Gary Lavin, a veterinarian on the EDRC, answered the suggestion that the study is a back-door effort for a ban by saying that -- rather than pursuing a ban -- the idea would be dropped if the study finds that 12 hours isn't as effective as four hours before a race. But he also repeated the concern of American Lasix opponents that there's a danger that overseas owners won't come to the United States to buy horses because of the drug's use here. Veterinarian and EDRC member Dr. Andy Roberts cast the other vote against the study with Hiles, saying he didn't think state money should be used to help pay for such a study. Roberts said furosemide is fast acting and studying the optimal time might better look at an administration closer to the race -- like two hours -- rather than farther ahead."]]></description>

While the proposal is still in its formative stages, Iuliano asked the council whether or not it would support a further exploration of the study for the purposes of a more formal consideration down the road, including devoting council funds to the study. The council, which receives its funding from parimutuel receipts and has funded studies in the past to determine withdrawal times for drugs that have benefited the entire racing industry, eventually conducted a vote on whether the Jockey Club should return to the council with a more detailed proposal. The motion passed by a voice vote of 7-2, with Roberts and Rick Hiles, the longtime president of the KHBPA, voting no."]]></description>
