It lets you get an average response of a DNS server, then you can check another one, and compare which is faster for you.
DNS latency is usually responsible of Internet speed.
As you computer first needs to "guess" the IP of you server you want to reach, if that action takes too much time, then, no matter how fast the server you are reaching is it will appears for you that the Internet is slow.

Let's see this example:
You type 
www.facebook.com
Your PC contact your DNS server, and ask for the IP of www.facebook.com, that action takes 200 ms.
Then it contact www.facebook.com and get the content, that could be fast, but you have waited for 200ms just to be able to ask for the facebook content.
Another option is to have your DNS server in you PC, I have written in the past about it.

It only works in the U.S. and surrounding areas, and only if you have clear view of the southern sky.
So, while being the U.S. you may be saved by this phone when you loose coverage, but only if the Windows mobile O.S. that powers this phone is working :).
I really do not like Windows powered devices, they are not stable, and may fail anytime.
Anyway, this is a good device if you like to go fishing or hunting and still be able to call home of office, or even check your email.

An example:
To re-size pictures (specially if they are a lot) is easier from the Linux command line than using Photoshop on Windows.

There are a lot of examples like that one, so do not be afraid of Linux just because of the Terminal window, you do not really need to use it. But if you learn some little tricks you will fall in love with it, and off course with Linux.
