    <title>Crews knock down chemical fire at Mace Polymer and Additives</title>

    <dc:creator>dchas</dc:creator><description><![CDATA[DUDLEY, Mass. - Crews were still working to wet down hot spots Friday morning after a fire broke out at Mace Polymer and Additives Thursday night. 

No one was in the warehouse the time the fire broke out. Dudley Fire Chief Dean Kochanowski said the main building is a total loss and knocking down this fire was difficult because it came with several challenges. 

Mace Polymers deals with harmful chemicals, so the site is considered a high hazard facility. When crews arrived on scene, flames were through the roof and chemical explosions were happening throughout building. 

The warehouse sits at the top of a hill, which made getting trucks and water to the scene a lot harder than normal. ​

"This part of town does not have municipal water so it's very difficult," said Kochanowski. "We had a very difficult time getting water on the fire. We need large volumes of water to put this type of fire out. Everybody went home safe. It turned out pretty good considering." ​

The New Haven Fire Department was called to Wexler Grant School on Foote Street around 10:30 a.m. Thursday on a report that something in the air was making people sick and their eyes water. Other symptoms included scratchy throats.
The airborne irritant was later determined to be a defensive spray - such as mace - that was found in a cubby inside one classroom. School officials said the classroom in question was being vented and cleaned.

Town Supervisor Todd Kusnierz said officials were told about the activity on Old Saratoga Road after neighbors complained about an odor in the area. The weather caused the tear gas used at the closed Mount McGregor Correctional Facility to come down on Old Saratoga Road.

There was a drone being used as well.

The county issued a reverse 911 notice for people to stay in their homes and close their windows.

Kusnierz said he is going to speak with state officials about communicating when a future training is taking place so neighbors are aware.

"The device has vials of tear gas in it. So out of an abundance of caution, we contacted the police and fire department to see what we need to do with it," said Derek Taylor of Taylor's Treasure's Estate Sales & Consignments

The group was getting ready for an estate sale when they discovered the 100-year-old safe. A handwritten note was also found, saying the vials were either Nitroglycerin or Chloropicrin.

The note stated the chemicals inside the vials were highly volatile from World War I. Police say the bomb squad safely removed the vials and disposed of them at a secure location.]]></description>

The department needed to release the information Tuesday as part of a directive handed down by the Fire and Police Commission. 

As part of the directive, Chief Morales needed to "provide a full, public, and accurate explanation of the use of tear gas and large volumes of oleoresin capsicum spray during peaceful civil disturbances and the situations that warrant those tactics" by August 4. 

The directive also states "The Chief shall work with the Board of the Fire and Police Commission in amending the proper SOP(s) to discontinue the use of chemicals mentioned above."

Often described as “non-lethal,” these weapons include tear gas, pepper spray and rubber bullets. They have sometimes seriously injured protesters.

TEAR GAS:

Tear gas has been widely and frequently used by police to disperse protesters. CS or CN gas are chemical compound powders that spray from canisters. They produce a burning sensation in the eyes and mouth that incapacitates.

PEPPER SPRAY AND PEPPER BALLS

Police have shot protesters with pepper spray both from handheld devices and projectiles. While pepper spray is chemically distinct from tear gas, it produces similar effects: burning and watering of the eyes and skin.

Police have also fired pepper balls, small projectiles containing chemical irritants. Such projectiles can contain PAVA spray, an irritant similar to pepper spray, as well as CS gas. The balls can be shot from launchers or modified paintball guns.

Officials later determined the liquid could have been chloropicrin, a chemical commonly used in fumigation and agriculture but also can be harmful to humans in high concentrations and was deployed as a poison gas in World War I.

The man reported the spill just before 3 p.m. Monday at 45 Water Street, where a vial of liquid broke when he was opening a safe in the building, Deputy Fire Chief David Tripp, Jr. said.

Firefighters arrived just a few minutes later and donned full protective hazardous materials gear before they entered the building and found the man experiencing symptoms consistent with a kind of tear gas, Tripp said.

Janel Vasallo of Lakeland Fire Department said someone bought an old-fashioned safe at a garage sale and brought it to the Wildwood Antique Mall on US-98. Vasallo said these types of safes, which were made in the 1940s, are outfitted with a chemical theft-deterrent device that can leak tear gas.

The safe is located in the parking lot inside of the person's car, Vasallo said. 

As a precaution, firefighters along with a hazmat team and the Tampa Bomb Squad are at the mall to monitor the safe and prevent any potential exposure to tear gas.

After tightening their M50 gas masks, donning hoods and pulling on gloves, cadets inspected each other to make sure no hint of skin was exposed to potential airborne threats. Instructors reviewed each individual to ensure the cadets had mastered the fundamentals and could survive an attack.

Donning their equipment within a specified amount of time was one of seven chemical-related tasks cadets had to complete in the chemical confidence course of Advanced Camp.

After equipping themselves in the gear, cadets learned about sensitive site exploitation before entering a chemical confidence chamber filled with tear gas that had many sneezing and coughing while standing near the entrance.

Fire crews were called to the restaurant at 60005 Gotfredson Road about 9:51 a.m. after workers there reported a strange, oily liquid seeping out of an old safe, according to Salem Township Fire Chief Rachwal.

The restaurant had been burglarized between midnight and 1 a.m. Monday morning, according to the Washtenaw County Sheriff's Office. The old-fashioned safe was tampered with and cash was stolen from it, police said.

The safe, which was roughly five feet tall, is about 100 years old and contained the tear gas as a security feature, according to Rachwal.

    <dc:creator>dchas</dc:creator><description><![CDATA[The Cambodian Mine Action Centre (CMAC) is scheduled to begin the removal of two chemical bombs in Svay Rieng province this morning, while a 227 kilogram Mk 82 bomb was safely removed yesterday from Kirirom National Park.

The chemical bombs contain 2-chlorobenzalmalononitrile (CS), a type of tear gas, and were dropped by the United States military before the Khmer Rouge takeover. Last week, Prime Minister Hun Sen called the bombs “weapons of mass destruction”, and accused the US of not shouldering enough of the burden in clearing ordnance.

“These chemical bombs are very harmful to the comfort of the people because once the chemical leaks out, it will cause diseases – itchiness, respiratory problems and cancer,” said CMAC President Heng Ratana, though CS is not listed as a carcinogen by the International Agency for Research on Cancer.

Ratana said the excavation and removal of the bombs will take 10 days, and 162 families in Romeas Hek district will need to temporarily relocate.

“Our experts will do their best to deal with both chemical bombs as soon as possible in order to impound them at the safe place temporarily and wait for the discussion with partners including the US,” Ratana said.

According to a news release from the Carbon County Sheriff’s Office, Deputy Mike Hreinson suffered respiratory distress and a burning sensation after stopping near the Spring Glen turn off from Highway 6 to remove some debris in the road. He required medical attention.

After an initial assessment, Carbon County Emergency Manager Justin Needles called the Utah 85th Civil Support Team. That team was deployed out of state so the Idaho CST was called, and worked in conjunction with the Carbon County Hazmat Team and the Utah Fire Marshal’s Office.

The contaminated object has been identified to be a core casing containing residual Cholobenzalmalononitrile or CS Gas, the main component in tear gas. The news release said the casing likely fell off a vehicle, but the carrier has not been determined.

According to the Florence Fire Department, the Arizona Department of Corrections was conducting training with a chemical normally used for inmate compliance. The weather caused the chemical to reach the children, who were at Florence K-8 near Pinal Parkway and Butte, causing throat and eye irritation. 

According to a release from the Florence Unified School District, the school was immediately put on a "rainy day" schedule so no additional students would go outside as Fire Department personnel responded to assist.

Fire officials initially reported that more than three dozen children had been affected, but district administrators later said only six were being treated for watery eyes and nausea.

The airport was briefly closed as police and firefighters in protective equipment swept the terminal building of the airport with chemical detectors after several people were taken ill, some of them coughing violently.

"Two complete sweeps of the airport building were carried out jointly by firefighters and police officers ..," the fire brigade said. "No elevated readings were found and the building was ventilated, searched and declared safe."

Later, police said the incident may have been caused by CS gas, used for self-defense and crowd control.

"A search of the airport led to the discovery of what is believed to be a CS gas or spray. Whilst the cause of the incident has not yet been confirmed, officers are investigating if it was the result of an accidental discharge of this canister," police said in a statement.

"At this early stage, officers are investigating whether it may have been discarded by a passenger prior to check-in. There have been no arrest and inquiries continue," the statement said.

Leaking tear gas canisters at Waste Management’s Sunset Environmental Transfer Station in Irvine, CA caused six employees to be hospitalized on Friday, as reported by Lake Forest Patch.
Seven workers reported symptoms of coughing, sneezing, runny noses and watery eyes. One did not require transport to a hospital. In total, 20 employees were evacuated from the facility.
Firefighters and a hazmat team from Orange County arrived with specialized equipment to check for hazardous chemicals and eventually cleared the facility for work to resume.
Dive Insight:
By the time hazmat technicians entered the facility, about an hour after the incident, the gas had dissipated and they couldn't locate the containers. The Orange County Health Department discovered the seven offending canisters later in the day.]]></description>

The accident happened about 7:20 p.m. Thursday, April 7, and caused mild irritation that firefighters treated by flushing the students' eyes with water, said Battalion Chief Jeff DeLaurie.
"They were beginning to do their class experiments," DeLaurie said. "What they think happened: One of the hot plates was (mistakenly) turned on. And the chemical they were using reacted to the heat...releasing some fumes.
"That wasn't part of the plan."
None of the students required a trip to the hospital.
Firefighters learned that the chemical involved in the incident was ethyl bromoacetate.
The result of the inadvertent heating was similar to releasing tear gas.
"The first chemical weapon to be used to control civil unrest was ethyl bromoacetate," according to a World Health Organization document entitled Effects on Health of Chemical Weapons. "The highly irritant vapour was intended to temporarily disable mobs."]]></description>

Steve Gallagher, assistant chief of the Chillicothe Fire Department, said the noise was from the Columbus bomb squad, which came down around 3 p.m. Monday to dispose of some glass vials that contained a chemical similar to tear gas.

Gallagher said they called the bomb squad to ask how to dispose of the vials, and were told it would be best to “blow it up,” because the chemical could have become unstable.

The vials were found inside an old safe discovered by the fire department. Gallagher said it looks like a steel box inside the door of an old safe; and if someone tried to break in, they would activate the chemical. It is unclear how or where the safe was found, although it is believed the safe is from the 1930's.

The chemical inside the vials was developed during World War I as a deterrent to safecracking, but likely has not been made since the 1970’s, Gallagher said.

“It would be worse than any tear gas anyone would ever be exposed to today,” Gallagher said. “In an enclosed space it could cause lung damage."]]></description>

A protester named Geegee, posting on social media, said one demonstrator died in a hospital, 100 were injured by baton-wielding officers and 50 were arrested over the weekend. The government announced Monday that it was closing the chemical complex.

“Rubber bullets are being shot at protesters, and high-pressure water guns and tear gas are also being used,” Geegee told the Southern Mongolian Human Rights Information Center (SMHRIC), an exile group advocating for the rights of the region’s ethnic Mongol minority. Many ethnic Mongols use only one name.

Fire crews evacuated eight people from two businesses on the first floor of the building, and a family of three from a second-floor apartment, Battalion Chief Dane Carley said.
A person from one of the businesses was treated for eye irritation at the scene by personnel from FM Ambulance, Carley said.

Initial reports indicated that the chemical could be phosgene, which is a health hazard if inhaled, Carley said.

A hazardous materials team later determined the chemical was likely tear gas or chloropicrin (a soil fumigant that also saw use as part of chemical warfare in World War I and for riot control), Carley said.

The chemical was in a vial in the back of an old safe. It was part of a deterrent system to safecrackers, and would be released if someone broke into the safe, Carley said.

The building will remain closed until a cleanup firm removes the spilled chemical.

"It just always bothered me, I always tried kind of messing with it and getting into it, and then finally one day I just let loose!" he said.

Friday afternoon, with a cook and a bird as his witnesses, Nick got out a pole driver.

"So I knocked that off, knocked that off, knocked these off,” Powers said, pointing to the places on the safe where the hinges and handles once were. But before long in his process to open the safe, his eyes were burning.

"The door started moving a little bit, and I'm thinking 'alright here's the gold.' Yeah, I found the gold, it's just not what I was expecting,” he said, laughing.

His reward? Tear gas! The safe had been booby trapped for more than 70 years.

"When I came down the second time, it was like hard to breathe and I was like 'this isn't good',” said Powers.]]></description>

A Publix store in west Miami-Dade was evacuated because of pepper spray that was set off, authorities said.

The incident happened Wednesday at the Publix store at 87th Avenue and Flagler Street.

A customer had left behind the pepper spray. A worker picked up it up and somehow set it off. The store was evacuated and the mace was cleaned up.

Miami-Dade Fire Rescue officials said several people complained about feeling sick. One person was treated for difficulty breathing.]]></description>

The agency released no details about the search or the explosion, the Houston Chronicle reported. A spokeswoman, Shauna Dunlap, said only that the explosion had taken place in the back yard of one of the Houston homes after agents found "a potentially volatile substance."

Area residents said they were warned of the impending blast.

The three houses, two in Houston and one in the suburb of Bryan, were all searched Friday. All three properties are in upscale neighborhoods and are linked to a prominent Houston couple, Cecily E. Horton, a partner in M.K.G. Art Management, and her husband, Andrew Schneck.

A law enforcement source told the Chronicle the searches were triggered by a large order of a chemical that could be used to manufacture a gas along the lines of tear gas or nerve gas.

Melissa Grobmeyer, Horton's business partner, said the search involved the couple's son.

Dunlap would give no details about what was found and destroyed.

"Only a judge can unseal federal documents," Dunlap said in an e-mail to the Chronicle. "I do not anticipate they will be unsealed any time soon."

    <dc:creator>dchas</dc:creator><description><![CDATA[GREENE TOWNSHIP — Fire in a Greene Township factory that makes tear gas among other products sent a dozen employees of Combined Tactical Systems to the hospital for treatment. This marks the third fire at the plant in a little over 18 months.

The fire at about 5:45 a.m. Tuesday was in the “gas house” where tear gas canisters are made, said Mike Cadman, Jamestown fire chief.

Its cause is under investigation. However, factory employees were taken to the hospital only as a precaution and no injuries among them were reported, said Theresa Naim, area director of the Occupational Safety and Health Administration’s Erie office.

Initially, six employees were taken by ambulance  to the hospital after suffering irritation from the raw tear gas chemical used in the plant, he said.

Six other employees who went to a parking lot as they are required to do during a fire were exposed to tear gas fumes when they returned to their work stations in other buildings and also were taken to the hospital, Cadman said.

As many as eight workers were exposed to the non-lethal chemical at Scott Recycling, 5049 S. National Drive, in the Forks of the River Industrial Park.

Two emergency responders were also treated for exposure to the chemicals.

The leak happened when a worker opened an unmarked jar containing a yellow powder.

Scott Recycling owner Dan Scott told 6 News a customer mistakenly sent the tear gas canister with some electronic equipment intended for recycling.

"Apparently this was just a small jar and that's the reason we don't think this is probably anything serious," Scott said. "We are going to take all the precautions to make sure us and our community remain safe."]]></description>

(WTHI) - Clean-up crews from Heritage Environmental in Indianapolis were back at it Friday afternoon digging and soil sampling at the site where a semi tractor-trailer carrying potentially hazardous materials crashed and rolled onto its side.

Terre Haute Fire Chief, Jeff Fisher told News 10 the driver of the eastbound big rig was hauling barrels of more than 70 different chemicals.

One of them, a 55-gallon drum of phenyl-chloromethyl-ketone, lost its lid in the rollover and spilled its contents onto the pavement and ground.

“Now, if we had other chemicals that were spilled we would’ve had probably an explosion, at least a fire,” Fisher said.

The chief said some of the chemicals on-board could have even had an adverse reaction with water.

What’s that chemical used for, or a by-product of?

“Tear gas,” said Fisher. “My understanding is, this is a waste and they were transporting it from Missouri to Ohio to another factory there to dispose of it. He didn’t make it.”

Officials say students in the Kirwan IV dorm began complaining of difficulty breathing and watery eyes around 1 a.m. The dorm was evacuated.

Firefighters say they talked to a student who said she dropped a key chain with mace attached down a stairwell and that released some of the chemical into the air.

Crews aired out the dorm, and students are now back inside.

The people affected by the mace improved once they got some fresh air, and nobody was hospitalized.

No injuries were reported following a chemical release that led to the evacuation of 11 employees this morning from Lehman Awning, 14633 Lincoln Way W.

A vial containing a small amount of liquid tear gas was broken after an employee bumped into it while retrieving a cash box from a small office safe, according to North Lawrence Fire Lt. Chad Mutersbaugh. Two vials were installed in the roughly 70-year-old safe to function as an anti-tampering device.

“One of the vials was accidentally broken and ran down the safe and caused an irritant to a couple of people,” said Tom Garra, team manager of the Stark County HazMat team. “... (Vials) are designed to break if someone tries to get into it.”]]></description>

No one was injured in the blaze, at Combined Systems Inc., which makes tear gas and grenades.

Firefighters from more than seven companies, including those in Crawford County, responded, WYTV-TV of Youngstown, Ohio, reported. It said the plant evacuated all 200 of its employees for the day.

Officials were investigating the cause of the fire, the second at Combined Systems since November. A spark from a machine caused that blaze, which was in a different building than Monday's fire, officials said.

No one was injured in the November fire, which at the time was the third to occur at Combined Systems.

The San Diego Fire-Rescue Department and a hazardous materials team responded to what was initially ruled a "hazardous spill" of an unknown substance at the base. The report was received shortly before 10 a.m.
However, base officials said there was no hazardous spill, and added two Marines and two civilians standing near the base's east gate were inadvertently exposed by other Marines that had gone through CS gas training earlier in the day.
Authorities determined the area to be free of any chemicals and the gate was reopened following clean up.

The building, known as a "gas house," has a sprinkler system in place, but the system did not put out the fire at Combined Systems Inc., 388 Kinsman Road, officials said.

Firefighters from seven departments in Mercer County, as well as departments from Crawford County and Trumbull County, Ohio, were sent to the facility shortly before 7:30 a.m.

Seven employees in the building and about 163 others working elsewhere in the complex were evacuated without injury.

"Our emergency procedures worked flawlessly, and everyone was accounted for quickly," said Don Smith, chief executive of Combine Systems Inc. "I'm very grateful to emergency services for responding quickly."

The fire was fully involved when firefighters arrived on the scene. It took them about an hour to put the fire out.

"We couldn't get the fire out quickly because we couldn't get to it," said Tom Luckock, the deputy fire chief for the Jamestown Fire Department.]]></description>

Injuries included burning eyes, cuts and chemical irritation to the skin, said David McGill, emergency management coordinator in Harlan County. The gas grenade went off Monday evening in a home in the town of Lynch.
"They're very lucky that someone didn't get hurt worse than they did," McGill said by phone.
Most of the injured were taken to a nearby hospital in Harlan. One child was taken by helicopter to a hospital in Kingsport, Tenn., and was later reported in stable condition.
The grenade belonged to a man who found the device while cleaning out the home of a friend who had died, McGill said. The friend's widow told him he could keep anything that interested him.]]></description>

 IRWIN, Pa. -- Thieves who broke into a church building and stole thousands of dollars were likely sprayed with tear gas, leading to a hazmat situation, police said.
Channel 4 Action News' Jennifer Miele reported that Irwin police said more than $7,000 was stolen from Immaculate Conception Church's administration building.
Police told Miele the thieves got in through a basement door and rode the elevator to the business office to get to the safe, then brought the safe down to the basement in the elevator.
Police said the burglars knocked over a refrigerator when they were in the process of moving it so they could reach the safe.
Investigators originally believed the fridge was leaking Freon, because of a burning chemical smell, and they called in hazmat crews to deal with what they thought was a dangerous chemical.
It turned out that the smell was really tear gas that was part of a "booby trap" on the older-model safe.
"After doing some research on this particular safe, these safes were equipped with a fail-safe. If someone breached them, tear gas would be released," Police Chief Joe Pocsatko said.
"If it hit their skin, it probably burned them,"
Miele reported that officers found 11 water bottles scattered around the damaged safe and believe the suspects used them to rinse their eyes and throats after being sprayed with the gas.
"I was in there myself -- eyes started burning. We couldn't go back in until the fire department ventilated the building," Pocsatko said.
Police believe three or four people must have been involved in the theft, as the safe is extremely heavy. No arrests have been made.
