    <dc:creator>dchas</dc:creator><description><![CDATA[BRISTOL, Pa. - Quick actions from those in charge of a water treatment facility near a chemical spill along the Delaware River prevented the harmful toxins from entering the plant. 

Health officials in Bucks County said Sunday that between 8,100 and 12,000 gallons of a water-based latex-finishing solution spilled into the river late Friday because of a burst pipe at the Trinseo Altuglas chemical facility in Bristol Township.

The midnight spill happened at low tide less than half a mile upstream from the AQUA Pennsylvania water treatment facility. AQUA President Mark Lucca said by the time he heard about the spill the plant had already been shutdown thanks in part to early warning sensors that helped them decide to shut off water intake from the river. 

"The first thing people are asking us is ‘is my water safe to drink?’ It absolutely is safe to drink, how do we know? Because it never got into the plant" Lucca said.

AQUA's local water reserves were fairly high, so Bristol's water supply was never threatened. And even if it was, AQUA says it would have been able to call on more supply from company resources in nearby Delaware and Montgomery counties. 

"We have a lot of resources within Southeastern Pennsylvania to move water from one area to another, which is what got us through all the plant was shut down," AQUA Vice President Todd Duerr said.

AQUA says it waited until shortly after the next high tide to reopen the facility to ensure clean water from upstream flushed the potentially chemical-tainted water down the Delaware River. The plant normally operates 24-hours a day, but their operations are currently cut in half.

The Jan. 11 fire destroyed a warehouse and caused extensive damage at the facility, Carus says. The firm declared force majeure on Jan. 18, saying it will be at least 90 days before it can fulfill orders for permanganate chemicals.
The company supplies about 80% of the US market for the chemicals, which are used in municipal water treatment to oxidize dissolved iron, manganese, and hydrogen sulfide into solids that can be filtered out. The bulk of imported potassium permanganate and sodium permanganate comes from India. China is the world’s largest producer of the chemicals, but companies there are hobbled by a US antidumping tariff on potassium permanganate.
A Jan. 18 bulletin from the US Environmental Protection Agency warns that Carus customers should try to find alternate suppliers. “Water and wastewater systems that receive chemicals that are produced at the Carus facility in LaSalle may experience supply chain disruptions, and the domestic market for these chemicals will likely experience challenges until the lost production capacity is restored,” the notice says.

This water-soluble plastic is widely used to encase pods containing concentrated laundry and dishwasher detergents.
They are also petitioning the EPA to remove PVA from the Safer Choice program’s list of chemicals that the agency considers safer for human health and the environment than ingredients with similar functional properties. The EPA should keep PVA off this list until after manufacturers complete health and safety testing under the Toxic Substances Control Act (TSCA), the petition says.
The company filing the petition is Blueland, a cleaning products manufacturer that makes pressed-powder pods for home and personal-care products. Blueland’s products directly compete with PVA-based products. Joining Blueland is the nonprofit Plastic Pollution Coalition.
Citing a paper published in 2021, the petitioners say that although PVA dissolves in water, wastewater treatment doesn’t completely degrade the chemical. The material has significant potential to persist in waterways, oceans, and soils, they argue. Plus, PVA in aquatic ecosystems can mobilize toxics such as metals, pesticides, and flame retardants from sediments to waters, they say. According to a post on the fire department's Facebook page Friday, crews were called to the scene around 9:15 a.m. for a reported HAZMAT event involving a possible chlorine leak in a water treatment area.

After that, a team of trained CRFD responders identified the source of the chlorine leak and got it under control.

The plant was back up and running safely shortly after the incident, and CRFD reports this was a minor leak.

Officials say the water supply never came into contact with any contaminants.

Cedar Rapids police and paramedics were on hand to help in case of any injuries, but none were reported.

The Caddo Parish Sheriff's Office has put out the following emergency statement:

"The Caddo Parish Homeland Security and Emergency Preparedness office has issued an evacuation of several streets at the request of Greenwood Police following a fire and hazmat leak on Friday, said Sheriff Steve Prator.

Residents of Woodstock Drive, Philip Street, Blake Street, Tanya Drive, Beebee Drive, Bea Lane and the south end of Waterwood Drive are asked to evacuate until the cloud of chlorine released into the atmosphere from the Greenwood Waste Water Treatment Plant located at the intersection of East and West Starwood Lane.

    <dc:creator>dchas</dc:creator><description><![CDATA[Contra Costa Health (CCH) continues to advise Crockett residents to take steps to protect their health due to elevated levels of hydrogen sulfide coming from the Crockett Wastewater Treatment Plant.

Air monitoring data from Monday and Tuesday from CCH's Hazardous Materials Program (HazMat) show concentrations of the chemical that may cause symptoms such as headaches, nausea and irritated eyes in people exposed to it for long periods.

CCH and its partners have not detected levels of hydrogen sulfide in Crockett's air that would be considered immediately dangerous to public health.

The threshold at which hydrogen sulfide in the air may cause symptoms is .03 parts per million (ppm). The Bay Area Air Quality Management District (BAAQMD) measured a 1-hour average reading of .036 ppm near the plant on Friday, Oct. 7, prompting the health advisory from CCH.

The leak began around 11 a.m. Tuesday, but wasn’t discovered until about 1:30 p.m. after an estimated 1.3 million gallons of partially treated water were discharged into the river, according to a press release from the city.


Officials say low water levels in the ultraviolet disinfection channels caused the spill, then caused a system shutdown to protect the equipment. The low water levels were caused by maintenance activitites.

The partially treated wastewater received all treatment except UV disinfection before flowing directly into the river via the outfall, according to the city.]]></description>

The 11-page order describes disputes between Lockhart Chemical and the Department of Environment, Great Lakes and Energy. The state said the company has a “long-running history” of failing to comply with environmental laws.

“This company was given multiple opportunities to fix the problems at their facility and they refused. Now they must face the consequences,” Attorney General Dana Nessel said.

Lockhart didn't return a message seeking comment.

The state said breaches in the system have resulted in wastewater leaks, which enter Flint’s storm sewers and discharge pollution to the Flint River. The company has underground tunnels and an open trench.

According to Lehigh County Coroner Daniel A. Buglio, Jeremy J. Lanzo, 39, was pronounced dead at 2:13 p.m. on Tuesday at Lehigh Valley Hospital following a chemical explosion at approximately 5 a.m. Tuesday at the plant.

An autopsy, which was completed Thursday, revealed the cause of death to be chemical and thermal burns, Buglio explained. He added that Lanzo’s death was ruled an accident.

In addition to the coroner’s office, the death is being investigated by OSHA, Buglio noted.

Attempts to reach Eureka Resources for comment on the explosion were unsuccessful Thursday.

Eureka Resources, headquartered in Williamsport, opened its Standing Stone plant in 2013, according to its website. The facility “extract(s) purified water, high-quality lithium, purified salt, pure calcium chloride, oil and methanol from wastewater.”]]></description>

Firefighters responded to an alarm at the plant at 27 Pond St. North about 1:30 a.m. Sunday after a heat sensor activated when water mixed with lime, creating the cloud, District Fire Chief Charlie Moore said Monday.

Lime and water are used in the chemical treatment process at the plant, Moore said. The exact cause of the accident was not immediately known.

Westville’s Assistant Fire Chief Mark Ames said Westville Gas & Water notified them of a chemical leak at their water treatment facility around 4:30 Sunday evening, and the fire department identified the leak as chlorine. They immediately worked to evacuate homes and vehicles around the area and advised anyone who didn’t want to leave to shelter in place.

That’s when they called in some help from the Danville Fire Department’s hazmat team and several other fire departments to help with evacuation and traffic control.

“There was a vapor cloud that was extending into the community based on the rain and the leak. Based on what the wind was doing, it was taking it south into the community and across Route 1. So we isolated those areas. It would be an inhalation issue,” Ames said.

As a precaution, a mandatory evacuation order has been issued for those within a one block radius of the plant until further notice.

According to the City of Buckhannon, the drinking water is safe to drink. No interruptions to service are anticipated, and residents do not need to conserve water.

A chemical spill at a Washington industrial site sent one person to the hospital. The Washington City Fire Department was called to the Perdue plant on Washington’s west side to deal with a spill.

Washington Fire Chief Steve Walden says that fire fighters arrived to find a 250 gallon container leaking.

“We are not certain on how the spill happened,” said Walden. “We washed the leaking chemical down a drain at the site. That drain goes to Perdue’s own waste water treatment plant. That water will be completely treated before it goes into the city’s system.”

Authorities identified the chemical as peracetic acid.

“It is a feed grade chemical that is used to kill bacteria,” said Walden. “In the air it is also an irritant.”]]></description>

The spill took place on the evening of Friday, July 29, but was not reported by the company until the afternoon of Monday, August 1, according to an investigation report published by Michigan’s Department of Environment, Great Lakes and Energy (EGLE) last Friday. The Huron River flows for 130 miles through southeastern Michigan, passing through major urban areas, including Ann Arbor and Ypsilanti, before emptying into Lake Erie.

About 10,000 gallons of wastewater containing 3892 pounds of hexavalent chromium were released from Tribar’s Plant No. 5 and flowed through the Wixom Wastewater Treatment Plant before entering into Norton Creek and the Huron River. Hexavalent chromium, widely used in industrial production, is known to be toxic and cancer-causing and can damage many of the body’s organs.

The Michigan Department of Health and Human Services is recommending all people and pets avoid contact with the Huron River water between North Wixom Road in Oakland County and Kensington Road in Livingston County. This includes Norton Creek downstream of the Wixom Wastewater Treatment Plant (Oakland County), Hubbell Pond (also known as Mill Pond in Oakland County) and Kent Lake (Oakland and Livingston counties).

Residents in Monroe, Oakland, Livingston, Wayne, and Washtenaw counties are being cautioned following a release of hexavalent chromium to the Wixom Sewage Treatment Facility from Tribar Manufacturing in Wixom. The sewer feeds the Wixom wastewater treatment plant, which discharges to the Huron River system.

According to the release EGLE was notified at 3:21 p.m. Monday by Tribar that it had released several thousand gallons of a liquid containing 5% hexavalent chromium into the sewer system. ]]></description>

It also wants courts to impose much higher fines for serious and deliberate pollution incidents.

The EA’s annual report on England’s nine water companies focuses on treatment of domestic wastewater and sewage. It says the industry has not reduced the number of pollution incidents or increased compliance with conditions for discharging treated wastewater. In total, there were 62 serious incidents in 2021 – the highest since 2013. The worst performers were Southern Water and South West Water.

‘It’s appalling that water companies’ performance on pollution has hit a new low,’ said Emma Howard Boyd, chair of the EA. ‘Water quality won’t improve until companies get a grip on their operational performance. For years people have seen executives and investors handsomely rewarded while the environment pays the price.’]]></description>

According to authorities, units from Farmville Fire Department are on scene and, as of 10:20 p.m., Hazmat Responders from the Virginia Department of Emergency Management were en route.

At this time, officials said the extent of the leak and the danger it poses are unknown. However, nearby residents have been alerted and instructed to stay indoors as a precaution.

    <dc:creator>dchas</dc:creator><description><![CDATA[To prevent additional contamination by per- and polyfluoroalkyl substances (PFAS), Maine is set to become the first US state to prohibit the use of municipal and industrial sludge as fertilizer.
Application of PFAS-tainted sludge to agricultural fields in the state has caused contamination that polluted drinking-water wells and led some farmers to euthanize dairy cows and shut down organic vegetable production. Maine governor Janet T. Mills (D) is expected to sign legislation (LD 1911) in late April that would ban application of the material as fertilizer.
PFAS are a family of environmentally persistent synthetic compounds widely used in products such as firefighting foams and grease- and water-resistant coatings for paper. Some of these substances are toxic, including those found in tainted soils and wells in Maine.
The chemicals are carried in industrial and municipal wastewater to sewage treatment plants. They are not broken down by wastewater treatment, which primarily filters out organic solids before discharging water into rivers or lakes.
PFAS persist in those solids, even if the material is composted before it is spread on land. Crops can take up the substances from the soil, and water percolating through the soil can move PFAS into groundwater.

Megan Pittman, director of administration for the Bedford Regional Water Authority, says crews were at the facility Friday night troubleshooting and cleaning the chemicals – after 16 people were treated for non-life-threatening injuries.

Pittman says about 50 gallons of sodium bisulfite and sodium hypochlorite accidentally mixed together, creating a chlorine gas.
“Because there were two chemicals scheduled for delivery, the first chemical that was being delivered was thought to be the hypochlorite. However, it was not, so the hypochlorite and the sulfite ended up getting mixed into a tank,” said Pittman.
Extra protocols are being put in place at the facility, including more locks and labels on the tanks and better checklists for both employees and delivery drivers.

    <dc:creator>dchas</dc:creator><description><![CDATA[NEW PHILADELPHIA — A sticky white substance used in water treatment that was poured into a storm drain at a Southside warehouse flowed through a sewer pipe into the Tuscarawas River. 

Next-door neighbor Bradley Schilling reported the spill at Hawkins Water Treatment to the Ohio Environmental Protection Agency on Tuesday.

Schilling said he initially saw the liquid being dumped into a storm drain at Hawkins, 1161 Commercial Ave. SE, on Monday. He said he was not concerned at that time.


"I just thought, 'They're dumping that in a storm water drain, but they're a water treatment place,'" Schilling said. "They obviously know what they're doing. They're responsible people who should be doing the right thing, right?"

Ohio EPA responds to incident

Ohio EPA Emergency Response was on the scene Tuesday afternoon overseeing work by the environmental contractors who were hired by Hawkins Water Treatment to ensure the spill is contained and removed, according to Ohio EPA spokesman Anthony Chenault.

Update: Officials say two people were injured by sulfuric acid at Tyson Foods Sunday afternoon.

Emergency crews were called to the 500 block of South Custer Avenue around 1 p.m.

Hazmat was also dispatched.

There is no word on how the two victims were burned by the acid.

Tyson Foods' corporate communications team issued a statement on the incident.

"We're investigating an accident at our waste water treatment facility in New Holland, Pennsylvania. Two of our team members were treated for minor injuries and are doing well. We're grateful for the swift response and assistance from local first responders."

Paramus, New Jersey-based Suez Treatment Solutions Inc. was brought into upgrade the facilities of a wastewater treatment plant in High Point, North Carolina, to meet updated federal standards beginning in 2012, according to Wednesday’s ruling by the U.S. District Court in New York in Suez Treatment Solutions Inc. v. Ace American Insurance Co. and Liberty Mutual Fire Insurance Co.

The problems that later developed included a plant shutdown and two fires, and the city ultimately sued Suez for breach of contract, breach of warranties, negligence, negligent misrepresentations, fraud and unfair deceptive trade practices under North Carolina state law.

Suez filed suit seeking declarations that Chubb unit Ace American Insurance Co. and Liberty Mutual Fire Insurance Co. have a duty to defend it in the litigation.

The court agreed with Suez. Chubb argues its policy excludes coverage and it, therefore, has no duty to defend under its product liability exclusion, the ruling said.

    <dc:creator>dchas</dc:creator><description><![CDATA[A call to 911 at 7 a.m. on Wednesday (3/23) concerning an active fire at the Thatcher Chemical plant at 4135 Route 104 in Williamson resulted in 12 fire companies and medical personnel responding.

According to First Assistant Williamson Fire Chief John Manahan, the fire erupted in a 70x40  room where large plastic bins were stored for cleaning before reuse. The large 300 gallon tanks did have remnants of chemicals use in processing of products for water treatment, food manufacturing, and pharmaceuticals.

“There might residual in some of the drums in some amounts but there is nothing in the area that burned was an area of concern.”

Williamson firefighters constantly train in the Thatcher facility and were aware of the room’s contents.

When initial Williamson crews arrived, the fire was already through the roof and a heavy black smoke filled the area. Nearby businesses were closed and people were told to stay indoors.

Police, hazmat, and fire crews were called around 9:20 a.m. on reports of a liquid leaking from a semitrailer.

The truck was returning to a chemical company in Cincinnati and was hauling strong acids, bases, and water treatment materials, Denny Bristow Dayton Regional Hazmat Coordinator told News Center 7.

The leak was caused by a quick stop the semi made, which caused the load to shift, Bristow said. Hazmat crews tested the leaking liquid was the water treatment materials, which Bristow described as the “least hazardous” material inside the trailer.

Curtis Water Treatment Plant in November was not solely the result of a bad batch of chemicals, but also the result of a leak and faulty equipment at the plant’s chemical bulk tanks, emails obtained by WLBT indicate.

In November, the city of Jackson shut down production on the conventional side of the Curtis plant, after an operator at the facility discovered that a “bad batch” of chemicals had gotten into the water.

The chemicals, ACH, or aluminum clorohydrate, are used to help solids “coagulate” and sink to the bottom of the plant’s conventional basins.

However, on Saturday, November 13, an operator noticed that the treatment was not working. And, as a result, the conventional side of the plant was shut down, causing water production in the city to drop.

    <dc:creator>dchas</dc:creator><description><![CDATA[The insurer of a company whose chemical facility was the site of a fatal explosion in Belle in December 2020 has sued the maker of a chemical involved in the explosion in federal court.

New York-based Starr Technical Risks Agency, Inc., insurer of Douglas, Georgia-based Optima Chemical Company, LLC, filed the lawsuit Tuesday against South Charleston-based Clearon Corp. The suit alleges the company was negligent in supplying the chemical — a chlorinated dry bleach product — as well as developing protocols for a chemical dry-out process, instructing Optima Chemical during the process and supervising the dry-out.

The federal Chemical Safety and Hazard Investigation Board has said Optima was performing a process to remove water from the chemical as part of a trial batch process operation for Clearon at Optima’s chemical facility.

Clearon is a water treatment chemical manufacturer and distributor.

The explosion federal regulators say occurred amid that process in an industrial dryer unit at the facility at 901 West Dupont Ave. on the Chemours site on the night of Dec. 8, 2020, killed one chemical plant worker and injured two others.

Since Nov. 8, the town of Pittsboro has been performing almost-daily tests for 1,4-Dioxane after the City of Greensboro warned communities downstream of contamination in the Haw River, WRAL-TV reported. At first, town officials reduced the draw from the river in hopes that the contaminated water would flow by.

Pittsboro Town Manager Chris Kennedy said it appeared the discharge had passed without making it into the town’s water treatment plant. He said while the town is confident the chemical has passed, there's the possibility that it hasn't.

The Environmental Protection Agency advises that drinking water contain no more than 35 micrograms per liter of 1,4-Dioxane. On Nov. 12, a raw grab from the Haw River at Pittsboro showed it was present at 9.8 micrograms per liter. But by Nov. 17, a similar test found 80.7 micrograms per liter.

Crews from Coffee County, Manchester and Tullahoma assisted Winchester Fire around 7:30 a.m. Saturday after a call for a leaking chlorine gas cylinder. Crews placed a special device on the 1-ton cylinder to stop the leak.

No injuries were reported in the incident and no gas was released from the building as there are air scrubbers installed to clean the air before it is released from the building.

The blaze broke out at the Christchurch Wastewater Treatment Plant in Bromley just after 3pm on Monday, causing the collapse of the roofs of two buildings used for filtration and forcing the site’s evacuation.

Almost 50 firefighters battled the blaze, which sent a huge plume of black smoke across the city and caused an acrid stench for kilometres around, triggering health warnings.

Witnesses described hearing an explosion, and nearby residents described seeing ash and chunks of material falling into their yards, prompting the city council to confirm there was no asbestos at the site to allay fears.

Just before 6 p.m. on Monday, fire units were dispatched to the Back River Wastewater Treatment Plant for the report of an “odor in the area,” and units came to find a “5,000 gallon tank leaking sodium bisulf[i]te,” according to county fire spokesperson Elise Armacost. Sodium bisulfite is a chemical used for dechlorination during the wastewater purification process.

The chemical leaked into a containment tank, so there was no immediate danger, Armacost said. Some who were at the facility were evacuated or quarantined, but nobody reported injuries.

    <dc:creator>dchas</dc:creator><description><![CDATA[A report of a hazardous material spill Friday afternoon at the Rockland wastewater treatment plant ended up not being a hazard to the environment or human health.

The Rockland Fire and Emergency Medical Services department responded shortly after 2 p.m. July 30 to a report of a spill. Rockland Fire Chief Chris Whytock said as a precaution, crews blocked Captain Spear Drive to traffic.

The department had already planned to do a drill with its aerial drone before the call and decided to use it for this response. The chief said until it was known what the chemical was initially and the crews wanted to be extra cautious since the wind was coming off the water and toward Main Street.

As it turns out, a delivery of sodium bisulfate was being made and the truck driver went inside briefly and when she returned found the chemical overflowing. Sodium bisulfate is used in one of the final treatment processes to remove chlorine before the wastewater is discharged into Rockland Harbor.

About 100 gallons of the chemical is believed to have been spilled. The Maine Department of Environmental Protection was contacted and said there was no need for it to respond since the chemical is not hazardous in the water.

The material, sodium permanganate, did not harm the water or wildlife, according to Fire Capt. Robert Snyder. He said the chemical is used to treat metals in water. 

"It's going to be OK. There's not going to be any problems. It'll just mix with the water," Snyder said.

Firefighters were initially called at 3:09 p.m. about a red cloud above the river behind Gradall, at 406 Mill Ave. SW.

Snyder said that he responded to the nearby city boat ramp to view the situation. Police had already arrived. 

New Philadelphia firefighters went up river in a boat and soon found the source of the contaminant was a tank belonging to the water department, at 310 Mill Ave. SW.

Reportedly, 37 workers were trapped in the building when the fire started.

Alerted to the fire, rescue workers dashed to the scene. They saw plumes of purplish-grey smoke coming out of the building. Firemen broke walls to reach the people trapped inside.

Officials say they have yet to determine the cause of the fire.

The factory is owned by SV Aqua Technologies, where they make chlorine dioxide products, mostly used in water treatment. The factory was in an area that is known as the Pirangut industrial estate, where many other factories and plants are located.

A mysterious hacker infiltrated a computer for the water treatment system of the city of Oldsmar, near Tampa, and briefly increased the amount of sodium hydroxide, also known as lye, by a factor of more than 100, the Pinellas county sheriff, Bob Gualtieri, said on Monday.

The chemical is used in small amounts to control the acidity of water but it is also a corrosive compound commonly found in household cleaning supplies such as liquid drain cleaners. In large quantities it can cause irritation, burns and other complications.

A sharp-eyed supervisor noticed the measurements of the chemical suddenly changing wildly on his computer screen and promptly stepped in to reverse the action, leaving the city’s water supply unaffected, the Tampa Bay Times reported.

An explosion at a wastewater treatment works in Avonmouth, UK, has left four workers dead and one more injured. Three of the dead were employees of Wessex Water, which runs the site, and the fourth was a contractor.

The explosion happened on 3 December, in a ‘silo that holds treated biosolids before it is recycled to land as an organic soil conditioner’, according to a statement from Avon and Somerset Police. Wessex Water is working with the UK’s Health and Safety Executive (HSE) to determine the cause of the blast, and ‘will not be speculating on the cause of the explosion while such work is being undertaken’.

Several possibilities exist that could lead to this type of explosion, as outlined in a HSE report on the risks from sewage sludge drying plants. They include buildup of an explosive composition of methane and air within the silo, or a dust explosion if the material had been dried. The true cause of the incident should be revealed by the HSE’s investigation in due course.

“The EPA should be issuing tough, mandatory standards to regulate PFAS discharges from thousands of industry facilities,” Scott Faber, senior vice president for government affairs at the Environmental Working Group, says in a statement. Faber notes that PFAS are virtually ubiquitous in the blood of Americans. According to Jackson, the flames were 75 feet in the air when they arrived and had to force entry through the front gate of the plant.

“The situation was extremely volatile when we arrived and remained that way until we were notified of the chemicals involved, especially because of the location of the fire in proximity to the production vessels and having no information on what was inside those vessels,” Jackson said. “It was definitely one of those situations where you go in and not know if you’re going to come out.”

Wrentham Fire Chief Antonio Marino said emergency service crews responded to the Tier 1 incident at the plant on Franklin Street about 9:20 a.m. Marino said two workers, ages 40 and 23, received non-life-threatening injuries and were taken to Massachusetts General Hospital for treatment.

Both were wearing eye protection at a time.

Marino said the preliminary investigation determined the employees were conducting routine maintenance when a pressurized hose began to leak. The cause of the leak is under investigation.

    <dc:creator>dchas</dc:creator><description><![CDATA[Because SARS-CoV-2, the novel coronavirus that causes COVID-19, has been found in the feces of confirmed COVID-19 patients, wastewater-based epidemiology might be an effective way to track the extent of the disease in a population.

Wastewater epidemiology is most commonly used to monitor drug usage in a community. It can also provide information about the spread of infection when individual tests are limited. A team led by Eric J. Alm of the Massachusetts Institute of Technology and Biobot Analytics has now used quantitative reverse transcription polymerase chain reaction (RT-PCR) to measure SARS-CoV-2 in sewage from a wastewater treatment facility in Massachusetts (medRxiv 2020, DOI: 10.1101/2020.04.05.20051540).

The Biobot team analyzed four samples taken before the first known US case of COVID-19, and all tested negative for the virus. All 10 samples taken between March 18 and March 25 tested positive for SARS-CoV-2, at levels higher than the researchers expected based on the number of confirmed cases. They used direct DNA sequencing to verify that the RT-PCR products were actually from SARS-CoV-2. But more information is needed, such as the amount of virus in stool from positive patients over the course of the disease, to fully interpret the findings.

Wastewater analysis “could be used to establish whether COVID-19 has infected a community and monitor for when the community is relatively free of COVID-19,” says Kevin Thomas, an epidemiologist at the University of Queensland. The approach should be used in combination with individual testing, he says.

Biobot is now getting weekly samples from more than 100 treatment plants around the US, according to Mariana Matus, Biobot’s CEO.

The Martinsburg Fire Department and residents are reporting a chlorine odor on several streets. Crews have evacuated a half a mile radius of the facility in the 500 block of East John Street, according to a Martinsburg Fire Department Incident page.

According to a release from the Berkeley County Public Safety Office, the incident was due to an accidental chemical mixture of Sodium Hypochlorate and Ferric chloride during a transport.

Emergency crews were called to the water plant off Highway 5 near the Catawba River. The road was shut down after reports of a chemical leak at the plant.

The utility company said that a very small amount of chlorine dioxide, which is used to disinfect drinking water, leaked and formed a fog. 

The Department of Health and Environmental Control was contacted, but the chemical was shut off and the leak was contained.

    <dc:creator>dchas</dc:creator><description><![CDATA[TIPP CITY, Ohio (WDTN) - Hazmat teams were called to a chemical spill at the Tipp City water treatment plant Monday.

The incident happened around 10:40 am Monday.

Plant personnel were performing normal daily duties and using a forklift to carry a 330-gallon tote of Hydrofluorosilic Acid. The tote became dislodged from the forks, causing it to fall onto the ground and spill upon impact.

Water department crews immediately began containment efforts, including making sure storm drains were protected from the liquid chemical.

Officials say that the water system and supply was not affected by the spill. An evacuation was not needed at any time during the incident.

    <dc:creator>dchas</dc:creator><description><![CDATA[KITTERY, Maine — The York Fire Department responded Friday afternoon to a hazardous material incident at the Boulter Pond treatment plant in York, owned by the Kittery Water District.

The plant processes water to supply Kittery, Portsmouth Naval Shipyard and Eliot.

An aluminum sulfate solution was inadvertently delivered to the plant and mixed with sodium hypochlorite. Both chemicals are used in the water treatment process, but at different stages of purification. The mixture caused some concern due to possible unknown reactions that could result.

Three workers were affected by the fumes and taken to York Hospital. Symptoms ranged from nausea to shortness of breath. They were treated and released by hospital staff.

Emergency agencies were called to the scene by York Fire Department. Following an evaluation, the PNSY Fire Department’s haz-mat team was requested as were York County Emergency Management haz-mat response members.

The fire was contained to a small, non-processing area of the facility. No chemicals were involved or released, according to Adam Lewis, the Bradley County Sheriff's Office director of media and public relations. It was reported at 1:20 a.m. on the fourth floor of the wastewater treatment building inside the facility. A cloud of smoke and water vapor were present, but air quality tests showed no chemical residue in the air, according to Lewis.

OR&W Fire District Assistant Fire Chief John Shaver said employees discovered a detection alarm going off before 7 a.m. and called 911 for help. The small leak was caused by a chlorine regulator malfunctioning. Although a backup regulator began to work, a small amount of the chlorine did escape into the room.

Belmont County Emergency Management Agency Director Dave Ivan said the chlorine was in a gas form. A hazmat team from Belmont County was called in to help determine the cause of the leak.

At 12:15 p.m., the Wright-Patt Fire Department responded to an alarm in building 855, a water treatment facility in Area A of the base, spokeswoman Marie Vanover said via email. There, first responders found a 150-pound cylinder of chlorine leaking and immediately cordoned off the surrounding area.

Exposure to high concentrations of chlorine can cause blurred vision, blisters, coughing, nausea and vomiting, among other symptoms, according to the Centers for Disease Control.

The two chemicals - Ferric Sulfate and Sodium Hypochlorite are used to treat water but are meant to be kept separate. Deliveries of the chemicals from contractors occur at different parts of the plant. On Wednesday they were delivered to the same location.

"It was an immediate reaction and that's why we were immediately able to contain it. We knew right off the bat once this had happened we would need to seek medication for those who were in close proximity," said Birmingham Water Works spokesman Rick Jackson.

Hydrated lime was released as a cloud or fine dust from the plant, polluting the air in the area and covering surrounding buildings. The spill prompted officials at the plant, Lafayette Fire Department, Lafayette Police Department and Louisiana Department of Environmental Quality to evacuate the surrounding area. The evacuation order was lifted on Feb. 4.

Associate professor of chemistry Eric Taylor, Ph.D., warned of the potential dangers of breathing the substance.

“It’s not what you call a particularly serious dangerous chemical, but it’s not something you’d want to play with either,” Taylor said. “It’s an irritant. It’s a caustic material, so you don’t want to breathe it in or put it on your skin because it would damage your skin and injure you….LUS did get people out of the area rather quickly, which is to their credit. You don’t want them to be there to be injured by it, and you don’t want people in the way while they are trying to clean it up.”

LUS officials, Lafayette Fire Department, Lafayette Police Department and Louisiana Department of Environmental Quality have isolated the affected areas to err on the side of caution. LUS and ES&H are working to neutralize the situation by removing the substance from the contained area.

A small amount of hydrated lime was released from the LUS North Water Plant and caused a cloud of the material to spread over the area, covering nearby roofs and structures. The white powdery substance, when airborne, can cause eye, skin and respiratory irritation. Residents in the area who may have come into contact with the substance are cautioned to wash any exposed skin with plenty of water.

A caller reported smelling an odor of chlorine in the area shortly after 1:30 p.m., according to Public Affairs Specialist Eric Kowal.

Picatinny Arsenal Fire & Emergency Services quickly responded. Members of the Morris County HAZMAT team also were called to the scene as a precaution after initial reports suggested the possibility of a chemical spill.

However, authorities determined that there was only a small leak and no actual spill, Kowal said.

"There was a small leak in a supply unit for one of our two water treatment facilities, but the amount was negligible," he said. "No one had to be evacuated or treated, and at no time did the leak pose a threat."

    <dc:creator>dchas</dc:creator><description><![CDATA[To settle allegations that it tainted drinking water for hundreds of thousands of people in southeast North Carolina with toxic fluoroethers, Chemours has agreed to pay the state $12 million.
The agreement stems from state enforcement actions against Chemours. Under a proposed consent order released Nov. 21, Chemours would pay an additional $1 million to cover the state’s costs for investigating the pollution. Chemours would have to install thermal oxidizing equipment to dramatically reduce air emissions of chemicals related to its GenX fluorosurfactant at its plant outside of Fayetteville.

In addition, the company would have to provide permanent replacement drinking water to homes and businesses with contaminated wells, continue to capture all of the facility’s process water for off-site disposal, and reduce the non-polymeric per- and polyfluoroalkyl substances (PFAS) in groundwater near the plant that seep into the Cape Fear River. A North Carolina court must approve the order before it takes affect.
Fluoroethers contaminate the river downstream of the Fayetteville facility. The chemicals persist after drinking water treatment. They also pollute rain and private wells near the facility, including those not directly hydraulically connected with groundwater below the plant.

    <dc:creator>dchas</dc:creator><description><![CDATA[Officials on the Rock Island Arsenal are confirming a hazardous material spill occurred Wednesday, but they offered few details, including the identity of the chemical involved.

The incident occurred before noon at the Joint Manufacturing and Technology Center, or JMTC.

A news release indicates no one was injured or exposed, adding, “nor was there any threat to property or the environment.”

Conversations on fire and police scanners during the incident indicated that other departments were called to assist, and the Arsenal Fire Department specifically requested hazmat vehicles and equipment. At one point, someone at the scene indicated a headcount had been taken after at least one building was evacuated.

“It is believed a valve broke, releasing the material,” according to the news release by a spokeswoman for the JMTC. “The spill was immediately noticed by the wastewater treatment plant operator and reported. The Hazardous Materials team was activated and the release was stopped by them. The release occurred in a containment area specifically designed for these incidents.”

    <dc:creator>dchas</dc:creator><description><![CDATA[STATEN ISLAND, N.Y. -- The FDNY reported multiple minor injuries after a hazmat incident at the Oakwood Beach Wastewater Treatment Plant Tuesday afternoon.

Emergency personnel initially responded to the scene at around 2:10 p.m. for reports of a contamination incident, a spokeswoman for the FDNY said.

Seven people were treated for minor injuries. The incident was placed under control by 2:53 p.m., and personnel were investigating for further exposure, the spokeswoman said.

A spokesman for the New York City Department of Environmental Protection, which operates the facility, said there was a “small chemical reaction in the laboratory,” and that six people were taken to the hospital with no interruption to plant operations.

    <dc:creator>dchas</dc:creator><description><![CDATA[One person was injured and a school sheltered in place after a chlorine leak at Ephrata's waste water treatment plant on Monday.

Chlorine leaked from a 150 pound cylinder inside the public works facility around 7:30 a.m. at the plant at 321 Church Ave., according to Ephrata police Chief Bill Harvey.

A borough employee was injured after being exposed to chlorine gas, Harvey said. The man was taken to an area hospital for treatment and was "doing well," he said.

Students and staff at nearby Our Mother of Perpetual Help Church and School were asked to shelter in place as well as a few area residents, Harvey said.

The sanitation district will pay a $37,830 civil penalty and make improvements to its risk management practices.

EPA inspected the treatment plant in May 2016 and found facility staff had not immediately notified the National Response Center of three separate releases of chlorine in 2013 and 2014, in violation of the federal Comprehensive Environmental Response, Compensation, and Liability Act’s reporting requirements.

Facility staff had not complied with EPA’s risk management program regulations, in violation of the Clean Air Act. Proper implementation of risk management programs helps prevent and control chemical releases at facilities that store large amounts of regulated substances. Violations at the treatment plant included failure to perform certain equipment tests and inspections and failure to adequately investigate a release of chlorine.
