    <dc:creator>dchas</dc:creator><description><![CDATA[HOWELL, NJ — Worry and frustration were in the voices of Howell and Farmingdale residents at a community meeting Tuesday night about the presence of hundreds of deteriorating drums containing chemicals from the former Compounders Inc. site in Howell.

The exposed and rusting drums at the seven-acre site on the border of Farmingdale at 15 Marl Road contain chemicals from an adhesive and asphalt manufacturing company in business for decades.

Their existence came to light recently after a drum fire on Feb. 9 exposed the conditions there. A federal official said yesterday the federal Department of Justice is investigating the cause of the fire.

And the federal Environmental Protection Agency is now on the site to oversee the removal of the drums. A workplan is being developed, the EPA official said, and will be shared with the public when finalized.

But the priority right now, according to Michael Mannino, onsite coordinator for the EPA, is to

Secure the drums.
Remove them.
Work with the state to test soil and groundwater.
Expand the study area to the back of the property.
The site is now fenced and has has 24/7 manned security.

"The site is safer now than in the last several years," he told residents.]]></description>

This announcement is in line with the efforts dedicated to meet the requirements of the Integrated Hazardous Material Management System and Abu Dhabi’s governance system. Additionally, it is part of projects and programs implemented within the strategic plan to manage hazardous materials in the Emirate. This is realized through a collaboration with a team presided by the Environment Agency in Abu Dhabi, and includes 28 entities representing all local entities and some federal authorities. They all work together to achieve the highest levels of security to provide a safe and sustainable environment for everyone.

ITC stated that the new online system allows the identification of the transported materials in which enhances monitoring hazardous materials and wastes transport and ensure quick reposnding to emergencies. The system supports the efforts aiming at providing the best methods to protect society and the environment, in accordance with the procedures and requirements stipulated by the Abu Dhabi Integrated Hazardous Material Management System. The purpose of which is ensuring the commitment of facilities that are in charge of handling, producing, storing, transporting, and using said materials, while adhering to environmental procedures, requirements, and stipulations which provide the appropriate level of protection to society, road users, and environment.

On Thursday, the U.S. Environmental Protection Agency (EPA) announced settlements with the company for violating the federal Clean Air Act and the Resource Conservation and Recovery Act at its oil refining facilities on Malakole and Komohana Streets.

“We are acting to ensure that oil refining facilities reduce the risk of releases of toxic substances, and properly store, manage and dispose of hazardous wastes to protect local communities and the environment,” Amy Miller, EPA Pacific Southwest Regional Director of Enforcement and Compliance Assurance, said in a news release. 

As part of the settlement, Par Hawaii must carry out changes to reduce the risk of chemical accidents at its Malakole Street facility where EPA inspectors found violations of prevention requirements in 2019. These included process safety errors and operating procedures that were unclear and not current, such as an outdated emergency shutdown operating procedure in the control room.

The incident occurred in the dump near the Muthyalamma temple in the city's Monda Market area early morning.

Police said the man, believed to be a rag picker, was severely injured after he had put his hand in the dump to pick up something.

 

He was shifted to Osmania Hospital.

Police along with a bomb disposal squad visited the scene.

They suspect that a chemical reaction in a paint container caused the explosion.

This is the second such incident in Hyderabad.

    <dc:creator>dchas</dc:creator><description><![CDATA[Los Alamos National Laboratory is storing hundreds, maybe thousands, of barrels of radioactive waste mixed with incompatible chemicals that have the potential to cause an explosion , putting workers and the public at risk, a government watchdog said in a report.

LANL personnel have failed to analyze chemicals present in hundreds of containers of transuranic nuclear waste, making it possible for an incompatible chemical to be mixed in and cause a container to burst, the Defense Nuclear Facilities Safety Board said in a September report.

Such an explosion would release radiation in doses lethal to workers and hazardous to the public, the safety board said. And yet the radiation levels that would be released have not been sufficiently estimated, it said.

Some of LANL’s facilities store radioactive waste without any engineered controls or safeguards beyond the containers, the board wrote in a cover letter addressed to the U.S. Department of Energy.

Mr Bristow was due to appear in court on September 9 but has died, lawyer Vincent Azzopardi told the court.

Barrels of burning waste were sent flying into the sky in the massive blaze at the company’s Campbellfield factory in Melbourne’s north on April 5 last year.

Two workers were injured when the chemical drums exploded.

Smoke choked surrounding suburbs from the toxic blaze that burned at the factory for days before it was put out in a mammoth effort from emergency services.

Members of the public reported seeing the smoke from miles around before the fire was brought under control.

According to an update issued Monday afternoon, Cayman Islands Fire Service crews, working with staff from the Department of Environmental Health, are still battling the fire but are managing to keep it from escalating.

Authorities said that cautious excavation using mechanical diggers with continued damping down from CIFS monitors is preventing escalation and keeping any smoke to minimum. Fire crews will continue to work throughout Monday and reevaluate the situation this evening using thermal camera imagery.

“Whilst this type of fire is always challenging and operations protracted, in this case early notification and a quick intervention has prevented any rapid escalation and minimised any detrimental impact on surrounding residents and businesses,” CIFS said.

According to Darrell Christy, division chief for Township Fire, chemical pellets used to treat pools reacted with something else collected during the clean sweep day in a 30-gallon drum.

Christy said the fire released chlorine gas.

WRR has its own fire brigade to contain such incidents and that brigade had the fire put out by the time fire departments arrived. Once they got the fire out they left the area, suited up, and came back to clean up the chemical.

Fire departments from Township Fire, Eau Claire, Altoona and Rock Creek helped ventilate the office area and provided backup.

Emergency responders were called to the landfill about noon and found an explosion and fire had damaged an office area of the scale house, where trucks weigh the garbage they're hauling. Cougill says the building also is a collection point for household hazardous materials.

Cougill says he didn't know how seriously the men were injured. Their names weren't released.

No injuries were reported, and the building took no structural damage, according to Waterloo Fire Rescue.

The fire broke out shortly 6 p.m. when workers at Kinzler Construction Services on Geraldine Road were disposing of different types of old expanding insulation foam, said Battalion Chief Mike Moore. When the different foams mixed, it created a chemical reaction that generated heat and ignited the 20-foot tandem axel trailer about 10 feet from the building, he said.

The building had minor exterior damage, and firefighters removed light smoke from inside, he said.

A shelter-in-place order has been issued as firefighters battle a large fire at a scrap metal facility Tuesday evening.

"This business takes in cars, they dismantle them, they sell the metal, so we have a heap of metal that's out there burning," said Deputy Fire Chief of the Richmond Fire Department, Emon Usher.

Usher says there are more than 40 firefighters on scene who have been trying to put out the 25-foot high pile of flaming metal since 5 p.m., but the firefighters can only get so close.

"We would be able to remove the piles of debris if the air quality nearest the fire was better, but because it was so bad and it was below 20 percent in oxygen, there's not a way anyone could survive in that area," Usher added.]]></description>

The Basel, Rotterdam and Stockholm conventions are among the several agreements Zambia has signed. The three altogether cover elements of “cradle-to-grave” management as they aimed at removing hazardous and chemical wastes.


By being a signatory to the Basel, Rotterdam and Stockholm conventions, Government has demonstrated its desire to comply with standards and norms of being a hazardous and waste chemicals-free nation.

Conventions give birth to institutions which help the United Nations in monitoring the adherence to the agreements.
In Africa, the need for the co-ordinated implementation of chemical multilateral environmental agreements (MEAs) is critical for providing the basis and crucial elements for ‘life cycle management’ of toxic chemicals.
Zambia is a signatory to the African Institute statutes, which is a regional centre for Anglophone Africa.
The synergy of the chemical MEAs provides the framework for environmentally sound chemical management.
Institutions born out of conventions help build effective international and regional frameworks to minimise and prevent the impacts of toxic chemicals and hazardous waste and give individual countries and the global community a way to address the ever increasing pollution of humans and the environment.

The former Italian-owned Essroc plant – now German-owned Lehigh Hanson – failed to persuade Judge Susan L. Orth for the Clark County Circuit Court that Clark County zoning officials botched their handling of the controversial matter.

"The court has clearly rejected (Lehigh Hanson's) efforts to burn hazardous wastes near so many homes and schools without complying with the county's longstanding zoning requirements," said Khushi Desai, staff attorney with Earthjustice, which was representing the Sierra Club in the case.

The Sierra Club had intervened in the case filed by the company against Clark County. The Conservation Law Center in Bloomington was also involved in the case.

"It's time for (Lehigh Hanson) to follow the process and ensure the protections required by the law," she said.

    <dc:creator>dchas</dc:creator><description><![CDATA[FAIRBANKS — Half of the city’s garbage collection workers have been punctured by hypodermic needles at some point in their careers while picking up garbage bags, said Jeff Jacobson, director of Fairbanks Public Works. 

Several years ago, hot ashes inside a garbage can were dumped into the packer truck, which caught fire.

And a few weeks ago, oil was put into the packer truck. When the trash was packed, oil squirted out of the truck, causing an environmental hazard that required immediate cleanup. 

Garbage collection can be a dangerous job, and city officials are hoping newly adopted rules will protect their employees and the community. 

The amendments to city code boil down to requiring the public to put certain types of garbage into specific containers. Repeat offenses will result in fees tacked onto a resident’s quarterly garbage bill. 

“It’s not a matter of catching them doing wrong,” Jacobson said. “It’s more so they can really helps us by keeping our city clean and our workers safe.”

Hazardous waste management company PT Putra Restu Ibu Abadi (PRIA) allegedly has stockpiled hazardous materials since 2010, polluting local wells in the process.

“We hope that the Komnas HAM would visit Lakardowo, hold dialogues with residents and hear our testimony and former plant workers who were involved in stockpiling hazardous waste in PT PRIA plant area,” Lakardowo Resident Presidium (Pendowo Bangkit) chairman Nurasim.

Pendowo Bankit also asks Komnas HAM to question the central government, East Java provincial government and Mojokerto administration over fresh water supply to the people. The people view that water pollution is attributable to the negligence of local agencies, namely the Environment and Forestry Office (LHK) and the Environment Agency of the province and regency.

“We also urge government institutions to prevent pollution from spreading further and mitigate its impacts on people’s health,” he said.

Data from Pendowo Bangkit said that at least 500 head of household in three villages have been affected by land, water and air pollution. Stockpiles of hazardous wastes allegedly polluted local wells, whereas the smoke from burning waste has led to respiratory problems.

He’s studied nuclear waste materials, radiochemical separations, and complex chemical environments for more than three decades. But three years ago, when an accident in a New Mexico repository brought disposal of U.S. defense nuclear wastes to a standstill, he was called to investigate a different kind of material—cat litter.

Hobbs, who doesn’t own a cat, is one of the researchers who studied the nuclear waste mixture that in 2014 led to a drum failure and radiological release at the Waste Isolation Pilot Plant (WIPP) near Carlsbad, N.M. The accident shut down the facility for three years. It was ultimately traced to an unorthodox sorbent, an organic cat litter called sWheat Scoop, that was used in error to prepare the nuclear waste for disposal at WIPP.

After a 33-year tenure, Hobbs retires this month from Savannah River National Laboratory, a South Carolina facility that produced plutonium isotopes for U.S. nuclear weapon and space programs. He recently spoke with C&EN about the accident at WIPP and the enduring thrill of scientific discovery.

He had been there before.

Judge Laura M. Turlip, sounding stern but compassionate, told him: “I hope this is the last time we have to be here.”

Nearly three years after Spatt’s business, the former Scranton Cooperage in Jessup, went up in a column of smoke and flames, the state attorney general’s office Thursday filed another round of criminal charges against him.

Spatt’s attorney, William Peters, declined to comment because he said he only saw the charges Wednesday night and needed more time to study them.

The accusations stem from an investigation after a 2014 fire at Scranton Cooperage.

In 2016, the attorney general’s office charged Spatt with improperly storing sodium chlorite, a volatile chemical blamed for starting the fire after an employee punctured a drum of it with a forklift.

During the investigation, agents found Spatt used solvents, which he was permitted to have on site to clean industrial drums and other containers, but did not have an adequate plan or state permits to store and dispose of the hazardous wastes created during their use.

At Scranton Cooperage, 1264 Mid Valley Drive, Spatt stored hazardous waste — material called “gack” — Special Agent Donald A. Hentz Jr. wrote in an affidavit of probable cause, explaining the charges.

Hanford for decades made plutonium for nuclear weapons, and now contains millions of gallons of radioactive waste stored in 177 underground tanks in southeastern Washington. The government is spending $2 billion a year to clean up the site.

The Hanford Atomic Metal Trades Council on Monday issued a “stop work” order at the double-walled tanks that contain dangerous wastes from the past production of plutonium for nuclear weapons.

Council President Dave Molnaa says workers are demanding they be supplied with bottled air when they work at any of the tank farms. Currently, bottled air is required only when working among the older, single-walled underground tanks.

The settlement was announced Monday by the New England Regional Office of the federal Environmental Protection Agency.

An EPA news release said the Maine laboratory will pay a $27,000 fine and buy $73,000 worth of equipment for emergency responders in Augusta and Waterville, including the fire departments in both cities, and the state Department of Environmental Protection.

The equipment includes $25,000 worth of self-contained breathing apparatus bottles, $15,000 for propane heating systems and $9,000 for bulky equipment storage.

The federal agency said the state lab violated the federal Resource Conservation and Recovery Act and state hazardous waste laws by “failing to properly identify hazardous wastes, failing to segregate incompatible hazardous wastes so that they are not stored next to one another, creating a potential for fire or explosions. The laboratory also failed to follow its own procedures for the treatment of certain corrosive laboratory wastes.”

Following the complaint, the state laboratory reviewed and complied with practices and procedures, the news release said.

Several people who serve as spokesmen for the state Department of Health and Human Services, which includes the Health and Environmental Testing Laboratory, were unavailable to respond to questions about the settlement on Monday.

    <dc:creator>dchas</dc:creator><description><![CDATA[PHILADELPHIA – The Environmental Protection Agency (EPA) announced Monday the owner and operator of a Reading-based chemical repackaging and distribution plant will be subject to financial penalties, connected to alleged oil and hazardous waste storage violations.

The EPA stated Brenntag Northeast, Inc. will pay a $55,000 sanction and donate $30,000 of emergency response equipment to a local fire department, to settle the aforementioned violations.

The EPA cited Brenntag for violating both federal and state safeguards which regulate the storage of hazardous waste and oil, such as the federal Resource Conservation and Recovery Act (RCRA), the federal Clean Water Act (CWA) and Pennsylvania’s hazardous waste state regulations.

According to the EPA, these laws are “designed to protect public health and the environment, and avoid costly cleanups, by requiring the safe, environmentally sound storage and disposal of hazardous waste and oil.”

Per the EPA, the hazardous wastes and oils involved were “waste solvents generated by cleaning containers and tanks, as well as oil and chemical products stored for distribution.”

The alleged violations against Brenntag centered on “how the materials were stored, and included failure to conduct proper and timely inspections, and failure to adequately control emissions of volatile waste, and failure to plan for oil spill prevention.”

The settlement includes payment of a $55,000 penalty, from which $11,000 will be placed in the Oil Spill Liability Trust Fund and be available to fund future oil cleanups at facilities nationwide.

In addition, Brenntag will purchase $30,000 of equipment for the Union Fire Department No. 1 of Leesport, in order to improve their response capability to incidents involving hazardous materials. The equipment in question includes foam, foam hoses and gas detectors, according to information provided by the agency.

In conjunction with the settlement, Brenntag has not admitted liability but has certified it is now in compliance with the RCRA and CWA’s requirements, as set out by the EPA. Further, Brenntag has developed “new standard operating procedures documenting improved inspection and waste handling practices.”]]></description>

Fire-fighting operations by RDMC are still on, he said adding that TMC authorities will lodge a complaint with local police against those who disposed the chemical drums in the yard. Meanwhile, frightened inhabitants from ten villages in and around Diva, who fled in the midnight returned home this morning even as they continued to complain about health complications due to the fire. A fire broke out at the Simco Road Regional Landfill on Nov. 17 and it has been closed ever since.

Payette County Commissioner Larry Church said he heard the fire spread due to petroleum waste. According to its website, the Simco landfill accepts petroleum and other chemical and industrial wastes. The company did not return the Independent-Enterprise’s request for comment.

The fire left its customers scrambling for waste management services, including Valley and Boise counties. Both have reached out to the Clay Peak Landfill, Landfill Supervisor Alan Scharbrough told commissioners at their Monday meeting.]]></description>

The settlement was the result of an investigation into Dollar Tree Stores’ unlawful disposal of hazardous waste products into trash bins at each of its stores and distribution centers, more than 480 facilities in California.

The waste included ignitable and corrosive liquids, toxic materials, batteries, electronic devices and other e-waste, as well as other hazardous waste generated by circumstances including spills and damage.

Hazardous materials were being illegally handled and, rather than being transported to authorized hazardous waste facilities, hazardous wastes were illegally transported to local landfills that are not permitted to accept such waste.

Dollar Tree Stores, which cooperated throughout the investigation, admitted no guilt in settling the complaint and agreeing to pay $2.72 million in civil penalties and costs. As part of the settlement, Virginia-based Dollar Tree was ordered to continue implementing a company-wide hazardous waste compliance program.

“This is yet another victory for San Diego’s landfills, which were never meant to handle toxic and hazardous wastes,” said San Diego City Attorney Jan Goldsmith. “The systematic illegal disposal of hazardous waste is a real threat to our water supply, our health, and the health of future generations.”]]></description>

The New York Times reports that the discarded propellent is slowly deteriorating, posing a potentially explosive problem to the facility's neighbors.
The solid propellent, an incredibly hazardous material, was accumulated by a now bankrupt military contractor named (appropriately) Explo. The company amassed over 15 million pounds of the explosive over the years, storing it in bunkers and open fields at Camp Minden. As the stockpile aged, it became too unstable to use.
Worried about an explosion, the EPA is trying to get rid of the propellent, which is expected to become an even greater risk after August of this year as it continues to destabilize. The typical way to get rid of M6 propellant is to burn it, but that would release harmful chemicals into the air, and given the huge amount of the stockpile (the EPA estimates it would take over a year to burn the entire thing), the people who live near the Camp aren't too thrilled with that solution.
Just this week, the EPA issued a memo approving six other methods as possible alternatives to burning in the open, including burning it in contained situations, like a kiln or tunnel furnace, using a microwave reactor, or using chemical reactions to neutralize the explosives. The EPA and the Louisiana National Guard are accepting bids from companies ready to use those methods to get rid of the propellents. They hope to make a decision as soon as possible.

Department of Health and Environmental Control reported in early August that various “incompatible, highly reactive” wastes that could be hazardous to human health and the environment were stored in South Carolina State University’s Hodge Hall.

But Craig Burgess, general counsel and vice president of operations, said last week that all the wastes have been removed and the institution is in the process of hiring a company and developing a plan to remove wastes on a regular basis.

“We have fully cooperated with DHEC and kept them informed,” he said.

Burgess noted that the wastes were from the projects within the institution’s science departments and that the problem was not created recently.

“From my understanding, the university was not doing what it was supposed to be doing regarding wastes from those academic programs,” Burgess said. “It has not just happened. It has been happening over a number of years.”

S.C. State reported to DHEC in June that the wastes had been stored in Hodge Hall since 2009.

DHEC carried out three inspections of Hodge Hall in late March and early April following a complaint by the S.C. Department of Labor, Licensing and Regulation.

The agency reported that the wastes, which were incompatible with each other, were stored near each other with no separating dike, wall or other device to prevent accidental ignition. Additionally, it found that the institution had not filed proper reports concerning the wastes and had failed to maintain the facility in a manner to prevent harm to human life and the environment.

The Environmental Protection Agency Region 4 Emergency Response and Removal Branch with assistance from the Superfund Technical Assistance Response Team (START) and Emergency and Rapid Removal Services (ERRS) Contractors responded to a request for help from the Tennessee Department of Environment and Conservation.

TDEC performed an initial evaluation on June 5 and found multiple leaking and damaged containers of hazardous substances and hazardous wastes throughout the three-story building.

TDEC also noted many instances of incompatible and improper storage. The facility was unsecured and there were noticeable signs of trespassing and scrapping. Many windows were broken and exterior doors were not locked. The building is directly adjacent to residential neighborhoods.

EPA crews discovered thousands of chemical bottles ranging in size from five gallons to milliliter volumes. In all, 39 rooms and labs contained various amounts of hazardous substances, many of which were damaged, leaking, unlabeled or otherwise compromised.

Many of the materials are flammable, combustible, oxidizing, toxic, air reactive, corrosive or radioactive.

Crews also found elevated mercury levels throughout the building. EPA crews, however, monitored air outside the building and did not detect any radiation levels, mercury levels or other hazardous substance levels.

EPA then requested additional equipment, supplies and specialized personnel. Crews began cleaning up the site on Monday. The process is expected to take three to four weeks.

You'd never guess the place often contains barrels of nasty toxic ooze. A branch of the Department of Risk Management & Safety, this is headquarters for the university's fire marshal, environmental safety coordinators, occupational safety programs and hazardous waste disposal facilities. It started operations in 1994.

UVM produces some 40,000 pounds of hazardous waste every year: from the chemistry department, medical school and horticulture research center; from the cast-off cellphone batteries of thousands of students; from 15,000 mercury-laden fluorescent light bulbs; from paints and solvents.

At EHS, all of this is categorized, treated and processed according to federal standards established in 1986. One long corridor in the building opens onto nine secure "cells," each of which temporarily holds up to 1100 gallons of a hazardous material. Each has a sprinkler system, dedicated sump and high-volume air exchanger.

In fact, the chemical reactions at the Countywide Recycling & Disposal Facility are migrating to the west and north inside the 88-acre tract that has been sealed off from the rest of the landfill, said officials of Republic Services Inc., the company that owns and operates the landfill.
“We use the word ‘stable’ a lot to describe conditions here,” company environmental manager Michael Darnell said of the 258-acre landfill in Pike Township. “Generally, it’s pretty stable. ... It’s being managed and contained.”
There is some improvement behind the migrating chemical reaction — triggered by buried aluminum wastes coming into contact with landfill liquids — but the approaching reaction is likely to worsen conditions in other areas of the landfill, he said.
The Ohio Environmental Protection Agency concurred with Darnell’s assessment on the still-troubled landfill after five years.
“Countywide continues to submit monthly reports detailing conditions in the original 88-acre disposal area,” EPA spokesman Mike Settles said. “While some of the numbers may occasionally trend upward or downward, there have been no surprises. The aluminum dross reaction/subsurface fire continues to slowly migrate through the waste, but it remains contained to the former disposal area and poses no threat to active landfill operations or the community.”

The incident happened in the histopathology department of South Tyneside District Hospital, after two chemicals reacted with each other, producing nitrous oxide gas.

Fire crews arrived at the building in Harton Lane, South Shields, at around 12.13pm yesterday and went inside wearing breathing apparatus.

They placed the chemicals into oversized drums and took them outside, where a 30m exclusion zone had been set up, to allow the gases to evaporate naturally.

U.S. Attorney Florence Nakakuni in Hawaii said 37-year-old Charles Donaldson of Kaneohe, 65-year-old Carlton Finley of Honolulu and Donaldson Enterprises Inc. are accused of treating hazardous wastes without a permit.

The Waipahu-based company did not immediately respond to a telephone message from The Associated Press seeking comment.

The April 2011 blast killed five Donaldson employees in an explosion so ferocious it scorched trees 40 feet away.

The company had a contract to manage and dispose of 28 pallets of commercial grade fireworks, which had been seized by federal law enforcement. Chennai Corporation sources said the fire in the 15-acre dumping yard started around 2 a.m. on Saturday and quickly spread to the huge pile of garbage, including plastic, paper and chemical wastes.

By daybreak, thick white smoke started billowing from the burning waste and engulfed adjoining areas of Mylai Balaji Nagar, Ram Nagar and Sadasivan Nagar. Some residents were confined to their houses while others left the area after they experienced difficulty in breathing and severe irritation in the eyes.]]></description>

Zinc metal powder was being used in an electroplating experiment when it was mixed in a 30-gallon plastic trash container with wet paper towels used by students during the cleanup of the experiment, said First Assistant Prosecutor Gregory Mueller.
The mishap occurred despite a warning on the jar containing the zinc metal powder that says there is a danger of spontaneous combustion if the chemical becomes damp and comes in contact with air, he said.
No charges have been filed in connection with the blaze.
The fire broke out in a science lab on the second floor of the school at about 8:30 p.m. on March 14 when a fire alarm was activated by smoke alarms, police said. The Sparta school was closed from March 15 to March 26, postponing graduation until June 21.

The laboratory wastes of the high security establishment under the Department of Space includes various types of chemicals including inflammable chemicals, chemical containers, boxes and other substances. As a fire suddenly broke out around 12pm, the officials of the laboratory immediately alerted the fire department.

It took the fire tenders more than an hour to douse the fire and bring the situation under control at PRL. "We had a fire fighter vehicle and two water tankers at the place. We had to empty the water from both the tankers in controlling the fire," said additional chief fire officer Rajesh Bhatt.

As the fire officials were busy tackling the situation, staffs and officials of PRL gathered into a crowd to watch the situation. "The wastes have been lying there since a long time and should have been disposed of earlier," said one of the officials who did not wish to disclose his identity.

"We are unable to ascertain the cause of the fire as of now. There was no electrical wiring around the place which eliminated the possibility of short-circuit being the cause of fire. We noticed lots of scraps, wooden furniture and containers at the place," said Bhatt.

The two workers smelled an acid-like odor in the cab of the commercial garbage truck. When they started having chest pains, they knew something was wrong.

As soon as the fumes filled the truck, the two workers felt the effects.

Canby Fire District responded to the call around 11:40 a.m. Friday. A teacher extinguished the fire before firefighters arrived. No one was injured. 

"We got lucky," Canby Fire District Division Chief Troy Buzalsky said after the incident, which occurred in a room filled with chemicals. 

Two students were walking down the hallway when they spotted flames coming from the classroom and notified faculty, Buzalsky said. 

A teacher entered the chemistry lab – empty after a class 10 minutes earlier – and saw fire shooting three feet high from a metal garbage can. Inside was remnants from a chemistry experiment involving a copper penny, zinc and sodium hydroxide. 

The teacher put out the fire with an extinguisher while other faculty members called police and evacuated students. About 1,200 of the school's 1,700 students were evacuated, Buzalsky said. 

The wing in which the fire occurred reopened about an hour later, though the chemistry lab will remain closed for the day. 

"At this time, it is believed that there was a chemical reaction that took place after the experiment in the garbage can where the discarded experiment debris was left," Buzalsky said. ]]></description>

The U.S. Environmental Protection Agency has fined a South Portland company that manufactures and distributes chemicals $151,900 for improper storage of hazardous materials.

Monson Companies Inc., of Leominster, Mass., operates a warehouse, distribution, repackaging and custom blending chemical manufacturing facility in South Portland, according to the EPA. 

Officials say Monson stored numerous chemicals "inappropriately." The agency says incompatible chemicals were stored so close together that a spill or release of one could have set off a chemical reaction that might have created toxic gases, a fire or explosion.

The company also failed to identify hazardous wastes, maintain a proper emergency plan and submit a hazardous materials inventory to emergency responders, the EPA says in a press release.]]></description>

Crews were called out at 8:18 a.m., police said.
A township garbage truck picked up materials from in front of a house undergoing renovations in the Tranquility neighborhood, Cape May County Health Officer Kevin Thomas said.
The chemicals reacted with each other in the truck, so the truck dumped them in the township public works yard, Thomas said. He said the material will be rebagged and taken to the county landfill, along with the sand used to stop the chemical reaction.

Initially believed to be a chemical spill, the incident brought police, a hazmat team, firefighters and paramedics to the facility around 1pm, after the employees were overcome by fumes.

The building was evacuated while the fire brigade and paramedics were called.

Fire and rescue duty commander for the Wagga area Duncan White said an unknown chemical had escaped from a steel can while it was being crushed and baled.

"It became apparent a can had erupted with some sort of chemical escaping which left five workers overcome. Four were taken to hospital, with one who refused transport," he said.

Four people were taken to the hospital today after a chlorine gas leak at a Westside recycling business.  it happened just before noon today at Southern Metals Recycling on Tremont Avenue.

According to Savannah Fire, employees began to dismantle a 200 pound cylinder for recycling -- they didn't know at the time it contained Chlorine, which began leaking.

A full hazmat response was issued to contain the leak and OSHA was called in to investigate.

Officials say the four employees that were exposed suffered various degrees of respiratory distress.

The unit continued to address the problem at 4 p.m. Thursday in the area of Harrison Street and Ravine Avenue.

"We're currently trying to find the source of the spill," Deputy Fire Chief Paul Cafone said at 5 p.m.

The teen, a 16-year-old girl, brought a container of picric acid to the Sacramento County North Area Transfer Station on Roseville Road that had belonged to her late father, a chemist, according to sheriff's spokesman Deputy Jason Ramos.

The picric acid was marked as flammable or explosive and that prompted landfill operators to call the Sacramento Metro Fire District. The sheriff's department was also contacted.

The lawsuit, filed in Hennepin County, demands 3M pay for the damage, which the state says includes the loss of fish and damage to groundwater, surface water and sediment. The lawsuit doesn't specify the cost of the damage.

"3M made a mess, they contaminated the waters," Attorney General Lori Swanson said. "We want them to step up and make it right."

3M spokesman Bill Nelson said Thursday that 3M has stepped up, pledging to pay the state up to $8 million to cover some direct costs of cleanup and $5 million to fund environmental research into the chemicals. 3M also is working on remediation at its disposal sites.

The lawsuit focuses on 3M's disposal of perfluorochemicals, or PFCs, and their compounds. The Maplewood-based 3M began producing PFCs in the 1940s, and legally disposed of them in landfills until the early 1970s — when the company built a corporate incinerator to handle the waste.

"It's a dirty black water with gravel and sludge from the storm sewer line," said Niles fire Lt. Rodney Freel.

BRT Extrusions hired an outside company to clean their drains, and that subcontractor said they didn't know they had to contain the waste. Waldron said it's technically considered open dumping, but the workers were only given a warning, and the material isn't in danger of spreading or causing any harm.

Construction workers reported the methamphetamine by-product dumpsite to authorities last Thursday. A member of the Santa Barbara County Fire Department’s Hazmat division arrived at the location and transported the waste to a disposal facility.
According to Santa Barbara County Sheriff’s Department Public Information Officer Drew Sugars, detectives suspect the site was also the location of an illegal drug lab.

    <dc:creator>dchas</dc:creator><description><![CDATA[WEST POTTSGROVE — Crews from 97 agencies, including dozens of fire companies from three counties, were held at bay for hours Monday by flames and massive plumes of smoke after fire broke out at a plastics recycling facility on the Universal Concrete campus.

It took crews until around 1 p.m. — more than five hours after the fire was reported — to get the blaze under control.

West End Fire Company Assistant Chief Andy Mitz, who was the incident commander, explained that crews were attempting to attack the building fire at 400 Old Reading Pike from the exterior before they took the chance of entering the facility.

    <dc:creator>dchas</dc:creator><description><![CDATA[ADAMS COUNTY - All evacuations were lifted in connection to a Commerce City hazmat situation on Friday night that forced people to leave more than 200 homes after investigators determined that an unknown substance leaking from several barrels was not a threat.


The Adams County Sheriff's Office says several barrels were found off of 80th Avenue near Monaco Street. They were found around 4:30 p.m. near an abandoned chemical plant.

Just before 9 p.m., investigators determined the substance leaking from the barrels was a petroleum-based product and was not threatening to those in the area.

Area residents had called the fire department earlier to complain about the bad smell.

Crews responded to a blaze at Panda Environmental on Earl Thompson Place shortly after 11-am.

The fire was burning itself out before the North Dumfries Township fire department arrived on scene, and they extinguished the remaining fire. 

As a precaution, a neighbouring business was evacuated and St. Brigid school in Ayr was advised to keep kids indoors.

The Ministry of the Environment was also notified, although there's no evidence of a spill.

Istvan Balogh, a Hazmat Team member, said they were called to a vacant house in the 400 block of South Wheeling Avenue to clean up materials associated with making methamphetamine and the “remnants of a past lab that was working.”

Balogh said the small lab wasn’t operational at the time but that they did find materials to produce the drug. He said the lab might have been used today.

A deal between Australia and the Danish government means the 3,000-tonne shipment of waste will be disposed of at an incineration site in the south of Denmark.
In total, 16,000 tonnes of high-risk waste, or hexachlorobenzene, will be shipped from the Orica site at Botany in Sydney.
The waste was created by the production of plastics and solvents.
It is the chemical material dug up from the old Orica site and the contaminated packaging and protective gear that must be destroyed safely.
