No harmful gases were found in the air within a 20km radius of a factory in Nakhon Pathom that had a chemical leak, the Pollution Control Department (PCD) said on Thursday after it conducted an investigation.

The incident happened early on Thursday at a plant owned by Indorama Ventures Plc (IVL) which produces polyester fibres, yarns and chips with a capacity of 120,00 tonnes per year. No serious injuries were reported.

Two chemicals -- diphenyl oxide and biphenyl -- leaked from a heating system's air cooler at the plant in Nakhon Chaisi district.

The leak of "common heat transfer fluid" was detected at 5.45am and was contained within 10 minutes, the listed company said in a statement to the Stock Exchange of Thailand.

"There was no leakage into public waterways or any injury to employees or to the surrounding community or any damage to equipment," company secretary Souvik Roy Chowdhury said.

Some residents 20 kilometres away in tambon Salaya of Phutthamonthon district, which borders Bangkok, said they smelt foul-smelling gases.

Police said nobody was injured in the incident, which took place at around 8pm near a petrol station on the new Mae Jo Road in Nong Jom subdistrict.

Residents living nearby and petrol station staff said they heard a huge explosion, followed by several others before the building was engulfed by flames.

It took firefighters and 10 fire engines about an hour to get the blaze under control.

Police later cordoned off the area and said a thorough check will be conducted on Sunday.

Exploding chemicals set shophouse ablaze in Chiang Mai

Chaiphan That-inchan, 50, came forward to tell police that he had rented the building to store fertiliser chemicals distributed by his company, Speed Agrosci Co Ltd.

He added that the chemicals stored did not include potassium chlorate, which is banned because it can explode.

The Grignard reaction has been one of the most versatile workhorses for synthetic organic chemists for more than a century. Typically, the preparation of Grignard reagents and their subsequent reactions require anhydrous solvents and a protective inert atmosphere. A recent report showed that the reactions could be performed under mechanochemical conditions by ball-milling magnesium metal, an organic halide, and a small amount of an ethereal solvent together followed by the addition of an electrophile. Excellent results were reported for a broad range of substrates even when the reaction was performed under the ambient atmosphere, making the process highly appealing to a wide synthetic community. In this commentary, some safety aspects of this mechanochemical Grignard reaction are pointed out so that appropriate risk management plans can be devised to ensure its safe use.

The leak, from a pipeline owned by Star Petroleum Refining, started late on Tuesday and was brought under control a day later after spilling an estimated 50,000 litres (11,000 gallons) of oil into the ocean about 12 miles (20km) from the country’s industrialised eastern seaboard.

Some of the oil reached the shoreline at Mae Ramphueng beach in Rayong province late on Friday after spreading over 18 sq miles (47 sq km) of sea in the gulf.

The Thai navy is working with the company to contain the leak and said the main oil mass was still offshore, with only a small amount washing up on at least two spots along the seven-mile beach.

As efforts to save the seas off Rayong continue following an undersea pipeline leak near Map Ta Phut, public scepticism is growing about the kind of preventive measures and crisis management the company, Star Petroleum Refining Co (SPRC), has in place -- as well as in regard to the response from state authorities.

Despite the fact the impact on marine ecology has yet to be gauged, several state agencies have tried to downplay this, insisting the oil leak that began on Jan 25 and has continued since is not as serious as a similar mishap in 2013 when a large slick hit Koh Samet, a major tourist attraction in this eastern province. At that time, delays to the clean-up worsened the problem.

Optimism by Natural Resources and Environment Minister Varawut Silpa-archa over the latest oil spill is seen as premature if not out of place, while authorities are working around the clock as they try to stop the oil from drifting to beaches and communities.

"It's not good news, but it's not that bad," the minister was quoted as saying by Thai-language media outlets, comparing this week's incident to the 2013 spill. Chemical dispersants have been sprayed from helicopters in a timely manner, while at around 20,000 litres, the amount of leaked oil is less than previously reported by the company, he said.

This study aims at providing general characteristics of safety problems and current mitigation plans in academic laboratories in Thailand. This empirical study utilizes the “Enhancement of Safety Practice in Research Laboratory in Thailand” (ESPReL) checklists to identify safety problems focusing on three aspects: the chemical management system; the waste disposal system; and laboratories, equipment, and tools. The experiment gathers safety evaluation reports from 17 educational buildings with laboratories located on a university campus. The methodology includes various procedures, including walk-through observations, documentation, user interview, specialist evaluation, and stakeholders’ data verification. Finally, all the analyzed data identified common safety problems and reviewed existing mitigation plans. The finding shows common laboratory safety problems in laboratories, equipment, and tool components, where both specialists’ and laboratory users’ assessments indicate significant concerns that indicate the need for urgent improvement. In addition, the difference in results between the two parties’ evaluation occurs in some aspects, suggesting the enhancement in integrating the laboratory safety rules and guidelines into safer user habits. In conclusion, the study highlights the necessity to improve laboratories’ physical attributes and facility design, as well as refurbish the building engineering systems and safety equipment to the current building standards. Moreover, the safety awareness gap is another issue that should not be overlooked. Further study suggests investigating facility management or user-behavior effects to narrow down the gaps to improve safety in academic laboratories.

A Polystyrene Foam Factory Fire in a Bangkok Satellite City: Incident and Lessons Learned

A massive fire occurred at a Ming Dih polystyrene foam and pellets chemical factory in Bang Phli district, Samut Prakan, Thailand, a Bangkok satellite city, and home of the Suvarnabhumi International Airport. People nearby heard a loud explosion on July 5, 2021, around 3 a.m. local time. Nearby windows were shattered. This explosion was followed by a massive fire sustained by the continuous burning of chemicals, mainly styrene monomer, which were stored in excess of 1,600 tons. Other chemicals reportedly stored at the site included 60–70 tons of pentane and almost 10 tons of benzoyl peroxide and dicumyl peroxide. The fire burned fiercely and emitted intense heat and enormous clouds of black smoke containing toxic gases. Fire extinguishing progressed slowly due to the lack of experience and resources of local authorities. It took more than 24 h to keep the fire under control with the help of 35 fire engines, two helicopters, a generous supply of foam, and more than 200 staff and experts from the Department of Disaster Prevention and Mitigation in Bangkok and private sectors.(1) People living within a 5 km radius of the site were evacuated for days. The damages include 1 death (a firefighter), over 30 injuries, and yet-to-be-estimated property damage (Figure 1) —not to mention the release of huge amounts of styrene, CO2, and byproducts from partly combusted styrene including CO, carbon particles, and PAHs. This is one of the worst fires involving chemicals in Thailand. Two other notable cases are the Klong Toey chemical warehouse fire in 1991 and the Thai Oil refinery fire in 1999.

Samut Prakan governor Wanchai Kongkasem yesterday said the evacuation protocol has been lifted, but despite the successful control of air pollution, residue of the chemical styrene monomer remains in soil and water around the factory in Soi King Kaew 21 of tambon Bang Phli Yai.

Mr Wanchai said the removal of the remaining chemicals kept at the factory began on Saturday at noon. Four or five road tankers able each with a capacity of 24,000 litres per vehicle took the chemicals to be destroyed at Akkhie Prakarn Public Co Ltd at the Bang Pu Industrial Estate in Muang district.

As of press time on Monday, a rescue worker was killed and at least 39 people -- including 12 other rescue workers -- were injured following the blast and subsequent inferno at Ming Dih Chemical Co factory complex.

The victim was identified as Kornsith Laophan, 18, who was killed as he and other volunteers were fleeing from a burning chemical storage site. He stumbled and was consumed by the fire, authorities said.

The effort to extinguish the chemical fire -- which is still ongoing -- sent thick black smoke into the sky above Bang Phli district throughout the day yesterday, which was visible from many parts of the capital.

Twenty-one people were confirmed injured, officials and rescue foundations reported. The toll was not final.

The fire was initially believed brought under control around dawn, but black smoke continued to billow into the sky late in the morning.

The Disaster Prevention and Mitigation Department and Bang Phli district office ordered the urgent evacuation of all people within a five-kilometre radius. There were worries there could be more explosions as the core fire was moving towards another area used to store chemicals.

There are five or six warehouses in the factory compound, where 50 tonnes of chemicals were reported to be stored.

The explosion occurred about 2.50am at the Ming Dih Chemical factory in Soi King Kaew 21 at Moo 15 village in tambon Rachathewa.

In its commitment to provide a healthy and safe working environment for the CU community, Chulalongkorn University’s Center for Safety, Health and Environment of Chulalongkorn University (SHECU), is determined to make Chula a zero-accident organization by 2021.

On 26 May 2020, SHECU released four announcements on the standard practices of managing occupational safety and health in a working environment, and guidelines on radiation safety, chemical safety, and biosafety and biosecurity.

Professor Tirayut Vilaivan, Director at SHECU, reveals that in the past the safety on campus was managed by individual faculties and departments, causing the measures to lack consistency in practice. By 2016, the University established the Center for Safety, Health and Environment of Chulalongkorn University to promote and drive health and safety policies on campus.

Following the Occupational Safety, Health, and Environment Act in 2011, the University established a work safety management system that complied accordingly to the provisions. The four announcements released set clear guidelines to standardize the safety practices across campus. The four announcements are:

1. Guidelines on Occupational Safety, Health and Environment Management
2. Guidelines on Chemical Safety, Health and Environment
3. Guidelines on Radiation Safety, Health and Environment
4. Guidelines on Biosafety and Biosecurity

After the massive destruction and deaths caused by the shock chemical explosion in Beirut, many people in Bangkok were concerned whether any similar chemicals were being stored in the Thai capital.

BMA spokesman Pongsakorn Kwanmuang came out yesterday (Aug 5) to allay any fears and calm people over the particular chemical. He also expressed his condolences to Lebanese over the loss of their loved ones.

Pongsakorn categorically stated that no ammonium nitrate was stored in Bangkok. However, he said there are around 5,000 businesses that use harmful substances for their operations.

Ratanak Mondol district police chief Sorn Nil told The Post on Sunday that the victim, Yean Ya, 30, had been working at the longan farm for just five days and was paid 30,000 riel ($7.50) a day to mix chemical powder to fertilise the plants.

“She took the chemical to put in the tank and smashed it to become powder but then it exploded,” he said.

Nil said the incident happened around 1:30pm and when the police went to the scene they found the longan tree broken in two due to the force of the blast.

“The victim was found 3m from the explosion and her body was severed from the waist down and torn to shreds,” he said.

The victim had worked doing the same thing in Thailand for 10 years, according to a co-worker and had experience in mixing the chemical.

Police have classified the incident as an accident and will not take any action against the farm’s owner.

Ratanak Mondol district governor In Saorith said on Monday that it’s important to educate residents about the dangers of chemicals.

“I have also told the department of agriculture in Ratanak Mondol district to educate the farmers on the right way to handle chemicals,” he said.

There were "many alleged irregularities" especially regarding the vessel's docking procedure as well as how the shipping containers burst, leading to toxic smoke spewing into the air, Deputy Transport Minister Pailin Chuchottaworn said on Friday.

All in all, "this is a lesson for the nation on ways to deal with its major sea ports", he said.

Better safety measures are needed as the government is pushing ahead with its third phase development plan for Laem Chabang port as part of its ambitious flagship Eastern Economic Corridor, or EEC, scheme, Mr Pailin added.

A 30-year-old man was killed in an explosion in Chantaburi province on Tuesday afternoon, in an accident suspected of being caused by him leaving two chemical compounds – potassium chlorate and sodium chlorate – out in the hot sun pending mixing them with water for spraying on longan trees.

Following the report of a fatal blast at 12.40am, Ban Plaeng precinct superintendent Pol Colonel Chatchawan Tosopon led officials to inspect the scene, a two-storey wooden house in Tambon Ban Plaeng, in the province’s Pong Nam Ron district. They found the body of Supraiwan Srisawat, torn apart by the impact of the explosion. The blast also damaged several nearby houses and two pickup trucks that were parked at the scene. Police found several more sacks of the chemical compounds at the deceased man’s garage.
The police investigation initially found that Supraiwan had been mixing the two chemicals during hot weather, prior to spraying longan trees in order to boost growth. Officers therefore suspect a chemical reaction caused by high heat led to the explosion.

An activist group has voiced concerns that Thailand will be forced to allow the use of more dangerous pesticides after Prime Minister Prayut Chan-o-cha's trip to the US next week.

FTA Watch coordinator Kannikar Kijtiwatchakul said the US does not want Thailand to prohibit paraquat and chlorpyrifos, or limit the use of the herbicide glyphosate, all of which have been banned by many countries.

"Thailand announced a goal of being the world's kitchen but it ranks as the No 6 importer of paraquat globally. Giant American companies may take the chance to pressure Thailand not to ban it," she said.

Sanitsuda commentary: Ban these toxic chemicals
She also said the US had pressured Thailand to amend its laws on intellectual property rights to accept registration of patents too easily, even when they lack innovation, while the US dominates pharmaceutical intellectual property rights.

"Just these two issues can ruin Thailand's research and development and increase the burden on public health. It will also destroy Thailand's competitiveness. We hope the National Council for Peace and Order [NCPO] government will not trade the lives of people with the acceptance of the US," she said.

The Disease Control Department (DCD)'s Bureau of Occupational and Environmental Diseases director Dr Preecha Prempree said DCD officials were dispatched to check how much of the substance had leaked out, in as of press time.

Another team of officials was set to do a check on nearby residents for health impacts after a parameter was set, he said.

Preecha said styrene monomer was an organic compound used in industries to manufacture car parts, Styrofoam and plastic.

If people inhaled a large amount, they could develop respiratory problems, have a seizure or even die.

BANGKOK (AP) — Eight people died at the headquarters of one of Thailand's largest banks when workers accidentally triggered the release of fire extinguishing chemicals during an upgrade of the building's safety system, officials said Monday.
Seven other people were injured in the accident, which occurred Sunday night in the basement of the Siam Commercial Bank's headquarters in Bangkok.
The bank said in a statement that an initial investigation found that the accident was caused by "negligence on the part of our contractors hired to improve fire protection in the building."
Workers were upgrading a fire extinguishing system in a document archive room in the bank's basement when the accident occurred, causing the release of Pyrogen aerosol, officials said. They did not elaborate.
Police were investigating the accident and the bank said it would release more information after a meeting of its board members Monday.
Pyrogen is a chemical fire retardant normally intended to deprive fire of oxygen and is typically used in places where extinguishing a fire with water would damage documents or equipment.
Pyrogen's website says the dense aerosol is "most effective in unoccupied areas such as data rooms, machinery and engine spaces" and other storage areas. It says people should avoid exposure to Pyrogen and any "accidental exposure to the aerosol should be limited to five minutes."
The bank identified those who died as a security guard and seven contractors.
Bangkok's Erawan medical emergency center said five people died at the site of the accident and three died later at a hospital. It said the apparent cause of death was suffocation from insufficient oxygen, but that the official cause would not be known until autopsies are performed.

The damage is estimated at well over Bt1 billion.

As of press time, the level of sulphur dioxide was still a little above the safe limit.

Two people have been hospitalised due to exposure to toxic fumes. One of them, 65-year-old Samlee Onnomdee, is in the intensive care unit of a local hospital. The other, Nitta Chimnok, was sent to the same hospital with a throat irritation, vomiting and nausea. She works at a firm some 500m from the fire.

The fire started yesterday morning in the 19-rai compound of Bang Pu Intermodal Systems Co Ltd and quickly engulfed the whole facility.

According to witnesses, the fire seemed to have started at the cold-storage zone.

"At first we tried to extinguish the fire ourselves but soon found out that wasn't possible," Sombat Khummee, one of the firm's employees, said. "So we quickly alerted relevant officials."

Lieutenant Nipon Kongpoon of Bang Pu Police Station said he received the report on the fire at around 9.30am yesterday.

Chiang Kham hospital carried out health checks on up to 65 residents after locals started vomiting as a result of breathing strong, unpleasant fumes from the burned-out storehouse, deputy Phayao governor Nimit Wanchaithanawong said yesterday.

He said officials have asked the hospital to help people who “need both physical and mental treatment” following a meeting on ways to tackle the health and environmental impact of the explosion.

While medical staff will take care of villagers’ health, experts including academics from Phayao University will collect air and water samples in Ban Nam Waen to check the long-term impact of the chemical explosion.

The environmental inspection will be carried out monthly for six months, Mr Nimit said.

Ban Nam Waen residents said they became panicked after they heard the sound of explosions coming from the storehouse on Sunday. Thick, black smoke was then seen billowing out of the burning building.

Dow Chemical Thailand, together with the Chemical Society of Thailand under the Royal Patronage of Professor Dr HRH Princess Chulabhorn Walailak, has conducted chemistry training for science teachers in lower-secondary schools in Rayong as part of its "Dow Chemistry Class" project.

The objective of the training - initially carried out on a pilot basis - is to hone the teachers' teaching skills and boost their creativity in chemistry experiments, so that they can create a new learning experience in the classroom, said Jirasak Singmaneechai, president of Dow Chemical Thailand.

He said chemistry is one of Dow's key strengths and a foundation for science learning and development of products that are important to human life, and "that's why we have launched the 'Dow Chemistry Class' project as a part of our mission to improve science education in this country, as well as to inspire scientific thinking and analysis among Thai students".

"We have started a pilot project in Rayong province, where we have our key production base, and believe we can help boost the quality of science learning and stimulate Thai youth for their readiness in joining the Asian Economic Community in the year to come," he added.

With the aim of helping teachers better engage their students in science classes, the chemistry-class training has introduced the teachers to a new and safer experiment methodology - the "small-scale chemistry laboratory technique" - which offers more convenience and quicker results and can be applied to classroom activities.

A total of 41 teachers from 20 schools participated in this workshop to learn the principles of the new methodology and later got to perform a series of experiments, including those on the diffusion of gases, acid rain, and the electrochemical separation of copper and water.

Three of five warehouses at the factory complex and their contents were destroyed by the blaze. Police suspected it was started by an electrical short circuit, Pol Cap Jarin Thiengtham, a case officer at Jom Bueng police station, said.

The factory recycles industrial waste such as plastic pellets, dish washer liquid, paints and other chemical materials. It earlier had problems with surrounding communities with complaints of water pollution and fool odours.

The factory was also hit by fire on March 16, 2013. The estimated damage is still under evaluation.

Maptaput Industrial Estate Director Pratheep Engchuan accused Siam Tin Plate Co. of failing to report the July 20 chemical-tank explosion that killed 48-year-old contractor Pranai Inphanao in order to protect the company’s reputation. Pratheep said he learned of the incident from police July 28.

Pranai died at Bangkok Hospital Rayong July 20 after a tank containing recycled sodium hydroxide exploded in the factory’s chromium-dipping facility. The explosion caused the tank’s lid to fall on the victim. Officials suspect the explosion occurred after the compound reacted with hydrogen gas released during steel-coil cleaning.

Two serious accidents occurred within two days at the Map Ta Phut petrochemical production zone in eastern Thailand.
An explosion on May 5 at a synthetic rubber plant owned by Bangkok Synthetics killed 12 people and injured more than 140 at Map Ta Phut. The next day, a chlorine leak at a hydrochloric acid plant operated by Aditya Birla Chemicals led to the hospitalization of 13 people, according to the Industrial Estate Authority of Thailand (IEAT).
The back-to-back accidents have revived tensions between the facilities in the industrial zone and nearby residents who blame the petrochemical industry for causing pollution and posing a safety risk.
Bangkok Synthetics said in a statement that the explosion occurred when the plant was shut down and undergoing maintenance. During a storm, a fire broke out in a toluene vessel that had just been cleaned, the company said.

The massive explosion at the factory of a Bangkok Synthetics subsidiary that killed 11 and injured another 129 people on Saturday has prompted the Industrial Estate Authority of Thailand (IEAT) to examine 65 hazardous factories in Map Ta Phut Industrial Estate.

The Pollution Control Depart-ment (PCD) has also called on manufacturers in the estate to reveal to the public and other agencies all hazardous and non-hazardous chemical substances used in their production processes.

The IEAT's deputy governor, Peerawt Rungrueng, said his agency would send teams to investigate 65 factories likely to be at risk accidents inside the estate.

The team will comprise staff from related agencies, local representatives and the Industrial Works Department.

"We will not investigate without participation from local people," he said, adding that the survey was expected to be finished next week.

Currently, IEAT staff are examining damage to the BST Elastomers facility and nearby factories affected by the massive explosion.

The IEAT has also ordered Aditya Birla Chemicals to suspend operations after a chemical leak at its Map Ta Phut factory on Sunday that led to the hospitalisation of 138 people.

A LARGE blaze at a chemical factory in eastern Thailand killed 12 people, injured more than 100 and spewed toxic smoke into the air, the health ministry said today.

Hundreds of residents had to be evacuated after the fire, which was caused by an explosion at the factory in Rayong province, sent a plume of black acrid smoke into the sky yesterday.

Firefighters quelled the blaze but health officials continued to monitor air quality amid concerns poisonous fumes may still seep into the air.

A health ministry statement said 12 people had died in the explosion and ensuing fire while 129 were injured, mainly suffering burns.

The majority of the victims are believed to be factory workers.

"Doctors said 12 were killed in yesterday's explosion but we can only confirm 10 so far," Map Ta Phut police Lieutenant Colonel Charoen Vititkornkul said.

"Police forensic teams are searching for clues to what happened and we are also looking for any more bodies," he said, adding police were ready to evacuate more local residents if necessary.

Authorities in Thailand say they are still not certain what caused the death of six tourists in the northern city of Chiang Mai but suggest some may have died from being exposed to pesticide or other toxic chemicals.

The deaths include that of a Thai tourist guide, two tourists from Britain, one tourist from France, one tourist from New Zealand and one from the United States. The tourists were staying in three different hotels in the city during January and February 2011. Three other tourists also fell ill but recovered.

The latest news comes from a posting on the Thai government's Department of Disease Control website on Tuesday, that said the authorities have have conducted an investigation into the mysterious deaths but the results were inconclusive, and the "specific agents that caused the deaths and illnesses in these events cannot be identified". It also says the authorities cannot establish exactly how the victims came to be exposed to them.
