Billy Bishop Toronto City Airport is one of the most important economic assets in this city. It connects Toronto directly to New York, Boston, Chicago, Washington, and other major North American business centres. It also holds out the promise of becoming something even rarer: The world’s first truly walkable, mixed-use urban airport on a downtown lakefront.

That is why the Ontario government’s proposal to expand Billy Bishop makes sense for Toronto’s future. It would extend the runway to allow modern jets that are quieter and more fuel-efficient than current turboprops to operate at the airport. These aircraft would better connect downtown Toronto to other leading industry clusters – San Francisco’s AI and tech cluster, Hollywood and Vancouver’s film and entertainment industries, Miami’s finance, lifestyle and real estate economy, and the energy hubs of Calgary, Denver and Houston.

Airports are about much more than transportation. They move people, ideas and deals – the flows that power the global economy. They are key factors in economic competitiveness, alongside clusters of high-tech industry and concentrations of educated, creative talent.

Cities today are morphing into globe-straddling networks I call meta cities that link the world’s leading hubs to one another and to the rising cities around them. Toronto falls into the third tier of these meta cities, behind **New York and London** at the top [i.e. = "superstars"] as well as rising competitors such as >>Dubai<< and >>Singapore<<, all anchored by airports that connect them to other leading cities across the world.

Many of the world’s great cities operate more than one major airport. New York has John F. Kennedy, LaGuardia and Newark. London has Heathrow, Gatwick and London City. A substantial body of research shows that multiple airports strengthen a city’s economy by providing greater geographic access, serving different types of travellers, expanding overall connectivity, and easing capacity pressure.

Billy Bishop is often called Toronto’s downtown airport, and that location matters more today than ever. Toronto’s downtown has yet to fully recover from the pandemic shutdowns. What powers downtowns now is not workers but visitors. Across North America’s largest downtowns, visitors now make up about 60 per cent of activity, workers 30 per cent, and residents 10 per cent. Billy Bishop brings tourists and business travellers directly into Toronto’s downtown core – an advantage few if any other cities can match.

The world’s leading companies are building new headquarters directly atop their cities’ major rail and transit hubs to make commutes more seamless for their workers. In New York, JPMorgan Chase’s new headquarters and the signature One Vanderbilt tower rise above Grand Central Terminal, while BlackRock and Pfizer have built their new headquarters at Hudson Yards, atop a new transit hub. In London, Google and Meta anchor King’s Cross, the city’s largest rail station.

There may be much to criticize about how Premier Doug Ford is carrying out his expansion plan. He’d moved unilaterally, sidelining the city of Toronto, and his government could not answer simple questions on the technical details. But the underlying idea is not just sound but transformational.

The debate over Billy Bishop Airport has too often been framed as a choice between a busy airport and a quiet park. But great waterfronts, like great downtowns and great cities, are not one thing or another. They are bustling mixes of activity – the messy urbanism that is part of Toronto’s DNA. A downtown airport is an irreplaceable element of that mix.

Nothing embodies Toronto’s urban identity more than a working airport on its waterfront – quiet planes overhead, just steps above cruise ships, industrial facilities, film studios, neighbourhoods, towers and sports stadiums that energize the city. It can also be a signal of Toronto’s renewed global ambition – a sustainable airport, woven into an urban neighbourhood, connecting its downtown to other great cities of our time.]]></description>

Frank Thomas  rose from working-class Brooklyn to become the first Black person to run a major American philanthropy, and he revitalized it, shifting its focus to poverty and education.

Mr. Thomas was already a highly regarded nonprofit and corporate leader in 1979, when the Ford Foundation’s board of trustees chose him from among some 300 candidates to succeed McGeorge Bundy as the organization’s president.......driven by his hard-working immigrant mother, he won a scholarship to Columbia University and then worked for the city and federal governments before taking over a Brooklyn-based nonprofit development corporation in 1967.  He stayed there for 10 years..........In 1977, Mr. Thomas may have been trying to downshift his career after a decade of constant grinding work, but his reputation precluded that. Jimmy Carter, then the president-elect, offered him the job of secretary of housing and urban development in late 1976; he declined, he told The Times, because he worried that “I would be spending half my time or more testifying before committees of Congress,” defending programs he didn’t always agree with.
Still, he couldn’t resist the offer to lead the Ford Foundation, which came less than three years later. Though the foundation had lost some of the luster it had in the 1960s, with its unmatched reach and bottomless pockets, he nevertheless understood its potential, and the role that a man like him could play in helping to achieve it.....“It’s an opportunity to build on this crazy, accidental combination of experiences I’ve had in an institution that’s potentially very flexible in its resources,” he said in 1979, shortly after accepting the job. “The foundation can be an initiator of activities, open to risk‐taking. It can change directions without having to write new legislation.”

He was, in other words, just the sort of fresh air that the rarefied Ford Foundation needed. Years of overspending and the economic slump of the mid-1970s had cut into its endowment — dropping it from $4.1 billion in 1973 to $1.7 billion in 1979 — and rapid inflation was eroding the value of its existing grants. .....Mr. Thomas was brought in to stir things up, and he did, despite being warned that the Ford Foundation was almost impossible to change. After spending close to two years studying every aspect of the foundation, he spun into action in 1981.
That May, in what became known as the Mother’s Day Massacre, he ordered the termination of some two dozen of the foundation’s top people,

Guyanese are not a disciplined people. It is well understood that there had to be a high level of resentment of authority in all >>post slavery<< societies......That said, the way Guyanese operate today is not conducive to the accelerated development that is about to mushroom before our very eyes in real time.  Despite higher levels of criminal violence in both Jamaica and Trinidad, the people of both of those nations are more courteous.....They've cultivated habits of courtesy that make daily interactions smoother – like saying “please” without a bullying overtone and “thank you” without an overtone of grudge. Is this because of the impact of tourism? Loud as both Jamaicans and Trinidadians are, you would not see their drivers driving fast in the lane designated for oncoming traffic to try **squeeze in front of the line** [i.e. = "queue-jumping"] waiting at traffic lights on red! Guyanese are generally indifferent to queues. Guyanese, including government departments, generally see no point in replying to written communications or to fulfilling clear promises to return a phone call or provide an update.......There was a time when Guyanese were required to stand for the playing of the National Anthem in cinemas and at public events generally.......That was in a time when it was hoped that Guyana could do like China, Cuba or Singapore – but the peoples of those countries are culturally disciplined [i.e. = "tight cultures"] .....There came a time also when Guyanese saw good reason to emigrate in droves – a brain drain that continues to this day – and so went our **plumbers, masons** [i.e. = "building trades"/"skilled trades"], and UG and GTI graduates to other countries. With nobody to pass on **trade skills** to apprentices, Guyana had to make do [i.e. = "muddle through"] with contractors who were merely enterprising chancers who never had inculcated in them any tenets of professional discipline. These guys have no governing bodies to account to (JCK: = accreditation) – our attorneys are not accountable to any disciplinary body either – so routinely do substandard work without regard to building regulations or any other material considerations such as accurately estimating required materials and building to agreed completion deadlines........In a country soon to be awash with oil money and where one can already do just about anything so long as one can pay to do it, we are but a short step away from becoming much worse than both Jamaica and Trinidad where criminal violence is concerned........It should become a priority of our education system to teach our schoolchildren the practical benefits of being courteous. That might lead future generations to be better disposed to acquiring a disciplined outlook that will have a positive >>knock-on effect<< on indigenous Guyanese participation in the infrastructural and progressive development of our country. As things now stand, Guyana will have to rely very heavily on skilled and disciplined foreign workers and the growing cohort of naturalized Guyanese who already possess those attributes.........Those who already know better should make the effort to be courteous to others – even **without expecting the same courtesy in return**. The discipline required for such a progressive outlook would be good preparation for us all.

** Downtown Crenshaw Rising, a community nonprofit whose goal is to build and keep Black wealth within the community.**

Even as the post-George Floyd national focus on the grand battle against systemic racism and all things Black plateaus, ground battles for equity that have been fought for decades continue. One such fight here in Los Angeles is reaching a critical point…….This battle is over redevelopment of the Crenshaw district, one of the last predominantly Black areas of Los Angeles. …….Redevelopment wars date to 1992, when many structures there and in neighboring South Central burned or were damaged during the unrest touched off by the acquittal of four police officers tried for the beating of Rodney G. King…..The structure in question now is the Baldwin Hills Crenshaw Plaza, a 40-acre mall …...The mall was not damaged in ’92 but has more or less struggled since, buffeted by two recessions, the collapse and consolidation of big retail, and general political lethargy around redeveloping Crenshaw in any meaningful way…...It’s set to be sold to DHF Partners and to LIVWRK, New York-based major developers that claim they can help transform the mall into a 21st-century lifestyle and retail center. The interest in the project is no doubt inspired by recent gentrification, which as the Black population of Los Angeles dwindles, has brought white people back to the middle-class Crenshaw neighborhoods they fled some 50 years ago……..the purchase is facing fierce opposition from Downtown Crenshaw Rising, a community nonprofit that has a plan of its own to buy and redevelop the mall and to stabilize businesses. That plan aims to not just preserve Crenshaw’s economy, but the soul of Black Los Angeles itself…….Downtown Crenshaw — is about building and keeping Black wealth within the community. It calls for reinventing the mall as an “urban village” that would build on some things that already exist and include retail, park space, offices, affordable housing, a boutique hotel, a cultural center and production studios……...The driving force behind all of it is Damien Goodmon, a board member of Downtown Crenshaw Rising …... in the last couple of years he has turned its attention full time to beating back gentrification. Mr. Goodmon, 38 and a fifth-generation Angeleno, says the Downtown Crenshaw plan is the best way — the only way — to save what’s left of Black Los Angeles from the dead end of traditional top-down development that focuses on short-term profit, not long-term community growth…...there’s a bucketload of money to be made by gentrification,” says Mr. Goodmon. “The challenge is making sure community isn’t being pushed out. This is not about us getting more sit-down restaurants, it’s about changing a whole system so that we can ensure our future. And it’s all coming to a head.”…..Crenshaw Rising submitted its $100 million bid for the mall, complete with proposed financing, in late August. According to Mr. Goodmon, DWS, the asset management firm of Deutsche Bank that has managed the mall since last year, rejected the bid, despite Downtown Crenshaw Rising’s additional offer to pay five percent above the “most credible offer.”…...Despite the heated opposition, the sale to LIVWRK is expected to be finalized by the end of the year. Downtown Crenshaw Rising and its advocates are undeterred. Their strategy now is to bypass DWS and appeal directly to the investors who actually own the mall. Recently, the group’s plan was endorsed by several Black elected officials, including the powerful former Los Angeles City Council president, Herb Wesson — a sign that the political reticence around the matter is breaking……….The community’s taking on a complicated development project like this is new and frankly, exciting. ….in the aftermath of the unrest in 1992 …...community meetings about rebuilding…centred on "retail justice" — getting the same shopping and service amenities in Crenshaw that are taken for granted in whiter, more affluent neighbourhoods west of it. Convincing retail chains like Nordstrom, Trader Joe’s and Victoria’s Secret that they could successfully locate in a “urban” neighborhood like Crenshaw was a civil rights fight refashioned for an age of respectability. Unrest was best countered by the stabilizing presence of quality stores and goods that said to the world that a Black place like Crenshaw was normal. We didn’t need to build anything so much as just recruit it.

Currently, the Black community’s ambitions in Crenshaw, Los Angeles, has matured beyond that earlier modest vision of pursing retail justice. 

Unrest, once widely criticized as a hindrance to change, now seems fundamental to it. Black people aspiring to normal or status quo feels out of the question. The ideal Black living space is no longer defined by the presence (i.e. having access to) or the absence of big companies and brand-name chains, if it ever was (i.e. this was the essence of 1960s and 1970s “integration”). The new livable space is one forged by >>self-determination<< and >>self-preservation<< in which the community has a real say and a stake — not merely an advisory role — in what gets built, and for whom. The ideal is major economic development that is also Black empowerment, two things that have been at odds in the real world for a long time.

Mr. Goodmon says he is betting that the momentum around anti-racism — and more important, around pro-blackness — will help Downtown Crenshaw Rising prevail, and to establish in Crenshaw a new normal of agency and prosperity. That’s exactly what Black people here have wanted for the last 30 years. We just didn’t know what it looked like.

    <title>Pandemic threatens African economic success</title>

African economies were beginning to catch up with the rest of the world. Four well-led countries — Ethiopia, Ghana, Rwanda and Senegal — were recreating in Africa the processes that transformed the east Asian economies of Taiwan, South Korea, Hong Kong and Singapore. But the pandemic is wrecking this African success story. Two in three jobs in sub-Saharan Africa are in the informal sector. There are no >>economies of scale<< or specialization. **Small is not beautiful, it is >>unproductive<<**. Africa needs more companies capable of organising a workforce into specialised, collaborative teams, disciplined by competition. Yet even the firms that Africa has are bleeding from the economic impact of coronavirus.

This shock is not predominantly a result of Africa’s health crisis. The causes are the sharp downturns in advanced economies. Commodity prices have dropped and Africa is a major net exporter. Ghana and Senegal are losing oil revenues that would have financed infrastructure. The slump in global tourism is a heavy blow for Rwanda, whose economic development strategy focused on tourism and conferences. By 2019 it had become the second most-visited country in Africa for these purposes. Now this business has collapsed. Senegal and Ethiopia are major recipients of remittances from citizens working abroad. Normally, these rise during a domestic crisis, but in this global emergency Africa’s diaspora are losing their jobs. This also hits the most desperate places such as Yemen.

Finally, the retreat of international capital to safety is hitting hardest the countries that were most promising for investors. Ghana was attracting US pension fund money and major companies such as Volkswagen and Bosch. All four shocks are eroding Africa’s scarce organisational capital and are likely to persist for the medium term.

 Why is this the West's problem and not just Africa’s? Because Africa’s shocks are forms of transfer. The fall in commodity prices, which has reduced incomes in Africa, has softened the impact of Covid-19 on the commodity-importing economies of the EU and China. Similarly, the collapse of tourism is a transfer of demand. The people no longer buying Africa’s tourist services are spending their money closer to home. The capital no longer flowing into Africa is a transfer of finance. It is now available for domestic spending in OECD countries and China. These effects are inadvertent, but they are damaging and indefensible. They urgently need to be offset.

The basic situation of exploitation by Troy and another foreign-owned gold mining giant was covered in an article published in Kaieteur News two years ago, in May of 2018, titled “Guyana loses billions $$$ worth in concessions to Troy Resources, Aurora Gold Mine annually”. The following excerpt from that article is instructive:

“Significantly, while billions of dollars worth in concessions are given to these foreign entities, little is known about how many indigenous companies are used to provide them with goods and services in contrast to the foreign conglomerates contracted to provide same…. Commissioner General of the Guyana Geology and Mines Commission (GGMC), Newell Dennison, said that there is an imbalance between the concessions granted to foreign companies and those granted to locals. Dennison was asked if there has been any monitoring of local content in the mining sector by the Commission, he responded in the negative.”.........this basic formula is one that is replicated and expanded across companies and industries, most recently in our newly launched oil and gas sector. Switch out ‘Troy Resources’ and replace it with ‘Exxon’ and the situation is virtually identical, except of course on a much grander scale: a large, foreign-owned multinational company is granted massive concessions to exploit a valuable national resource with minimal economic benefit going to Guyanese and little monitoring of the already negligible commitments to local content......Exxon, Troy, Aurora, Hess, Bosai, Bai Shan Lin, Barama, Omai, Rusal – all have their predecessors in Guyanese history, most long forgotten, but some like Bookers (sugar) and Reynolds (bauxite) remain faint, if fading, in memory.......the company that laid the foundation of our economy and society, the infamous Dutch-West India Company. It was that primordial international corporation that would define both the fundamental physical and sociological contours of the society we live in, from the geometrical layout of our villages to the socio-economic hierarchies that prevail to this day..... Lloyd Best....in the >>pre-independence era<<.... identified, named and explored the pathology for what it was – >>the plantation system<<. As he once observed: “The legacy of institutions, structures and behaviour patterns of the plantation system are so deeply entrenched that adjustment tends to take place as an adaptation within the bounds of the established framework.”..........few people know that Best was an economic advisor to the Cheddi Jagan administration in the 1950s, and that his New World Group had its genesis right here in what was still then >>British Guiana<<. The obdurate nature of the plantation economy is what we continue to be burdened with to this day.....As St. Lucian poet, Derek Walcott, in his own seminal plantation poem, ‘Ruins of a Great House’,  observed, “The rot remains with us, the men are gone.”....The economic contours of the oil economy are virtually the same as the plantation economy......Norman Girvan, the late, great Jamaican economist, in his study of the bauxite industry fifty years ago, outlined those contours: foreign ownership; basic or primary stage of production; limited domestic inputs, or local content; the repatriation of profits, meaning most of the money leaving; and “the persistence of the incalculability of value flows with transfer pricing (JKC: the opaqueness of Guyana govt.'s Production-Sharing Agreement with ExxonMobil)”,....Guyana society today... in terms of its fundamental economic framework... is a plantation society redux........Fifty-four years after independence, the “commanding heights of our economy” (a phrase dear to Forbes Burnham) still remains under the command and control of >>external forces<< with the full complicity of our political ‘leadership’: the colonial overseers in their plantation great houses have simply been replaced by homegrown government ministers in their mansions, selling out our >>patrimony<< for a few pittance.....we remain transfixed in the plantation mindset and....mode of action.

Did Forbes Burnham err when he nationalised the commanding heights of the economy and removed foreign involvement from the local financial sector?.....If Forbes Burnham erred, it means that the socialist experiment pursued by the PNC was ill-conceived. The fundamental basis of the socialist experiment was both national ownership and control of the main pillars of the Guyanese economy, namely sugar and bauxite. If it was an error to nationalise, then the socialist experiment was a colossal mistake........In making a decision as to whether Guyana should have nationalised the commanding heights of the economy, Forbes Burnham must have considered the ability of locals to manage the industries. Did Guyana at the time have the capacity to manage the industries? Was it a blunder by Forbes Burnham to have concluded that we did when we did not?  Forbes Burnham was never in doubt as to the ability of Guyanese. ......Ownership of the commanding sectors of the economy had to be complemented by the Guyanese managing these enterprises. Burnham believed this and died believing this.
He cannot ever be described as a visionary if he was wrong on this score, because this was the main plank of his economic policies and his political beliefs.......If today, however, the PNCR wishes to concede that Burnham erred when he nationalised the commanding heights of the economy, it should then ask itself whether in a globalised world, where the managerial demands are greater, Guyanese can effectively manage their own affairs, more so considering oil and gas will be a major contributor to economic growth over the next 40 years.
It is posited that if Burnham erred by overestimating the local capacity to manage the bauxite and sugar industries, then is it safe to say that Guyanese will be unable to cope with an oil economy.]]></description>

    <title>How to funnel capital to the American heartland</title>

Over the past year, economically distressed communities across the US have been engaged in an intense discussion about mobilising private capital. Why? As mayors, governors, real estate developers, entrepreneurs and investors have learnt, buried in the 2017 Tax Cuts and Jobs Act was a provision that created a significant tax incentive to invest in low-income “opportunity zones” across the country......the law’s greatest effect, ironically, has been to unveil a treasure trove of wealth in communities throughout the nation. Some of the country’s largest investors are high-net-worth families in Kansas City, Missouri, and Philadelphia; insurance companies in Erie, Pennsylvania, and Milwaukee; universities in Birmingham, Alabama, and South Bend, Indiana; philanthropists in Cleveland and Detroit; and community foundations and pension funds in every state.

These pillars of wealth mostly invest their market-oriented equity capital outside their own communities, even though their own locales often possess globally significant research institutions, advanced industry companies, grand historic city centres and distinctive ecosystems of entrepreneurs. The wealth-export industry is not a natural phenomenon; it has been led and facilitated by a sophisticated network of wealth management companies, private equity firms, family offices and financial institutions that have narrow definitions of where and in what to invest.

The US, in other words, doesn’t have a capital problem; it has an organisational problem. So how can capital flows be rewired to reverse the export of wealth?

Three things stand out:

(1)  Information matters. The opportunity zones incentive has encouraged US cities to create investment prospectuses to promote the competitive assets of their low-income communities and highlight projects that are investor-ready and promise competitive returns.

(2)  norms and networks matter. The opportunity zone market will be enhanced by the creation of “capital stacks” that enable the financing of community products such as workforce housing, commercial real estate, small businesses (and minority-owned businesses in particular) and clean energy, to name just a few. Initial opportunity zone projects are already showing creative blends of public, private and civic capital that mix debt, subsidy and equity. 

(3) institutions matter. Opportunity zones require cities to create and capitalise new institutions that can deploy capital at scale in sustained ways. Some models already exist. The Cincinnati Center City Development Corporation, backed by patient capital from Procter & Gamble, has driven the regeneration of the Over-the-Rhine neighbourhood during the past 15 years. 

More institutional innovation, however, is needed. As Ross Baird, author of The Innovation Blind Spot, has argued, the US must create a new generation of community quarterbacks to provide budding entrepreneurs with business planning and mentoring, matching them with risk-tolerant equity. These efforts will succeed if they unleash the synergies that flow naturally from urban density. New institutions will not have to work alone, but hand-in-glove with the trusted financial firms that manage this locally-generated wealth.

Guyana needs to build national consensus on a multi-year developmental plan to be executed with revenues from oil and gas sector.

This is the view put forward by prominent attorney Nigel Hughes, who represents several oil companies here.

During a meeting with residents of Buxton on Sunday on the oil and gas sector, Hughes stated that Guyana needs a >>national infrastructural<< plan that covers at least a 20-year cycle.

“You can’t have at every political cycle [i.e. = "electoral cycle"] if there is a change that you start changing your developmental plans. We are less than one million people. We need to be able to have some broad consensus on our development. Let us do it in a 20 to 25-year cycle.

“We can tweak it depending on who gets elected, but at least we know where we going and how we getting there,” Hughes stated.]]></description>

Many African Guyanese believe that any criticism of this APNU+AFC government, especially by one of their own, is sinful.[i.e.= being a "traitor to one's class"/" "myside bias"] This is the very attitude that was exhibited by many **Indian Guyanese** when the >>PPP<< held office and which **African Guyanese** found revolting. But now, with their government in power, **African Guyanese** are behaving in the same manner. This >>hypocrisy<< by our >>ethnic communities<< is at the root of Guyana’s failure to move from the backward politics of colonial domination to a more enlightened politics that embrace >>equality of opportunity<< and national consensus as guiding principles. And this failure has impeded economic liberation from poverty and want, and kept us a poor, underdeveloped country.......Most African Guyanese live in the urban areas and in **ancestral villages**. But these spaces are hardly hubs of economic opportunities. Three years after its assumption of office, there is still no comprehensive **Urban and Village renewal** initiative. Many African Guyanese villages and communities don’t have markets, for example. Hence, there is little >>money circulation<< in those communities.

I know there are many who would say that Village and Urban Renewal are not government business. I beg to disagree. The poor state of those communities is a direct result of government policies, so the repair job must be initiated by government policy. ]]></description>

At his presentation at the university of Guyana in the early 1990s, Minister Louis Farrakhan advised Afro Guyanese to master >>mathematics<< and learn from Asians skills of >>economic empowerment<<, as a basis to be or remain competitive in the society and the world. He illustrated that Africans are still at the sentimental level of narrating that “the cow jump over the moon”, while others are trying to land on it. By mastering mathematics, he means mastering the foundation of >>logic, reasoning<< and rationality. To learn from Asians, is to understand and practice their attitudes and habits of frugality, collaboration, and investment.

Sri Aurobindo, one of India’s most celebrated thinkers, in discussing India’s caste problems and cultural deficiencies, admitted that even though India has been a major contributor of spirituality to the world, it was stagnating itself by sentimentality and traditionalism which cost it over 500 invasions of its territory. He argued that Europeans are ahead of the world, and might remain so because they mastered the >>scientific methods<< of thinking and doing things. Apparently India listened, for a few years from now, it may be classified as a competitive scientific power.

Examining the history of Guyana, we must admire and respect the Indo community for learning a substantial range of skills and knowledge from the Afro community, and then commercialising those skills and knowledge to the extent of employing the very Afro Guyanese who taught them. Indians are now significantly placed in every area of the Guyanese society, and as they consolidate and expand in areas, even where Afro Guyanese once dominated, the Afro community feels increasingly marginalised and threatened. 

The fundamental problem is that while Afro Guyanese were teaching Indians, they were not, in turn, learning enough from them. This disparity can be attributed to an element of >>arrogance<< in the creole culture of Afro Guyanese.

[i.e. Afro-Guyanese need to practice "humility". Genuine humility is a reflection of neither weakness nor insecurity. Instead, it implies a respectful appreciation of the strengths of others, a lack of personal pretension and a more relaxed sense of confidence that doesn’t require external recognition]. 

He learnt through European Christian ideas, to his own detriment, to reject anything that was non-Christian in origin. On the other hand, the Hindu foundation of Indian creole culture teaches the value of >>learning from others<< for >>self-empowerment<<. That the Afro community interprets the Indian persistence for >>wealth creation<< and accumulation as (rapacious??) >>greed<<, rather than economic consolidation, and detests that, but keeps expecting >>economic development<< through the **good will of God** [i.e. = "hope is not a strategy"] and or others, is a fundamental difference. But this expectation is seen in the Indo community as a parasitic and non-progressive psyche or thinking.

In the real world, no set of rights comes into being, is conferred, or survives, in the absence of >>enlightened self-interest<<, and or direct and indirect capacities to demand and or enforce them. **Economic power**[i.e. = "economic clout"]  and **wisdom** are examples of indirect capacities of enforcement. Economic power finances the requisite activism. Wisdom sharpens the ability to do so.

Wisdom derives from knowledge. Accurate knowledge generates better understanding, informed judgements, choices and applications. It is through intellectualism that we arrive at accurate knowledge and better understanding of things, rise above parochialism, and productively engage our intelligence. 

So, if Mobido dismisses, as “intellectual fantasy”, my awakening him to the wider Afro Guyanese reality, specifically, that the tendencies of Afro Guyanese leadership and the Afro community’s pattern of investment negligence, >>significantly contribute<< to the withering away of the Afro community’s capacity to secure its interests, I hope he is not trying to shelter from the cut and thrust of intellectual scrutiny.

A major problem of this country is that we do not intellectualise enough [i.e. = "underthinking"]. This is evident in the conduct and performance of all institutions of this country and the quality of discussions we normally have, especially in context of analysis, forecasting, planning, implementation, and evaluation. We tend to be more driven by impressions, sentiments, prejudice, and pettiness. Thus creating more problems than we solve.

Permit me to add here that rights are not void of responsibilities. A primary responsibility of the Afro community is to ensure that its leaders are people of integrity. He who lacks integrity could never protect your rights. Secondly, by democratic principles, one’s rights should never be pursued at the expense of the rights of others. If he so does, the other must be compensated to the extent of the injury caused. Or in extreme cases, his rights become forfeited to the extent of the hurt caused. So, for instance, he who murders also forfeits his right to life. In a democracy, the State is responsible for protecting and regulating one’s rights and procedures to address grievances. The laws of Guyana are very clear on issues such as torture and police brutality, for instance. But none of that would persist without the complicity of Afro Guyanese leaders/administrators within the armed forces.........while it may be convenient to attack the PPP government he should never blind himself to the fact that no aberration in governance is possible without collaboration from Afro Guyanese within the state system. So let’s talk about the purification of the State according to democratic ideals.

Ever since a friend loaned me the book ‘From Third World to First—The Singapore Story: 1965-2000’ I have been looking at my country with a range of emotions. I have felt anger, pity, sorrow, disappointment and shame….Last week, I read a news report prepared by one of my reporters. Using information supplied by the Indian Arrival Committee (IAC) – who culled statistics from the International Monetary Fund (IMF) database and some other international sources – it was concluded that Guyana is 254 years behind Singapore….The economic policies of that Asian giant boggled my mind. For one, its leader bought foreign talent when the country had none, but there was a caveat. For every two foreigners there needed to be one Singaporean. There was no attempt to get the foreigner to pay a bribe….The strange thing is that we have examples to follow; instead we have opted to do our own thing. The result is stagnation and a people who merely want to leave the country by any means possible. In this day and age we have skilled Guyanese running to other countries [i.e. = "talent flight"] to peddle their ability.]]></description>

Other Rust Belt cities have, like Steeltown, been able to lean on foundations set up by the industrialist titans of their golden age. While Pittsburgh had the likes of Andrew Carnegie and Andrew Mellon, Cleveland can trace a good chunk of its recent development to the legacy of John D. Rockefeller. Of all the factors working for American cities relative to Canadian ones, this sort of philanthropy is perhaps the least imitable.

Perhaps more importable, though, is a willingness on the part of current American business leaders to continue investing in their communities. In Pittsburgh and other places, those leaders may still lobby for lower taxes, but they partially >>counterbalance<< their resistance to government spending with a willingness to spend heavily themselves.

In Grand Rapids, Mich., it was only later in the 20th century that a small number of business leaders and their families –almost exclusively Republicans – responded to their city becoming a ghost town by pouring hundreds of millions of dollars into it. First, that included funds for infrastructure and >>anchor institutions<<: a new arena, a convention centre and hospital expansions. More recently, it has meant funding ArtPrize, an enormous three-week arts festival that has helped turn the west Michigan town into a destination.

It is impossible to get through a conversation in Grand Rapids without hearing about philanthropy. “You don’t participate in this community if you don’t give time and treasure,” says John Kennedy, a staunch conservative who started an auto-parts company in the 1980s that is now worth over $250-million. “I’m not talking about giving back, because I don’t believe in that. I’m talking about investing in the future of the community.”..........

Not all the start-ups and emerging businesses in Grand Rapids are as sexy. Some are tied to >>auto parts<< and >>office furniture<<, the traditional manufacturing around which Grand Rapids was built. Others are in communications technology or health sciences. The Brics and other emerging-market countries have vast needs for financing of infrastructure projects, according to the chief executive of Brazilian development bank BNDES, who estimated the need for long-term project finance at about $800 billion.

The new institution, whose first chief executive will be from India, will start out with capital of $50 billion, to be paid in equally by all five Brics countries. Capital is planned to grow eventually to $100 billion, according to the memorandum released after the meeting in Brazil of the heads of government of the five countries.

The Brics have been trying for years to reform the International Monetary Fund and the World Bank, the backbone of the world's global financial structure, to give emerging markets more influence over those institutions, but with little success.

"In the IMF and the World Bank, the U.S. and a handful of allies really do make almost all the decisions, and the vast majority of the world…doesn't really have a voice," said Mark Weisbrot, co-director of the Center for Economic and Policy Research, in Washington, D.C. "The fund has lost most of its influence on the middle-income country in the last 15 years. This is part of the process of change in these international institutions."

The Brics countries on Tuesday called on the members of the IMF to implement reforms to the organization that were agreed on in 2010, and for members to agree to a new formula for voting rights at the IMF.

The World Bank finances development projects around the world, and the IMF is the lender of last resort to countries that don't have the dollars to pay their foreign debt. The IMF in particular is widely disliked among countries that need its help, because of the stringent budget control conditions it usually places on governments in return for its help.]]></description>

The Idealist: Jeffrey Sachs and the Quest to End Poverty is a devastating takedown of Mr. Sachs's technocratic fantasies. It is essential reading for anyone who thinks that brilliant people with the right interventions can save the world.

The Millennium Villages Project was pitched as the most promising idea to come along in years. The aim was to smother the selected villages with help and jump-start them into self-sufficiency. The villages wouldn't get just schools and health clinics. They'd get schools, health clinics, fertilizer, bed nets, water, food, roads, and instruction in agriculture and entrepreneurship.........What he forgot was the human factor. It turns out that people are not always rational. They don’t always do what’s in their own best interests, even when the benefits are completely clear to a development economist.....At every turn, Mr. Sachs’s >>master plan<< was undermined by culture.....Other economists have been skeptical for quite some time. They argue that the data showing results are far from rigorous, and that the design of the project makes proper evaluation impossible. What makes Ms. Munk's critique so compelling is the legwork she put in on the ground.....Recent history is littered with the wreckage of grand plans to save Africa. So why should we care about another? Because, Ms. Munk argues, "Oversimplification is terribly dangerous." Promises that can't be kept invariably result in disappointment, cynicism and donor fatigue. Western taxpayers are increasingly reluctant to fund foreign aid without some assurance that it works.......The moral of her story is that the last thing Africa needs is more Great Professors. As she says, "I think we'd all be a lot better off if we were a little more humble."]]></description>

Cheddi Jagan said around 1990, that the PNC government was preparing the Afro community to fail. He meant the **high concentration** of >>Afro Guyanese<< in the bloated public service sector which was unsustainable, and the practice of giving them opportunities on the basis of party cards, as a way of up-keeping the government, would >>backfire<< on the community. He meant that when the system of things changed the community would be >>uncompetitive<< for it would by then have nurtured the wrong ethics, expectations, and attitudes. The >>psyche of dependency<< on the state [i.e. = Afro-Guyanese's "collective psyche"] would be so ingrained [i.e. = in their "cultural DNA"] that it would fail to be as resourceful as it is ought to be and was capable of being........I have argued in the past that the Afro community, owing to its historical conditions of survival, had crystallized a false sense of importance and security under PNC governance. I indicated that it is not a government of black faces, PNC or otherwise that would transform the Afro communities, but transformation in cultural ideas and economic groundings, which could be induced through changed conditions of survival and an improved understanding of self. Of all Afro leaders, Walter Rodney was best trained and equipped to lead that transformation. His death was a tremendous loss.

This additional response to Osafo Modibo’s letters is that the problems at Buxton are fundamentally symptomatic of cultural and economic deficiencies. While Modibo accuses myself and others of being silent on the extremities in that village he fails to acknowledge that the very executors of the excesses are mainly Afro Guyanese. The Afro community should realise that the highest form of emancipation would be when every black child grows up with the doctrine that he must be black, honourable [i.e. = "black pride"] and economically creative.[i.e. = "resourcefulness"] So whether he is poor, rich, or an officer of state he must never pawn his common sense [i.e. = "think for yourself"---"The most dangerous person in a democracy is the blind partisan who outsources her opinions to politicians or an ideology, and who sees those who don’t agree as enemies to be righteously chased from town by a torch-wielding mob."] and dignity to others.]]></description>

 I believe that what black communities lack the most is money and wealth. A casual observation of any black community will reveal that the stranglehold of poverty is affecting their growth and development.[i.e. = "diminished circumstances"] The high number of dilapidated buildings, poor roads, water and sanitation are manifest expressions of that poverty. There are a **number of reasons** [i.e. = multifactorial"] for this I shall discuss two.

First, our attitude towards money is bad. Look at the way we spend our hard-earned money in entertainment. Almost every show at the Providence Stadium is filled to capacity with young and not so young African-Guyanese. Every show young Blacks spend thousands of dollars they can hardly afford. We entertain ourselves at the expense of everything else, even our development.[JCK: consumer_mindset]

Second, a large percentage of African-Guyanese work in the public sector; they are public servants. The government controls the public purse. Therefore, it decides how much these servants will be paid and how much they should be taxed. In this way, they do exert a great deal of power over the development of Blacks and influence the quality of their lives and communities.

One can argue that there are trade unions which negotiate with government, wages and salaries for workers. However, given the behaviour of the unions demonstrated at the last May Day rally, the divisions among them, and the fact that some of their leaders appear to have been bought out [i.e. = "bribery"/"corruption"] by the government one can hardly expect a decent challenge by these organizations to the unfairness in the national pay system.

As a result, the average public servant lives from pay cheque to pay cheque. It is a vicious cycle.

What is clear is that African-Guyanese desperately need a paradigm shift. African-Guyanese must get out of the public sector now. We need to begin to ‘re-image’ ourselves not as servants (public or otherwise) but as entrepreneurs. This is absolutely necessary for wealth creation and development.

One area that is immediately available to us is agriculture. There is a lot of history in the black community in this industry and much aversion to it, particularly by our young people but, there is enormous potential in this industry. Export markets are available for all kinds of non-traditional produce. However, we are too busy sitting behind desks burdened with loads of paperwork that we cannot see and exploit the potential in this sector. We love the sound of the names and status of certain positions in the public sector. Some of those very positions retard our growth and progress. We have to change that.

As a people, we need to invest time and resources in the agriculture industry; we need to go back to the land en masse. Black families and communities must become efficient economic units, generating wealth for real development through large-scale crop and animal husbandry. [JCK: producer_mindset]This will make us self employed, reduce the amount we spend in purchasing food, decrease our dependence on others to supply us with food and free up money for other investment activities. It will help in wealth generation in black communities.

Richard. Until Afro guyanese >>get out of their comfort zone<< and are prepared to take risks, they will always remain at the bottom of the economic ladder. No government, no church, no political party will be the catalyst for their economic upliftment and survival. Too much time has elapsed and Afro guyanese continue to cherish a lifestyle of sustained ignorance and poverty. 

Afro guyanese should take a **look at their fellow Indo guyanese** [i.e. = "learning from others"]. Indo guyanese are risk takers and long term planners. Any race or people without a ">>blue-print<< [i.e. = "master plan"], is doomed for failure and a poverty stricken life. It's high time that Afro guyanese get off their "high horse, " do away with false pride, get their pretty hands "soil dirty" and get their act together. Indo guyanese prospered under Burnham, despite adversities, why Afro guyanese cannot do like wise under Jagdeo. Or, are we awaiting "manna" to fall from the skies. ]]></description>

Few African Guyanese grow up in an environment in which table >>conversation<< is centred around business matters or matters to do with the production and supply of goods and services.[i.e. = "family"/"family dynamics"]  Sadly, African Guyanese may be more inclined to discuss the day’s purchases rather than the day’s sales, for the simple reason that African Guyanese economic activity tends more towards consumption rather than production or supply. Generally speaking, African Guyanese do not see themselves as having the means to produce ‒ land, labour or capital ‒ at their disposal, yet see these as prerequisites for venturing into business for themselves. The problem is compounded by the near absence of ethnic >>role models<<. In this sense I feel the problem is one of environment as much as education. In fact the two go hand in hand.

Though as >>Carl Greenidge<< says, “The education system should be teaching students about the value of business and what is required to be an entrepreneur” and has failed to do so, the system on its own cannot teach people to be risk takers. It is only the immediate environment that can build the level of >>self-confidence<< required to make the difference. There is no substitute for growing up in the environment of a family which is not dysfunctional where Uncle Peter is a car dealer, Aunt Sharon owns a supermarket and Cousin Kimberly owns a successful restaurant.[i.e. = "family interests"] These close-to-home realities have a far greater impact on a young person’s realization that they too can become a successful business person.]]></description>

We can have cheap hydro power. We can have a wonderful five-star hotel. We can have all the other great plans that the government has in store for us. It still would not make a difference unless there is greater discipline in Guyana.

The level of lawlessness and indiscipline is the greatest hindrance to national development. It does not matter what the government does, there is always the problem of how people behave within a society. And unless things change, Guyana will not go as far as it can go.....And what is sickening is the attitude of those who are in their wrong seats. They behave in a “wrong and strong manner” as if they are in the right......how can there be development when those who toe the line [i.e. = "rule-observant"] end up being in a worse situation that those who >>break the law<<?....The more you see these things happening, the more you despair that the problems of this country go far beyond politics. The problems of Guyana are deeply rooted in the lack of discipline and no country can hope to develop amidst so much indiscipline.]]></description>

Even though Ottawa had shifted its foreign-aid focus away from Africa a few years ago, the government has come back in force, with a new >>large-scale<< aid strategy in which its agencies work with resource companies, alongside charities and private aid groups, in a way that, in the words of International Co-operation Minister Julian Fantino, “addresses social and environmental issues of extractive sector development” and helps countries “use resource rents and investment to spur economic diversification in local communities, often focused on agricultural and agribusiness development.” It makes some sense: Canada ought to be providing this sort of aid to the people it’s contacting – sometimes beneficially, sometimes otherwise – with its resource-taking activities.

But the end effect is that Canada has landed in Africa in a big way: tearing up the land, building new towns, creating roads and pipelines and airports, and bringing in new forms of government and administration to create new economies and enforce human rights and democratic standards.

This bears a strong resemblance to what the military calls counterinsurgency: To make the local population tolerate your forceful acts and embrace your cause, you win over their hearts and minds by **building roads**, schools, water supplies and better farms. In the process, though, you become something like a colonial government.

Canada, not yet fully free from its own years as a colony, is far from comfortable with this role. We ought to find some other name, and some other shape, for our African project.]]></description>

Large elements of aboriginal Canada live intellectually in a dream palace,[i.e. = "comforting illusions"] a more comfortable place than where they actually reside.

Inside the dream palace, there are self-reliant, self-sustaining communities – “nations,” indeed – with the full panoply of **sovereign capacities** and the “rights” that go with sovereignty. These “nations” are the descendants of proud ancestors who, centuries ago, spread across certain territories before and, for some period, after the “settlers” arrived. 
Today’s reality, however, is so far removed in actual day-to-day terms from the memories inside the dream palace as to be almost unbearable. The obvious conflict between reality and dream pulls some aboriginals to warrior societies; others to a rejection of dealing with the “Crown” at all; others to fights for the restoration of “rights” that, even if defined, would make little tangible difference in the lives of aboriginal people; and still others, such as Attawapiskat Chief Theresa Spence, to go on a hunger strike....Stephen Harper was correct in refusing a face-to-face meeting, since a >> prime minister << should not be blackmailed into doing what any group or individual wants....Much of the rhetoric surrounding Chief Spence is of the usual dreamy, flamboyant variety, a mixture of anti-capitalism and anti-colonialism, blended with the mythology (blasted by the reality of what one actually sees on too many reserves) about environmental protection and the aboriginals’ sacred link to their lands....To imagine that isolated communities of a thousand or so people can be vibrant and self-sustaining, capable of discharging the panoply of responsibilities [i.e. = "communal responsibility"] of “sovereignty,” is to live within the dream palace of memory.

But the surging population growth of cities in the jungle is turning that rural vision on its head and alarming scientists, as an array of new industrial projects transforms the Amazon into Brazil’s fastest-growing region....Of the 19 Brazilian cities that the latest census indicates have doubled in population over the past decade, 10 are in the Amazon. Altogether, the region’s population climbed 23 percent from 2000 to 2010, while Brazil as a whole grew just 12 percent....The soaring population growth in some cities in the Amazon — called the “world’s last great settlement frontier” by Brian J. The authors cite Uganda as a modest success story, writing that President Yoweri Museveni is ">>authoritarian<<," but "seeks to run a >>rule-based<< society, not one run by mercurial fiat." In the book "Out of America: A Black Man Confronts Africa," author Keith Richburg recalls asking Mr. Museveni why Africa hadn't developed. Mr. Museveni ascribed it to "discipline." He added, "I tend to find more discipline among the Ugandan Asians than among the Africans," though he couldn't fully explain why. Cultural differences clearly are key.

Prosperous societies can't exist in a vacuum. As economist Thomas Sowell has shown, the cultural values of a people strongly influence their skills, choices of work and level of success. So the real question for Africans must be, "How can we change our cultural values in order to promote freedom and prosperity?" Unfortunately, until those values do change, Africa will continue to be poor.

Let’s consider the Greece’s natural resources, or at least two of them. Feta cheese, which is increasingly popular throughout the world, is mandated by an E.U. ruling to come from Greece. The country also harvests arguably the best olives for making olive oil. Yet somehow Greece has only 28% of the global feta market and a mere 4% share of the international olive-oil industry.

In the last decade or so, companies in the United States, France, Denmark and elsewhere >>flouted the feta ruling<< [i.e. = lack of "enforcement"] and invested in their own food-science >>research<< and manufacturing equipment. Private-equity investors haven't fared much better than money managers who buy shares in public companies, according to Runa Alam, chief executive of Zephyr Management Africa, the South Africa-based subsidiary of a New York investment company. Like Oyeleke, she stressed that African companies have few venues for raising public money: "You have Johannesburg and London." Unlike Oyeleke, she argued that investors have plenty of deals to choose from. Her firm looked at more than 50 last year alone. But she pointed out that these deals tend to be concentrated in a few countries -- Nigeria, Egypt and South Africa -- and a few sectors, such as telecom, financial institutions and resource extraction. ]]></description>
