For instance in Hong Kong, 99.94% of the starts are completed without such an incident. "You're touching on a subject that is very dear to me. I've probably run more horses on synthetic and dirt than maybe anyone in the world. I do my own studies all the time. There are not a lot of things I know for sure in this game, but I definitely know that the synthetic is better on the horses. With all the trouble we're facing now with our great sport, we have to continue to look at what is best for horse racing. I think it would be nice for people to see how things are done at Woodbine on the Tapeta."

"As racing seeks shelter from a storm caused by a spate of equine fatalities, including the catastrophic breakdown of Dallas Stewart's 4-year-old filly, Cathedral Reader, in Saturday's Madison Stakes at Keeneland, the industry's actions continue to contradict its professed priorities ... 10 years in a row, ever since the EID was introduced in 2009, synthetic surfaces have produced fewer fatalities per 1,000 starts than have dirt surfaces. In eight of those 10 years, races held on synthetics were also statistically safer than those conducted on turf. Over a decade, synthetic surfaces experienced 1.20 fatalities per 1,000 starts as compared with turf (1.47) and dirt (1.97). Yet rather than embracing demonstrable improvement, racing has shunned it."

So any such move, he said, would be up to activists. 'In California, it comes down to "Do you have enough money to pay the signature-gatherers the $2 or $4 or $6 or $10 they want (per signature)?,"' Levine said. 'Then it comes down to the political moxie of the industry to fight back,' he added. 'Nobody can show me (the racing industry) has shown a lot of political moxie in recent years.' But the racing industry nationwide, and related industries and labor groups in California, would spend money to protect their interests in a major racing state."

Horse racing is entertainment for those of us who like to sit in the stands, bet and cheer on the horses and jockeys, soak in the singular beauty of the San Gabriel Mountains rising north of the track, and enjoy a day that at once feels disconnected from daily life in Los Angeles, yet is also quintessentially Los Angeles. The current track has been there since 1934, and to step onto the grounds is to step back in time. Yet Santa Anita is also a business. Hundreds of jobs intersect with the track, including grounds employees, betting tellers, the stable hands and trainers. Shutting down causes significant economic pain for those who depend on the track for a living. But, the dead horses."

"For a crisis response protocol to work, then, it needs to kick in early – not just before the public becomes aware of a problem, but before anyone is sure there actually is a problem. For example, a state might decide that if there are more than two breakdowns in any one- or two-week period, its response will kick in. There might not be an issue – it could have been a coincidence or bad luck – but when the stakes are the future of the industry, better safe than sorry. The protocol should include defined actions that the stakeholders will take immediately."

"This is our March Madness. But we're having the wrong kind of madness. We feel like we're all under the gun. We should be under the gun. You can’t defend a horse getting hurt."

2. "We know what the stakes are and understand that we might be the place that kills horse racing in California," said Tim Ritvo, chief operating officer of the Stronach Group, which owns the track. "Yes, we are worried, but we are confident that the track is safe and have gone the extra mile on rules that put us more in line with the rest of the world. We got to keep our doors open."

3. "I think it's pretty depressing and fraught with danger for the sport," said Stuart Janney III, the chairman of the Jockey Club and a breeder and owner of the 2013 Kentucky Derby champion, Orb. "But I also think it is the valley we have to pass through to get to a better place. We can't let these tragedies be in vain."

Reform that includes creation of an independent central rule-making authority, full transparency into all medical treatments and procedures, comprehensive drug reform, and strict anti-doping testing both in an out of competition."

As the field crossed over the dirt track before returning to the turf, Arms Runner broke down. La Sardane (Fr) (Kingsale) fell over the stricken horse. Arms Runner was vanned off the track and later put down back at his barn. Barry Irwin, the head of the Team Valor syndicate that owns La Sardane, said his mare was not seriously injured, but did have a bruised shoulder that could compromise her career. 'I don't know whether she's going to run again or not,' Irwin said. 'I'm just thrilled that she's still alive. That was horrible to watch.' When the replay of the race was shown on Santa Anita's simulcast feed, the spill was edited out of the race footage." Includes statements from Santa Anita and PETA.

They've asked about the outlook and the outlook changes, but it's fair to question the surface and I don't blame the partners for questioning what has happened. These are expensive horses that they care about and have invested their hard-earned money in," Finley said. "But, ultimately, there are enough guys running and training at Santa Anita that you have to side with them rather than make a rash decision to pull out of California.

"A copy of the draft guidelines obtained by the Paulick Report shows a few additional details on those reforms, which seek to reduce therapeutic drugs and phase out furosemide (Lasix). The guidelines suggest intra-articular corticosteroids will be prohibited within 14 days of racing (rather than seven). Nonsteroidal anti-inflammatories (NSAIDs) will now be pushed back to 48 to 54 hours prior to race time, and there will be no allowable levels for more than one NSAID in a horse. Horses will be subject to post-workout blood tests, during which the same corticosteroid and NSAID restrictions will apply."

A bill just introduced in Congress would be a first step toward nationwide governance for the sport. Second, alternate directions for training horses so that they gallop both clockwise and counterclockwise. Consistent drilling of horses around a tight turn in the same direction is asking for trouble. Third, add more races at longer distances to racing programs, decreasing the emphasis on all-out sprints. Fourth, replace dirt surfaces with synthetics for racing, but keep a natural dirt surface available for training."

Fravel is unwilling to set the cat among the pigeons just yet, but he recognises the need to 'give people time' should such a measure be required and is keen to point out that the event has 'changed venues at late notice several times before in its history' ... could the current backdrop of crisis management, and with it the entire sport's heightened appreciation for cooperation and conciliation, lead to a rethink? 'I wouldn't want to speculate,' says Fravel, 'but it's fair to say that the horsemen in California have been part and parcel of the solution to the current situation' ... Fravel has 'no doubt' that this year's Breeders' Cup 'will be conducted well and will be a great championship,' irrespective of where it may take place."

"Santa Anita racing secretary Steve Lym also announced on Sunday a new system at entry time, which adds an additional layer of scrutiny on 'at-risk' horses. Lym explained that after entries are taken, the horses' respective past performances will be scrutinized for certain patterns. The racing office will then contact trainers of horses identified as being at higher risk of catastrophic injury and, if necessary, a commission veterinarian will conduct a physical examination of the horse. This system will begin when entries are taken at Santa Anita for next Saturday and Sunday, said Lym."
