"On September 14, 1959, the new modern Aqueduct opened. Just 12 days after it opened, Aqueduct took center stage with the much-anticipated showdown in the Woodward Stakes between the nation’s best 3-year-old Sword Dancer representing the East, the great Round Table representing the Midwest, and Hillsdale, the king of California. This was an epic confrontation to decide Horse of the Year honors. In the end, it was Sword Dancer nosing out Hillsdale in an exciting stretch run, and the new Aqueduct was on the map. Over the next 10 years, every Horse of the Year competed at The Big A that autumn."

Horses were sound, well rested, but still sharp and ready to run. The hierarchy in New York consisted of men like Phipps, Widener, Vanderbilt, Whitney, Galbreath, Woodward, Morris, and Hanes. These were powerful men who were sportsmen and horse lovers first and foremost and who bred and raised their own horses and would never tolerate the carnage we’re seeing now in New York, as over-medicated, unsound, and over-raced horses compete over surfaces that apparently are not safe enough to prevent the injuries we are witnessing. This in no way implies that all horses in New York in the winter are not fit to race. Most of them likely are sound. But enough of them apparently are not. Either that or an unsafe track is to blame."

"But the question has to be asked, 'Is anyone actually looking after the horses?' Even though they both took heat in the 40-page report in September, the same head veterinarian and Director of Racing from last year are still in place at the New York Racing Association. On Thursday, Pleasantfriday turned for home in front of the fifth race when she broke her right front leg, sending jockey Cornelio Velasquez hard to the ground. Velasquez quickly bounced back after being taken off the track in an ambulance, but the 5-year-old mare wasn’t as lucky as a splint was applied to her injured leg and she was vanned off only to find out she fractured both sesamoids in her leg. The Task Force ... found no single root cause for the fatalities but a combination of factors, including the increased purses in claiming races from monies generated from the casino at Aqueduct to run substandard horses. But so far this year, the fatalities have included much better horses, including stakes winner Wildcat’s Smile, who died on Sunday. Another winter like last year can’t be allowed to happen."

The report stressed, however, that the panel's recommendations addressed problems not specific to New York. Ultimately, the inevitable and most-important result will be long-overdue medication reform, the structure of which was raised earlier this year by the New York Thoroughbred Horsemen's Association, which has been ahead of the curve on this issue for some time. I highly recommend it -- at least the first 99 pages or so, before the Appendix. It serves not only as a meticulous, fair-minded investigation of what transpired and why the task force believed that 11 of the 21 deaths (or "more than half," in the more sensationalized world of the New York Times) that were probed might have been prevented. It also serves as a primer on the common factors found in catastrophic equine injuries and, especially, on the medications that horsemen use to try and keep their horses earning money on the track. And also as a disturbing portrayal of a disorganized and inexperienced NYRA veterinary staff that sounds dysfunctional enough to work in the state capitol."

In addition, a number of the horses had been treated with multiple painkillers while training prior to their fatal starts, a treatment regimen that may have complicated the ability of veterinarians and the trainers of claimed horses to recognize musculoskeletal problems that would have otherwise been evident. The report raises serious questions about the state of horsemanship on the backstretches of New York racetracks, although it is likely that those same questions exist within the entire U.S. racing industry. As a whole, the report – which states that no single factor could be found to account for the spate of deaths – paints a picture of a racing industry in which legal medications, especially painkillers, are routinely administered to horses while racing and training regardless of whether horses have been found with problems."

That’s the thinking on it. The recommendation was basically to discourage incentives that would overpower the responsibility to look after the welfare of the horse.” See also: NYRA adjusts bottom-level purses: http://www.drf.com/news/aqueduct-nyra-adjust-bottom-claim-level-purses-following-breakdowns
