    <dc:creator>dchas</dc:creator><description><![CDATA[[Brief] State-owned Russian port operator Rosmorport has issued a commendation to a marine pilot who helped navigate a burning chemical tanker out of the Sea of Azov port of Temryuk last week. 

According to Rosmorport, pilot Konstantin Dereberya was assigned to bring the Turkish chemical tanker Ahmet Telli into port at Temryuk on July 9. The vessel navigated into the port, but once within the complex, a fire started in the engine room. The blaze disabled the main engine, leaving the vessel adrift and on fire. 

The Telli dropped anchor as a precautionary measure, but as the fire grew, it became clear that it would be necessary to move the vessel out of the port. The fire could not be extinguished and raised the possibility of an explosion aboard the vessel. This could potentially spread fire to nearby marine terminals. 

Dereberya remained aboard the vessel and helped direct the operation to tow it to the outer anchorage, and for his efforts he has been awarded a commendation. Once the ship was safely outside the port, the fire was extinguished by first responders of Russia's Marine Rescue Service.

Russian state media said the first fire occurred at a civilian facility in Bryansk holding 10,000 tons of fuel, followed by a second fire at a military fuel depot holding 5,000 tons.

Bryansk, which is less than 100 miles north-east of the Ukrainian border, serves as a logistics base for Moscow’s military campaign in Ukraine.

Images posted on Russian social media showed columns of smoke rising from the facilities in the Russian city on Monday morning.

Military analyst Rob Lee said that the footage suggested the fire was “probably” caused by Ukrainian sabotage. “It sounds like something is flying through the air before the explosion. I think it was probably a Ukrainian attack, but we cannot be certain,” Lee said.

Mikhail Fedyaev, an executive at SDS-Ugol, the company that owns the mine, reportedly said during the televised meeting that "it is impossible to bring people back" from the site of the mine explosion and that he is "ready to bear any responsibility."

Three other mine managers have been arrested and charged with negligence related to the explosion.

Putin said authorities would examine two similar mine explosions in the Kemerovo Oblast region, in 2010, which killed 91 people, and 2007, which killed 110.

    <dc:creator>dchas</dc:creator><description><![CDATA[USOLYE-SIBIRSKOYE (UrduPoint News / Sputnik - 16th September, 2020) SIBIRSKOYE, Russia, September 16 (Sputnik) - The military needs to ensure that a hazardous waste cleanup and the dismantling of the defunct Usolyekhimprom chemical plant in the town of Usolye-Sibirskoye in Russia's Irkutsk region does not cause a major leak into the environment, a senior officer of the radiation and chemical safety department of the Directorate of the Chief of the Radiation, Chemical and Biological Protection (RCB) Troops, which is part of the Russian armed forces, told Sputnik on Wednesday.

"When carrying out the [cleanup] work itself, we have provided for many degrees of protection, we want to prevent the slightest unforeseen situations, the penetration of anything infected beyond the territory of the industrial site," Yevgeny Veber said.

The officer added that the RCB troops held numerous joint drills with the Russian Federal Biomedical Agency, Ministry of Emergency Situations and the National Guard on the territory of the plant.

"That is, everyone knows their role and place in the event of any emergency," Veber noted.

He went on to say that the dismantling of the chemical plant would be carried out under certain conditions.

"When dismantling the structures of the plant, the most important thing is to not create a dust cloud of toxic mercury vapors, because it will be similar to a radioactive cloud. That is why we will be constantly putting protective screens," Veber said.

Levels of the radioactive element weren’t high enough to pose a health hazard, but officials were still alarmed. It’s taken a long time to piece together what happened, but new evidence published this month suggests the Ru was released after a fire or explosion during processing of spent fuel from a Russian plant.

Reconstructing the path of the radioisotope cloud led French and German radiation protection agencies back to the Mayak reprocessing facility in the Southern Urals in Russia. But Rosatom, Russia’s nuclear energy corporation, denied these findings. So a group of scientific detectives started trying to crack the case.

In 2019, Leibniz University Hannover chemist Georg Steinhauser and colleagues examined radioactive isotopes captured in different countries during the 2017 incident. They showed that the plume probably came from spent nuclear fuel that was processed when much younger than normal. This suggested to Steinhauser that the fuel might be related to efforts at Mayak to create cerium-144: Mayak had taken and then canceled such an order.

In July 2019, the group released evidence that an explosion may have occurred at the Mayak nuclear facility — once the center of the Soviet nuclear-weapons program. Mayak was also the site of the 1957 Kyshtym explosion, the world's third-worst nuclear accident behind Fukushima and Chernobyl.

In late 2019, the scientists suggested that, given the large amount of radiation admitted on the date, the accident took place on September 26, 2017. The radiation seemed to spread from Russia's Southern Urals region (where the Mayak facility is located) toward central Europe, Scandinavia, and Italy. 

A third study, released Monday, offers "irrefutable proof" that the explosion was linked to nuclear waste reprocessing — a method that separates plutonium and uranium from spent nuclear fuel. The Mayak facility is the largest nuclear reprocessing facility in the region. That makes it the most likely, if not the only possible, origin site — though Russia has never acknowledged a nuclear accident at the facility in 2017.

The site was developed during the 1970s to create biological weapons during the Soviet era, as well as means of protection against them. It is now one of Russia's main disease research centres.

Russian authorities have said that the room were the gas explosion occurred was not holding any hazardous substances and no structural damage was caused.

One worker at Vector has been hospitalised after suffered three-degree burns from the blast. The fire covered 30 square metres and has since been extinguished.

Russian rescuers are trying to reach sailors who jumped overboard. Fourteen people have so far been rescued.
One ship is a gas tanker, and the fire reportedly followed an explosion, which set the other vessel on fire.
They were named as the Kandy (Venice), with a crew of 17 from Turkey and India, and Maestro, with 14 sailors.
The fire broke out when one vessel was transferring fuel to another, Russian maritime agency spokesman Alexei Kravchenko said, adding that this had then forced several crew members to jump overboard.

Drozdenko said the explosion was most likely set off by sparks flying from a grinder operating near a barrel containing the flammable chemical compound saltpeter.

Rescue teams, police, local authorities, and environmental hazard teams rushed to the site, and the explosion was under investigation.

“The situation has been dire for many years, and nothing has changed,” warned Viktoria Markova, a local environmental activist. She recently staged a 29-day hunger strike to draw attention to the Krasny Bor (Red Forest) chemical dump, whose contamination she believes could leach into the city’s drinking water.

“We don’t want the site to be kept in this state,” said Markova, a 50-year-old mother.

Krasny Bor, which sprawls over 73 hectares (180 acres), is the largest dumping ground for dangerous industrial waste in northwestern Russia, containing almost 2 million tons of toxic waste in open-air pools.

“With the start of the thaw, the level of the pools has risen a lot. They have even overflowed in some places,” Markova warned.

If such contaminated water reached a nearby stream, the Bolshaya Izhorka, “it will mix with rainwater and then reach the Neva River and the taps of St. Petersburg residents,” Markova said, referring to the river flowing through the city center.

This scenario does not appear totally far-fetched, following statements by Russian authorities. In mid-February, the country’s natural resources monitor Rosprirodnadzor said the concentration of dangerous substances in a man-made canal circling Krasny Bor exceeded permitted levels.]]></description>

About 400 people working for the Russian government generate phony news stories—some quite convincing—using social media sites. From inside a large warehouse, these writers and graphics specialists put together elaborate hoaxes to stir worry and perhaps even panic among Westerners.

Last year, residents of St. Mary Parish, Louisiana, started receiving text messages that a nearby chemical plant had released toxic fumes. Tweets describing an explosion also began to show up in Twitter feeds. The messages seemed authentic, using a company name similar to that of an actual facility. The text message cited Columbia Chemical, while Columbian Chemicals operates in the area.

The Louisiana chemical hoax “was just one in a wave of similar attacks during the second half of last year,” according to The New York Times Magazine.

A warning issued online recommended that residents stay indoors, keep their windows and doors shut, and seal any door cracks with wet towels.

An official for the Moscow branch of the emergency agency, Andrei Pavlov, told radio station Govorit Moskva that test results showed the concentration of air pollutants in the capital had not exceeded permissible limits on Sunday or Monday.

Pavlov added that the sewers "were mostly to blame for the odors," without specifying what else might have caused the smell.

Ethyl acetate, a colorless liquid with an intense smell, is used in various industries. Its fumes can provoke irritation of the eyes and the respiratory tract.]]></description>

Owner-operator Lukoil-Neftekhim, a petrochemical subsidiary of Lukoil, said it has suspended production as a result of the incident. Its cause, nature and scope as well as the expected date of resumption of output would be decided by a special commission set up with state supervisory authorities.

According to European Plastics News, this is the third incident of this type at the plant in the past six years. The Stavrolen plant only fully came back on stream in September 2012, almost a year after nine employees were injured in a previous €20m blaze there in December 2011.

The cause of that incident was a gas leak in the ethylene plant. It occurred a little over two months after an industrial safety inspection by the Russian state environmental, technical and nuclear regulatory agency Rostekhnadzor.

"The blast ripped through a metal container near Novy Arbat Street, 7, in Moscow's center," a law enforcement source told Itar-Tass news agency. The explosion occurred next to a building that houses an Asian restaurant and the offices of several Orthodox Church-linked organizations.

Police are investigating the blast, which took place in the middle of one of the city’s main avenues, in a district full of tourist attractions. The site of the blast has been cordoned off.

The Moscow department of the Russian Interior Ministry has denied that an explosive device was the cause of the Tuesday explosion.

“One of the workers had a metal tank filled with a chemical substance, which exploded. As a result, two people sustained chemical burns,” the department spokesperson told Itar-Tass. The two are now being given medical treatment.

According to LifeNews, the blast was caused by a chlorine-filled container used in maintenance work. The two injured are reported to be workers doing renovation.

Workers at the plant, located at the town of Berezniki in Perm, violated the technological process, triggering the accident.

"30 people have been injured, 27 of them were hospitalized," a local emergencies department spokesperson said, adding the other three people received medical care on the spot.

"The chlorine spill could have been caused by a technical failure and it had already been contained," the regional police department said on its website, adding no threat would be posed to the population.

Local authorities were alerted at 0421 GMT about the spill at the plant's 13th unit, a local emergencies service spokesman told the Interfax.

Perm Territory Governor Viktor Basargin has ordered the local authorities to provide assistance to those affected and conduct an investigation into the incident.

"There are 30 fire engines and 108 firefighters currently working at the scene. No casualties have been reported," Valery Tiunov told RIA Novosti.
The company's spokeswoman confirmed the reports.
"Firemen are still struggling to bring the blaze under control. The cause is yet unknown. An official comment will be issued later in the day," she said.
