At issue is Google Fiber’s Terms of Service, which contains a broad prohibition against customers attaching “servers” to its ultrafast 1 Gbps network in Kansas City.

Google wants to ban the use of servers because it plans to offer a business class offering in the future. A potential customer, Douglas McClendon, filed a complaint against the policy in 2012 with the FCC, which eventually ordered Google to explain its reasoning by July 29.

Peter Green, who lives in the community of Eggesford in Devon, is typical.

He got in touch to tell me of the frustrations of trying to run a holiday cottage business on a 500Kbps broadband connection - "We tried to upload videos but it was pointless" - and his fruitless efforts to find out just when the Connecting Devon and Somerset organisation might take his village into the 21st Century. A contract with BT was signed earlier this year, but he's still no clearer as to when or if that will help him.

That compares with just 7% in 2010. By contrast, fixed-broadband penetration stood at a negligible 0.3% in 2011, and that’s killing Ghana’s internet service providers (ISPs).

For a time, running an ISP was a trendy thing. Some 150 companies presently have a license, and about 20 are operational. But many of them are finding it hard to stay afloat. Even cyber cafés, many of which are run by ISPs, are beginning to shut down. Ghana’s biggest, which had 100 connections and its own satellite connection, closed in February.

Now Harry is able to watch the iPlayer streaming in HD, and Susan has become a B4RN volunteer, helping to dig trenches for the fibre.

But, after raising half a million pounds from locals who bought shares on the promise of a fast connection, the project now needs to move to the next stage. In the Arkholme village hall this afternoon, B4RN is holding an open day, inviting anyone to drop in and test the broadband connection on their phones or computers.

The hope is that many will sign up to the £30 per month service, but that some will also buy shares in B4RN. Another £1.5m is needed if the full 265KM network is to be rolled out. That sounds ambitious - but having spent 24 hours watching the volunteers digging trenches, blowing fibre and learning a process called fusion splicing I can see they are a very determined bunch.

The FTTH Council Europe's latest “panorama” report reveals that, despite the fact that the government has announced plans to have the “best superfast broadband network in Europe by 2015”, the UK is clearly lagging and has no large-scale FTTH deployment plans.
Having previously announced an ambitious FTTH coverage objective in 2011 – 2.5m homes passed by the end of 2012 – the UK incumbent BT has changed its strategy, deciding to focus on upgrading its copper network to offer fibre-to-the-cabinet (FTTC) instead… Europe as a whole is slightly behind the rest of the world in deploying FTTH, with 8.7% of homes expected to be connected by the end of 2016 compared to 10.5% globally.
