    <dc:creator>dchas</dc:creator><description><![CDATA[LINCOLN, Neb. (KLKN) – While we all know the heat is dangerous if we’re out in it too long, you might not realize how risky it is for the batteries powering your devices.

Lincoln Fire & Rescue is getting the word out after responding to a pickup truck fire earlier this week.

After an investigation, officials believe lithium batteries caused the fire.

They say a battery-powered rangefinder was stashed in a golf bag in the bed of the pickup, which was sitting in the sun for several hours.

Inspector Brad Hasenjeager suspects that heat continued to build up inside the bag, and eventually, the batteries ignited.

LFR spokeswoman MJ Lierman said devices powered by lithium batteries are more likely to ignite, especially if they’re old or damaged.

“The lithium batteries are particularly the ones we’re concerned about,” she said. “It is a problem that’s becoming more and more aware as the batteries get older, and people are not keeping up with the maintenance. If they get damaged, they’re really more likely to have problems.”

Hasenjeager said battery fires can be especially dangerous because they’re technically chemical fires.

He said they’re harder to put out and can burn at over 3,000 degrees, which can ignite items that wouldn’t normally burn.

Earlier this year, Forbes reported that these batteries are overheating on aircraft nearly every single week.]]></description>

However, a CBS News investigation found hazmat road accidents in the U.S. have more than doubled in the past decade.

Over the last 10 years, the number of big rig accidents involving hazardous materials has increased by 155%. According to data from the Pipeline and Hazardous Materials Safety Administration (PHMSA), in the last decade, there have been 52 fatalities and 160 injuries due to hazmat incidents involving tractor-trailers in transit.

With Philly's dense population, parts of I-95 are among the busiest stretches of highway in the country.

 "We don't recognize that driving down these roads, we're driving next to one the most dangerous things that can be produced," Timothy Boyce, the head of emergency management in Delaware County, said last month. "If you're cutting off a truck or tailgating, or you think you want to challenge that truck, think of the consequences you may have for your family and others."

According to PHMSA data, hazardous materials such as nitric acid, sodium chlorate, batteries, and compressed gas have led to 17 Philadelphia highway fires – about one every three years – since 1974. Just five of those have happened since 1997, and Sunday's incident was the city's first highway fire caused by gasoline since 1984. 

Drivers are found to be at fault in nearly one in five hazmat crashes. A variety of safety technology is available, such as cameras, lane assistance, rollover prevention, and automatic braking. It's not known how many smaller trucking companies can afford measures like these, and a CBS News investigation found there's no federal mandate for companies to put them in place despite NTSB recommendations.]]></description>

However, as 11 News Anchor Matt Kroschel learned when asking how HAZMAT crews prepare for rail accidents, first responders usually don’t learn what’s on board these trains until after a potential rail incident occurs.

“We rarely get notified about particular chemicals that are coming through the city,” John Roy with the Colorado Springs Fire Department said.

If an incident were to occur in a five-county area surrounding Colorado Springs, the city’s HAZMAT team would be some of the first to respond. These teams train for situations like this, but under current law, they’re acting at a disadvantage when they occur.

“We are running through these scenarios every single day,” Roy said. “We pick a random chemical and we say, ‘how would we plan for this sort of event?’”

Since the State Termination Act of the mid ‘90s, federal law abolished the Interstate Commerce Commission. With it, a lot of the oversight went away, and under current law, railroads are not required to provide a heads up of what’s on board a train at any given time. Both HAZMAT crews and state regulators cannot tell at any one point what’s loaded on board these trains, and they say that that information would make preparing for potential incidents a lot easier.

Since then, legislators and industry leaders have emphasized the need for more hazmat training among local emergency responders -- the same kind of training that was on display earlier this month in New Jersey, where trains range from passenger rail to freight, carrying chemicals like chlorine and propane.

A captain at the Allendale Fire Department had requested a training session earlier this year on how emergency responders should react to a situation involving hazardous materials in transportation to ensure that the community's responders knew how to deal with an event involving hazmat.

The after-action report by the Pima County Emergency Management Office, released to the public on Friday, assessed strengths and weaknesses in agencies’ response to the hazardous material spill.

On Feb. 14, truck driver Ricky Immel, 54, was driving near Kolb Road on I-10 when he slowly veered off the road and onto the median, where the uneven ground caused the truck to roll onto its left side. Containers carrying about 18,200 kilograms of nitric acid ruptured in the crash, causing the Arizona Department of Public Safety to shut down both directions of the interstate and tell residents and other people in the area to shelter in place.

Immel died in the crash. He had a blood alcohol level nearly eight times above the state’s legal limit, the county medical examiner found.

With the help of the Tucson Fire Department and DPS, the county Emergency Management Office conducted a survey and held two debriefing sessions to discuss what went well and what could have gone better. The first session was for first responders, and the second session included community stakeholders and support agencies, the report said.

    <dc:creator>dchas</dc:creator><description><![CDATA[North American freight rail companies aren’t interested in improving safety because it costs too much, according to one American-born expert now teaching in Denmark. “Rail safety in North America is pretty bad, to be honest,” says Steve Harrod, “it's very bad by European standards and it has been really bad for a long time.”

Harrod is an associate professor at Technical University of Denmark in the DTU Engineering Technology department. He focuses on transportation management, science, and analysis with a specialization in railway management and technology.

“The fundamental technology of North American freight trains needs to be changed,” explains Harrod. “It's a really tough statement to make, because one of the great successes of North American freight transport is the very low price, the very economical movement of freight by rail in North America.”

That economical advantage can’t be understated according to Harrod, who notes how much more profitable rail companies are in North America compared to Europe. He says typically a North American rail company generates $1 of profit for every $2 in revenue which is “incomprehensible” for European companies to have that level of profit, “it just doesn’t exist.”

Harrod highlights three distinct differences between Europe’s freight rail system and North America’s that make Europe safer: Train length, coupling systems, and approach to hazardous materials.

Hazardous materials

The dangers of hazardous materials transported by rail are on the minds of many American lawmakers after the fiery derailment of a Norfolk Southern freight train on February 3. Earlier this week, the company’s CEO, Alan Shaw, apologized to Ohio lawmakers for the accident that saw toxic chemicals spill and burn in East Palestine, Ohio. The chemicals included vinyl chloride, butyl acrylate and isobutylene. Shaw expressed support for some newly proposed safety measures, while resisting others.

Harrod says accidents involving toxic chemicals and other hazardous materials are very rare in Europe because they are typically transported by sea and not rail. But in North America there is “a lot of over the land shipment of hazardous material,” says Harrod.

“In America you are shipping petroleum from North Dakota to New Jersey and to New Orleans. And then you're shipping it to the chemical coast…then you're making chlorine and plastics and all kinds of crazy stuff. And then you're shipping it from Texas and New Orleans to Ohio and to New York and Pennsylvania.”

Muskingum County Emergency Management Agency Director Jeff Jadwin said when the trailer carrying liquid fertilizer dropped into the ditch, the tank carrying the chemical cracked, allowing approximately 200 gallons to leak into the ditch approximately 100 yards from a tributary of Meigs Creek.

“The people that own the farm here called 9-1-1 because they started seeing dead fish on the surface of the water,” Jadwin said. “So there was an immediate response from the fire department, our office, Ohio EPA, Ohio Department of Natural Resources wildlife. So we were all here for quite a while dealing with this issue.”

The contamination appeared to be limited to approximately 600 yards downstream and Zemba Brothers has been tasked with handling the cleanup efforts.

“The fertilizer is putting ammonia in the water, which is higher than what is normal,” Jadwin said. “So we’re constantly testing that. We’re trying to inject air into the water to try to free up the ammonia. The other options are, which we’ve been doing some of, is to spray it out on the ground. But a veterinarian decided that wasn’t the best decision even though that’s what the EPA suggested.”]]></description>

The investigators' symptoms included sore throats, headaches, coughing and nausea — consistent with what some residents experienced after the Feb. 3 train derailment that released a cocktail of hazardous chemicals into the air, water and soil.

The lawsuit filed in the US district court in Ohio on behalf of the Environmental Protection Agency (EPA) seeks penalties and injunctive relief for the unlawful discharge of pollutants under the Clean Water Act and an order addressing liability for past and future costs.

Meanwhile, it emerged that a team of government officials became sick while investigating the health effects of the toxic train derailment, when they visited the Ohio site earlier this month, the US Centers for Disease Control and Prevention (CDC) told CNN.

The derailment of 38 cars including 11 carrying hazardous materials in the village of East Palestine caused cars carrying toxic vinyl chloride and other hazardous chemicals to spill and catch fire.

“With this complaint, the Justice Department and the EPA are acting to pursue justice for the residents of East Palestine and ensure that Norfolk Southern carries the financial burden for the harm it has caused and continues to inflict on the community,” the US attorney general, Merrick Garland,said on Friday.

EPA in February issued an order requiring Norfolk Southern to develop plans to address contamination and pay EPA’s response costs.

The EPA administrator, Michael Regan, said the suit will help “ensure Norfolk Southern cleans up the mess they made and pays for the damage they have inflicted as we work to ensure this community can feel safe at home again”.

The railroad did not immediately comment on the lawsuit.

Norfolk Southern’s CEO, Alan Shaw, told lawmakers last week that the railroad is “committed” to paying for cleanup costs and addressing potential long-term health issues and home value impacts from the derailment.

Shaw said the railroad will work with the community on programs to protect drinking water over the long term.

No deaths or injuries were reported after the incident but since the derailment, some of East Palestine’s 4,700 residents have reported ailments such as rashes and breathing difficulties, and some fear long-term health effects.

The investigators experienced sore throats, headaches, coughing and nausea, the sort of symptoms that residents in the East Palestine area were experiencing after the derailment and the controlled burn of toxic chemicals from five rail cars that followed as authorities sought to stave off the risk of the train exploding.

Fourteen Fire and Rescue NSW trucks attended the Mathewson St address after the fire spread from the garage. Authorities said all residents were able to escape the property unharmed. It's not known how many people were home at the time.

Faulty lithium-ion battery to blame for house fire

Fire investigators believe a faulty lithium-ion battery on the bike exploded, causing the fire, which badly damaged the home and destroyed a vehicle in the garage.

"Hazardous Materials (HAZMAT) firefighters have removed several other lithium-ion batteries from the scene, concerned they've been compromised by fire and are at risk of igniting and/or exploding," NSW Fire and Rescue (FRNSW) said on Monday.

A fire crew remained at the scene overnight to prevent re-ignition. The e-bike battery was secured and immersed in water by firefighters.]]></description>

LCSO also said during a press conference that there were calls about some people having eye and ear irritation issues in the area.

LCSO spokesperson added that TEMA crews were working to relieve pressure in the truck, which was caused by the liquid leaking from the truck turning into a gas when it came into contact with air.

Rural Metro Battalion Chief Ken Tuggle said that the leak came from a container of peroxyacetic acid. According to the LCSO spokesperson, “the leak did not pose a risk of harm to the public.”]]></description>

On Market Street, the main commercial road in town, it smells of doughnuts and McDonald’s and exhaust. It’s only when the wind picks up, or you walk toward the western edge of town, that you can catch a whiff of the chemicals.

Some say they smell like nail polish remover or super glue. To me, the odor was sweet, like a cheap fruity air freshener, with a bitter aftertaste.

It has been over a month since a large train derailed here, sending up flames taller than buildings and spewing more than 100,000 gallons of toxic chemicals into the environment. Federal and local officials have been trying to clean up the mess. And for weeks, they’ve been assuring residents that the air and water are safe, according to monitoring. It won’t put the health of residents at risk, health officials have repeatedly said.

Yet for many of them, East Palestine, a village of roughly 4,700 people, still doesn’t feel safe at all.

You can’t blame them. In some parts of town, the scent of chemicals still hangs in the air. You can see pollution in the streams, which appears as an iridescent sheen on the water’s surface. Independent analyses complicate the scientific side of the story. Meanwhile, a large number of people have been complaining of headaches, coughing, and other symptoms in the wake of the derailment. This has many residents asking: How can East Palestine really be safe?

The National Transportation Safety Board said the probe encompasses multiple incidents and three deaths since December 2021, including the toxic East Palestine derailment and the employee killed earlier today. In addition to the incidents it is already investigating, as part of the probe, investigators will also look into an October 28 derailment in Sandusky, Ohio.

“The NTSB is concerned that several organizational factors may be involved in the accidents, including safety culture,” the board said in a statement. “The NTSB will conduct an in-depth investigation into the safety practices and culture of the company. At the same time, the company should not wait to improve safety and the NTSB urges it to do so immediately.”

Norfolk Southern’s CEO, Alan Shaw, is scheduled to testify before a Senate committee on Thursday.

“Emergency responders’ timely access to accurate train-consist information is crucial to understanding hazards present in a derailment and other incidents involving a train transporting hazmat,” according to the advisory, which asked railroads to review emergency responders’ access to the app, known as AskRail. 

The 149-car train that derailed in the Feb. 3 incident had 19 cars carrying flammable gases and liquids, corrosives and other environmentally hazardous substances, according to PHMSA. Among them was vinyl chloride — considered a carcinogen — as well as ethylhexyl acrylate and isobutylene, according to the Environmental Protection Agency. Eleven of those hazardous-materials cars derailed, the NTSB has said.

More than 700 tons of contaminated soil and nearly two million gallons of liquid have been collected from the derailment site, Ohio officials say, with much more left to clean up under the order of the Environmental Protection Agency.

The effort to remove vast amounts of contaminated soil and water from the small town in eastern Ohio has involved at least seven different licensed hazardous waste disposal facilities across four states: Ohio, Indiana, Michigan and Texas.

The tangle became even more complicated when the EPA enacted a one-day pause on Norfolk Southern's removal operations last weekend after officials in Texas and Michigan raised concerns about East Palestine waste coming to disposal facilities in their states.

"Why are these materials not being taken somewhere closer? Is there something these jurisdictions know that we don't know?" said Judge Lina Hidalgo, the top elected official of Harris County, Texas, after news broke last week that 30 truckloads of contaminated firefighting water were arriving each day to Deer Park, a suburb of Houston.

Afterward, officials announced several new disposal sites for the East Palestine waste, including a landfill in Indiana — which prompted objection from yet another state official, Indiana Gov. Eric Holcomb. "The materials should go to the nearest facilities, not move from the far eastern side of Ohio to the far western side of Indiana," he said.

Hidalgo explained and defended her evolving messaging Wednesday during an interview on Houston Matters with Craig Cohen, who asked the county's chief executive if she had initially overreacted. Hidalgo said she had "no regrets" and that her job is to "be prepared for the worst and hope for the best."
"There's this international level disaster of this derailment and the subsequent fire and plume and people being sick. All of a sudden, we learn that these materials are coming to our community," Hidalgo said. "... We have to be real about what's happening. This is something everyone's been seeing on TV, that is really scary, and I don't feel comfortable just letting it come in and then our community being none the wiser about it. So I'm glad that we took a moment to evaluate what was going on."
Citing the EPA, Hidalgo said Tuesday the shipments are 99.9 percent water. The rest is about 910 parts per billion of vinyl chloride and 11,000 parts per million of sediment, with the remainder being oil and diesel fuel, she said.]]></description>

But such accidents are happening with striking regularity. A Guardian analysis of data collected by the Environmental Protection Agency (EPA) and by non-profit groups that track chemical accidents in the US shows that accidental releases – be they through train derailments, truck crashes, pipeline ruptures or industrial plant leaks and spills – are happening consistently across the country.

By one estimate these incidents are occurring, on average, every two days.

“These kinds of hidden disasters happen far too frequently,” Mathy Stanislaus, who served as assistant administrator of the EPA’s office of land and emergency management during the Obama administration, told the Guardian. Stanislaus led programs focused on the cleanup of contaminated hazardous waste sites, chemical plant safety, oil spill prevention and emergency response.

In the first seven weeks of 2023 alone, there were more than 30 incidents recorded by the Coalition to Prevent Chemical Disasters, roughly one every day and a half. Last year the coalition recorded 188, up from 177 in 2021. The group has tallied more than 470 incidents since it started counting in April 2020.

The incidents logged by the coalition range widely in severity but each involves the accidental release of chemicals deemed to pose potential threats to human and environmental health.]]></description>

The derailment occurred just before 9 p.m. on Feb. 3, when an overheated wheel bearing caused the nearly 150-car train to decelerate before an automatic breaking system took effect. Around 50 cars derailed, 11 of which contained hazardous chemicals, including several carrying vinyl chloride, which is highly toxic.


In addition to the damage done at the actual derailment site, the spilling and burning off of toxic chemicals resulted in forced evacuations for local residents who now face valid health concerns from hazardous materials in the air, soil and ground water.

According to a Thursday news release from Ohio Governor Mike DeWine's office, rail company Norfolk Southern has brought in dump trucks to haul away contaminated dirt from under and around the train tracks in the affected area.

At this time, Norfolk Southern intends to move the toxic material to U.S. Ecology Wayne Disposal, which is a licensed hazardous waste disposal facility in Belleville -- located just northwest of the Belleville Rest Area off of westbound I-94.

On Friday, U.S. Representative Debbie Dingell put out a statement claiming that Ohio officials had not notified local lawmakers of the move.

"We were not given a heads up on this reported action," Dingell said in the news release. "Our priority is to always keep the people we represent safe."

Texas Molecular is the private company that is handling the disposal. The liquid is described as firefighting water, which is a mix of water, chemicals and, according to the company, small amounts of the chemical vinyl chloride. This is runoff water from fighting the massive fire.

The concern over this spill is vinyl chloride is a carcinogen, meaning it can cause cancer and is extremely bad for the environment.

Thirty trucks are coming daily, and so far, Texas Molecular has received half a million gallons of water. It'll receive 1.5 million more gallons for a total of 2 million gallons.

The process being used to dispose of the water is called deep well injection.

A hole is drilled thousands of feet below the earth's surface and the chemical waste is injected into the ground. This is a pretty standard procedure in the industry, but Hidalgo says she still has questions.

"We've learned from Texas Molecular that they're getting this water from trucks. It's possible by the experts that the water is first taken by rail and then by truck for the last leg. The fact that we don't know may make no difference, but we need to know," Hidalgo said.

Rail workers say the mantra in today’s world is to do more with less. They say across the country, the way rail systems operate right now is a danger to communities nationwide.

Current and retired railroad workers alike are speaking out, putting a spotlight on a problem with the way the railroad system operates.

“Railroading is a complex system, and it takes a lot of people to do and they’re just gonna have to spend money on it or this problem will happen again,” railroad worker Jeff Kurtz said.
Many railroads have turned to precision-schedule railroading (PSR). It’s a strategy that’s meant to increase efficiency and cut costs.

A report from the Government Accountability Office shows that interviews with stakeholders who associated PSR with less staff and longer trains. But the report also notes that according to Surface Transportation Board officials, the extent to which PSR-related changes have impacted freight rail service is unclear.

Many also express frustration in accessing the information underlying assurances from the US Environmental Protection Agency and the railroad, Norfolk Southern, that residents could return to their homes 6 days after the accident.
The EPA, meanwhile, has published a more comprehensive list of the chemicals the train was carrying than was available in the week after the Feb. 3 derailment. In addition to vinyl chloride, the focus of initial concern, ethylhexyl acrylate, ethylene glycol monobutyl ether, butyl acrylate, and isobutylene—all hazardous chemicals—were released and found in water samples taken from the Ohio River, a major source of drinking water.
Scientists and residents welcome the additional information but agree that it raises questions about whether initial air monitoring checked for chemicals of most concern.
Peter DeCarlo, an associate professor in the department of environmental health and engineering at the Johns Hopkins Whiting School of Engineering, says it is apparent from details released by the EPA that testing before the lifting of the evacuation order in East Palestine was done with handheld monitors that provide real-time measurements of volatile organic compounds as a class. Such monitors can provide false negative readings, says DeCarlo, who studies air pollution.
“Part of the problem is that the monitors are not sensitive enough to measure the low concentrations needed for understanding health impact,” he says. “And they are not measuring for specific chemicals. DeCarlo says aerial testing undertaken by the EPA on Feb. 7, the day after a controlled release and burn of vinyl chloride in five railcars, provided more useful information by mapping out downwind chemical plumes. But most of the air monitoring data he has seen is from tests performed on the ground in East Palestine, he says.

The effort to create a new safety rule was fought by industry lobbyists, including Norfolk Southern Corp., the Atlanta-based company whose train derailed in eastern Ohio and spilled chemicals earlier this month, leaving residents in East Palestine worried about their air, soil and water quality.

When the safety rule was issued in 2015, however, it was narrowly crafted and required only  electronically controlled brakes – which applies braking simultaneously across a train rather than railcar by railcar over a span of seconds – to be installed by 2023. It applied only to certain “high-hazard flammable trains” carrying at least 20 consecutive loaded cars filled with liquids like crude oil.

The Trump administration repealed the rule three years later, stating that its cost exceeded the benefits. 


Efforts to reduce costs including lobbying against costly regulation, increasing train lengths, reduced inspection times and major cuts to the railroad workforce have made trains less safe, labor representatives and industry experts told USA TODAY, increasing the potential for accidents like the one in Ohio to become more common.]]></description>

According to a Facebook post from Boise Fire Department, the Region 4 team was requested to respond to a propane trailer that was involved in a wreck. When crews arrived, liquid propane was leaking from the rear of the trailer, and a 5-mile evacuation radius was established.

After staying on location for 2.5 days and flaring for 24 hours, Boise Fire HazMat was able to flare off the propane from the trailer.

The railroad industry is generally regarded as the safest option for most goods and federal data show accidents involving hazardous materials are exceedingly rare. But with rails crossing through the heart of nearly every city and town nationwide, even one hazardous materials accident could be disastrous, especially in a populated area.

Rail unions believe the industry has gotten riskier in recent years after widespread job cuts left workers spread thin.

“It raises all kinds of questions,” Ohio Gov. Mike DeWine told “Fox & Friends” this week when he was asked whether hazardous materials are too dangerous to transport by rail.

“We’ve seen it up close and personal the last few days,” DeWine said. “This is a big, big deal.”

About half of the 4,800 residents in the eastern Ohio town of East Palestine and those in the surrounding area, including parts of Pennsylvania, had to evacuate as officials monitored air and water quality following a controlled burn of chemicals released from damaged tank cars. The evacuation order was lifted Wednesday after the air was deemed safe.

“I’m scared to go back home, " resident Brittany Dailey had said Monday. “I’m eventually going to have to go back, but it makes me want to sell my house and move at this point.”

Ian Jefferies, head of the Association of American Railroads trade group, said 99.9% of all hazardous materials shipments reach their destinations safely.

About 50 cars derailed in a fiery crash on Feb. 3 in East Palestine, Ohio. Residents were ordered to evacuate when authorities decided to release and burn five tankers filled with vinyl chloride, sending hydrogen chloride and the toxic gas phosgene into the air.

Residents have since been able to return to their homes after officials deemed the air safe, but the derailment also brought up concerns about water.

Officials confirmed there is no detection of vinyl chloride, but "low levels" of butyl acrylate did spill into the Ohio River.

Since that's where Louisville and southern Indiana get their drinking water, do residents have anything to be concerned about?

According to Louisville Water, no.

Louisville Water officials said Monday that soon after the spill, their scientists started looking at how they'd detect the chemical and how they'd handle it in the treatment process.

The U.S. Environmental Protection Agency sent a letter to Norfolk Southern stating that ethylene glycol monobutyl ether, ethylhexyl acrylate and isobutylene were also in the rail cars that were derailed, breached and/or on fire.

Caggiano says ethylhexyl acrylate is especially worrisome. He says it’s a carcinogen and contact with it can cause burning and irritation in the skin and eyes. Breathing it in can irritate the nose and throat and cause coughing and shortness of breath.

Isobutylene is also known to cause dizziness and drowsiness when inhaled.

“I was surprised when they quickly told the people they can go back home, but then said if they feel like they want their homes tested they can have them tested. I would’ve far rather they did all the testing,” Caggiano said.

Caggiano says it’s possible some of these chemicals could still be present in homes and on objects until you clean them thoroughly.

“There’s a lot of what ifs, and we’re going to be looking at this thing 5, 10, 15, 20 years down the line and wondering, ‘Gee, cancer clusters could pop up, you know, well water could go bad,” Caggiano said.

At home under COVID-19 lockdown, the country’s environmentalists and scientists watched media reports showing the ship spewing yellow and black fumes, and they worried that the X-Press Pearl would spill its oil into the sea.
But a few days after the ship caught fire, it became clear that the X-Press Pearl disaster was bigger than an oil spill. The ship was carrying more chemicals than its 348 metric tons (t) of bunker oil. Of the 1,486 containers on board, 81 held dangerous goods. The cargo included caustic soda, nitric acid, and fertilizer. The ship was also transporting polymers, including 1,680 t of plastic pellets, about 70 billion of them, each about 5 mm wide. These pellets, also called nurdles, are the raw materials that are melted and molded to make many plastic products.
On May 25, explosions were heard on the ship, and containers began falling into the ocean. Piles of plastic pellets meters deep engulfed the nearby Sarakkuwa beach. There was so much plastic that “you could not see the sand,” says Muditha Katuwawala, founder of the environmental organization the Pearl Protectors. “It was really scary.”
The accident is the worst ecological disaster Sri Lanka has ever faced and the worst marine polymer fire and spill in history. The largest previous pellet spill released 150 t into the waters of Hong Kong in 2012. In the wake of the X-Press Pearl accident, thousands of dead animals, including turtles, lionfish, and dolphins, were beached on the shores. Fishers lost their income, compounding the economic challenges of the pandemic. Meanwhile, the environmental and health risks posed by the chemical and polymer spill are still uncertain.
“This was an extreme incident, but it’s not an isolated one,” says Therese Karlsson, a science and technical adviser at the International Pollutants Elimination Network (IPEN).
Plastic pollution is ubiquitous. Nurdles and other plastic pollution can be found on just about every beach in the world. But little is understood about the chemistry, movement, and evolution of plastic pollution over time—crucial details for chemists who want to untangle its environmental impact. The X-Press Pearl spill offers a chance for chemists to learn more about this common contamination.
The Sri Lankan government has until June 2 of this year, 2 years after the ship sank, to file a claim in international court for damages against the ship’s insurance company. And the disaster is still unfolding, with consequences that may not be seen for years, scientists say. “There’s an acute phase and a chronic phase, the visible damage and the invisible,” says Meththika Vithanage, an environmental scientist at the University of Sri Jayewardenepura.

"If those battery packs go into thermal runaway, which is just a chemical reaction, then they get super-heated and they run away. You can't put them out. They don't go out. They reignite. And they release tremendously toxic gases," he said.

Flames can reach up to 2500 degrees, Purcell explained. And no matter how much water you put on the car; the batteries will reignite.

This particular fire took firefighters hours and required more than 20,000 gallons of water to be put out.

A fire department spokesman said multiple drivers along Interstate 35 in the area of Manna Drive and North Walton Walker Boulevard, in northwest Dallas, called 911 around 3:30 p.m. to report the fire. They told dispatchers the fire started in a parking lot with 18-wheelers and buses and began spreading to other vehicles, causing at least one explosion.

Baltic media said the blast sent flames 50 meters (164 feet) into the sky and forced the protective evacuation of a nearby village.

The operator of Lithuania’s natural gas transmission system, AB Amber Grid, said the explosion took place away from residential buildings and “according to initial data” no people were injured. “The fire is being extinguished by (firefighters who) immediately arrived on the scene,” the company said in a statement.

Raimonds Cudars, the energy minister in neighboring Latvia, said the explosion in Lithuania so far has not caused problems with natural gas supplies in Latvia.

The Baltic News Service said Cudars had been informed that the reason for the explosion was a technical accident.

Amber Grid said the explosion appears to have occurred in one of two parallel pipelines, and the other was not damaged. It said the suspended gas supply to Latvia will be restored within hours. Repair work on the damaged pipeline is expected to start on Saturday.

The commission conducted a public hearing Thursday night to hear an appeal from the trucking company, Gadsden, Gillard and West LLC, and its owner Dennis West.

The hearing turned heated when company attorney David Yaussy questioned the commission on what it was basing its findings on.

“We need to know what we are accused of doing. What is still there?” Yaussy asked.

Kanawha County Commission President raised his voice and said driver Dennis West was drunk when he crashed in the early morning hours of Aug. 25 on the Skitter Creek Bridge between the Mossy and Mahan exits.

“This isn’t the first time he’s drove a truck drunk. He spilled 3,000 gallons of a chemical, which is a hazardous material under state and federal law, that’s what we are accused of doing,” Carper said.

(WATE) — The scene is now cleared hours after Jefferson County authorities asked drivers to avoid downtown Dandridge Friday morning due to a hazmat situation following a crash on eastbound Interstate 40. The Dandridge Police Department said the hazmat incident was caused by an overturned tractor-trailer and chemical spill.

The Dandridge Fire Department said at noon that they had cleared the scene and the cleanup company should be done and out of the area soon. Tennessee Highway Patrol and TDOT crews were still assisting traffic when Dandridge Fire left.

The Dandridge Fire Department had said at 7:45 a.m. that they were opening up two eastbound lanes on I-40 since the chemical spill isn’t flammable or inhalation hazardous. Authorities tell WATE 6 On Your Side that the hazmat situation is east of exit 417, and were asking people to avoid downtown Dandridge because of heavy traffic.

Pirot Mayor Vladan Vasic declared a state of emergency in the town last night after a wagon of a freight train carrying ammonia overturned near Sopotski Khan. During the accident, gas leaked from the carriage and a high concentration of ammonia was released into the atmosphere, as a result of which 51 people were hospitalized with symptoms of poisoning. Due to the state of emergency, schools in Pirot will not be open today.

The wagon of the freight train carrying ammonia overturned around 5:30 p.m. on a section of the railway from Pirot to the village of Stanichene, near Sopotski Khan, the Serbian Interior Ministry said.

RTS reported that the accident occurred when a group of 20 tankers derailed, "at least one of which fell into the riverbed of the Nishava river, which caused a violent reaction of ammonia upon contact with the water." The Emergency Department of the Serbian Interior Ministry confirmed that 51 people with symptoms of ammonia poisoning have been hospitalized so far, two of them with severe symptoms. Seven people were transferred to the University Clinical Center in Nis. They have stable vital signs and mild chemical burns. The Ministry of the Interior urged the citizens who live near the accident not to leave their homes and not to go outdoors.

27 firefighters with 10 fire trucks were sent to the scene. Due to the incident, the railway traffic on this line was stopped. Due to poor visibility, the traffic between Pirot and Bela Palanka on the main road has been interrupted. The alternative route is through the village of Ponor. Second-shift workers at “Tiger Tires” have also been evacuated, and third-shift workers will not come to work.

The company "Serbia Cargo" reported that this is a freight train that runs daily on the Nis-Dimitrovgrad section and transports raw materials from Bulgaria to Prahovo and Shabac. AFP reported that chemical waste from Bulgaria was also transported in the wagons of the derailed train.

Two fire engines from Winsford and one fire engine from Northwich attended.

Details
Crews are currently attending an incident on Nat Lane in Winsford where a number of containers have fallen from the back of a lorry, spilling approximately 2500 Litres of citric acid across the road.

A cordon has been put in place by firefighters, and police are enforcing a road closure.

No casualties have been involved in the incident.

The incident has been handed over to a specialist cleaning company and all crews have now left the scene.]]></description>

On Saturday, Dec. 17, at about 12:10 p.m., the Groveland Fire Department was dispatched to Seven Star Road for a report of chemical spill. Upon arrival, first responders learned that a Town of Groveland road sander suffered a mechanical problem and spilled hydraulic fluid on the roadway.

Groveland firefighters, assisted by the Groveland Department of Public Works, used granular absorbents and specially designed absorbent pads to contain and collect the hydraulic fluid.

The total spill is estimated at about 10 gallons. The Massachusetts Department of Environmental Protection has been notified.

Ardmore Volunteer Fire Department said as of 4 p.m., they were ready to begin trying to move the truck, but in order to do so safely, they need to divert traffic in all lanes of Interstate 65 away from the area near the Alabama-Tennessee state line.

Northbound motorists will be directed to Exit 361 (Elkmont), where they can turn right on Thach Road, then left at Alabama 251 and left again at Main Street in Ardmore. Staying on Main Street will bring motorists back to I-65 at Exit 1 in Tennessee.

Southbound motorists will be directed to Exit 1 (Ardmore) in Tennessee, where they can turn left onto Main Street, then right at Jones Avenue and again at Alabama 53 to rejoin I-65 at Exit 365 in Alabama.

A representative with the Ardmore VFD said the tractor-trailer was carrying sodium methylate solutions in alcohol. The NOAA Office of Response and Restoration and the U.S. Environmental Protection Agency's Office of Emergency Management describe the chemical as highly flammable and water-reactive, with the capability to "form explosive mixtures with air."]]></description>

Kanawha County Commissioners say a Final Notice of Violation was served to Dennis West of Gadsden, Gillard and West, LLC. Dennis West was the driving for the trucking company when his truck crashed on the West Virginia Turnpike near Pax on Aug. 24, 2022, causing the chemical spill and closing part of the West Virginia Turnpike for nearly 20 hours. West, from South Carolina, was arrested on suspicion of DUI following the crash, authorities said at the time of his arrest.

Commissioners say the chemical that spilled into Skitter Creek, which flows into Paint Creek, was a surfactant called Empigen AS/F90, which is not soluble in water. The spill created what the commission calls a “safety hazard and public nuisance” that negatively impacted residents and property in the area.

“We are committed to holding the trucking company responsible for this headache that has been affecting the people of Paint Creek for months now,” said Commission President Kent Carper.

The commission says they are asking the trucking company to respond to the Final Notice with their plan to clean the spill site within 10 days of receiving the letter.

Crews were able to extinguish the flames before the natural gas ignited.

    <dc:creator>dchas</dc:creator><description><![CDATA[      A trucker from Illinois was killed Saturday night in a single-vehicle crash on Interstate 80 in the southern Panhandle not far from Sidney. A resulting chemical spill closed the freeway into Sunday.

     Cheyenne County Attorney/Coroner Paul Schaub says 42-year old Mohammad Pirzad of Buffalo Grove was pronounced dead at the scene near Potter.

      Cheyenne County Sheriff’s deputies responding to reports of the accident found the cab and trailer of a semi blocking both westbound lanes with Pirzad dead inside the cab.

       Witnesses told deputies the truck was traveling about 70 mph when it drifted onto the grass shoulder, then continued on the shoulder for a distance before Pirzad turned sharply back onto the pavement.

     That caused the tractor and trailer to tip onto the passenger side. The witnesses said they never saw the truck’s brake lights come on.

     Another witness told deputies he went up to the windshield of the cab and saw Pirzad on the passenger door. He and another person then broke the windshield to get a better look, then concluded Pirzad was dead.

     County Attorney Schaub says the truck was hauling a load of chemicals that spilled in the crash. Those chemicals included acetone, isopropanol alcohol, ethanol, and ammonia. Hazard mitigation and cleanup last well into Saturday.

The carriage and storage of ammonium nitrate is an ongoing issue, with the requirement to understand the properties of the various types of the chemical available and used.

ICHCA CEO Richard Steele told The Loadstar: “The latest guidance from ICHCA is about mitigating risk in the event of an emergency aboard ship, it’s about clarifying and re-emphasising how ammonium nitrate should be handled.”

Ammonium nitrate under normal circumstances is considered benign, but under some conditions that changes, and it is important to understand what those conditions are and to avoid them, warns Mr Steele, adding that storing ammonium nitrate away from heat sources is critical.

It is clear that labelling of chemicals with the potential for catastrophic consequences requires clarity.]]></description>

The fire involved natural gas, according to a tweet from the NTSB, which investigates pipeline mishaps.

A fire department statement said crews responded to a northwest Atlanta home around 8:30 a.m. on Dec. 3, the Atlanta Journal-Constitution reported. Atlanta Fire Rescue Department officials said a gas leak was found in the front yard after crews extinguished the heavy blaze.

Other news reports said Atlanta Gas Light, the largest natural gas distributor in the Southeast, attributed the cause of the fire to the leak. Fire officials said the origins were still under investigation.

The leak occurred at R + L Carriers at 275 Pine St. and was reported to the fire department about noon Friday.

Two 55-gallon drums containing methylpyrrolidone, which officials say is not hazardous, were punctured Thursday night by a worker using a forklift, fire Capt. Adam Dalessio said.

The incident took place on Thursday, November 24.

Residents and motorists in the area put out warnings on social media to other drivers in order to urge caution in the area.

The oil spillage was first reported on social media at around 5:30pm on Thursday evening.

One resident said on social media: "If you're travelling down Woolston Grange [Avenue] from Woolston to Birchwood, all the roundabouts have a large spillage of chemicals.

"Several vehicles have lost control, including myself, and emergency services are on the way."

The resident continued: "No injuries to anyone, just a few bumped cars, but there are wagons skidding badly into the kerbs, so please drive very slowly as whatever it is is sticking to the wheels."

As the social media post indicated, there were no injuries at the scene, though a number of vehicles lost control and were slightly damaged.

Firefighters, first responders and law enforcement were called to the 1400 block of Cheyenne County Road 113, near Sidney Municipal Airport, at about 9:45 a.m.

The call was in relation to a resident finding some old railroad "torpedo" devices that had crystallized. The Scottsbluff Bomb Squad was also called to the scene. 

Sidney firefighters returned to the firehouse by 10:30 a.m.

Chief Fire Officer at Anambra State Fire Service, Martin Agbili, an engineer, said in a statement that the cause of the fire was not known. He, however, said that his men were able to put out the inferno.

“At about 1225hrs (12:25 pm) of today Sunday 20-11-2022, Anambra State Fire Service, received a distress call from the DPO of Ogidi Police Division, of a fire outbreak at a gas and kerosene depot at No. 42 Eziowelle Street, behind Nkpor park, Nkpor.

    <dc:creator>dchas</dc:creator><description><![CDATA[KANAWHA COUNTY, W.Va. (WCHS) — In August, a tractor trailer crashed on the West Virginia Turnpike while carrying a cleaning solution, contaminating portions of nearby Paint Creek and affecting the lives of those who lived in the area.

The Kanawha County Commission has been working with multiple agencies for months to get answers for those people and has now served a notice to the trucking company and driver involved in the crash.

"If they don't have the answers, who is doing what to get the answers to the questions that we have?" Collinsdale resident Melissa White asked. 

White calls Paint Creek home. She has raised her children and grandchildren here for years, but the safety of her well water is uncertain.

"What effects could that have on us and on my grandchildren? They are babies," White said. "What effects does it have on them? You can't tell them, 'Oh, don't take a bath.' " 

Last month, water samples found the chemical to be "non detectable" for more than a dozen hand-dug and shallow wells. Officials could not confirm that the wells were safe to drink from, so the Kanawha County Commission reached out to the DEP to see what else could be done.]]></description>

A LATAM Airlines plane burst into flames after crashing into a fire engine during takeoff in Peru's capital of Lima on Friday. The carrier confirmed that two firefighters perished in the incident, while 40 passengers on the jet were hospitalized.

According to medical services cited by the media, four of them were in serious condition.

The Airbus A320neo bound for the city of Juliaca in southeastern Peru was carrying 102 passengers at the time of the incident at Jorge Chavez International Airport.

Footage posted on social media depicts the moment of the collision and the fire that broke out in the immediate aftermath.

One of the eyewitnesses described to the media a "harrowing feeling" as he watched the jet being devoured by the blaze, adding that the "flames were very tall."

Authorities are currently investigating how the fire truck ended up on the runway during the plane's takeoff. The prosecutor's office said the case could be classified as manslaughter.]]></description>

Officers responded around 2:30 a.m. to reports of a suspicious trailer left at a property in the 7200 block of Luther Drive in Sacramento’s Parkway neighborhood, finding and detaining “several” people near the trailer, the Sacramento Police Department said in social media posts.

Police arrested Tawab Shereendeel, 33, on suspicion of possession of stolen property, according to the posts.

Investigating officers learned that the hazardous materials inside the trailer had been discarded in the 2600 block of Florin Road, less than a mile from Luther Drive, in Sacramento’s Meadowview neighborhood. “We’re just assessing the environmental impacts at this point,” she said. Earlier in the morning, she reported some of the material reached Monocacy Creek. However, just after 10 a.m., she said sand berms below 14th Street had protected the creek.

People who drove south-bound on the highway between 10.40am and 11am are now being urged by the Department of Fire and Emergency Services to wash their cars with water as soon as possible.

The truck was carrying drums filled with sodium hydroxide, hydrochloric acid and nitric acid.


“Crews have neutralised the spilled product. Any remaining product will be diluted with water which will be retained and removed from the area,” DFES said.

The short-term impacts were clear— a low-hanging cloud of caustic vapor, more than a hundred homes evacuated, and the start of a lengthy cleanup effort.
At this point, the long-term impacts are less obvious.
A spokesman with the Louisiana Department of Environmental Quality says the agency is focusing on cleanup for now and cannot speculate on long-term damage to the environment from the spill. He says the next step will be for crews to neutralize the acid, then the LDEQ will decide how much contaminated dirt to haul away from the site. 
Hydrochloric acid is “aggressive,” according to Tulane Chemistry professor Dr. James Donahue. He says it will “basically kill any plants or animals it comes into significant contact with. Counterintuitively, that will likely make it easier to clean up.
