It is set up for failure. There were years and years of discussion in racing if they should embrace the exchange. That debate is largely over. It's not even talked about anymore. I suspect fixed odds will go the same way ... I don't want to say that 'racing' is at a critical stage. The critical stage has largely passed. It was the 20 year period between the advent of ADWs and before sports betting that saying 'NO' to everything leads us to the place we are now, which is not a good place."

"Gentlemen of the Racing Form ads, I have been going to the races for almost half a century, very likely longer than any of you. I almost certainly have been to more racetracks (about 60) and seen more races (about 20,000) than any of you. I happen to have a lifetime profit on the horses, something I doubt that any of you can truly claim. But if anybody offered me $30 or $40 or an unspecified fee to show him how to make money betting the horses, I would say: Forget it. Anybody who tries to get rich handicapping is crazy. It can't be done. There are no systems. Playing the horses is an entertainment, like going to the movies, and you have to pay the admission fees. What's great about betting on horses is not that you can make money at it but that it's more fun and cheaper in the long run than many pleasures. Like owning a boat. Or traveling in Europe." The only sound was the hum of a dozen computers. Bill Benter and an associate named Paul Coladonato had their eyes fixed on a bank of three monitors, which displayed a matrix of bets their algorithm had made on the race—51,381 in all. Benter and Coladonato watched as a software script filtered out the losing bets, one at a time, until there were 36 lines left on the screens. Thirty-five of their bets had correctly called the finishers in two of the races, qualifying for a consolation prize. And one wager had correctly predicted all nine horses."

Win, place, show, and exacta wagering has to become more attractive. The major tracks can come together and agree, for example, that on field sizes of six or less, takeout on these bet types is 14%. Fields of seven and eight, takeout is 15%. Fields of nine or higher, takeout is 17%. The totalizator companies have the flexibility to do this. No one would ever have suspected these churchgoing, middle-aged women of illicit activity — which is precisely why they were hired. Rock, like most tracks during that era, made a big show of claiming to want no part of any illegal 'comeback money' that might find its way through their mutuel machines. But, of course, management privately realized that the bookies’ tainted twenties were the same color as the rest of the bills that flooded the pools, and lady bet-runners from all corners of the region knew to proceed directly to a specific window where expedited service had been pre-arranged between influential parties."

Legendary plungers had always been drawn to horseflesh, but the handicapper signified something different from the likes of such easy come, easy go speculators as John Warne Gates, whose large wager on an English race gained him the nickname 'Bet a Million' Gates. The handicapper was by contrast a stealthy and enterprising contrarian bestowed with hard-won knowledge, patience, and an eye for opportunity. In a sport and culture rife with con artists and touts, he made his money fair and square, which is what linked him in the imagination with the self-possessed business tycoon. Both shared the gospel that hard work, not luck, was what separated winners and losers."

One of the questions that I found the most unexpected answer to was when I asked, 'What criteria do you used to make your strategy?' And with Bill Benter and these horse-racing syndicates, they’re really just interested in which horses will win. They don’t want to explain why it will win. They just want a model where if you put in enough information you will get a reliable prediction. I think that goes against a common notion that somebody who’s good at gambling is almost an expert and has a lot of knowledge of the narrative of the sport, whereas actually, a lot of these scientific teams treat it much more like an experiment. As long as it gives a good result, they don’t mind how they get there."

I think much of that hinges on racing’s protective nature, and unwillingness to embrace disruption. Through the internet, racing has clung to average cost pricing, where average cost pricing makes little sense to online users. An average cost pricing-marginal cost pricing hybrid was needed, because in the 21st century, gambling over the web is a high volume, low margin business. Racing has tried to stuff square pegs into round holes. It just has not worked."

Roughly, the computer-assisted bettor did not wager much unless the house's take was fairly small. While no one wagers much when the take is high, the effect was especially pronounced here because of this player's sophisticated strategies. Changing the take affects the wagering amount trade-off previously discussed, a point which our small-time players didn't consider.

"... the average age of a Betfair racing patron is the late 30’s, whereas in horse racing it’s about 20 years senior to that. The Betfair customer is mobile and app friendly, loves technology, and is a stats geek who’s drawn to wagering for profit. As well, Betfair attracts those who trade the market, just like you’d trade a stock exchange. Selling a horse at 2-1 and buying him back at 3-1 is no different than picking up 100 shares of AAPL at $101 and selling them at $103. This is very positive because these are exactly the types of players racing needs. Handicapping and wagering is a skill betting game, but racing does a poor job embracing it. Betfair, and exchanges, force racing to confront this problem, and offers it a new market to sell to, through a medium customers like. In the long-run, this not only involves hopefully increasing revenue from wagering, but selling nights out at the track, new horse ownership and building new fans, too. What else is good is that exchanges are a form of fixed odds wagering."

This is where your ability to get as close to a live video feed as possible is the difference between being a sucker and being good. My video feeds for Tampa and Turf Paradise were well behind what was actually happening in the in-running market and this was obvious to me from the very first race I played in-running. You can see who won the race based on the in-running market action well before whatever happens on the video feed. This signals to me that the exchange tech is very good and that, as usual, the old streaming video tech is outdated. Not sure what the answers are here to leveling the playing field but I didn’t feel like I was playing on one. I believe there will be a major advantage to sitting at the track at Monmouth and playing in-running directly from the track."

"For tracks, the about $2 billion poured into pools last year by CRW players has not translated to big profits. Linnell said the percentage of total pari-mutuel handle going to tracks has never been lower, in large part because of the industry's embrace of rebating its largest-volume players. Linnell noted that nearly $5 billion has disappeared from Thoroughbred pari-mutuel pools since 2002, a trend that might lead many businesses to look at their pricing structure. But instead of lowering its takeout for all players, which would be a more attractive model to new- and medium-level horseplayers, the industry has taken the approach of rebating its very top players. That approach means that tracks receive less benefit from every dollar wagered by these players ... Linnell said there currently are about 21 CRW teams with the largest team accounting for 40% of CRW handle. Looking at the various percentages, that equates to about $750 million wagered in 2015 by that single CRW team. Linnell said the top three CRW teams account for 65% of CRW handle and the top six account for about 80% of the CRW handle."

Imagine if there were a sport that had legal gambling built into it. Oh, wait. That would be horse racing. If there is anything in all of this for racing to learn, it is that there is an incredible public appetite for wagering, one that racing has failed to serve. For nearly a decade since the UIGEA stranded poker players and gave racing a virtual monopoly on online gambling, the sport failed to promote itself as a completely legal form of online gambling. Racing was too polite and dignified to advertise the gambling aspect, choosing instead the failed strategy of selling pageantry and backyard pony rides. Racing offers a better game than DraftKings or your local state lottery. It’s long past time to advertise that message to the fantastically gambling-happy American public."

Manteris and Roxborough began to discuss bringing Vegas-style sports betting to horse racing tracks across the nation. The two influential Nevada figures travelled around, meeting with officials at race tracks like Laurel Park and Churchill Downs. They were making headway at Laurel Park in Maryland. The track had even begun construction of an on-site sports book, when the tone of the discussions changed suddenly. Horse racing powers-that-be got involved, teamed with the professional sports leagues and adamantly opposed sports gambling. The result was the Professional Amateur Sports Protection Act of 1992, a federal statute that has prevented the expansion of sports betting in the U.S. 'It's the biggest blunder in the history of racing,' Manteris said."

An increasing number of bets today are made through advance-deposit wagering accounts or through vouchers at self-service machines. Breakage, the practice of rounding down (always down) payoffs to supposedly more-convenient dime increments, is, in fact, nothing but institutionalized theft from customers, with their rightful earnings directed to a slush fund ..."

There has been much written about performance enhancing drugs in racing and there are studies and expert opinions that cover the spectrum of the issue. I have a simpler suggestion. Forget about reading all of those reports, and instead spend a few days at the racetrack with an intelligent horseplayer who bets serious money. Any sophisticated handicapper with significant wagers on U.S. races has developed their own opinions about who is cheating, and their own techniques to attempt to control for that factor in wagering decisions."

Instead of protecting the interests of all, it has hobbled the industry’s once genuine effort to maintain, for the greater good, a delicate balance in the bargaining power of its primary stakeholders. In fact, the Act has caused a shift away from the uniform approach to interstate wagering envisioned by the framers of the legislation. The industry-supported federal legislation – intended to address economic concerns about how to grow wagering – has resulted three decades later in a deeply divided industry with competing interest groups fighting for shares of shrinking markets and increased state regulation."

Maybe it was that day at Hollywood Park, watching the brightly colored fillies march past. Is a roll of the dice really that much more random than the anonymous player at the other end of the magic square? Is Rohrer's game safer than a roulette table, fantasy football, or any number of "free-to-play" games that revolve around random number generators that players spend millions of dollars on a year? Cordial Minuet engages with these questions in fascinating ways. However, the most important lesson Rohrer's game implies is what fantasy football contest operators, credit card companies, and Vegas magnates already know. It's an ancient hustle, as old as the fortune tellers who inspired the game's satanic aesthetic. Chance or skill, legal or illegal, moral or immoral, the debate only matters as far as it affects Rohrer's ability to take that 10 percent cut."

But by the end of the season, the demure heavy hitter had gained a fervent national following – and unwanted scrutiny from track officials, who were powerless to stop her pari-mutuel pillaging.... According to the aura of mysticism, the Lady in Red at Rock was a 'lone wolfess' who operated strictly by herself. Or she was part of a massive betting syndicate. Or she worked with a partner who helped cash winning tickets and make a fast getaway. In short, the Lady in Red was whoever or whatever the public wanted her to be. Word had it that the Lady started the summer of ’44 with a $500 bankroll and by August had hit an implausible 110 show bets in a row. The Rock was rampant with gossip that she was a 'Robin Hood' horseplayer, taking money from the track’s rich coffers to give to the poor, which emboldened her image. But columnist John Lardner, the son of master storyteller Ring, set this rumor straight, tongue firmly in cheek: 'This, as I say, is a wishful point of view, for there is nothing in the reports ... to indicate that the poor of [the] community have got anything more out of the Lady in Red than the U.S. government has. And the government, as we went to press, was pursuing ladies in red coats, hats, shoes, or earmuffs up every alleyway in New England.' There was even some question over whether the Lady wore red at all."
