    <dc:creator>dchas</dc:creator><description><![CDATA[A science experiment of Grade 7 students at Awao National High School in Davao led to a fire accident with three students suffering from third-degree burns.

In Sunday's episode of "Kapuso Mo, Jessica Soho," student Bemboy Montanez narrated how the fire started during their class' experiment session.

("Salt was put in the water, sir mixed it. He took the bottle then he put some alcohol in the stove, then it exploded.")

As soon as the fire started, he said that his teacher went to him and hugged him.

("Our clothes caught on fire, sir approached me and hugged me.")

Aside from Bemboy, another student, Edwin Rebleza Jr., had the worst injuries from the accident. His face, neck, arms, hands, chest, and tummy were all scalded.

("I was in front and two of my classmates were beside me. I rolled on the ground and caused the chair to fall because the fire was spreading on my clothes.")

Edwin pleaded to hospital staff to be gentle with him during his treatment due to the pain caused by the third-degree burn.

According to one of Edwin's classmates, Cyril, Edwin sprayed alcohol on his uniform during the experiment because he wanted to smell good.

When Edwin was asked if he thought the alcohol caused the malfunction of the experiment, the seventh grader admitted that he had no idea.

("I don't know. When I moved away, I stepped back slightly. The fire spread suddenly on my face.")

Prof. Laurenzo Alba, a chemist professor at De La Salle University, said that the experiment they were trying to do was possibly to vaporize the salt solution.

("It is to demontrate that salt gets left behind when water becomes water vapor by boiling.")

The chemist also added that ethyl alcohol and isopropyl alcohol, two of the most common ingredients in a science lab, are flammable.

Retired PCol. Alfredo Baluran, chief of the City Disaster Risk Reduction and Management Office (CDRRMO), said the truck contained “caustic soda”, a chemical usually used in cleaning bathrooms, during an interview with the Davao City Disaster Radio.

Caustic soda or Sodium hydroxide (NaOH), according to ChemicalSafetyFacts.org, is “a highly versatile substance used in a variety of manufacturing processes. Sodium hydroxide is a co-product of chlorine production.”]]></description>

The Bureau of Fire Protection (BFP) said the fire, which started at 9:45 a.m., was a result of chemical toluene that sparked and ignited during the inventory taking of evidence.

MPDHQ personnel present at the scene immediately attempted to subdue the blaze with fire extinguishers.

Several fire fighters led by Fire Inspector Luke Challongen also rushed to the scene.

The fire was declared under control at 10:15 a.m.

The report also said that after the flame had been controlled, smoke was still emanating from the hazardous materials inside the crime laboratory.]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[TWO people died following an explosion at the headquarters of the Government Arsenal, a bureau under the Department of National Defense (DND), on Wednesday. Two others sustained minor injuries.

The blast in the arsenal's Building 27 in Barangay Lamao in Limay, Bataan, happened at 10:45 a.m.

Authorities identified the fatalities as Ricardo Solomon, 40, and Marvin Tatel, 38. The injured were Macreldo Rodriguez, 57, and Allan Wisco, 36.

  
Police said that based on initial investigation, the explosive chemical, which Solomon and Tatel were carrying were used to make bullet primers. It "exploded for an undetermined cause."

Tatel was killed instantly while Solomon died on the way to the arsenal's infirmary, police added.

Rodriguez, the group chief, was making his reports while Wisco was checking on the hydraulics systems.

    <dc:creator>dchas</dc:creator><description><![CDATA[The Department of Environment and Natural Resources (DENR) has acknowledged the “risk” that e-commerce brings to Filipinos when it comes to the online trade of regulated hazardous substances.

“While e-commerce is a significant driver of our economy and provides convenience to millions of consumers, there [is] also [a] certain degree of risk to the population in general,” DENR Usec. Juan Miguel Cuna said over the weekend.

Rreferring to the online selling of regulated chemicals or chemical products, Cuna said: “With these products being highly accessible to anybody who has access to online trading sites, risk of human exposure or environmental contamination is highly possible, especially when sellers or suppliers do not have permits from government regulatory agencies.” 

Cuna made the remarks last Friday, April 16 during a virtual interagency meeting involving environmental, health and trade regulators, e-commerce executive, and chemical safety advocates. The topic of the meeting was the supposed unfitting use of online shopping platforms to sell regulated chemicals such as cyanide and mercury.

A presentation by the EcoWaste Coalition illustrated how third-party dealers are taking advantage of digital commerce to sell regulated chemicals in blatant disregard of existing regulatory controls.

On February 3, an ammonia gas leak from an ice plant in Navotas City led to the death of two workers, the hospitalization of close to 100 people and the evacuation of some 3,000 nearby residents.  A leakage from an ice plant in Lian, Batangas on the same day caused the plants at an adjacent creek to wither and fish to die.

Ammonia, particularly anhydrous ammonia, is a common refrigerant used in commercial and industrial facilities such as those involved in ice making, manufacturing of dairy products and cold storage.

Maj. Bernie Faldas, chief of Norala municipal police station, said Monday the incident happened past 9 a.m. at the residence of the Rapista family in Sub-Purok Bliss, Purok Reloquemas in Barangay Poblacion.

He said a balloon vendor identified as Neilfren Cabuhay, 40, and several family members had just finished inflating balloons using what looked like an LPG tank when it suddenly exploded.

Citing accounts from witnesses, Faldas said one of the victims reportedly mixed unknown chemicals and filled the tank with them before the incident.

“The investigation is still ongoing and we’re mainly determining the chemicals that caused the explosion,” he said in a report.

In a statement, the group’s Chemical Safety Campaigner Thony Dizon urged officials to impose ordinances that will prohibit firecrackers and fireworks for the New Year’s Eve’s festivities.

It was the police that informed firefighters about the blaze, which started at around 10 p.m.

One person was reported injured, according to Col. Rex Malimban, chief of the Batangas Police Provincial Office.

“The initial [information] we received was that used oil was ablaze,” Malimban said in a phone interview around 11 p.m.

“There was no human intervention. It was likely that the explosion was caused by a chemical reaction,” said Lt. Colonel Mardy Hortillosa, the Police Regional Office-10 spokesperson, on Saturday.

Hortillosa said about 50 stored bombs and other ordnance exploded inside the RFMB camp in Barangay Indahag, causing alarm among the residents living nearby.

Citing an initial report provided by the Explosive Ordnance Disposal investigation team, Hortillosa said it was not probable that the explosion was triggered by human intervention as there would have been casualties if that were the case.

He said the unexploded ordnance (UXO) were stored in a shed made of wood and galvanized iron sheets located a few meters from the RMFB office. The blast did not damage the main building itself, including its living quarters and armory.

The police official admitted that the explosive storage facility was not the ideal place to stock bombs and other explosives. 

He said the storage site should have been situated at least three kilometers away from any building or a populated area.

Hortillosa said the storage should have also been made of solid materials.

Last month, he said Explosive and Ordnance Division experts from the Philippine National Police (PNP) headquarters inspected the facility and recommended that the UXOs be disposed of.

“But before these bombs could be disposed of, the explosion happened,” Hortillosa said, adding the remaining UXOs inside the camp has been disposed of. (PNA)]]></description>

Among the victims of the accident, three sustained minor injuries while one was severely injured and was transferred from the LS Health Services Clinic to a hospital.

In an interview with The GUIDON, Ace*, a student who witnessed the incident in her class, said that one of her classmates’ experimental set-up exploded as he was boiling a solution of unpurified isopropanol.

Ace said that the glass shards that flew out of the explosion severely injured the student and gave two others minor scratches and abrasions. Meanwhile, one shard of glass was embedded in a fourth student’s cheek.

“[The sample provided to the students] had a mixture of the solution we’re trying to find and the dye, and we’re supposed to obtain the purest form of it. So that’s why we needed to heat it a couple of times,” Ace explained.

According to Ace, “[the explosion] could be [due to] the possibility of a strong flame, the lack of boiling chips which could cause the unstable heating, or heating to dryness which could cause pressure too high for the apparatus to handle.”

Villanueva-Tugna said the municipal government of Bocaue will extend financial help for the medical expenses of the surviving victims and burial expenses for those who have already died.

The total figure is 51 percent lower compared to the same period last year, and 75 percent lower than the five-year average, the DOH noted in its latest report.

The three new cases were from Ilocos Region, Cagayan Valley, and Bicol Region.

The DOH said that of the 43 cases, 41 injuries were due to exploding firecrackers while the remaining two cases were firecracker ingestion. The cases of firecracker ingestion involved a 3-year-old girl from Valenzuela City on Dec. 21; and a 6-year-old boy from Tondo, Manila on Dec. 25. Both of them were discharged from the hospital.

Majority of the victims were males. The youngest victim was 2-years-old and the oldest is 69-years-old, the DOH said.

Twenty-four individuals sustained blast injuries without amputation, five sustained blast injuries that resulted in the amputation of the affected limbs, while 14 sustained eye injuries.

To promote e-waste prevention, reduction and safe management, EcoWaste Coalition yesterday conducted a public outreach at the Quezon Memorial Circle to inform the public about e-waste, which is described as “one of the fastest growing waste streams” across the globe.

The event followed the release last December 13 of the Global E-Waste Monitor 2017 by the International Telecommunication Union, United Nations University and the International Solid Waste Association indicating the rising levels of e-waste and its improper and unsafe treatment and disposal through burning or dumping.

Globally, some 44.7 million metric tons of e-waste were generated in 2016 or 6.1 kg per inhabitant.

The study also showed that Filipinos produced 2 kg. to 5 kg. of e-waste per inhabitant.

The police reported the explosion happened at around 3:30 p.m. Monday at Purok 11, Barangay Poblacion, Dimataling, Zamboanga del Sur.

Identified fatality was John Javier Bonga. Wounded was Raymund Maghinay, also three years old.

PO1 Iresidel Osayan, the case investigator, said investigation showed that the two children were seen tinkering with a metallic object while playing beneath the house of their aunt, Genalyn Vallecer.

Osayan said Vallecer suddenly heard a loud explosion when one of the children hit the metallic object with a stone, killing Bonga instantly.

He said that Maghinay was rushed to the Margosatubig Regional Hospital for treatment.

Vallecer was making a bamboo stick about 10 meters away from the children at the time of the explosion.

“The said explosive device was allegedly discovered by the children somewhere near the house and played with it,” the Dimataling police reported on Tuesday.

Osayan said they recovered at the explosion site three pieces of deformed aluminum metallic sheet.

Out of 35 whiteners which can be bought at price range of P60 to P240 each, Laban Konsyumer Inc. and EcoWaste Coalition found that 33 of these products had mercury content of up to 46,000 part per million (ppm).

Mercury is considered extremely toxic and handling it must be done with care. There has already been a global plan to completely phase out the use of mercury in skin lightening creams and soaps by 2020. Southeast Asian nations, however, have since adopted in 2007 to ban cosmetics that exceeded a mercury level of 1 ppm.

“While the Minamata Convention sets a 2020 phase-out date for mercury-containing skin lightening creams and soaps, Southeast Asian countries, including the Philippines, ban mercury in excess of 1 ppm under the heavy metal limits of the ASEAN Cosmetic Directive that were adopted in 2007,” said Thony Dizon, coordinator of EcoWaste Coalition’s Project Protect.

Fire Sr. Insp. Reginald Legaste, Koronadal City fire marshal, said the fire started at around 6 p.m. in one of the classrooms at the two-storey laboratory building of the Marbel Institute of Technical College (MITC) along Alunan Avenue in Barangay Zone 4.

He said no one was reported hurt in the incident, which was declared under control by the Bureau of Fire Protection about 40 minutes later.

Firefighters and volunteers from the Koronadal City, Tantangan and Banga fire stations and the KCC Mall fire brigade responded to the scene, he said.

“Our investigation is still ongoing as to the actual origin and cause of the fire but there were indications that it could have been due to faulty electrical wiring,” he said in a radio interview.]]></description>

Senior Inspector Malu Calubaquib, spokeswoman of the Police Regional Office 5 (PRO-5) said that the fire started at around 1:30 a.m that razed to the ground the old building occupying the offices of Provincial Intelligence Branch, (PIB), Police Community Relation Branch (PCRB), Provincial Supply Section, Provincial Internal Affair Service (PIAS), Women and Children Protection Desk (WCPD), Provincial Crime Laboratory Office (PCLO) and NAPOLCOM.

A series of explosions were also heard during the fire, which Calubaquib said was due to the ammos and explosives that were inside the Crime Laboratory.

Calubaquib said that no one hurt during the incident, while the cause of damage still undetermined as of press time though two people were said to be injured.

Initial investigations disclosed that faulty electrical wiring may be the cause of the fire while assessment is still on-going to determine if all the stored pieces of evidences were affected.

Assistant Secretary Abdullah Dumama, Jr. said the fire started at around 10:30 pm, with the DOH official, himself, making the 911 call for fire responders.

According to the official, the fire burned down an estimated P30-million in equipment, such as laboratory tools and teleconference equipment, including the newly refurbished office of the regional director.

The Bureau of Fire Protection was still investigating the incident as of press time.

Dumama assured the public that the fire will not disrupt the operations of the agency.

“There will be no effect on the services that will be rendered to the public, he said.

Dumama said that the fire burned down the local Commission on Audit (COA) office of the agency, the regional epidemiology surveillance unit, two warehouses, and the laboratories.

According to him, the DOH central office has already sought the regional office’s input on what needs to be done to resume any interrupted services.

Dumama also suggested that the agency build a sturdier and more fire-resistant regional office, as its composition of light materials contributed to the spread of the fire in the office.

It was around 5 a.m. when residents woke up to a stench smell and started having difficulty in breathing.

They were rushed to the Southern Philippines Medical Center (SPMC) after having received first aid treatment from the personnel of Central 911 onboard the medical bus.

Residents claimed smelling chlorine in the air shortly before feeling ill.

Authorities are still investigating the source of the chemical leak.

The victims, meanwhile, are now recuperating at the hospital.

Dr. Leopoldo Vega, director of SPMC, said that a total of 31 victims were admitted to their hospital.

He said the victims were suffering from nausea, vomiting and loose bowel movement.

However, others were dismissed immediately after treatment.

Kentex manufactures rubber slippers at the plant in the city of Valenzuela. According to an interview with its owner, Veato Ang, it employed 200 to 300 workers.
The two-storey factory occupied 3,000 square meters but had only two working exits. The building had no alarms, no sprinkler system, and, it seems, no fire extinguishers. It was a mass of unpainted concrete, and poorly ventilated despite the chemicals being used throughout the building.
The fire department managed to have the fire under control by 5 p.m., and announced that the fire was out at 7 p.m. The blaze burned for seven hours.]]></description>

A police report identified the victim as Julie Lancion, married and resident of Purok 4, Barangay Bayan-Bayan, Labo, Camarines Norte.

The report said the incident happened at about 7:30 a.m. when Lancion and his companions entered the pit to get the water pump and blower that they left behind inside the mining pit when he suddenly felt dizzy.

His companions tried to bring him out of the pit but it took almost one hour before they succeeded.

Once out, Lancion's companions noticed him already lifeless.

The other miners carried the victim's body down the mountain, taking them four hours to reach the road in the area.

Lancion's fellow miners believed he inhaled a poisonous chemical that they used in mining gold in the area, causing his death.

According to the 27-year-old female victim, she boarded "Angel of J" taxi at a mall in Makati City at around 8:40 p.m. Friday. She was supposed to go to Pasig City.

The victim said she immediately noticed that the plate number and other details painted on the taxi's door were erased. This prompted her to ask the driver for information. The driver then told her that the taxi's plate number is PXF-966.

While they were plying the flyover, the woman said she felt dizzy and found it difficult to breathe.

When they reached Buendia area, she told the driver to pull over so she can get off the cab. The driver, however, ignored her and continued driving instead.

But affected residents refused to leave the area particularly now that the barangay prepares for its annual fiesta celebration early next week. They claimed that the foul odor is much less intense than during the previous days’.

Chief Inspector Ariel Huesca, spokesman of Police Regional Office 9 (PRO), identified the victim as Mark Anthony Mojica, 24, pool attendant of Valdia Gardens Function Hall and Restaurant located at Barangay Sicayab.

Huesca said investigating police officials  of Dipolog City disclosed that the victim mixed a chlorine and alumprecipitate in a pail, added water and stirred the chemical concoction as  pool water treatment when it exploded  about 8:45 p.m. Thursday.

The police said the Mojica sustained chemical burns and hematoma on the different parts of his body.

The victim was immediately rushed by his co-worker to the nearby residence of a Dr. Valentino Tiu for treatment.

It resulted, however, in some minor inconvenience to several patients who had to be transferred to nearby buildings for their own safety and doctors whose clinic operations were disrupted.

Fire officials said the blaze began at 11 a.m. in the skills laboratory on the sixth floor of the hospital’s Martin de Porres annex building on A. H. Lacson Avenue in Sampaloc, Manila. It is where UST nursing students conduct health care simulation practices and is situated right next to a chemistry laboratory.

According to a UST nursing student, who asked not to be identified, they were attending classes in the chemistry laboratory when they heard an explosion, prompting them to immediately evacuate.
“Another nursing student told me that they saw the air-conditioning unit in the [adjacent room] on fire,” the student added.

SFO1 Anthony Quilon of the Sampaloc Fire Station said they also suspected that the fire was caused by the air conditioner although he stressed that this was still under investigation.

He added that they did not have a hard time putting out the fire since it had not yet spread when they arrived in the area. This was in spite of the fact that it took them some time to get to the site because some of the hospital’s security guards blocked their fire trucks.

The DOH claimed that 80 hospital personnel and Hazmat members underwent blood tests for mercury contamination as part of the standard operating procedure during a chemical spill.  Results, however, were not made available.

“Patients were not included in the monitoring because they had no exposure. The hospital staff were those who may have been in and around the storage areas where the chemical spill occurred,” the DOH said.

All patients’ areas were also examined for ambient mercury after the clean-up but they tested negative for the chemical.

The DOH said all supplies and materials in the storage areas where the mercury spill occurred last Thursday will be disposed of if found to be significantly contaminated with mercury.

“The affected areas will only be used again by hospital employees only after the Hazardous Material Unit declares them safe for occupation,” the DOH assured. These affected areas were in a separate building far from other patients’ areas.

Last Saturday, 40 patients at the Pediatric Ward were transferred after unacceptable levels of ambient mercury were found in an adjacent storage room where mercury-containing amalgam spilled.

The tank of the WT Treat Chemical Trading Corp. blew up during a thunderstorm at past 12 a.m. The plant’s resident engineer, Rufino Damayo, said lightning and the downpour may have raised the pressure inside the facility that caused the tank to blow up.
WT Treat processes chemicals to produce hydrogen peroxide, a cleaning agent.
Superintendent Romeo Rillo, Bulacan fire marshal, said the blast tore through house ceilings, walls and fences. Even the glass wall of the Loma de Gato fire station was shattered, he said.
Rillo said they were validating Damayo’s claims as they started an investigation to determine whether the factory would be allowed to continue operating in the neighborhood.

According to Superintendent Ulysses Cruz, Dasmariñas police chief, the driver of the tanker lost control of the vehicle, which sideswiped another truck, a car and a van, all of which were at the Pala-pala junction and all headed towards Tagaytay City, at around 1:30 a.m.
The tanker stopped when it hit three houses on the side of the road. A fire broke out but firefighters were able to put it out after around 30 minutes.

Inspector Jay Francia, of the special tactical platoon of the Davao City Police Office (DCPO) special anti-terrorist unit (Satu), told reporters at the City Council on Thursday that they were called in on suspicion that an improvised explosive device (IED) was found at the ground floor of the Stella Maris Academy of Davao high school department around 1 p.m. Thursday.

Classes were suspended while the bomb squad scoured the school's vicinity.

The smoke was traced to a toilet bowl where a half-burned six-inch high mug was found.

Initial investigation indicated that the mug contained chemicals that could cause a burning of sorts when mixed with water. A meter-long yarn was also found in the toilet.

Francia said that apparently, the mug was set up to fall into the bowl when the door is opened.

City police station 2 chief Supt. Audie Madrideo said the residents complained of vomiting, cold-like symptoms, dizziness and eye irritation after smelling ammonia.  

Madrideo said that police personnel and officials from Bureau of Fire Protection and city hall immediately inspected the VCNC ice plant located at 78 Bukidnon St., Ramon Magsaysay, Barangay Bago Bantay. 

He said the ice plant shut down its operations to ensure that there will be no more leakage. 

Families living within the 330 feet radius of the ice plant were evacuated to a nearby basketball court. 

Madrideo said that ammonia, which is used as a refrigerant at the plant, can cause difficulty in breathing, especially among children.

Arson probers said that the fire started at 10:50 p.m. in one of the chemical laboratories of the building.

At first, it was thought that what transpired was a case of spontaneous combustion, but Dr. Evangeline Amor, College Secretary of the Chemistry Department of UP, explained that what they had in their labs were merely flammable materials.

She explained that it is the inflammable materials that are the usual cause of spontaneous combustion since flammable materials need a spark first or something to ignite it, to actually cause fire.

Dr. Grace Gregorio, Vice Chancellor of UP, said that they might suspend classes, depending on the recommendations of the arson investigators of the Bureau of Fire Protection (BFP).

Security personnel of UP tried to put out the fire at first, but they thought better of it when they realized that electricity was still running and they might get electrocuted. A few minutes later, firefighters arrived at the area and began dousing water into the building.

Because of the material contained inside the said laboratories, firefighters of the QC Fire Department mixed chemical with the water that they were using to improve their chances of putting out the fire.]]></description>

Quezon City fire marshall Senior Superintendent Bobby Baruelo said the Palma Hall Pavilion II of the UP Institute of Chemistry, which also houses the organic chemistry and biochemistry laboratories, was razed by a fire of still undetermined causes at around 11 p.m. Wednesday.

The fire allegedly broke out on the second floor of the building.

Guards valiantly tried to put out the fire using fire extinguishers but were overwhelmed by thick smoke and heat.

UP College of Science Secretary Evangeline Amor told arson probers the fire could have started from flammable and inflammable chemicals stashed in the laboratories. She said the fire could have been started by spontaneous combustion, or a spark somewhere could have triggered it.


Baruelo said that prior to the fire, some people were seen in the building working on unspecified research projects at around 9:45 p.m.

Classes at the building were temporarily suspended yesterday because of the incident, the official said.

No one was reported injured or killed in the blaze even as damage is yet to be determined, according to fire officials. ]]></description>

Manila, Philippines (AHN) - The Philippine Coast Guard has begun its investigation into a chemical leak in an old barge that killed three people and forced thousands of nearby residents to evacuate their homes.
Members of the Marine Environmental Protection Command Hazardous Materials Team and the Specialized Medical Advanced Rescue Team on Wednesday boarded the empty barge docked in Batangas, a province 50 miles south of the capital that is popular for its dive spots.
According to initial findings, the accumulation of curing agent, thinner, epoxy or the so-called sewer gas had caused heavy fumes.
The Coast Guard said the team of investigators will continue its inspection using gas indicator equipment.
A chemical leak is believed to have occurred in the barge, named Kotakinabalu.

A chemical leak on a barge undergoing repairs killed three workers and prompted authorities to close schools and move to safety nearly 2,000 residents at a northern Philippine port, officials said Wednesday.
The three men suffocated Tuesday while repainting and fixing the docked barge in Batangas port south of Manila, said regional police director Rolando Anonuevo.
Three other workers were hospitalized while authorities temporarily moved about 2,000 people living nearby to a local school.
The gas was probably sodium hydrosulfide, a toxic chemical used in the production of paper and dyes and to process ores, said Philippine National Red Cross Chairman Richard Gordon.
