(AP) — A diesel pipeline in Wyoming owned by a company that’s being sued by federal prosecutors over previous spills in two other states cracked open and released more than 45,000 gallons (205,000 liters) of fuel, state regulators and a company representative disclosed Friday.

Cleanup work is ongoing from the spill that was discovered by the pipeline’s operator on July 27, said Joe Hunter, Emergency Response Coordinator with the Wyoming Department of Environmental Quality. The fuel spilled into sandy soil on private ranchland near the small community of Sussex in eastern Wyoming and did not spread very far, he said.

Contaminated soil was being excavated and placed into a temporary staging area, and it will be spread onto a nearby dirt road where the fuel is expected to largely evaporate, Hunter said.

The line is operated by Bridger Pipeline, a subsidiary of Casper-based True companies, according to an accident report submitted to the U.S. Coast Guard’s National Response Center.]]></description>

Upon arrival, responders recognized the hazard of the leak and requested assistance from the Region 8 Emergency Response Team.  Team members donned their Level A hazmat suites and made entry into the well house. Two compressed cylinders of chlorine gas were turned off and gas levels were monitored to ensure the leak had been terminated. Jackson’s water manager John Ryan blames the leak on a broken valve between the two cylinders. Emergency responders worked for two hours to ensure public and responder safety as the hazard was being mitigated. No area evacuations were required. The Town of Jackson Public Works staff provided critical information for the mitigation crew throughout the event. The Region 8 Response Team consists of 17 multiagency members who receive specialized training for incidents involving hazardous materials or bomb threats.

The Lander Fire Department, responding to reports of a strong gasoline odor, discovered an oily sheen on the Middle Fork of the Popo Agie River near its Main Street underpass immediately downstream of a Maverick gas station on April 2, according to EPA reports.

Volunteer firefighters deployed rigid booms to contain the contaminants and maintained a hazardous materials perimeter until a response team from the EPA arrived from Denver on Apr. 4. As a navigable waterway, active threats to the Middle Fork fall under EPA jurisdiction.

Assistant City Manager Todd Feezer said chlorine was spilled after a staff member accidentally mixed a small amount of acid into the chlorine tanks during a chemical transfer, causing an “unfortunate combination of chemicals.” The evacuation was to allow for the spill to be cleaned and the chlorine fumes to dissipate.

“We’re very grateful that we didn’t have any dangerous exposure to staff or participants or residents of this community,” Feezer said.

Chlorine gas can be dangerous if inhaled. The Laramie Fire Department responded to the scene as both LFD and as a hazmat team through Wyoming Regional Emergency Response Team No. 3. The responders used air quality monitors to test the amount of the toxic chlorine gas still in the Recreation Center’s air.

La Junta Fire and Hazmat crews responded to a chlorine gas release at the La Junta Waste Water Treatment Facility on the east side of La Junta.

This prompted authorities to closed a stretch of Highway 50 from Bradish Ave to Lacey Ave, along with 3rd Street from Lacey to Adams, but those roads are now back open.

La Junta Fire says the leak contained two 150 pound chlorine cylinders, the all clear was given around 6:30 p.m.

University of Wyoming Senior in Geology, Connor Elbert, reacted to the fire, said, “It smelled like burning organic material and I was surprised by the intensity of the aroma.”

Laramie Landfill Supervisor, JR Slingerland, described the efforts in managing the still smoldering pile of material, containing tree and lawn trimmings, manure from ranches and other kinds of green waste, as “a continuous strategy.”

Heavy equipment operators are separating non-burned piles from the largest portion of the site and increasing the burn rate by continuing to stir the pile.

The blaze erupted when a sulphur mound caught fire at a recycling plant in the city of Worland on Friday.

Hypnotic video uploaded by Worland Volunteer Fire Department shows mini “firenadoes” swirling through the air as crews worked to safely stamp out the flames.

“This is a type of fire that is not common but needs to be addressed and dealt with safely and quickly,” Worland Volunteer Fire Department said.

Burning sulphur creates sulphur dioxide, a hazardous gas with a strong odour, which can turn into a sulphurous acid with the addition of water.

Local fire crews said the fire was burning in a “bowl shape”, allowing all runoff to be collected in the fire area.

    <dc:creator>dchas</dc:creator><description><![CDATA[EVANSTON — Several improvised chemical pressure bombs were found in and around an abandoned vehicle near Evanston on Friday, June 9, requiring assistance from the Sweetwater County Bomb Squad in order for the scene to be declared safe.

According to the Uinta County Sheriff’s Office, the vehicle was reported after a man noticed it near a stock pond on his land about a mile north of County Road 108 (the landfill road), a week earlier.

Deputies investigated the scene and found one bomb in the vehicle and three others in the area, all of which were detonated by the bomb squad. One bomb had exploded and damaged the car, which the Sheriff’s Office said appeared to be of little value.

Sheriff Doug Matthews said they don’t have a lot of information, but his office is conducting an investigation. He said they think it was probably some kids just messing around.

Custom Chemical Solutions owner Ryan Roemmich reported the fire on McNeil Lane off the Greybull Highway about 5:15 p.m. As of Wednesday morning he was not yet sure what set off the blaze. An investigation is underway; however, Cody Fire Department personnel were unavailable at press time to provide further details.

Chemical Solutions customizes portable secondary containment berms for oil fields throughout the Rocky Mountain Region. Roemmich and four employees were outside when the fire started. He said they had been putting traction (an adhesive with ground-up rubber) on containments inside the shop and it’s possible either a lit cigarette outside the building or a spark released by the radiant heater inside ignited the flammable adhesive.

No one was hurt, and the fire did not spread to Ryan and Katie Roemmich’s nearby house. While damage was contained to the shop, the loss is significant.

For the college, that training involved evacuating the NWC Math and Science Building and emergency communications.

For local police and firefighters, the Cody Bomb Squad and the Wyoming Region 6 Emergency Response Team (based in Worland), the training provided a valuable practice in emergency response and safety skills.

NWC classes weren’t in session on Jan. 7.

Jay Dickerson, assistant professor of biology at NWC, said he found an old bottle of picric acid in a chemical storage area in Room 232 in the Math and Science Building.

“I was the discoverer,” Dickerson said. “Mike was the one to realize how dangerous it was.”

Dickerson was referring to Michael Cuddy, assistant professor of chemistry, who also serves as the NWC faculty safety officer.

“He was telling me a story about how they found it at (another college lab), and my eyes got real big,” Dickerson said. “I didn’t let him finish the story; I just dragged him over and said, ‘That’s what this is, isn’t it?’”

The Cody Recreation Center reopened to the public Friday afternoon after a chemical smell forced the evacuation of the facility late Thursday..

Just after 4 PM Thursday, some patrons at the center experienced breathing difficulties after a chemical odor was detected n the pool areas.  

Staff members immediately evacuated the pool areas and alerted authorities.

Cody police, fire and ambulance crews responded to the facility, with fire crews working to ventilate the center throughout the night..

Recreation Center officials said a preliminary investigation determined there was a ventilation challenge within the mechanical room during a routine cleaning process.

The incident continues to be investigated, but officials said there were no suspicious circumstances.]]></description>

Wyoming Department of Workforce Services spokeswoman Hayley McKee said Friday three men ages 28, 29 and 40 are being treated at the Western States Burn Center at the North Colorado Medical Center in Greeley, Colorado.

McKee says the flash fire happened during work on a compressor system.

Dyno Nobel officials, including company safety representative Eric Smith, did not return messages Friday seeking comment.

Laramie County Fire District 1 Chief Darrick Mittlestadt says firefighters got the call about the fire at the Dyno Nobel plant around 9:30 a.m. Thursday.

He says the company fire brigade at the plant a couple miles west of Cheyenne had the fire under control by the time county firefighters arrived.

Mittlestadt says two people were taken by ambulance to a hospital. The identities and conditions of the victims weren't immediately available.

Messages left at Dyno Nobel weren't immediately returned.

Dyno Nobel Inc. is a supplier of industrial explosives for mining and other industries. A worker at the plant in November was hospitalized after he inhaled ammonia gas through a malfunctioning respirator.]]></description>

The fire has shrunk considerably since the blast and workers at the Tulsa, Oklahoma-based Williams Partners facility were allowing the blaze to burn to consume remaining gases, according to a company spokesman.

“It’s completely under our control. It’s not damaging any equipment,” said the spokesman, George Angerbauer. “We have personnel on site who are assessing the rest of the facility to determine operability and what it will take to get us back up and running.”]]></description>

Officials have shut off gas to the plant but continued to wait Friday for remaining gas to burn off.

Nobody was hurt in Wednesday's blast and ensuing fire at the Williams Energy facility. The explosion prompted officials to evacuate the 95 or so residents of nearby Opal.

Local officials allowed residents to return home beginning Thursday.

Lincoln County spokesman Stephen Malik said Friday emergency officials continue to watch for any dangers to nearby residents.

The gas plant processed almost a billion cubic feet of gas per day. The gas went by pipeline to the West Coast and as far east as Ohio.

“There was an obvious explosion as the 30′x30′ compressor station’s windows and a large overhead door were all blown out, there was extensive damage inside the building but structurally, the building is still standing,” said Fremont County Fire Protection District Trainer Dan Oakley.
Oakley also said someone “presumably the man burned in the fire,” had attempted to use a dry chemical fire extinguisher to put out the fire. “There was evidence that a fire extinguisher had been used inside the building.”
Oakley said the fire persisted from a pressurized natural gas line, and after the gas had been turned off by workers, county fire personnel went in to “cool off the regular combustibles” inside the structure.
The fire occurred in Legacy’s North Alkali field, which sits about three to four miles east of the Sand Draw Road “at the corrals,” Oakley said.
Devon Energy Riverton Manager Bill Skelton said several personnel from Devon’s Sand Draw location rushed to the scene to assist Legacy personnel after the explosion.

The fire early Sunday happened at the coal unloading area at the Laramie River Station plant, Basin Electric Power Cooperative said in a release Monday.

The three workers were hurt trying to put out the fire. All three were treated at Platte County Memorial Hospital in Wheatland.

One worker was flown to the North Colorado Medical Center Western States Burn Center in Greeley, Colo., and remained there Monday. The others were released but scheduled for follow-up treatment at the burn center Monday.

Basin Electric spokesman Daryl Hill said he didn’t know the conditions of the three employees. The utility did not release their names.

A fire broke out at the same coal-fired power plant last Tuesday. Nobody was hurt in that fire, which firefighters put out within a few hours.

According to investigators there was a small explosion in the home due to the manufacturing of illegal mortar-style fireworks in the garage. Two to three of these types of fireworks were discovered during a search warrant. The fireworks were dismantled and seized. 

Two men were arrested for manufacturing illegal fireworks, which is a felony if convicted. Their names have not been released.

    <dc:creator>dchas</dc:creator><description><![CDATA[Two people suffered minor burns Wednesday afternoon when one or more oil tanks reportedly caught fire off of Muskrat Road east of Riverton.
County fire officials said the injured people were energy company employees who had been working near the storage tanks when the fire broke out just before 2 p.m. Wednesday.
"They did receive some very minor burn injuries, flash burn injuries," Fremont County Fire Protection District deputy chief Dan Oakley said Thursday, adding that the men were treated on scene by emergency medical personnel.
Oakley said about 500 barrels of oil burned in the blaze, which witnesses said could be seen from downtown Riverton. A fire that size is too big to be extinguished using local resources, so Oakley said his team monitored the flames to make sure the fire did not spread outside of the energy company's safety barriers.
"Those fires require a whole lot more water than we have available out there," Oakley said. "We watch until it burns the product enough that the company is comfortable with us leaving."]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[CASPER, Wyo. — A Wednesday morning flash fire burned four contractors working on maintenance at the ConocoPhillips Lost Cabin natural gas processing plant in central Wyoming, the company said.

Three workers were so badly burned at the plant near Lysite that they were flown from the site by helicopter for medical care.

Two workers were taken to Wyoming Medical Center in Casper and one to a Greeley, Colo., burn center, said Capt. Ryan Lee of the Fremont County Sheriff's Office. An ambulance took the fourth worker to Riverton Memorial Hospital, he said.

The fire took place at 8:30 a.m. and was "immediately extinguished," ConocoPhillips spokeswoman Davy Kong said in an email.

The plant didn't release gas and no one in the local community was evacuated, she said. All of the plant's personnel were accounted for, and the plant was evacuated except for critical response personnel.]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[CASPER, Wyo. — Two workers at the Sinclair refinery near Rawlins were injured in a late-night fire on Friday, a Sinclair spokesman said.

One worker was treated and immediately released from a hospital while the other was treated but not released until Monday. Sinclair didn’t reveal the names of the workers.

Carbon County Memorial Hospital in Rawlins, which likely treated both workers, didn’t immediately respond to an information request.

The “brief fire” occurred at 11 p.m. Friday during start-up of a pump in the refinery’s alkylation unit, Sinclair spokesman Clint Ensign said in an email Tuesday.

Damage was limited to the pump and the refinery is currently operating, he said.

A spokeswoman for the Wyoming Occupational and Safety Health Administration didn’t respond to a request for comment Tuesday.

The fire was the refinery’s second in less than a month, and the latest in a long string of safety and environmental problems at the refinery.

A May 8 flash fire in the refinery’s gas recovery unit burned four workers, three severely.]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[CHEYENNE, Wyo. — A fire with flames 100 to 200 feet high erupted Friday at an oil well east of Cheyenne owned by SM Energy.

The fire at 1781 County Road 136 started in an oil treater containing 20 to 250 gallons of an oil and water mixture, Laramie County Fire District 2 spokesman Lew Simpson said. The treater overflowed and was ignited.

An oil treater removes sediment and water from crude oil before it is transported to refineries.

"It ignited, and it was threatening about 42,000 gallons of other oil fuel stored nearby," Simpson said. "We managed to control it — we shut off the fuel to the fire."

About 60 firefighters responded to the scene from several agencies, including six Laramie County fire districts, the Torrington Fire Department and F.E. Warren Air Force Base. Firefighters from the local Frontier Oil refinery also helped out.

The fire was extinguished in about an hour. No injuries were reported.]]></description>

A small fire from a chemical reaction caused the incident that investigators describe as accidental. One student was treated and released with a chemical burn.

Natrona County Fire Investigator Dave Baker, says they got the call around 9am

“There was smoke in the hallway and in one of the class rooms. Upon interior examination they found an area in the chemistry lab where there as a small fire, but the fire had actually burned itself out.”

Baker says there was no structure damage and the fire was isolated to a counter top. He declined to release any more details about the chemicals involved until the investigation is complete, but he did say it was an experiment they’d done many times before without incident.

No explosion or chemical release accompanied the fire.

The incident occurred just after 9am.  First responders isolated the area and classes were sent home for the day.

    <dc:creator>dchas</dc:creator><description><![CDATA[GLENROCK, Wyo. (AP) More than 60 residents have evacuated their homes after a natural gas leak at an oil well being drilled into the Niobrara (NYE'-oh-BRER'-uh) formation in Wyoming.

Natural gas has been spewing into the air from the oil well since Tuesday. Witnesses told television station KCWY-TV that the roar of escaping gas could be heard six miles away.

The town of Douglas is not threatened, since it is about 10 miles northeast. Well operator Chesapeake Energy says air samples are normal but the company asked about 80 residents who live within 2.5 miles to voluntarily evacuate.

Chesapeake officials say they are working with contractors to bring the well under control.

In a media release, Sweetwater County Sheriff Rich Haskell said witnesses at the oil field company shop in Jamestown where the mishap occurred told deputies that Larry Bingham, 48, was apparently using a cutting torch in proximity to a barrel marked “Methanol” when the explosion occurred.
Bingham ran from the shop, then drove himself to his residence in Green River, where deputies and emergency medical technicians found him.
He was taken to Memorial Hospital of Sweetwater County in Rock Springs by ambulance, then flown to the Western States Burn Center in Greeley, Colo., with second-degree burns to both legs and a possible broken arm.]]></description>

An explosive ordnance disposal team and fire/hazardous material experts responded to the building at on West 22nd Street at 2 p.m. Monday when a gallon container of crystallized picric acid was discovered in the State Crime Lab. It was thought to be highly explosive, and several downtown buildings were evacuated.

The fire was reported about 10:30 a.m. Tuesday.

Plant manager Randy Pitts says the Green River Fire Department, with help from two other soda ash companies, extinguished the fire after about 90 minutes with no injuries reported.

Pitts said a portion of the facility's mining operations had been shut down until repairs can be completed.]]></description>
