggestion, he said, he was stepping aside “for a while,” effective immediately, and would leave the day-to-day handling of church affairs to Father Yves Baumgarten, the vicar-general in Lyon.

Mr. Gisotti used much the same language, saying that the pope had given Cardinal Barbarin a free hand “to make the most appropriate decision for his diocese,” which was undergoing difficulties, and that Cardinal Barbarin “had decided to withdraw for some time.”

The pope’s decision came only weeks after he had concluded an unprecedented meeting with church leaders from around the world on how to best confront the scourge of clerical child abuse. The speakers there urged the church’s bishops to take the issue seriously and not to protect their own, or let abuse fester in their ranks.

Mark Rutte, the prime minister of the Netherlands, said it could not be ruled out.

The mayor of Utrecht, Jan van Zanen, was more definitive. “We are working on the assumption of a terrorist motive,” he said.

The Netherlands’ main counterterrorism agency raised its assessment of the threat in Utrecht Province, just southeast of Amsterdam, to the highest level, and said it had activated a crisis team.

Pieter Jaap Aalbersberg, the national coordinator for antiterrorism and security, said the authorities were debating whether to expand the threat alert to the country as a whole.

The authorities ordered the evacuation of all mosques in Utrecht, and security was increased at mosques elsewhere in the Netherlands.

It was not clear whether those moves stemmed from any specific threat, or whether they were a precaution in the wake of the attacks on two mosques last week in Christchurch, New Zealand, that killed 50 people.

The University Medical Center Utrecht opened a specialized disaster unit in response to the shooting. Mr. van Zanen, the mayor, said three of those injured were seriously hurt.

Mr. Rutte interrupted a weekly cabinet meeting to monitor the situation, and later held a news conference to address it.

At least 49 people were killed on Friday in an attack on two mosques in Christchurch, New Zealand, by a man whose name — by his own admission — is irrelevant. It is irrelevant, according to a 74-page manifesto he allegedly wrote, because fame and recognition did not motivate his actions. He was driven and sought to have his attack remembered by its role in advancing a larger cause. That cause is white supremacy.

White supremacy comes in various forms, and few result in mass murder. Its most accepted manifestations thrive due to official legitimization, not 8chan-prowling killers. It can be observed in unexpected places. It finds subtle purchase in national magazine cover stories that argue for more restricted immigration from Asia, Africa, and Latin America, by reasoning that “too much” immigration is “destabilizing” and “politically stressful” for its host countries in Europe and North America. “Politically stressful,” in this case, means that it drives native-born white citizens to embrace demagogues and fascists. That this is as an impulse considered worth bowing to by so many suggests that immigrants are not actually the problem.

White supremacy also comes shrouded in the garb of official sanction. The bodies were still warm in Christchurch on Friday when Senator Fraser Anning of Queensland, in Australia, issued a statement claiming that “the real cause of bloodshed [at the two mosques] … is the immigration program which allowed Muslim fanatics to migrate to New Zealand in the first place.” “[Just] because the followers of this savage belief [Islam] were not the killers in this instance does not make them blameless,” Anning said, referring to the dozens of men, women, and children who were shot dead while praying.

And it is reflected in global laws that have all but transformed Muslims into a permanent suspect class. Under legislation ranging from the United States’s PATRIOT Act to New Zealand’s own Countering Foreign Fighters Bill, there are few civil liberties that Muslims living through the War on Terror possess that Western governments are bound to respect.

The astrophysicist Neil deGrasse Tyson will return to television after the broadcasters of his shows announced Friday that they had completed their investigation into sexual misconduct allegations against him.

“The investigation is complete, and we are moving forward with both ‘StarTalk’ and ‘Cosmos,’” Fox Broadcasting and National Geographic said of his two shows. “‘StarTalk’ will return to the air with the remaining 13 episodes in April on National Geographic, and both Fox and National Geographic are committed to finding an air date for ‘Cosmos.’ There will be no further comment.”

The statement did not say what investigators concluded about the complaints. Dr. Tyson was accused in December of behaving inappropriately with two women, in an article carried on the website Patheos.

One accusation came from Ashley Watson, his assistant on “Cosmos,” who said that during a visit to his apartment, which she took to be a work visit, he made her feel uncomfortable by holding her hands and looking into her eyes in what he called a Native American handshake. As she was leaving, she said, he told her, “I want you to know that I want to hug you so bad right now, but I know that if I do I’ll just want more.” She quit the show.

The other account came from Katelyn N. Allers, a physics and astronomy professor, who said that while examining her tattoo of the solar system, Dr. Tyson had followed it into her dress. The article also revisited an earlier accusation against Dr. Tyson leveled by Tchiya Amet El Maat, who has accused him of raping her in 1984 when they were graduate students at the University of Texas at Austin.

In a lengthy Facebook post written at the time, Dr. Tyson described the first two instances as harmless gestures. He denied the allegation of rape.

"What we do is we help the wealthiest families in America get their kids into school."

It was quite the mission statement.

The words were spoken by the alleged kingpin of United States' biggest ever university admissions scam, William "Rick" Singer, according to prosecutors.

He was making a pitch to a potential client, a wealthy New York lawyer, explaining the ways to get his child into a prestigious university.

There were the normal channels - which rich people did not want to be "messing around with", he said. And then there was the back door and the side door.

The back door necessitated contributing to "institutional advancement" - ie family connections or a multi-million-dollar donation, such as funding a new building, which is all legal.

But the side door - the one that Singer had his foot jammed in and has drawn the attention of the authorities - was more accessible.

He could guarantee success, he said. All you had to do was make a "financial commitment".

The Anti-Defamation League’s annual report on extremist killings in the United States, released Wednesday, found that individuals linked to right-wing extremist movements committed every single extremist-related murder in the country in 2018.

Right-wing extremists killed 50 people last year, mostly with firearms, making them responsible for more deaths than in any year since 1995, according to the ADL’s data.

The report focuses on incidents like the February mass school shooting in Parkland, Florida, committed by a teenager who expressed sympathy towards white supremacist ideology; the massacre at Pittsburgh’s Tree of Life synagogue by an avowed anti-Semite; and the shooting spree at a Tallahassee yoga studio by a man bent on committing violence against women.

Guns were responsible for 42 of the 50 deaths documented by the ADL.

“The white supremacist attack in Pittsburgh should serve as a wake-up call to everyone about the deadly consequences of hateful rhetoric,” ADL CEO Jonathan A. Greenblatt said in a statement accompanying the report’s release. “It’s time for our nation’s leaders to appropriately recognize the severity of the threat and to devote the necessary resources to address the scourge of right-wing extremism.”

The ADL only includes in its count incidents in which there is “positive evidence connecting the murderer to an extremist group or movement,” rather than just a killing committed by someone who has expressed racist, anti-Semitic, or other hateful comments. They are categorized by their “primary” ideology, meaning the one they seem most driven by, most recently followed, or that clearly drove the murder they carried out.

The ADL said they are now tracking murders committed by followers of the involuntary celibate or “incel” movement. While not all “incels” are violent, men like the Tallahassee yoga studio shooter openly express their desire to hurt and kill women who they feel have deprived them of sex or loving relationships.

In the first paragraph of the affidavit explaining the college fraud scandal that broke Tuesday, one sentence in particular stood out to me. Of the 33 parents, including actresses Felicity Huffman and Lori Loughlin, who were accused of engaging in elaborate bribery schemes to get their kids into elite schools, several of the parents allegedly “extended time for their children on college entrance exams ... including by having the children purport to have learning disabilities in order to obtain the [necessary] medical documentation.”

As someone who is disabled, my blood boiled. I thought about all of the shame and embarrassment I had felt for needing, and sometimes using, accommodations for the ESPA, GEPA, ACT, LSAT, and bar exam. While I am no longer ashamed about needing accommodations, I do feel deep contempt for the people abusing these accommodations so they can succeed in a system that is built for them.

Right around my 11th birthday, I had my first “grand mal” seizure. These are the types of seizures that people imagine from the movies where you are on the floor, having full body spasms. These experiences were not scary for me, as I was unconscious, but they were disruptive of my life and my academic experience.

In addition to getting my first stick of deodorant that year, I also got a diagnosis of epilepsy. I spent the next couple of years trying almost every medicine on the chart of anti-epileptic drugs in my neurologist’s office. Between the doctor’s appointments and the seizures, I missed a fair amount of school.

I also developed a tremor, likely a side effect from one of the medications, that made it hard for me to take timed standardized tests that required handwriting. We spoke to my doctor, who recommended requesting accommodation for my next standardized test. When I took the ESPA, or Elementary School Proficiency Assessment, that year, I was separated from my classmates and brought to the room with the students in special education who had no time limit to take the exam.

I remember looking at my peers in the room and feeling embarrassed I had needed accommodations the same way students with serious developmental issues did. It made me wonder if people thought my abilities were impaired in some way.

Since college coaches can often recommend more athletes to the admissions department than a team needs, why not buy a few slots from the coaches and sell them to parents desperate to get their children into the most selective universities?

Perhaps the most remarkable thing about William Singer’s scheme was how easily he could have been found out. With a handful of keystrokes, or maybe a phone call, admissions officers could have discovered that applicants were simply posing as athletes.

Then it might have been discovered that a purported pole-vaulter had probably never touched a pole, that a long snapper had stopped playing football, that a supposedly fast swimmer wasn’t fast at all. Indeed, the doctored photographs used to support claims of athletic ability are pretty unconvincing.

Yet as simple as it would have been to uncover the plot, the scheme lasted at least seven years, according to the federal indictment detailing the fraud led by Singer.

Singer pleaded guilty to racketeering and other charges on Tuesday, when documents from the case were made public. Among other things, those documents provided information on the applications of the following students:

Nancy Salzman, 65, told a court in New York she had stolen email addresses of critics of Nxivm group and tampered with video evidence.

Ms Salzman, known as Prefect in the group, is due to be sentenced in July.

Female recruits of Nxivm were allegedly branded with the initials of the group's spiritual leader Keith Raniere and coerced into having sex with him.

Investigators say the organisation is a sex-trafficking operation disguised as a mentoring group.

Keith Raniere himself was arrested by the FBI in Mexico last year. His defence team says the alleged sexual relationships were consensual.

In all, six people - including a liquor heiress and an actress - are facing criminal charges as part of an ongoing inquiry.

The disclosures about Cambridge last year thrust Facebook into the worst crisis of its history. Then came news reports last June and December that Facebook had given business partners — including makers of smartphones, tablets and other devices — deep access to users’ personal information, letting some companies effectively override users’ privacy settings.

The sharing deals empowered Microsoft’s Bing search engine to map out the friends of virtually all Facebook users without their explicit consent, and allowed Amazon to obtain users’ names and contact information through their friends. Apple was able to hide from Facebook users all indicators that its devices were even asking for data.

Privacy advocates said the partnerships seemed to violate a 2011 consent agreement between Facebook and the F.T.C., stemming from allegations that the company had shared data in ways that deceived consumers. The deals also appeared to contradict statements by Mark Zuckerberg and other executives that Facebook had clamped down several years ago on sharing the data of users’ friends with outside developers.

F.T.C. officials, who spent the past year investigating whether Facebook violated the 2011 agreement, are now weighing the sharing deals as they negotiate for a possible multibillion-dollar fine. That would be the largest such penalty ever imposed by the trade regulator.

Facebook has aggressively defended the partnerships, saying they were permitted under a provision in the F.T.C. agreement that covered service providers — companies that acted as extensions of the social network.

The company has taken steps in the past year to tackle data misuse and misinformation. Last week, Mr. Zuckerberg unveiled a plan that would begin to pivot Facebook away from being a platform for public sharing and put more emphasis on private communications.

Paul J. Manafort, President Trump’s former campaign chairman, has been charged in New York with mortgage fraud and more than a dozen other state felonies, the Manhattan district attorney, Cyrus R. Vance, Jr., said Wednesday, an effort to ensure he will still face prison time if Mr. Trump pardons him for his federal crimes.

News of the indictment came shortly after Mr. Manafort was sentenced to his second federal prison term in two weeks; he now faces a combined sentence of more than seven years for tax and bank fraud and conspiracy in two related cases brought by the special counsel, Robert S. Mueller III.

The president has broad power to issue pardons for federal crimes, but has no such authority in state cases.

While Mr. Trump has not said he intends to pardon his former campaign chairman, he has often spoken of his power to pardon and has defended Mr. Manafort on a number of occasions, calling him a “brave man.”

The new state charges against Mr. Manafort are contained in a 16-count indictment that alleges a yearlong scheme in which he falsified business records to obtain millions of dollars in loans, Mr. Vance said in a news release after the federal sentencing.

“No one is beyond the law in New York,” he said, adding that the investigation by the prosecutors in his office had “yielded serious criminal charges for which the defendant has not been held accountable.”

The indictment grew out of an investigation that began in 2017, when the Manhattan prosecutors began examining loans Mr. Manafort received from two banks.

Paul Manafort, President Trump’s former campaign chairman who was sentenced last week to nearly four years in prison, was ordered on Wednesday to serve an additional three and a half years for conspiracy, closing out the special counsel’s highest-profile prosecution.

Judge Amy Berman Jackson of Federal District Court in Washington sentenced Mr. Manafort, 69, on two conspiracy counts that encompassed a host of crimes, including money-laundering, obstruction of justice and failing to disclose lobbying work that earned him tens of millions of dollars over more than a decade.

“It is hard to overstate the number of lies and the amount of fraud and the amount of money involved,” Judge Jackson said of Mr. Manafort’s case. She added, “A significant portion of his career has been spent gaming the system.”

Each charge carried a maximum of five years. But Judge Jackson noted that one count was closely tied to the same bank and tax fraud scheme that a federal judge in Virginia had sentenced Mr. Manafort for last week. Under sentencing guidelines, she said, those punishments should largely overlap, not be piled on top of each other.

Mr. Manafort asked the judge not to add to his time behind bars. “This case has taken everything from me, already,” he said, running through a list of his financial assets that now belong to the government. “Please let my wife and I be together,” he added, speaking from a wheelchair because gout has made it difficult for him to stand.

Mr. Manafort’s lawyer Kevin Downing told the judge that while he was not accusing the office of the special counsel, Robert S. Mueller, of mounting a politically motivated prosecution, “but for a short stint as campaign manager in a national election, I don’t think we would be here today.”

But Andrew Weissmann, one of Mr. Mueller’s top deputies, said Mr. Manafort had squandered his education and a wealth of opportunities to lead a criminal conspiracy for more than a decade. Once caught, he obstructed justice by tampering with two witnesses, he said, and then repeatedly lied to prosecutors and to a grand jury after he agreed to cooperate with the special counsel’s office in September.

“He served to undermine — not promote — American ideals of honesty, transparency and playing by the rules,” he said.

Mr. Manafort’s case stood out in many ways, not the least of which is because it was brought by the special counsel investigating Russia’s interference in the 2016 presidential election. It is rare than the government reaches a plea deal and then pulls out, claiming that the defendant has deceived them instead of cooperating.

New York Attorney General Opens Investigation of Trump Projects

The New York attorney general’s office late on Monday issued subpoenas to Deutsche Bank and Investors Bank for records relating to the financing of four major Trump Organization projects and a failed effort to buy the Buffalo Bills of the National Football League in 2014, according to a person briefed on the subpoenas.

The inquiry opens a new front in the scrutiny of Deutsche Bank, one of the few lenders willing to do business with Donald J. Trump in recent years. The bank is already the subject of two congressional investigations and was examined last year by New York banking regulators, who took no action.

The new inquiry, by the office of the attorney general, Letitia James, was prompted by the congressional testimony last month of Michael D. Cohen, President Trump’s former lawyer and fixer, the person briefed on the subpoenas said. Mr. Cohen testified under oath that Mr. Trump had inflated his assets in financial statements, and Mr. Cohen provided copies of statements he said had been submitted to Deutsche Bank.

The inquiry by Ms. James’s office is a civil investigation, not a criminal one, although its focus and scope were unclear. The attorney general has broad authority under state law to investigate fraud and can fine — or in extreme cases, go to court to try to dissolve — a business that is found to have engaged in repeated illegality.

The request to Deutsche Bank sought loan applications, mortgages, lines of credit and other financing transactions in connection with the Trump International Hotel in Washington; the Trump National Doral outside Miami; and the Trump International Hotel and Tower in Chicago, the person said.

Investigators also requested records connected to an unsuccessful effort to buy the Bills, the person said. Mr. Trump gave Deutsche Bank bare-bones personal financial statements in 2014 when he planned to make a bid for the team, The New York Times has reported. The deal fell through when the team was sold to a rival bidder for $1.4 billion.

Mr. Trump worked with a small United States-based unit of Deutsche Bank that serves ultra-wealthy people. The unit lent Mr. Trump more than $100 million in 2012 to pay for the Doral golf resort and $170 million in 2015 to transform the Old Post Office Building in Washington into a luxury hotel.

The Carlotta, a container ship, had just arrived in Newark from Buenaventura, Colombia, and the teal container was supposed to contain dried fruit. Instead, officers opened the doors to find something that stunned even the most experienced customs agents: 60 tightly wrapped bundles of white powder, each the size of a small trunk.

The bundles turned out to be 3,200 pounds of cocaine, the largest drug shipment to be intercepted at Port Newark in a quarter-century, a bounty worth $77 million on the street, the authorities said on Monday.

The discovery of the shipment underscored the reality that legal ports of entry remain the main channel through which illicit drugs flow, even though President Trump has contended that drugs are pouring over the unsecured sections of the southern border to justify building a barrier there.

The seizure on Feb. 28 also suggested the city’s market for cocaine was resurging, officials said, after several years during which heroin and fentanyl, a powerful synthetic opioid, had dominated New York’s illicit drug scene.

Judge T.S. Ellis III offered some pointed advice for those who expected him to throw the book at President Trump’s former campaign chairman, Paul Manafort, for perpetrating a decade-long, multimillion-dollar fraud scheme.

“Go and spend a day in the jail or penitentiary of the federal government,” Judge Ellis said on Thursday night from the bench in the United States District Court in Alexandria, Va. “Spend a week there. He has to spend 47 months.”

Judge Ellis dismissed as “vindictive” and “way out of whack” sentencing guidelines that recommended a prison term of 19 to 24 years for Mr. Manafort, 69.

But to more than a few legal experts, it was Judge Ellis’s sentence that was out of whack. They cited it as a glaring example of the leniency that wealthy white-collar criminals often receive because they have the money to defend themselves or because judges find it easier to empathize with them.

“There are a lot of defendants who are going to prison for a lot longer for offenses that are far less serious,” said Duncan Levin, a former federal prosecutor who specialized in financial crimes. “This sentence is leaving me and a lot of people who do this every day scratching our heads.”

By some calculations, with credit for the nine months he has already spent in jail, plus a break included in a sentencing law just approved by Congress, Mr. Manafort could serve out Judge Ellis’s sentence in just 22 months.

The Cook County sheriff's office said the money was paid on Saturday morning and he was set free shortly afterwards.

It is unclear who made the singer's payment.

The embattled US R&B artist was last month charged with 10 counts of aggravated criminal sexual abuse, involving four alleged victims, three of whom were minors.

He pleaded not guilty to all the charges and was released on bail after spending three nights in jail. If convicted, he faces three to seven years in prison on each charge.

I’m just kidding. It wasn’t a trans person. It was a Christian pastor.

David Nathaniel Powell, the pastor at Grace Temple Church in Terre Haute, Indiana, was arrested on a felony count of voyeurism after entering a men’s locker room at a Planet Fitness gym where he was seen standing naked in front of the mirror and taking photos and videos of people inside.
