With a variety of simple recipes widely available, featuring equipment and materials relatively easily obtainable, methamphetamine can be manufactured nearly anywhere. Clandestine laboratories range from rivalling legitimate drug production facilities in terms of size and sophistication to smaller ‘kitchen labs’ or ‘cooks’, with production done at a dizzying array of locations including private dwellings, hotels or motels, Airbnb properties and vehicles.1,2

When a clandestine laboratory is seized or production stopped, a variety of challenges remain – including whether a location can be adequately decontaminated. Sites used for smoking methamphetamine may also retain residues, though at far lower levels than detected at production sites.1 Rendering such sites safe is often a community priority.

May 23—A University of New Hampshire doctoral student is facing reckless conduct with a deadly weapon and improper disposal of hazardous materials charges in connection with a toxic chemical in a Durham home, officials said.

On Saturday, May 13, Durham police, fire, and personnel with McGregor Memorial EMS responded to 35 Oyster River Road in Durham for a report of a 29-year-old man reporting he may have been exposed to a toxic chemical.

Durham police say a man identified as Emad Mustafa was transported to Wentworth Douglass Hospital, where he was treated and released the same day.

On Tuesday, under the direction of the Strafford County Attorney's Office, Durham police and fire departments, the University of New Hampshire Police Department, New Hampshire State Police, federal partners, and the Seacoast Technical Assistance Response Team (START), a search warrant was executed at Mustafa's residence.

Mustafa was arrested for reckless conduct with a deadly weapon, and improper disposal of hazardous materials — both class B felonies that carry a maximum of seven years in prison.

START is a regional hazardous materials team operating under the leadership of the Seacoast Chief Fire Officers Mutual Aid District. Several Seacoast-area towns make up the 40 member team.

The Southeastern New Hampshire Hazardous Material Mutual Aid District was called to assist START as well, "due to the nature of the event," officials said.

"The health and safety of the community was the priority during this investigation and at no time was there a safety concern for the community or surrounding neighbors," Durham police said in a statement. "The hazardous material was identified and contained during the operation and there is no public safety hazard known at this time."

Mustafa is a UNH Ph.D. student, Durham police said in a statement. He is scheduled for arraignment at the Strafford County Superior Court on June 22.

The risk of developing Parkinson’s disease later in life could be increased by up to 70% by drinking water contaminated with the industrial solvent, trichloroethylene (TCE). The researchers said it was, to their knowledge, the first study to assess the association of Parkinson’s disease and exposure to a TCE-contaminated water supply, in a large, population-based cohort.

The study investigated whether the risk of Parkinson’s disease was raised in veterans who served at Camp Lejeune in North Carolina for at least three months between 1975 and 1985. The water supply to the base was contaminated with high levels of TCE, and several other volatile organic compounds (VOC), by leaking underground storage tanks, industrial spills, waste disposal sites and an off-base dry-cleaning business. The authors note that TCE and the related compound tetrachloroethylene are present in up to one-third of US drinking water supplies.

Trichloroethylene
According to the researchers, between 1975 and 1985, the estimated monthly median TCE level in the water supply at Camp Lejeune was 366μg/l, more than 70 times the US Environmental Protection Agency (EPA) maximum contaminant level (MCL) of 5μg/l. Maximum contaminant levels were also exceeded for tetrachloroethylene and vinyl chloride during that time period.

Health data from 84,824 of these veterans was compared against the data of 73,298 veterans who had been based at a non-contaminated site. Overall, a total of 430 veterans had Parkinson’s disease; 279 from Camp Lejeune and 151 from the control group. The researchers calculated that the risk of Parkinson’s disease was 70% higher in Camp Lejeune veterans compared with the control group.

Among veterans without Parkinson’s disease, residence at Camp Lejeune was associated with a higher risk of several clinical diagnoses that are well-established early warnings for the condition, such as erectile dysfunction and anxiety.

HOWELL - Cleanup will likely continue for months at a Howell industrial site where hundreds of chemical drums — many of which are leaking, rusted or severely damaged — were left abandoned, according to federal environmental regulators.

Compounders Inc. manufactured asphalt, glues and adhesives at 15 Marl Road until about 2019, and now is facing more than $1 million in fines from the New Jersey Department of Environmental Protection. The company has responded with a request for a hearing on the fines, according to the state agency.

The U.S. Environmental Protection Agency "has been on-site since early April and is overseeing the sampling and removal of around 400+ drums and 1000 small containers of potentially hazardous materials found at the site," said EPA spokesman Stephen McBay. "We have made significant progress in securing containers at the site and making the property safe to continue the assessment and removal activities."

None of the drums have yet been removed, because the agency is currently sampling and identifying their contents for proper disposal, according to McBay.

The federal agency "expects the cleanup process to take several months, depending on the availability of disposal facilities and transportation options," he said.

State environmental regulators levied heavy fines against Compounders Inc., alleging the company violated remediation rules, operated a hazardous waste site without permits, and stored toxic and hazardous material in violation of requirements.

The Institution of Chemical Engineers (IChemE) has welcomed the UK government’s decision to scrap plans for all retained EU laws to automatically expire by the end of 2023, in the absence of a decision to preserve them. The institution had expressed concern that safety legislation could be affected by the sunset clause.

Under the Retained EU Law (Revocation and Reform) Bill, around 5000 laws could have been struck off including several major pieces of hazard legislation. IChemE said the 2023 deadline could have ‘created a risk that not all affected legislation would be sufficiently scrutinised in time to understand the full impact of revoking EU law’.

‘IChemE is pleased that the immediate deadline to sunset thousands of laws has now been removed,’ said David Bogle, president of IChemE. ‘This will give legislators more time to properly assess the impact of revoking EU-originated legislation and reduces the risk of unforeseen consequences that might impact the safety of the many industries and environments within which chemical and process engineers work.’

The government still plans to remove or replace 600 laws by the end of 2023, but IChemE said these did not appear to include ‘safety-critical legislation at this stage’.

According to a press release Tuesday evening, department staff immediately removed the storage container from the sign shop and initiated chemical safety protocols.

No staff or inmates were harmed during the incident.

Officials say the department staff decided, out of an abundance of caution, that the container should be moved outside the facility's secure perimeter for remediation in a remote facility storage lot.

The Anamosa Fire Department helped with the remediation process, and were able to successfully dilute the chemical reaction without further incident.

Officials say while it appears this is an isolated incident, the department will investigate the cause and ensure the sign shop workspace is safe for staff and inmates.

The fire department arrived to find a semi-trailer full of "unknown type of plastics" on fire, according to Richmond Fire Chief Tim Brown. Soon the fire spread to other trailers and then the building.

The fire is emitting a large plume of black smoke which forced an evacuation for all residents living within a half mile of the plant, according to a statement from the Wayne County Emergency Management Agency.

The smoke is "definitely toxic," Indiana State Fire Marshal Steve Jones said in a news briefing on Tuesday.

Oklahoma Governor Kevin Stitt has done what many Oklahomans believe is correct in refusing to accept from Ohio upward of 3,600 tons of toxic soil, but we’re not so sure he can legally do that.

The Environmental Protection Agency on Monday argued that it’s “unlawful” to refuse shipments of waste from other states and accused the Republican governor of “playing politics at the expense of the people of East Palestine, Ohio.”

A Clean Harbors facility near Waynoka, about 40 miles east of Woodward, is under contract with Norfolk Southern to receive thousands of tons of toxic waste from the Feb. 3 train derailment in East Palestine, Ohio, officials said. The train crash caused a toxic chemical spill, which officials are attempting to remediate.

Stitt has concerns about whether the toxic soil is safe, what testing had been done to ensure it wouldn’t endanger Oklahomans, and why the EPA and Norfolk Southern would want to transport it so far away from Ohio. Stitt also questioned why disposal facilities in Michigan or closer geographic states to Ohio aren’t being asked to take it or are outright refusing it.

EPA Administrator Michael Regan said there was no reason for states to block shipments of the type of waste that certified facilities routinely handle every day.

Oklahoma may ultimately be responsible for accepting the hazardous waste. The contract has been signed between Norfolk Southernand The Clean Harbors Environmental Services.

The Clean Harbors Environmental Services Lone Mountain Facility south of Waynoka has a hazardous waste permit authorizing storage, treatment, recycling, and disposal of a wide variety of hazardous wastes.

But we need to find a way to eliminate some of the hazardous waste that is shipped in this country — not only by rail, but by other methods, as well. There are plenty of trucks on the highways transporting those chemicals. And these chemicals travel through every state in the country. The companies transporting the hazardous chemicals should be the ones responsible for cleaning up the waste, and if the company in Oklahoma can accept the chemicals without anyone being hurt or sickened and federal law says Oklahoma has to accept it, we have to trust that they will regulate it properly.

It's been nearly a month since a Norfolk Southern train derailed and spilled hundreds of thousands of pounds of toxic chemicals into the air, soil and water around East Palestine, Ohio. In the weeks since, authorities have undertaken a massive operation to clean up the hazardous materials.

More than 700 tons of contaminated soil and nearly two million gallons of liquid have been collected from the derailment site, Ohio officials say, with much more left to clean up under the order of the Environmental Protection Agency.

The effort to remove vast amounts of contaminated soil and water from the small town in eastern Ohio has involved at least seven different licensed hazardous waste disposal facilities across four states: Ohio, Indiana, Michigan and Texas.

The tangle became even more complicated when the EPA enacted a one-day pause on Norfolk Southern's removal operations last weekend after officials in Texas and Michigan raised concerns about East Palestine waste coming to disposal facilities in their states.

Here's the most thorough explanation yet for the train derailment in East Palestine
"Why are these materials not being taken somewhere closer? Is there something these jurisdictions know that we don't know?" said Judge Lina Hidalgo, the top elected official of Harris County, Texas, after news broke last week that 30 truckloads of contaminated firefighting water were arriving each day to Deer Park, a suburb of Houston.

Afterward, officials announced several new disposal sites for the East Palestine waste, including a landfill in Indiana — which prompted objection from yet another state official, Indiana Gov. Eric Holcomb. "The materials should go to the nearest facilities, not move from the far eastern side of Ohio to the far western side of Indiana," he said.

Officials say they are still searching for other disposal sites.

Last Thursday, after she learned that toxic, firefighting wastewater from Ohio had been coming to the Houston area for disposal for more than a week, Harris County Judge Lina Hidalgo expressed disappointment and dismay. She questioned why the wastewater, contaminated with hazardous chemicals in the aftermath of a cargo train derailment on Feb. 3, was not sent somewhere closer to the disaster site and why she wasn't informed earlier about its presence in her jurisdiction.
By Tuesday, when Hidalgo announced the wastewater shipments to Deer Park waste disposal company Texas Molecular were resuming after a brief pause, her stance on the issue seemed to have softened. She said it was appropriate for Harris County to help others in need when it had the ability to do so. She also said she had gotten assurances from the Environmental Protection Agency (EPA) that the wastewater needed to be hauled away from East Palestine, Ohio – where residents previously had been evacuated for a controlled burn of known carcinogen vinyl chloride – and would be transported and disposed of safely and with oversight from the federal agency.
Hidalgo explained and defended her evolving messaging Wednesday during an interview on Houston Matters with Craig Cohen, who asked the county's chief executive if she had initially overreacted. Hidalgo said she had "no regrets" and that her job is to "be prepared for the worst and hope for the best."
"There's this international level disaster of this derailment and the subsequent fire and plume and people being sick. All of a sudden, we learn that these materials are coming to our community," Hidalgo said. "... We have to be real about what's happening. This is something everyone's been seeing on TV, that is really scary, and I don't feel comfortable just letting it come in and then our community being none the wiser about it. So I'm glad that we took a moment to evaluate what was going on."
Citing the EPA, Hidalgo said Tuesday the shipments are 99.9 percent water. The rest is about 910 parts per billion of vinyl chloride and 11,000 parts per million of sediment, with the remainder being oil and diesel fuel, she said.

But such accidents are happening with striking regularity. A Guardian analysis of data collected by the Environmental Protection Agency (EPA) and by non-profit groups that track chemical accidents in the US shows that accidental releases – be they through train derailments, truck crashes, pipeline ruptures or industrial plant leaks and spills – are happening consistently across the country.

By one estimate these incidents are occurring, on average, every two days.

“These kinds of hidden disasters happen far too frequently,” Mathy Stanislaus, who served as assistant administrator of the EPA’s office of land and emergency management during the Obama administration, told the Guardian. Stanislaus led programs focused on the cleanup of contaminated hazardous waste sites, chemical plant safety, oil spill prevention and emergency response.

In the first seven weeks of 2023 alone, there were more than 30 incidents recorded by the Coalition to Prevent Chemical Disasters, roughly one every day and a half. Last year the coalition recorded 188, up from 177 in 2021. The group has tallied more than 470 incidents since it started counting in April 2020.

DETROIT (WWJ) -- State and local officials are reacting to new reports from the Ohio state government that hazardous material from the East Palestine, Ohio train derailment site are scheduled to be transported to a specialized landfill in Wayne County.

The derailment occurred just before 9 p.m. on Feb. 3, when an overheated wheel bearing caused the nearly 150-car train to decelerate before an automatic breaking system took effect. Around 50 cars derailed, 11 of which contained hazardous chemicals, including several carrying vinyl chloride, which is highly toxic.

In addition to the damage done at the actual derailment site, the spilling and burning off of toxic chemicals resulted in forced evacuations for local residents who now face valid health concerns from hazardous materials in the air, soil and ground water.

According to a Thursday news release from Ohio Governor Mike DeWine's office, rail company Norfolk Southern has brought in dump trucks to haul away contaminated dirt from under and around the train tracks in the affected area.

At this time, Norfolk Southern intends to move the toxic material to U.S. Ecology Wayne Disposal, which is a licensed hazardous waste disposal facility in Belleville -- located just northwest of the Belleville Rest Area off of westbound I-94.

On Friday, U.S. Representative Debbie Dingell put out a statement claiming that Ohio officials had not notified local lawmakers of the move.

"We were not given a heads up on this reported action," Dingell said in the news release. "Our priority is to always keep the people we represent safe."

Two weeks after a "safety-related incident" in the University of Delaware's Lammot du Pont Laboratory led to the evacuation of six buildings and a police-led "controlled detonation" on The Green in Newark, UD officials have provided an update on the incident with slightly more information.

However, details about what exactly led to this incident and what was occurring at the lab remain unknown to the public.

Here's what we can answer − and what we can't.

What do we know about what happened?

Researchers in the Lammot du Pont Laboratory "inadvertently produced a small amount of a shock-sensitive explosive chemical" on Feb. 8, according to the university.

Delaware State Police's explosive ordnance disposal unit removed the chemicals from the lab on Wednesday and took them to a "safe location" on the South Green for a "controlled detonation" at 5:45 p.m. There were no reported injuries, and all evacuated buildings were reopened for classes the following day.

What new information did the University of Delaware's update provide?

The University of Delaware said on Wednesday that the explosive chemical was created when a student "incorrectly mixed chemicals" in the lab. The student "immediately realized" and reported the error, according to UD, and police and UD Environmental Health and Safety were called.

The university also said it is "learning from the incident to further enhance lab safety protocols," but provided no details or clarifications.

Have incidents like this happened before?

Ohio train derailment: Deer Park facility to receive 2 million gallons of toxic water, Judge Lina Hidalgo says

DEER PARK, Texas (KTRK) -- Harris County Judge Lina Hidalgo says she found out Thursday that the toxic water from an Ohio train derailment started to arrive in Deer Park last Wednesday.

The judge shared her frustrations on Thursday, calling for more transparency in this process.

Texas Molecular is the private company that is handling the disposal. The liquid is described as firefighting water, which is a mix of water, chemicals and, according to the company, small amounts of the chemical vinyl chloride. This is runoff water from fighting the massive fire.

The concern over this spill is vinyl chloride is a carcinogen, meaning it can cause cancer and is extremely bad for the environment.

Thirty trucks are coming daily, and so far, Texas Molecular has received half a million gallons of water. It'll receive 1.5 million more gallons for a total of 2 million gallons.

SEE RELATED STORY: Deer Park waste disposal company will house toxic wastewater from Ohio train derailment, TCEQ says

The process being used to dispose of the water is called deep well injection.

A hole is drilled thousands of feet below the earth's surface and the chemical waste is injected into the ground. This is a pretty standard procedure in the industry, but Hidalgo says she still has questions.

"We've learned from Texas Molecular that they're getting this water from trucks. It's possible by the experts that the water is first taken by rail and then by truck for the last leg. The fact that we don't know may make no difference, but we need to know," Hidalgo said.

A man was severely injured and dozens of area residents were evacuated after multiple explosions and fire engulfed a chemical disposal business in St. Catharines, early Thursday.

Firefighters were called to the Ssonix Products facility at 20 Keefer Rd. at 6:35 a.m. on Thursday, said St. Catharines Fire Chief Dave Upper, describing it as a hazardous material company.

As firefighters continued to fight the initial fire, he said the flames spread to an industrial building next door, igniting the building as well as its contents.

“We’ve had a partial collapse to that building which has made it challenging to put the fire out there,” Upper said.

It took firefighters until about 2 p.m. to bring the blaze under control, but crews remained on scene addressing hot spots.

Upper said paint products, aerosol cans, sanitizers, and oxidizers were inside the plant as the fire raged through it. He said all the chemicals products were a concern.

“The level of risk is high, but we’ve seen worse,” Upper said.

He was, however, concerned about another chemical stored in another part of the building that had yet to be impacted by the fire.

Paramedics transported one person to a local hospital and five others were evaluated on scene after a hazardous chemical release Wednesday, Jan. 4 at a warehouse in Kent.

Puget Sound Fire and King County Medic One responded at about 2:05 p.m. to Univar, 8201 S. 212th St., according to an email from Puget Sound Fire spokesperson Pat Pawlak. One person evaluated by paramedics was an employee from Univar and the other five were from a neighboring business.

“The tank depressurized right after the initial release, which stopped the leak,” Pawlak said.

Univar Solutions is a nationwide wholesale distributor of chemical products; it stores, packages, and distributes chemical products to meet customer needs. Univar Solutions (formerly Van Waters & Rogers and Univar USA Inc.) has operated at the site since 1974, according to the state Department of Ecology website.

The Univar facility in Kent has a warehouse, office, dock, and parking areas on an 11-acre site, surrounded by other commercial and industrial properties.

Contaminated site

The Department of Ecology is familiar with Univar because of contamination from waste management activities and accidental chemical releases. Studies that started in the 1990s showed that soil in two areas of the eastern portion of the site are contaminated with organic chemicals and chlorinated compounds, according to state documents and a June 2, 2022 update.

“Groundwater is also contaminated,” according to the state report. “Most of the groundwater contamination remains located beneath the property. Some contaminants in the deeper part of the aquifer have flowed north under 212th Street and beneath an adjacent industrial property.”

The incident, which occurred at the Jindal Poly Films factory, located in Mundhegaon along the Mumbai-Agra highway in Igatpuri taluka, also left 17 others injured. The blast was so strong that it was heard in nearby villages, and the fire and smoke could be seen from a distance, officials said.

Dhaval Antapurkar, Director at the Directorate of Steam Boilers, a Maharashtra government body, said in a statement, "The three boilers out of the five at the Jindal Poly Films in Igatpuri were of waste heat recovery or running on thermic fluid. It does not use any inflammable material to prepare steam." "The remaining two boilers are of small industrial boilers type, which means there is a minimum chance of it causing fire inside the plant," he said.

An ammonia wagon overturned near the Serbian town of Pirot, 51 people were hospitalized, and a state of emergency was declared in the town. It has a sizable Bulgarian minority.

Pirot Mayor Vladan Vasic declared a state of emergency in the town last night after a wagon of a freight train carrying ammonia overturned near Sopotski Khan. During the accident, gas leaked from the carriage and a high concentration of ammonia was released into the atmosphere, as a result of which 51 people were hospitalized with symptoms of poisoning. Due to the state of emergency, schools in Pirot will not be open today.

The wagon of the freight train carrying ammonia overturned around 5:30 p.m. on a section of the railway from Pirot to the village of Stanichene, near Sopotski Khan, the Serbian Interior Ministry said.

RTS reported that the accident occurred when a group of 20 tankers derailed, "at least one of which fell into the riverbed of the Nishava river, which caused a violent reaction of ammonia upon contact with the water." The Emergency Department of the Serbian Interior Ministry confirmed that 51 people with symptoms of ammonia poisoning have been hospitalized so far, two of them with severe symptoms. Seven people were transferred to the University Clinical Center in Nis. They have stable vital signs and mild chemical burns. The Ministry of the Interior urged the citizens who live near the accident not to leave their homes and not to go outdoors.

27 firefighters with 10 fire trucks were sent to the scene. Due to the incident, the railway traffic on this line was stopped. Due to poor visibility, the traffic between Pirot and Bela Palanka on the main road has been interrupted. The alternative route is through the village of Ponor. Second-shift workers at “Tiger Tires” have also been evacuated, and third-shift workers will not come to work.

The company "Serbia Cargo" reported that this is a freight train that runs daily on the Nis-Dimitrovgrad section and transports raw materials from Bulgaria to Prahovo and Shabac. AFP reported that chemical waste from Bulgaria was also transported in the wagons of the derailed train.

Armed with banners, the citizens questioned Goa Chief Minister Pramod Sawant as to whether dumping of hazardous waste was a part of the ‘Save the Soil’ Memorandum of Understanding signed with Sadguru's Isha Foundation.
Several protesters including Jose Maria Miranda, Candeth Castello, Anthony Gonsalves, Mahesh Naik and Zarina Da Cunha strongly criticised the authorities for their ‘don’t care a damn attitude’ towards public health.
In his talk, Mahesh Naik wanted to know why the Hon'ble High Court has failed to monitor the work undertaken by the MMC and GWMC, since it is being undertaken through a PIL writ petition.

The county confirmed at 9:57 p.m. that the flaring had stopped — 27 minutes after the report was announced. County officials said data shows there is no imminent health risk to the community.

The refinery said that it experienced a “power dip,” which is responsible for the flaring. Refinery options are now stable and the cause of the electrical disruption is being investigated.

“We apologize for impacting some of our neighbors and thank our employees who safely responded,” the refinery said.

The flaring has become a pressing issue in Martinez after two flaring incidents since Thanksgiving.

The first incident happened the day after Thanksgiving when spent catalyst waste in the form of dust was released from the facility. It led to Martinez residents finding white powder on their cars and sidewalks.

As Nigeria continues to tackle the proliferation of substandard products, the National Environmental Standards and Regulation Enforcement Agency (NESREA) disclosed that it turned back 15 vessels carrying hazardous materials into Nigeria.

According to the News Agency of Nigeria (NAN), the Director-General of the agency, Mr Aliyu Jauro, explained that the vessels were laden with chemicals and electronics harmful to the environment.

He cautioned that government would not allow any importer to turn Nigeria into a dumping ground for hazardous materials.

“It is allowed to import electronics into Nigeria, but such electronics must be functional and safe.

“Nigeria is not a dumping ground where any waste can be allowed in.

“Most of the items arriving in Nigeria are not good and don’t function well, so only those that are functional and are safe are allowed to be discharged.

“People are able to bring hazardous items into Nigeria because the country’s borders are porous.

“As an agency, we test imported equipment to ensure that they are working perfectly and they are safe for the ecosystem,” he said.

CALIFORNIA, USA — The parent company of TJ Maxx, Home Goods and Marshalls has been ordered by a state judge Friday to pay over $2 million for improperly disposing of hazardous waste in its California facilities.

TJX, a Massachusetts-based retail company with over 300 locations across the California, was sued in October by 38 California Counties — along with the city of Los Angeles and the City of San Diego — for improperly disposing of goods with hazardous materials into normal facility trash bins, which end up in municipal landfills.
Local facilities effected by the unlawful dumping are located in San Joaquin County, Stanislaus County, Tuolumne County and others.
These materials include batteries, aerosol products, electronic devices, cleaning agents, ignitable liquids and other flammable, reactive, toxic and corrosive materials as noted in court documents from the trial.
This violated numerous state health codes resulting high risk of environmental harm, according to the San Joaquin District Attorney's Office.

San Diego Fire-Rescue officials said nearly 100 firefighters were at the scene in the 1700 block of Euclid Avenue, including units from neighboring fire departments.

The first alarm was received at 4:05 a.m. and arriving units quickly extinguished the fire in the dumpster, but flames had spread to the strip mall’s common attic.

Officials said as many as four businesses were destroyed, and there is water damage to nearby homes.

Euclid Avenue between Federal Boulevard and Elm Street was closed due to the firefighter activity.

No injuries were reported. The blaze is under investigation by the Metro Arson Strike Team.

The penalties are due to “the gravity of this violation and the resulting severe damage to the environment,” according to the center’s official spokesman, Abdullah Sayel Al-Mutairi.

According to Saudi Arabia’s environmental laws, hazardous waste is “waste that causes harm to the environment, its components, and human health, and retains dangerous or infectious properties, such as high toxicity, explosiveness, or interaction, and has no use unless it is treated in accordance with special requirements.”

Earlier this year, over 190 nations agreed to negotiate a legally binding treaty to address plastic pollution, energising efforts by governments, industry and international institutions to improve plastic recycling rates. The lack of a recognised system for tracing the origin of plastic products is part of the challenge of managing plastic waste. Now, researchers across social and chemical sciences have collaborated to highlight technologies that can associate plastic with its original manufacturer and how such technologies will reach their full potential when incorporated in governance frameworks for combatting plastic pollution.

‘If plastics are traceable in a simple fashion, legislators will, in principle, be able to put responsibility back onto the initial producer or indeed any actor in the downstream usage chain,’ says Christopher Barner-Kowollik from Queensland University of Technology in Australia, who led the collaboration. ‘Placing responsibility on producers and other actors will allow legislators to make them responsible for the pollution their products cause, akin to other end-of-life take-back schemes.’

Barner-Kowollik and colleagues propose that regulating plastics with chemical labels based on sequence-defined polymers is one way to resolve the anonymity of plastics traceability. For example, sequence-defined polymers can identify the type of plastic, as well as additives used in its manufacturing process. Sequence-defined polymers can also document what percentage of recycled plastic was incorporated into a product. Regulators could therefore use such information to assess the effectiveness of design standards and to ensure those standards meet mandatory policies set out by legislators such as the EU.

GILBERT, AZ (3TV/CBS 5) -- The Town of Gilbert is warning residents to stop improperly dumping flammable goods into their trash cans after a number of garbage trucks have caught fire this year.

On the town’s blog, officials report that it just had its fourth truck fire this year, and a recent @GilbertYourTown TikTok notes that the town had five last year. Fire crews want communities to know that they need to be mindful of what chemical batteries and potentially hazardous materials go into the crash can. Items like tires, fuels, pool chemicals, and electronic waste should be taken to the Household Hazardous Waste Facility off Queen Creek Road, west of Greenfield.

As the cooler temperatures roll into town, it’s important to never put ashes into your trash until they’ve been cooled for at least 24 hours, bagged, and tied. Dumping flammable materials into ordinary trash cans can lead to two types of truck fires. An engine fire could happen by falling debris and damage to the exhaust or engine, but hot loads are vastly more volatile and dangerous. Oftentimes, the operator has to extinguish the load by packing it to deprive the fire of oxygen. In some cases, they may have to dump the load in an open area to safely distinguish the fire.

There are no threats to the public, North Lyon County Fire Protection District Chief Jason Nicholl said. No one from the public was injured. Two firefighters received minor injuries, were treated on scene and returned to fight the fire.

The fire started outside Clean Earth, a hazardous materials recycling business, at about 4:30 p.m. Crews had the flames knocked down within about 45 minutes and it took about another hour for full containment, Nicholl said.

There was one major explosion when the fire started and several smaller explosions as crews battled the fire.

But about 5,000 gallons of water used to put out the fire mixed with hazardous materials at the site and created the hazardous materials situation. That materials spread was stopped.

Hazmat crews from Lyon and Storey counties and the Nevada National Guard responded to handle the situation Nicholl said. The Nevada State Fire Marshall’s Office is also on scene.

Victoria's dangerous goods laws will be upgraded after a review found two large chemical fires in Melbourne could have been avoided.
The fires broke out at two factories in West Footscray and Campbellfield in 2018 and 2019 after chemical waste was illegally stockpiled.

The fires burnt for days, releasing plumes of toxic smoke into the community and damaging the local environment, with the clean-up costing more than $100 million.
In response, the Victorian government in 2020 asked Andrew Palmer KC to lead an independent review of the state's dangerous goods laws.
Mr Palmer found the current regulations were outdated, difficult to navigate and inconsistent, which contributed to non-compliance and illegal activity.

Local fire departments are taking part in an initiative to get rid of firefighting foam containing toxic chemicals.

Recent research shows that one of the tools firefighters used for extinguishing blazes for years is also a main source of cancer-causing chemicals. Per- and polyfluoroalkyl substances, or PFAS, is a large group of toxic chemicals used in thousands of consumer products — including foams used to fight fires.

The Indiana Class B PFAS Foam Collection Initiative is looking to tackle this problem head-on. With a focus on protecting firefighter safety, state officials will remove and properly dispose of PFAS material from any agency that requests it, for free. The program is a collaboration between the Indiana Department of Homeland Security, or IDHS, and the Indiana Department of Environmental Management, or IDEM.

“The new collection and disposal program allows Indiana to protect Hoosier firefighters and the environment. Minimizing exposure to Class B firefighting foam will have a big impact on the health of firefighters across Indiana,” IDHS officials say.

The annual event allows residents to drop off up to one cubic yard of Household Hazardous Waste like old cleaning supplies, pesticides, wood preservatives, pool chemicals, insecticides, and rechargeable batteries free of charge.

“On arrival, Grants Pass Fire Rescue Battalion Chief established command and began evacuations within 150' in all directions assisted by staff members,” Grants Pass Fire Rescue wrote in a release.

The Hazardous Company on-scene was able to safely remove the materials after consulting with Oregon State Fire Marshals HazMat Team 8.

Several crews with Rural Metro, the Grants Pass Police Department, and the Grants Pass Fire Rescue remained on scene in case a fire was to break out.

“No contact with state agencies was made as there was no release of the materials and it was contained and secured,” the agency wrote.

Southern Oregon Sanitation was closed for the remainder of the day while the Hazardous Company on-scene worked on safely transporting the materials.

Triumvirate Environmental wanted to operate in an existing industrial building at 1680 S. Wolf Road. The site is near the Avalon Sienna neighborhood.

The Massachusetts-based company removes hazardous waste from medical offices, research facilities and other types of businesses, representative Ian Lanza told the village board Monday. It collects drums of potentially dangerous trash in box trucks and then transfers the containers to semitrailer trucks for eventual disposal elsewhere.

Materials at the proposed Wheeling transfer site could've included plastics, chemicals and medical waste, documents indicate. That medical waste could've include viruses and other pathogens.

During Monday's village board meeting, several people who live near the building being eyed for the business -- as well as people from other towns -- expressed concerns about waste poisoning the air, the water supply and a nearby creek.

"Please, choose our safety, our families and our homes over Triumvirate," speaker Jennifer Jones said.

Billionaire philanthropist Michael R. Bloomberg on Sept. 21 unveiled an $85 million campaign to stop more than 120 petrochemical projects in Louisiana, Texas, and the Ohio River Valley. Bloomberg, who is the United Nations special envoy on climate ambition and solutions, says the effort—called Beyond Petrochemicals: People Over Pollution—will also seek stricter regulation of existing petrochemical plants to safeguard public health.
“Petrochemical plants poison our air and water—killing Americans and harming the health of entire communities,” Bloomberg says in a statement. “With many heavily-polluting new projects planned around the US, we’re at a critical moment for stopping them.”
The American Chemistry Council (ACC), which represents major petrochemical manufacturers, describes the campaign as “Bloomberg’s $85 million losing bet against industry.” In a statement, ACC president Chris Jahn encouraged environmental advocates to “join us in maximizing chemistry’s potential to solve the world’s sustainability challenges while continuing to safeguard the communities where we live, work, and play.”

It has been almost three months since a chemical spill in the Flint River prompted the Genesee County Health Department to issue a no-contact order.

Jill Greenberg, a spokesperson for the Michigan Department of Environment, Great Lakes, and Energy (EGLE) says that cleanup efforts are ongoing.

“It’s going to take a while,” Greenberg said. “It’s complicated.”

Greenberg is talking about the status of the investigation into Lockhart Chemical’s Flint River spill that happened in June. Greenberg said clean-up efforts are ongoing.

“We’ve collected 69,000 gallons of waste oil from the site, from Lockhart,” Greenberg said. “And close to 20,000 gallons of waste oil from the outfall going into the river.”

Greenberg also said that there’s a small discharge of waste oil at the outfall.

EPA completed a damage case report (pdf) to improve our understanding of how the drum reconditioner industry operates and document damage case incidents at these facilities that have caused damage to human health and the environment. This report serves to inform domestic policymakers, enforcement officials, and the public about the regulatory and waste issues surrounding drum reconditioning facilities. EPA is planning to engage interested entities on possible approaches to addressing and mitigating these issues.

EPA compiled and analyzed information from publicly available sources on drum reconditioning facilities and their damage cases, which included EPA online databases, public complaints and concerns, newspaper reports, and other governmental agencies reports, including state environmental agencies. The goal of the report is to increase awareness of interested entities of this critical topic. EPA will engage interested entities on ways to tackle these issues, particularly on methods to prevent future damage to human health and the environment from drum reconditioners.

The report's findings indicate an estimated national drum reconditioning universe of 181 facilities with approximately 40 million total drums being processed each year. The data also indicate that approximately 35% of drums are reconditioned using burn-off ovens, and the remaining 65% are reconditioned through washing methods.

Of the total 181 drum reconditioning facilities identified by EPA, 86 had one or more reported damage cases, representing 47.5% of the industry. Damages include fires; drum explosions; hazardous waste spills; improper storage of drums; employee injuries; air, water, or soil contamination; and various combinations of these incidents.

Tests are being carried out at Axil Integrated Services at Cannock Industrial Centre, in Walkmill Lane, Bridgtown, Cannock, after materials in the yard erupted into flames and smoke early on Monday.

The blaze was tackled by more than 40 firefighters, and residents living in nearby properties in Haling Way said they were evacuated from their homes by the emergency services shortly after 6.30am.

Several say they were woken up by popping noises which rapidly escalated into explosions resulting in about 100 aerosol cans landing in the street behind the fenced depot. At least one vehicle was struck and some cans were blown over rooftops into back gardens.

Cannabis growers in the US are under increased scrutiny for straining the electric grid. They have been blamed for water shortages in California and Oregon. They face complaints about the plant’s strong skunk-like odor and potential to lower air quality. The industry also generates a growing amount of waste, including paper and plastic consumer packaging and electronic waste from vaping devices.

But data on energy and water use, air emissions, and waste from the cannabis industry are limited. A small fraction of the US industry is embracing the opportunity to fill those data gaps and address problem areas. A few state regulators are also stepping in to address concerns about air quality and energy use. And academics are relying on bootstrapped funding to conduct energy-efficiency research.
Cannabis is federally illegal in the US, but 19 states and Washington, DC, have legalized it for adult use. Dozens of states have also legalized the medical use of cannabis.
The federal prohibition means that the Department of Energy and other federal agencies can’t fund research to determine how to improve energy efficiency and minimize carbon dioxide emissions at cannabis cultivation facilities. The Environmental Protection Agency is barred from researching cannabis production to determine air-emission factors, which companies use to estimate how much air pollution they produce.

Western Wayne HAZMAT workers first reported the spill Saturday evening to state pollution responders.

The hazmat team traced the spill back to a damaged 55-gallon drum on the property of Wayne Industries on Michigan Avenue in Wayne. It's unclear how many gallons of waste oil spilled from the drum, Johnston said.

"They found an outside storm sewer cover that was covered in waste oil and the spill trail led to this damaged drum," he said.

The company contracted with a cleanup company to remove the pollution, Johnston said. The cleanup work started at 6:30 p.m. Sunday.

Vast amounts of chemical waste were probably dumped into a river on the Polish-German border, Poland's prime minister said Friday, killing tons of fish and creating an ecological disaster that could take years to clean up.

Authorities said 150 Polish troops have been deployed to the 522-mile-long Oder River, which flows through Poland, Germany and the Czech Republic, to launch a cleanup operation. The chemical spill was likely intentional, Prime Minister Mateusz Morawiecki said on a podcast Friday.

"It is likely that enormous amounts of chemical waste have been dumped into the Oder River, and this was done with full awareness of the risks and consequences," Morawiecki said. "We will not let this matter go, we will not rest until the guilty are severely punished."

German water samples from the region revealed elevated levels of mercury, according to local media, but authorities are still investigating the source of the spill. Scientists have speculated that there might be other causes for the mass fish deaths, including climate change. The Polish troops set up a barrier along the river to catch the dead fish, and warned local residents not to bathe in the water or eat fish caught in contaminated parts of the river.

That’s significantly less than the 4,170 pounds initially reported to the city in the immediate wake of the Tribar incident, where a now-former employee which Tribar says was not authorized to be working at the time repeatedly overrode waste treatment alarms for hours the night a 15,000 gallon plating tank was emptied into the city sewer system.

MADISON CO., Miss. (WLBT) - At least six people were injured after suffering severe burns following a Friday morning oil explosion in Madison County.

The incident happened on Virlilia Road near Jubilee Road at the Salt Water Disposal Site.

Madison County Fire Coordinator Minor Norman said the victims suffered burns on at least 50 percent of their bodies, with one person being burned from head to toe. Two people were airlifted to the University of Mississippi Medical Center for treatment.

“There was a huge fireball and they were caught up in it,” he said. “Some were critical.”

The explosion occurred before 8 a.m. Madison County Sheriff’s Department received a call into dispatch around 7:50.

“It was one of the victims of the explosion making the call,” Norman said. “The fire was put under control at 9:02.”

Norman said the cause of the explosion was still under investigation.

The Mississippi Department of Environmental Quality was going out to the site to access the situation.

“We’re not sure what caused it. There were four storage tank facilities, to hold products from oil wells. They [the workers] were in the process of changing out two tanks with new fiberglass tanks. They were getting ready to go into service when the older tank exploded,” Norman said.

“You had some type of petroleum product in it. Because it was a huge fireball, it severely burned six workers.”

The workers were airlifted to seek medical treatment, Madison County spokesman Heath Hall said.

Minor said the explosion occurred in the Kearney Park Fire Department’s response area, but the Gluckstadt Fire Department was the first on the scene.

One year ago, on July 27, 2021, one of the German chemical industry’s worst industrial accidents in recent history occurred at Chempark Leverkusen, north of Cologne. Seven workers died in the explosion of a tank farm for the disposal of chemical waste. The bodies of two workers killed in the accident were recovered immediately. Five were initially considered missing. The seventh fatality was only discovered several days later.

The bereaved families, the wives and children of the workers who lost their lives, have suffered greatly, exacerbated by the fact that the cause of the accident has still not been fully clarified and responsible parties at the company have not been held accountable.

One woman widowed in the previous year’s catastrophe told the Rheinische Post, “I feel a part of me has been amputated.” Her husband was working the early shift the day of the accident. The couple, with a young daughter, had been happy. They had bought a house and had dreams and plans. The disaster at the chemical park operator Correnta plunged them and other families into an abyss.

The question torments those affected as well as workers in the Chempark: how could the disaster have happened, and who is to blame? “I sincerely hope that those responsible are held accountable. Even if it doesn't bring our loved ones back,” the widowed mother told the Rheinische Post. But she is only put off by the company and told that it will still take time. Moreover, her lawyer, she says, had not yet been given access to relevant files.

Chempark, with sites in Leverkusen, Dormagen and Krefeld, is one of the largest chemical parks in Europe. At the end of 2016, around 48,000 people were employed by some 70 companies and service providers located there. These include the Bayer chemical group and many of its spinoffs. Currenta is the company operating the Chempark. The company belonged to Bayer as the Industry Services division until 2007. Bayer held a majority stake in Currenta until three years ago. Then the Australian financial investor Macquarie took over the majority of the company.

The fire marshal’s office along with the United States Air Force 436th Civil Engineer Squadron - Emergency Ordnance Disposal team based out of Dover Air Force Base responded to Assateague shortly after 1 p.m. Tuesday for three suspected military ordnance that washed ashore in an area known as North Ocean Beach.

This is the second incident of military ordnance washing ashore at Assateague in as many weeks.

National Park Service Rangers reported the suspicious devices, per a release.

Ordnance disposal technicians determined the devices, which had been in the ocean for an unknown amount of time needed to be rendered safe in place.

In addition to Tuesday’s cache, additional ordnance which was previously recovered by Rangers was also rendered safe again Wednesday in an unoccupied area north of the Maryland State Park, the release said.

ALPENA, Mich. — Alpena County has approved the removal of hazardous waste from the Fairgrounds.

The Finance Committee voted this morning to remove the waste, which is in the form of 55-gallon drums of paint. Since these were disposed of improperly in the landfill, the county needs to hire an outside company to dispose of the waste. Officials say the only way to dispose of these materials is to make sure they are first completely dry.

“People bring in paint, and that’s considered hazardous material,” Chairman Bill Peterson said. “We had to bring a company in and dispose of it.”

There is no set timetable right now for the removal of the waste.

The environmental performance of England’s water companies is so poor that the Environment Agency (EA) has called for prison sentences for chief executives and board members whose firms are responsible for the worst pollution. It also wants courts to impose much higher fines for serious and deliberate pollution incidents.

The EA’s annual report on England’s nine water companies focuses on treatment of domestic wastewater and sewage. It says the industry has not reduced the number of pollution incidents or increased compliance with conditions for discharging treated wastewater. In total, there were 62 serious incidents in 2021 – the highest since 2013. The worst performers were Southern Water and South West Water.

‘It’s appalling that water companies’ performance on pollution has hit a new low,’ said Emma Howard Boyd, chair of the EA. ‘Water quality won’t improve until companies get a grip on their operational performance. For years people have seen executives and investors handsomely rewarded while the environment pays the price.’

The owner of a Johnson County manufacturing business is accused of knowingly allowing hazardous materials to be dumped into the sewer system in violation of the federal Clean Water Act, according to court records.

A complaint filed Thursday in the U.S. District of Kansas alleges Disposable Instrument Company, based in Lenexa, began bypassing a treatment system for wastewater disposal as early as 2016. It further accuses the company’s president, Brian Chansky, of a criminal offense for violating the law.

A call placed to the business on Friday afternoon seeking comment from Chansky was not immediately returned. An employee said Chansky was out of town and not expected to return until Monday.

According to court documents, Chansky has acted as president of the company since about 2015. Disposable Instrument Company has approximately 15 employees and produces medical and surgical components through a process that uses heavy metals.

Federal prosecutors say the manufacturing process involves parts being washed and then treated with acid and another chemical. Under the approved method, the company was supposed to put water used in the manufacturing process through a three-sectioned tank that included filters and other chemicals before going into the sewer.

BOISE, Idaho — A nuclear waste treatment plant in eastern Idaho designed to treat 900,000 gallons (3.4 million liters) of sodium-bearing, radioactive waste that has had numerous setbacks appears to be making progress, officials said.
The U.S. Department of Energy this week said that the Integrated Waste Treatment Unit at the department’s 890-square-mile (2,300-square-kilometer) site that includes the Idaho National Laboratory recently treated more than 100,000 gallons (380,000 liters) of simulant over seven weeks.
“The plant has operated extremely well during this several-week run,” Bill Kirby of the Idaho Environmental Coalition, an Energy Department contractor, said in a statement. “Our staff has done an outstanding job managing all facets of the facility."
The department plans additional testing and then a shutdown to make sure the plant is ready for radioactive waste. The department said increasing amounts of radioactive waste will be mixed with simulant when the plant is fully operational. The department didn’t give a timeline

MOUNT PLEASANT, S.C. (WCBD) – Governor Henry McMaster announced a multimillion-dollar effort to remove hundreds of thousands of gallons of hazardous materials from the USS Yorktown.

The warship was donated to the state of South Carolina by the U.S. Navy in 1975 to become a museum at Patriots Point in the Charleston harbor. That goal was achieved, but when the ship was donated, toxic waste was left in the tanks of the ship.

Now nearly 50 years later, the tanks will be cleared of all hazardous chemicals.

On Monday, Governor Henry McMaster issued Executive Order 2022-20, which directs the South Carolina Office of Resilience to begin the process of removing hundreds of thousands of gallons of toxic pollutants from the USS Yorktown by commissioning an updated cost study for the project.

“As the outer hull of the USS Yorktown continues to corrode, the chance of an environmental disaster only increases with each passing year,” said Governor Henry McMaster. “This executive order protects Charleston Harbor and the entire Lowcountry from these hazardous materials leaking out of the USS Yorktown and into the harbor.”

Hexabromocyclododecane (HBCD) and similar cyclic brominated flame retardants pose unreasonable risks to human health and the environment, the US Environmental Protection Agency concludes in a revised risk assessment released June 29. HBCD is one of the first 10 chemicals the agency is evaluating under the 2016 revisions to the Toxic Substances Control Act (TSCA). The EPA first finalized the evaluation for HBCD in September 2020, finding risks to workers and the environment. But the agency revamped its process for evaluating the risks of chemicals last year. One of the changes involves determining the risks of a chemical overall—what the agency calls a whole chemical approach—rather than of each particular use. The agency also now assesses exposure to chemicals in air and water, as well as from land disposal, all of which it previously ignored. In addition, the EPA no longer assumes that workers wear personal protective equipment. HBCD has multiple uses, including in building insulation, solder paste, recycled plastics, and automobile parts, according to the EPA. The chemical is persistent, bioaccumulative, and toxic, and it has irreversible health effects, the agency says. The EPA is now moving ahead to manage the risks for specific uses of HBCD.

R. Lakshmi, along with her family, was living on the premises of the SBVK function hall at Bahadurpally and taking care of it. The family hails from Nagireddypet in Kamareddy district and had moved to Hyderabad six months ago for better job prospects.

Police said Lakshmi was trying to open the 25-litre can to clean and use it as a container to get diesel for the generator. It is suspected the paint can was old. A bomb disposal team arrived at the scene at around 11 p.m. and examined the contents. Samples were also sent to a forensic laboratory.
