"Santa Anita's stature partly explains why its death toll in its 2018/19 season set off a media storm, yet the track still averaged 50 fatalities per season going back a decade. Why the less-prestigious Calder escaped that spotlight might also owe to the fact that Florida has always been an extremely dangerous place for racehorses. Through the first half of 2020, in the middle of a global pandemic, 68 had already died at Florida tracks — on pace to surpass the no fewer than 102 that died last year. Horse racing in America is regulated by the states, and in Florida, where many industries have long been given extreme discretion to police themselves, racetracks are no different."

"There is commonality that runs through both the government’s indictment of Navarro and Servis, the CHRB’s lengthy report, and virtually every controversial crossroads that racing has reached in the last decade (and in truth, much further back than that). That commonality is this: Treatment of the horse as a commodity. It is the most vexing paradox in racing that the horse is both a living creature who did not choose this life and the ledger entry on which the entire, sprawling industry relies for survival. The deeper this paradox is explored, the more unresolvable it looks."

'It was too complex' to be rushed, Baedeker said. Among its many findings and recommendations, it said Santa Anita should consider replacing its dirt track with a synthetic surface, and that having track veterinarians and examining veterinarians being supervised by the racing association's racing office 'poses an inherent conflict of interest.'

"Other recommendations included 'real-time adjustment' regarding track maintenance, standardized protocols for moving turf racing to dirt, continuing education for trainers, restructuring claiming rules, transitioning to digital vet records, requiring medical records follow a horse who has been claimed or sold, and video surveillance ..."

But that same argument can be made about pets. Why should any animal suffer so we can have companionship? I think it is our distance from some of the realities of animal domestication that causes our outrage. We don't understand that working animals have accidents or that racehorses can't just be given some other job or turned out to some (very, very, very) big pasture to live out their days. And I think some of our outrage is fueled by subconscious guilt. We ourselves make a dozen decisions a day that lead directly and indirectly to far more animal death, decisions like eating meat, wearing leather, using land, driving a car."

"But I think we're past the point of being averse to the synthetic track going in. We've tried every form of dirt surface possible, we've got the best track man out there, and we still can't stop having these fatalities."

2. "Everybody's got to be willing to give up what they're holding on tight to for the betterment of the horse and horse racing," said Southern California-based private veterinarian, Ryan Carpenter. "And that's everybody, from management and how they're writing races, to owners who have expectations for what their horses should and shouldn't be doing."

3. "In my opinion, we do not have enough horses in Southern California to race quality racing four days a week," Arthur said, pointing to a period in California's history — before Hollywood Park's fall meet was established in the early 1980s — when the calendar was less intense. "I would make sure there are breaks between meets, a minimum of two weeks."

For instance in Hong Kong, 99.94% of the starts are completed without such an incident. Owners, trainers, jockeys, racing officials and track owners all want to be left alone to run their sport/business as they see fit. They become resentful when an 'outsider,' be it a newspaper reporter or an animal-rights activist, begin sticking their noses into this most secretive of all sports. They welcome new investors and take their money. They welcome the betting public and take their money. But when it comes to transparency, they get prickly and close ranks. They pay only lip service to the notion that honesty is the best policy. Now, in the wake of Mongolian Groom's death, here are 10 things the sport needs to do."

The template provided at Santa Anita by The Stronach Group, which implemented vigorous pre-race and pre-workout examinations by a team of veterinarians as part of a meaningful effort to reduce injuries, must be standard operating procedure at every racetrack in North America. Because the general public does not accept the whipping of race horses, whipping must be abolished. Synthetic racetracks are safer than dirt tracks, so they must replace dirt surfaces and become the norm instead of the exception. Trainers must be scrutinized and those who still want to push the envelope must be rooted out of the sport."

We own that going into the next season, and we're going to have to do something about it," Newsom said at a meeting with reporters for The New York Times. In eight of those 10 years, races held on synthetics were also statistically safer than those conducted on turf. Over a decade, synthetic surfaces experienced 1.20 fatalities per 1,000 starts as compared with turf (1.47) and dirt (1.97). Yet rather than embracing demonstrable improvement, racing has shunned it."

"The biggest concern with abolishing the whip is safety for the jockey. A jockey can correct a horse from getting in, getting out, with a flick of a whip, a slap on the neck, it’s not abusive, it’s corrective, necessary. It’s instinctive and easy for a jockey, take that away and I am concerned that a dangerous job becomes more dangerous. Having said that, plenty of horses react poorly, ducking in or ducking out from the whip. I don’t have an answer for that – yet. Nobody does. That’s why we need to take it slowly, allowing for study, for change, instead of knee-jerk reaction to a bad situation. To be a strong sport, we need to self govern, the whip is a good place to start."

So any such move, he said, would be up to activists. 'In California, it comes down to "Do you have enough money to pay the signature-gatherers the $2 or $4 or $6 or $10 they want (per signature)?,"' Levine said. 'Then it comes down to the political moxie of the industry to fight back,' he added. 'Nobody can show me (the racing industry) has shown a lot of political moxie in recent years.' But the racing industry nationwide, and related industries and labor groups in California, would spend money to protect their interests in a major racing state."

"It's a tough call. Horse racing is entertainment for those of us who like to sit in the stands, bet and cheer on the horses and jockeys, soak in the singular beauty of the San Gabriel Mountains rising north of the track, and enjoy a day that at once feels disconnected from daily life in Los Angeles, yet is also quintessentially Los Angeles. The current track has been there since 1934, and to step onto the grounds is to step back in time. Yet Santa Anita is also a business. Hundreds of jobs intersect with the track, including grounds employees, betting tellers, the stable hands and trainers. Shutting down causes significant economic pain for those who depend on the track for a living. But, the dead horses."
