The NYRA plans to borrow the money and pay it off over the span of 30 years through state-backed bonds. The NYRA would be responsible for all debt service obligations on the bonds and no taxpayer funds would be used for the project. It's hard to say whether that has worked. If the 10-year ban was intended to serve as retribution for past sins, it seems misplaced. It's not immediately clear why Dutrow's inconsistent answers on Kentucky license applications weren't discovered until 2011 (or at least, did not result in penalties before then). It's also hard to say why authorities in New York and New Jersey didn't pursue the Wild Desert case further (or for that matter, officials in Canada, where Dutrow later admitted he ran a horse in someone else's name). According to his record in Thoroughbred Rulings, he received no action related to Wild Desert from the New Jersey Racing Commission. If part of making him a successful example was sending him into obscurity, commissions haven't quite gotten their wish."]]></description>

There are plenty of guys that can train and you can pick a smaller trainer, and when I say smaller that doesn’t mean he can’t train, it means he doesn’t have the same numbers. You give that horse to him and that horse might run eight or nine times a year instead of four. And that’s proper management of your asset. A lot of it is self-inflicted wounds."]]></description>

Staying events also provide a welcome change of pace on American racing cards that are increasingly top-heavy with races at sprint distances. While NYRA is to be commended for creating these new stakes, in particular the two on dirt, no one is under the illusion that these races by themselves will have much of an impact. In order for that to happen, at least three things would need to occur more or less simultaneously."]]></description>

For all of the attention The News’s recent front pages have drawn, it’s unlikely that they — or perhaps anything — can rescue the paper from its precarious financial position. It’s a familiar story. The News’s circulation has been plummeting for years; it sits at about 241,000 on weekdays. It seems far-fetched to imagine that the paper will ever capture enough digital advertising to offset the declining revenue from its shrinking print base."
