When a chemical plant in Port Neches, Texas, exploded on Thanksgiving eve in 2019, multiple people were injured, tens of thousands were evacuated from their homes and off-site property damage costs topped $150 million.

What's new: The plant's ultimate owners, private equity firms First Reserve and SK Capital Partners, will not be held liable, per a recent ruling by the Texas Supreme Court.

Why it matters: This was a failed attempt to pierce the corporate veil that private equity funds use to protect themselves from portfolio company misdeeds.

Had it succeeded in Texas, the second-largest state for private equity investment, it could have opened the floodgates for future litigation.
What to know: The Port Neches facility was owned by TPC Group, which was taken private for $850 million in 2012 by First Reserve and SKCP.

It mostly produced butadiene, a petrochemical used in the production of synthetic rubber.
An investigation by federal authorities determined that the blast was caused by the buildup of a “popcorn polymer” inside of a pipe, and that TPC failed to identity what it should have known was a possible problem.
TPC filed for Chapter 11 bankruptcy protection last summer, in a prepackaged deal that included money to compensate thousands of plaintiffs in lawsuits that had been consolidated into a state multidistrict case. Prior to the bankruptcy filing, TPC had already paid out $134.5 million to settle explosion-related claims.
Piercing the veil: Not all victims were satisfied with going after TPC. Some also wanted compensation from the company's private equity owners, who they believed had caused the company to cut safety corners in the pursuit of investment profits.

Around 9:30 a.m., there was an explosion at the Seneca Petroleum plant at 12640 New Ave. in unincorporated Lemont, according to the Will County Sheriff's Office. An asphalt tank on the property apparently exploded, according to the sheriff's office.

Chopper 2 was over the scene and spotted the lid of one of the tanks appeared to be gone as a result of the blast.

One person has died, and another person was taken to Silver Cross Hospital in New Lenox, according to the sheriff's office. The second person's condition was not immediately available.

    <dc:creator>dchas</dc:creator><description><![CDATA[North American freight rail companies aren’t interested in improving safety because it costs too much, according to one American-born expert now teaching in Denmark. “Rail safety in North America is pretty bad, to be honest,” says Steve Harrod, “it's very bad by European standards and it has been really bad for a long time.”

Harrod is an associate professor at Technical University of Denmark in the DTU Engineering Technology department. He focuses on transportation management, science, and analysis with a specialization in railway management and technology.

“The fundamental technology of North American freight trains needs to be changed,” explains Harrod. “It's a really tough statement to make, because one of the great successes of North American freight transport is the very low price, the very economical movement of freight by rail in North America.”

That economical advantage can’t be understated according to Harrod, who notes how much more profitable rail companies are in North America compared to Europe. He says typically a North American rail company generates $1 of profit for every $2 in revenue which is “incomprehensible” for European companies to have that level of profit, “it just doesn’t exist.”

Harrod highlights three distinct differences between Europe’s freight rail system and North America’s that make Europe safer: Train length, coupling systems, and approach to hazardous materials.

Hazardous materials

The dangers of hazardous materials transported by rail are on the minds of many American lawmakers after the fiery derailment of a Norfolk Southern freight train on February 3. Earlier this week, the company’s CEO, Alan Shaw, apologized to Ohio lawmakers for the accident that saw toxic chemicals spill and burn in East Palestine, Ohio. The chemicals included vinyl chloride, butyl acrylate and isobutylene. Shaw expressed support for some newly proposed safety measures, while resisting others.

Harrod says accidents involving toxic chemicals and other hazardous materials are very rare in Europe because they are typically transported by sea and not rail. But in North America there is “a lot of over the land shipment of hazardous material,” says Harrod.

“In America you are shipping petroleum from North Dakota to New Jersey and to New Orleans. And then you're shipping it to the chemical coast…then you're making chlorine and plastics and all kinds of crazy stuff. And then you're shipping it from Texas and New Orleans to Ohio and to New York and Pennsylvania.”

On Market Street, the main commercial road in town, it smells of doughnuts and McDonald’s and exhaust. It’s only when the wind picks up, or you walk toward the western edge of town, that you can catch a whiff of the chemicals.

Some say they smell like nail polish remover or super glue. To me, the odor was sweet, like a cheap fruity air freshener, with a bitter aftertaste.

It has been over a month since a large train derailed here, sending up flames taller than buildings and spewing more than 100,000 gallons of toxic chemicals into the environment. Federal and local officials have been trying to clean up the mess. And for weeks, they’ve been assuring residents that the air and water are safe, according to monitoring. It won’t put the health of residents at risk, health officials have repeatedly said.

Yet for many of them, East Palestine, a village of roughly 4,700 people, still doesn’t feel safe at all.

You can’t blame them. In some parts of town, the scent of chemicals still hangs in the air. You can see pollution in the streams, which appears as an iridescent sheen on the water’s surface. Independent analyses complicate the scientific side of the story. Meanwhile, a large number of people have been complaining of headaches, coughing, and other symptoms in the wake of the derailment. This has many residents asking: How can East Palestine really be safe?

By Tuesday, when Hidalgo announced the wastewater shipments to Deer Park waste disposal company Texas Molecular were resuming after a brief pause, her stance on the issue seemed to have softened. She said it was appropriate for Harris County to help others in need when it had the ability to do so. She also said she had gotten assurances from the Environmental Protection Agency (EPA) that the wastewater needed to be hauled away from East Palestine, Ohio – where residents previously had been evacuated for a controlled burn of known carcinogen vinyl chloride – and would be transported and disposed of safely and with oversight from the federal agency.
Hidalgo explained and defended her evolving messaging Wednesday during an interview on Houston Matters with Craig Cohen, who asked the county's chief executive if she had initially overreacted. Hidalgo said she had "no regrets" and that her job is to "be prepared for the worst and hope for the best."
"There's this international level disaster of this derailment and the subsequent fire and plume and people being sick. All of a sudden, we learn that these materials are coming to our community," Hidalgo said. "... We have to be real about what's happening. This is something everyone's been seeing on TV, that is really scary, and I don't feel comfortable just letting it come in and then our community being none the wiser about it. So I'm glad that we took a moment to evaluate what was going on."
Citing the EPA, Hidalgo said Tuesday the shipments are 99.9 percent water. The rest is about 910 parts per billion of vinyl chloride and 11,000 parts per million of sediment, with the remainder being oil and diesel fuel, she said.]]></description>

Lumber inventory levels will also be drawn down at the facility’s planer mill, which will then pause operations.  
According to Steven M. Anthony, President of ATI, the decision was made based on recent action by landowners downstream, facility neighbors, and local government officials.
The sawmill will undergo a Remediation and Maintenance Plan over the next month, and then they will evaluate their options going forward.
In a memo sent out to ATI Malvern employees by Anthony, he announced that "You should know that there is a move afoot to force closure of the Malvern sawmill."
The memo went on to explain that due to an alleged massive petrochemical spill, landowners downstream of the Malvern sawmill have suffered damages to their livestock.]]></description>

A Contra Costa Fire Protection District spokesperson said firefighters responded to reports of a fire or explosion at the Martinez Refinery Company late Friday afternoon, but later canceled its emergency response to the 3400 block of Pacheco Boulevard, where the refinery is located, because the large flames that were seen in the area were a result of the flare-up.

Refinery officials confirm the flare-up -- conducted to burn off deposits -- was part of an ongoing special operation. The operation, including the fire, was confined to refinery property.

The EPA estimates that more than 40,000 pounds (18,000 kilograms) of anhydrous ammonia and more than 37,000 pounds (16,000 kilograms) of liquefied petroleum gas are stored at the refinery in St. Croix. It also ordered the removal of hydrogen sulfide.

The order comes after the EPA inspected the refinery in September and found serious deficiencies that could lead to a fire or chemical release, including piping and valves on LPG units that are severely corroded and in disrepair. Last month, the EPA announced the oil refinery could not resume operations without obtaining a clean air permit.

The refinery was forced to pause operations in May 2021 following an EPA emergency order, with the agency noting that the facility is located near marginalized communities where people have been sickened and schools forced to close.

Upon arrival, firefighters discovered a petroleum-based tank on fire. After ensuring the area was safe, crews called in hazmat units to help attack the fire and surrounding tanks.

Fire officials say power to the tank was quickly turned off to help minimize the threat.

No official word on how much petroleum-based chemical is in the tank.

Firefighters expect to be on the scene for quite some time.

During the semester, her students examine the ethical failures in cases such as the Deepwater Horizon oil spill and a chemical company poisoning ground water, to name just two examples.

“The challenge with teaching ethics is that there’s an abundance of material,” says Matteucci, senior lecturer and director of the Engineering Communication Center in the McKelvey School of Engineering at Washington University in St. Louis. “I think it’s really valuable to look at historic cases because we can go back and digest what exactly went wrong and what the long-term ramifications were.” 

When faced with pressure to cut costs or rush projects, engineers must balance competing concerns to make the best decisions and convince others to act. The failure to meet this challenge can be devastating. In the case of the Deepwater Horizon oil rig, tests before the explosion showed that the cement used to seal the oil well was unstable, yet nothing was done to fix it, and other safety issues were ignored. Eleven people died in the explosion, which also resulted in the worst marine oil spill in history. In another example, the chemical company DuPont was accused of letting dangerous chemicals poison a West Virginia town’s water supply, which is the suspected cause of many illnesses and deaths. The chemicals in question led to the ban of nonstick coatings that contain PFOA, referred to as a “forever chemical.”]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[FLINT, Mich. (WJRT) - Lockhart Chemical, which is blamed for dumping thousands of gallons of an oily substance into the Flint River, filed for bankruptcy in Pennsylvania this week.

The company filed for Chapter 7 bankruptcy Monday in Pennsylvania's western district, where Lockhart's corporate office is located. Chapter 7 bankruptcy allows businesses to liquidate assets and distribute proceeds to debtors.

The discharge of a petroleum-based substance from Lockhart's facility on James P. Cole Boulevard along the Flint River in June led to a no-contact order for the river stretching from Stepping Stone Falls to Leith Street. That order still remains in place.

Lockhart remains under a state order to stop using its underground pipes and tunnels to discharge wastewater from its facility. The company is required to pump wastewater into aboveground storage tanks and truck it offsite to a treatment facility.

These conclusions are in a final report on the incident at the Sunoco Nederland oil terminal that the US Chemical Safety and Hazard Investigation Board (CSB) released Sept. 28.
The explosion occurred when L-Con Inc., a Sunoco contractor, was welding a pipe segment that held residual crude oil. The oil caught fire, over-pressurized the pipe, and blew out isolation devices installed at the pipe ends. This ejected burning oil and the isolation device remnants from both ends of the pipe and injured the workers, according to the report.
Both Sunoco and L-Con had developed procedures to provide employees with guidance on how to safely conduct hot work operations, the report says. But the CSB found that guidance was inadequate because regulations do not allow hot work on equipment containing flammable material.
Specifically, the investigation found that the pipe involved in the incident contained residual flammable crude oil which was not adequately cleaned or made inert.
CSB acting executive Steven Owens notes the board’s long history of investigating hot work incidents and that they are “well-understood events and avoidable.” He and lead investigator Lauren Johnson add that much information on ways to avoid hot work fires and explosions is available to chemical- and oil-related industries but is often not followed.]]></description>

The fire raged for 4 hours and two badly burned workers died. The incident also released sulfur dioxide and hydrogen sulfide and caused significant property damage.
The investigation of the incident will be the first that the CSB has initiated in 14 months.
The refinery employs 840 people and processes up to 160,000 barrels of crude oil daily. The 100-year-old facility had recently completed a major overhaul of its isocracker unit, the company notes. The refinery was shut down as of C&EN’s deadline.
Neither the company nor the United Steelworkers, which represents the refinery workers, would comment on the accident.
The refinery incident will join several others investigated by the CSB involving facilities owned by BP and Husky.]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[Leddy Beach in Burlington’s New North End remained closed on Friday following a nearby chemical spill two days earlier, according to the city’s Department of Public Works. 

Robert Goulding, a spokesperson for the department, said that roughly one gallon of styrene, a carcinogen, was mixed in with about 50 gallons of steam condensate being used in storm drain relining work on Dale Road on Wednesday. Contractors performing the work inadvertently allowed the steam byproduct to escape into a drain that led to a stream that flows to Lake Champlain near Leddy Beach.

The beach could remain closed for water recreation at least through Monday, Goulding said, when the city expects results back from water tests. 

Goulding said a member of the public initially spotted a “milky, frothy discharge” in the stream underneath the bike path at Leddy Park on Wednesday. The state Agency of Natural Resources was alerted to the spill, he said, and cleanup efforts began immediately. 

According to the agency’s database on environmental spills, city workers and contractors used absorbent spill kits in an effort to prevent the discharge from reaching the lake, and water was tested at multiple sites near the stream. When state crews returned to Leddy Beach one day later, they observed a sheen in a part of the lake contained within a sandbar, but noted that absorbent booms appeared to have captured any oil.

Virginia State Police responded to an incident Wednesday where the tank of a tanker-truck went off the side of the road in the 4800 block of Heralds Valley Road at 11:32 a.m.

According to Jess Powers with Russell County Emergency Management, 5,100 gallons of asphalt sealant were spilled in Eagles Nest Branch traveling down to 5159 Heralds Valley Road toward the Clinch River in the Carbo community.

Powers said Thursday morning that the spill made it into the Clinch River. The chemical was a petroleum emulsion and is toxic and water soluble. A cleanup contractor is at the scene, along with the Virginia Department of Environmental Quality and the Environmental Protection Agency.

The fire started Tuesday night at BP's Husky Toledo Refinery, BP spokesperson Megan Baldino said in a statement. There was no word on how it started or the extent of the damage.

Baldino said Wednesday that the two workers had died but did not provide their names or further details about the injuries they sustained. She said all other staff were accounted for and the plant was safely shut down.

The refinery, located just east of Toledo, can process up to 160,000 barrels of crude oil per day and “has been an important part of the region’s economy for more than 100 years,” according to BP’s website.

In addition to its own fire department, the company said it worked closely with local fire crews.]]></description>

From the E&E article-

“Historic oil and gas activity in regions like Appalachia and the West goes back more than a century, with many old wells lost. Additionally, oil and gas price busts have left more wells abandoned, their original drillers out of business or difficult to trace. When left unchecked, those wells can release greenhouse gases like methane and pose combustion risks.

All told, states have flagged more than 10,000 high priority wells for cleanup, the first in line of a nearly 130,000 backlog of unreclaimed known well sites, Interior reported today. That number is expected to rise as federal funds bolster state efforts to identify hidden or lost orphans.”

According to a June 16, 2020, article in Reuters, drillers are required to pay a bond up-front to pay for remediation in case they go bankrupt. In reality, the system is a patchwork of state and federal regulations that are underfunded. The article goes on to say-

“The U.S. figures are sobering: More than 3.2 million abandoned oil and gas wells together emitted 281 kilotons of methane in 2018, according to the data, which was included in the U.S. Environmental Protection Agency’s most recent report on April 14 to the United Nations Framework Convention on Climate Change. An ongoing study of the tens of thousands of oil spill response and cleanup (OSRC) workers involved in the aftermath of the 2010 Deepwater Horizon oil spill in the Gulf of Mexico has discovered that they were 60% more likely to develop asthma in the years after the environmental disaster

The oil drilling rig exploded and sank April 20, 2010, killing 11 workers, and the spill was not capped for 87 days.

Until now, not much has been known about the effects of oil spills on respiratory health or on links between specific chemicals and lung health. Observational epidemiologic studies have found a higher risk of respiratory harm for oil cleanup workers, but quantitative measures have been lacking.

The Deepwater workers were exposed to airborne total hydrocarbons (THC); a subgroup of chemicals from crude oil (benzene, toluene, ethylbenzene, o-, m-, and p-xylenes and n-hexane, known collectively as BTEX-H) as well asPM2.5 from burning/flaring oil and natural gas. These chemicals are classified as hazardous air pollutants according to the US Clean Air Act and are linked to other health issues.

    <dc:creator>dchas</dc:creator><description><![CDATA[TOKYO (AP) — A Japanese chemical tanker ship crashed into a cargo ship off the coast of southwestern Japan, the coast guard said Saturday.

No one was injured among the six Japanese crew members aboard the tanker Ryoshinmaru and 14 Chinese crew members aboard the Belize-registered cargo ship Xin Hai 99.

Early Saturday’s crash was under investigation and both ships were anchored in the area, about 3.5 kilometers (2.2 miles) off the coast of Wakayama prefecture, according to a Kushimoto Coast Guard official.

Some oil leaked from the engine area of the cargo ship, which initially started to sink, but it was brought under control, the official said.

The tanker had left Kobe port to pick up chemicals from another Japanese port and did not have any chemicals on board at the time of the accident.

As of Sunday afternoon, a hazmat team was continuing cleanup after a 55-gallon drum with used oil overturned in the river, said Jeff Johnson, spokesman for the Michigan Department of Environment, Great Lakes, and Energy.

The location of the spill was reported at a business on the 36000 block of Michigan Ave. in Wayne.

The incident was first reported to state officials at 8:41 p.m. Saturday, when it appeared as an oil sheen in the river, Johnson said.

The local fire department was called and placed booms on the river and at the outfall of the property to try and contain the spill.]]></description>

Crude oil is a complex mixture with many components that undergo chemical reactions in the environment. These transformed chemicals, as well as longer persisting oil products, can impact local ecosystems and a better understanding of the fates of these molecules can help future cleanup efforts.

The oil spilled during the Deepwater Horizon disaster in 2010 was largely transformed by the end of that summer, reports a new study in Frontiers in Marine Science. But some small quantities of chemical residues still persisted in the environment even ten years later. This latest study follows the varied fates of the leaked petroleum components, providing important insights for future spills and cleanup efforts.

"The better we understand the chemicals and their chemical reactive properties as well as their physical properties, the better we will be able to mitigate oil spills and understand and detect environmental damages from oil spills," said first author Prof Edward Overton of Louisiana State University.

The incident happened on Virlilia Road near Jubilee Road at the Salt Water Disposal Site.

Madison County Fire Coordinator Minor Norman said the victims suffered burns on at least 50 percent of their bodies, with one person being burned from head to toe. Two people were airlifted to the University of Mississippi Medical Center for treatment.

“There was a huge fireball and they were caught up in it,” he said. “Some were critical.”

The explosion occurred before 8 a.m. Madison County Sheriff’s Department received a call into dispatch around 7:50.

“It was one of the victims of the explosion making the call,” Norman said. “The fire was put under control at 9:02.”

Norman said the cause of the explosion was still under investigation.

The Mississippi Department of Environmental Quality was going out to the site to access the situation.

“We’re not sure what caused it. There were four storage tank facilities, to hold products from oil wells. They [the workers] were in the process of changing out two tanks with new fiberglass tanks. They were getting ready to go into service when the older tank exploded,” Norman said.

“You had some type of petroleum product in it. Because it was a huge fireball, it severely burned six workers.”

The workers were airlifted to seek medical treatment, Madison County spokesman Heath Hall said.

Minor said the explosion occurred in the Kearney Park Fire Department’s response area, but the Gluckstadt Fire Department was the first on the scene.]]></description>

The utility said in a news release it found “very low levels” of the chemical, polycyclic aromatic hydrocarbons. It said it shared its data with the state Department of Health and the U.S. Environmental Protection Agency and both agencies agree these low levels are not expected to cause any health effects. Still, they agreed the situation needs attention and continued monitoring, the utility said.

The Board of Water Supply said the discovery heightens its concern that fuel spilled from the Red Hill Bulk Fuel Storage Facility is migrating through the aquifer located under the tank farm.

One crash, involving 15 vehicles, was reported around 4:30 p.m. in the southbound lanes near mile marker 86.5, according to state police Public Information Officer Trooper David Beohm. A second crash, involving multiple tractor-trailers and a passenger bus was reported within two miles of the original crash site.

As of 9:50 p.m., hazmat teams were still on scene, trying to pump away fuel spills from the tractor-trailers involved in the crashes, according to PennDOT Spokeswoman Fritzi Schreffler.

Most of the vehicles involved have been cleared from the scene, Schreffler said, and backed-up traffic was also released except for the few tractor-trailers that chose to remain on the highway.]]></description>

On Monday, the Genesee County Health Department allowed activities to resume on the Flint River south of Leith Street in Flint and westward to the county line. A no-contact zone was originally issued for 22 miles of the Flint River from Stepping Stone Falls in Genesee Township to Willard Street/Barber Park in Montrose Township, following a June 15 petroleum product leak in the area of West Boulevard in Flint.

However, a no-contact order remains in effect on the Flint River from Stepping Stone Falls to Leith Street. Residents and visitors are advised to not have direct contact or participate in any sports or fishing in the effected area.

The county health department is also advising residents to avoid consuming fish that are caught in the Flint River from Stepping Stone Falls to Willard Street until an all-clear is issued.

Officials said that the current no-contact zone cannot be reopened until it is determined that spilled substance response activities do not pose a hazard of physical harm, and that the potential for any danger from the spill is resolved.

The facility, which processes heavy imported crude oil to make fuels and aromatics, had lost money for the past 3 years. LyondellBasell had been looking to sell it since September to no avail.
What was unusual about the announcement was then–interim CEO Ken Lane’s declaration in a press release that shutting the unit “advances the Company’s decarbonization goals.” The refinery accounts for nearly 15% of LyondellBasell’s emissions from industrial processes and purchased energy.
In a conference call later that month, Lane added that the 300-hectare site would be ideal for Lyondell to repurpose for sustainability initiatives. The company has been piloting a pyrolysis process that breaks down postconsumer plastics into petrochemical feedstocks, and the Houston refinery has hydrotreaters that can aid the process. The site, Lane told analysts, “could be very synergistic with our circular ambition.”

The fire started around at 4 a.m. at an ethylene glycol processing unit owned by Sinopec Shanghai Petrochemical, a state-owned oil company whose headquarters are in an industrial park in the suburban Jinshan district.  

Firefighters were able to put the blaze under control, the company said in a statement posted to its Chinese social media account. Sinopec said a “third-party driver” had died in the disaster and that one of its employees was injured.
“The specific cause is under further investigation,” the company said.

Videos on social media of the scene showed raging fires and huge plumes of dark smoke rising from what appeared to be part of Sinopec facility, which is separated from the district’s residential area.

“It felt like somebody picked up the house and dropped it back down,” Thomas told Baltimore City Councilmembers on Wednesday.

The blast on Dec. 30 came from an explosion in a coal silo at a CSX facility located 12 blocks from Thomas’ home. The force tore through the streets of the Curtis Bay community, shattering windows and scaring residents. No one was injured. Six months after the blast, there is still little information about what caused the explosion.

Thomas and her neighbors convened at a City Council hearing Wednesday to demand transparency from CSX, which is investigating the blast, and decried dangerous living conditions in Curtis Bay, an industrial area in South Baltimore that borders Anne Arundel County. Industrial companies that depend on access to the harbor are concentrated in Curtis Bay, such as a chemical plant, oil refinery, trash landfill and medical waste incinerator.

CSX has operated a coal terminal on the bank of Stonehouse Cove and Curtis Bay for 140 years. The majority of its domestic coal is used in two power plants that provide electricity for houses and buildings in the Baltimore metropolitan area, the company said in a statement. Coal is stored on the ground of the terminal and loaded into trains.

Despite city council members hosting a meeting on the topic of CSX’s investigation, a representative of the company did not attend. Cindy Schild, a spokesperson for CSX, declined to say why.]]></description>

Authorities have not identified the substance involved, but they described it as oil based, black in color and with a petroleum odor to it. Crews were placing absorbent booms across the river in several locations to contain the spill.

The Michigan Department of Environment, Great Lakes and Energy said the spill was discovered around 8:15 a.m. Wednesday after someone called to report it to a state pollution hotline.

The spill appears to be emanating from the area of I-475 and James P. Cole Boulevard in Flint.

Jill Greenberg, a spokeswoman for the state agency, said authorities hadn't determined an exact amount that spilled Wednesday evening. But she said the spill likely involved thousands of gallons of the oily substance.]]></description>

The Houston-based firm filed for Chapter 11 in U.S. Bankruptcy Court for the District of Delaware with plans to eliminate $950 million of $1.3 billion in secured debt and shed liabilities from an explosion and fire at its plant in Port Neches, Texas. The company had negotiated and agreed the deal with debt-holders.

The largest North American processor of the petrochemicals butane and butadiene, plans to continue operations while it restructures, said Chief Executive Edward J. Dineen in a statement. The chemicals are used in manufacturing of plastics, tires and gasoline.

The company faces federal and state investigations over the Port Neches fire, and is in negotiations with a committee representing some 7,000 claims for property damage, business interruption and personal injury, according to court filings.

The fire was “a critical event leading to” the bankruptcy, according to a court filing. The pandemic later cut into its business, cutting 2020 revenue nearly in half compared to 2019, and a winter storm in 2021 also hit sales, it said.]]></description>

The fire first was reported in a company producing lab equipment due to a blast in an Liquified Petroleum Gas (LPG) cylinder which then spread to 12 other shops and small scale companies in the vicinity. The authorities confirmed that no one was injured in the fire.
The Regional Disaster Management Cell (RDMC) informed that nine blasts were heard in the area and the investigation as to the source of these blasts is still in progress.
Avinash Sawant, chief of RDMC said, “The fire was reported at 10.09 pm in Ambika Nagar area of Wagle Estate. There was a blast in an LPG cylinder in Silica Scientific, which produces raw materials for laboratories. We doused the fire in an hour and the cooling operation is in progress. Over 13 shops were gutted in the fire and we are yet to establish the damage. Once the cooling operation is completed, we will investigate further.”

Summit County Fire & EMS said the semi-truck driver lost control of the brakes on I-70 and did not use either of the two runaway truck ramps along the interstate.
The truck exited at Silverthorne at a high rate of speed and was unable to make the turn, resulting in the rollover.
Colorado State Patrol said at 9:43 a.m. that Silverthorne Police Department had detours in place while hazmat crews worked to clean up about 100 gallons of emulsified petroleum resin that spilled.
Firefighters said the oil the tanker was carrying is used to control dust, is not toxic, and that only a small portion of the thousands of gallons it was carrying spilled.

The fuel spill happened on February 29, 2020, when BP vessel British Engineer was moored at Largs Bay, transferring A-1 jet fuel to the onshore terminal owned by Mobil.

Hakim Ghayyem, the refinery’s managing director, told IRNA Thursday afternoon the blaze had been contained with no fatalities or injuries, and that an investigation was underway into the damage and cause. The fire broke out at 10.32am, with some reports blaming faulty insulation.

Abadan, near the Persian Gulf coast, is Iran’s largest refinery with a daily capacity of 430,000 barrels of crude, producing liquefied petroleum gas, gasoline, kerosene, gas oil, jet fuel, furnace oil, bitumen, petroleum solvents, sulfur, and naphtha.

China Petroleum & Chemical Corporation (Sinopec) signed a $1-billion deal in 2017 to expand the refinery. Work on a second phase of the project was suspended in March 2020 due to the Covid-19 pandemic.

According to NFD, a train struck a fuel truck at the railroad crossing on 51st Avenue North around 8:30 a.m. Nashville Fire said the train was traveling at a low rate of speed but caused the fuel truck to spill its contents, nearly 5,000 gallons of fuel.

No fire was reported during the spill, and there were no injuries stemming from the incident.

“The tanker that was pierced we had to offload the remaining product from that tanker to another trailer and that is a very specialized process that our hazmat crews go through training for,” Nashville Fire Spokesperson Kendra Loney said. “So, we are very grateful to have our crews trained and those techniques here.”]]></description>

Fire and Rescue NSW (FRNSW) said aerosol cans exploded at the site, while a liquid petroleum gas cylinder was also set on fire. 

FRNSW has urged local residents to remain indoors to avoid dangerous fumes.

NSW Ambulance Acting Inspector Gregory Marshall said a man received "serious burns" in the fire.

The blast on Sunday night took place in a hub for chemical and petrochemical manufacturing units at the state's Dahej industrial estate, but its cause was not immediately clear, Reuters reported.

"The factory has been completely gutted," said Rajendrasinh Gohil, a police officer in Dahej. "Six people were charred to death."

Fire officials said they had brought under control the flames at the Om Organic manufacturing plant, about 230 km (140 miles) south of the state's commercial city of Ahmedabad.

    <dc:creator>dchas</dc:creator><description><![CDATA[A Mississippi man who was the person in charge of an oil and gas production platform pleaded guilty to the negligent discharge of a hazardous substance into the Gulf of Mexico.

United States Attorney Duane A. Evans announced that Patrick Huse, 40, of Perkinston, pleaded guilty on Friday to a violation of Title 33, United States Code, Section 1321(b)(3) and 1319(c)(1)(A).

According to the guilty plea, Huse was employed as a “Person-in-Charge” ( “PIC”) on Main Pass 310A (“MP-310A”), an oil and gas production platform.  In July 2015, workers on MP-310A noticed a sheen on the surface of the surface of the water surrounding the platform. The sheen meant that the platform was discharging oil or other hazardous substances into the Gulf of Mexico. The workers alerted HUSE, a PIC on MP-310A. The workers told HUSE that they believed the sheen to be the result of sand buildup in filtration equipment on MP-310A. HUSE ordered the workers to remove the sand buildup from the filtration equipment in lieu of a complete shut-in, hoping the sheen would dissipate.  These measures failed to stop the platform from sheening, so the workers shut down the platform through an emergency shutdown of the entire platform.

The fire was initially reported at around 10 p.m., and crews had the blaze contained within 40 minutes. 

"No evacuation order had been made and no injuries have been reported," wrote Dan Carter, public affairs specialist for the ExxonMobil Billings Refinery, in a statement to the Gazette. "Lockwood and Billings fire departments are also responding in support of the effort. We are sorry this incident has occurred and apologize for any disruption or inconvenience."

Bystanders could see a smoke column rising from the refinery in the late evening hours and witnesses described flames erupting from the compound.

The U.S. Department of Labor’s Occupational Safety and Health Administration found 11 violations, including allowing dangerous work in confined spaces, exposing workers to harmful chemicals and failing to perform equipment inspections at Westlake Petrochemical, an ethylene, styrene and polyethylene manufacturer in Sulphur, about eight miles west of Lake Charles. OSHA is proposing a total of $139,000 worth of fines for Westlake and companies with employees working at the large petrochemical complex.

The citations were issued as follows:

Turn2 Specialty Companies of La Porte, Texas: four violations, $58,000
Westlake Chemical of Houston: three violations, $30,000
Leak Sealers Inc. of Lumberton, Texas: two violations, $26,000
Wastewater Specialties of Sulphur: Two serious violations, $25,000
At least 23 workers are suing Westlake for burns, broken bones and other wounds.

    <dc:creator>dchas</dc:creator><description><![CDATA[WHITEVILLE, NC (WWAY) — After fighting for his life in Chapel Hill’s burn unit, one man is dead following an explosion and fire at Hazmat Emergency Response and Remediation (HERR).

The Whiteville explosion Monday sent one employee to the hospital with minor injuries. Another employee, identified by friends as Tim Hardee, was rushed to Chapel Hill with severe burns. By early Tuesday afternoon, Hardee died from his injuries.

“Our victim did succumb to his injuries this morning. This is still under investigation,” said Whiteville Emergency Management Director, Hal Lowder, Jr. “We’re praying for the families there.”

According to Lowder, the explosion happened just before 4:40 Monday afternoon. Whiteville Fire, along with other area fire departments were called to control the flames.

“The scene was contained pretty rapidly,” Lowder remembered. “The guys really hit it aggressively, hit it hard. And it was confined to one area.”

Though some worried the plant could have released toxic fumes into the air during the fire, Lowder says the only chemicals onsite were petroleum and gasoline.]]></description>

A company that owns the property southwest of Detroit in Flat Rock found the tank, WXYZ-TV reported Thursday.

Flat Rock Metal said in a news release that the company and the state had no record of the buried storage tank, which has an estimated capacity of about 10,000 gallons (37,854 liters).

“When we found out about the possibility of oil in the river, we committed to solving that mystery," the company said. “What we discovered was an underground fuel oil storage tank beneath the property where we have been located since the 1980s.”

“Our company did not and could not have created any issues with this hidden tank,” the statement continued. "Now, all we can do is address the tank and contain and dispose of any fuel oil that was in it.”

Emergency personnel were on scene at both the pond south of city hall on Brianna Drive and on Veterans Parkway at the Shell station about the issue.

Watseka Fire Chief Ken Baier said he was called Feb. 28 about the matter. “There was a slight smell coming from one of the storm sewers at RP Lumber. The workers themselves had contacted the city. Code (inspector Eric Brandt) had gone over there and he called me about it. Nobody else in the area had smelled anything and there was nothing else to be concerned about. So I said OK we’ll come by in the morning and check it out. In the meantime I got in contact with the sewer department. They have a few things that we could use if need be to check the sewer and also I wanted to get a hold of the sewer maps to see where everything drains to.

“We started out (March 1) at RP Lumber and immediately we could smell a petroleum based product of some kind in the storm sewer. From there we started working out way south following the storm sewers. We were picking up levels of gas within the storm sewers themselves. We ended up in the north parking lot of the Shell gas station. They have two storm drains there. Once we got to the west storm drain on the north side we were able to actually physically see product going in to the storm sewers. At that point we had duty to act. I made contacts that needed to take place.”

On Saturday, Feb. 26, the U.S. Environmental Protection Agency (EPA) issued a notice of federal interest to Flat Rock Metal Inc., a steel processing factory where pollution investigators say they found evidence that points to the facility as being the potential source of an oily sheen in the river.

A vent pipe for a potential underground fuel storage tank, as well as old fuel oil gauges and oil seeping through basement flooring were found at the facility, according to Sean Kane, an EPA on-scene coordinator leading the agency’s response.

A spokesperson from Taman Pasir Putih police station told CNA that a fire at a Lotte Ube Synthetic Rubber (LUSR) plant at Tanjung Langsat on Thursday (Feb 24) afternoon led to "an explosion".

According to a report by Argus Media, the plant is jointly owned by South Korean petrochemical producer Lotte Chemical, and Japanese firm Ube Industries as well as Mitsubishi. Malaysia's Lotte Chemical Titan divested its 10 per cent shareholding in LUSR in December.  

The spokesperson, who declined to be named, added that efforts to put out the fire were still ongoing as of 8.30pm. 

Mr Ibrahim Omar, deputy head of fire operations at Pasir Gudang Fire and Rescue station, told CNA that his team had received a call at around 5.15pm to attend to a fire incident at the factory.

Greenberg said the sheen is about 500 feet long, and for now is well-contained by floating booms. She said this begins the “containment phase” of the eventual clean-up operation, while authorities look for the cause and composition of the sheen.]]></description>

Two new satellite-based surveys have now identified some of the industry’s biggest methane sources and found they spew even more gas than was previously thought. Because methane is a powerful greenhouse gas, preventing these emissions could offer a way to rapidly reduce the industry’s climate impact.
The first survey found that methane emissions from dozens of crude oil production sites in Turkmenistan increased sharply in 2020 (Environ. Sci. Technol. 2022, DOI: 10.1021/acs.est.1c04873), while the second revealed that similar gas releases are common at many other oil and gas industry sites around the world (Science 2022, DOI: 10.1126/science.abj4351).
“We had thought they were accidental and rare. And we discovered that they’re not as rare as we thought, and they were not accidental,” says Thomas Lauvaux at the Laboratory for Climate and Environment Sciences at the University of Paris-Saclay, who led the second study. He adds that there is a pressing need for tougher regulation on companies’ emissions and better enforcement. “Everything is already possible, it’s just a matter of political will,” he says.
Turkmenistan was already known to be one of the world’s top methane emitters, but it wasn’t clear exactly where the gas was coming from. “This is happening in a country where external access to the data is very difficult,” says Itziar Irakulis-Loitxate, a graduate student at the Polytechnic University of Valencia, who led the Turkmenistan survey. “Without satellites, it would be very difficult to verify the origins of the emissions.”

The tanker went off-road, crashed through a fence and overturned as it was negotiating a bend in the 900 block of Eisenberger Road, about three miles south of Strasburg, just before 11:45 a.m., Assistant Fire Chief Amos Fisher told an LNP|LancasterOnline correspondent. 

About 500 gallons of diesel fuel were spilled onto the ground.]]></description>

The leak, from a pipeline owned by Star Petroleum Refining, started late on Tuesday and was brought under control a day later after spilling an estimated 50,000 litres (11,000 gallons) of oil into the ocean about 12 miles (20km) from the country’s industrialised eastern seaboard.

Some of the oil reached the shoreline at Mae Ramphueng beach in Rayong province late on Friday after spreading over 18 sq miles (47 sq km) of sea in the gulf.

The Thai navy is working with the company to contain the leak and said the main oil mass was still offshore, with only a small amount washing up on at least two spots along the seven-mile beach.]]></description>

Despite the fact the impact on marine ecology has yet to be gauged, several state agencies have tried to downplay this, insisting the oil leak that began on Jan 25 and has continued since is not as serious as a similar mishap in 2013 when a large slick hit Koh Samet, a major tourist attraction in this eastern province. At that time, delays to the clean-up worsened the problem.

Optimism by Natural Resources and Environment Minister Varawut Silpa-archa over the latest oil spill is seen as premature if not out of place, while authorities are working around the clock as they try to stop the oil from drifting to beaches and communities.

"It's not good news, but it's not that bad," the minister was quoted as saying by Thai-language media outlets, comparing this week's incident to the 2013 spill. Chemical dispersants have been sprayed from helicopters in a timely manner, while at around 20,000 litres, the amount of leaked oil is less than previously reported by the company, he said.

The blast late Tuesday near the town of Pazarcik in Kahramanmaras province caused a huge fire that forced authorities to also shut down a highway, the state-run Anadolu Agency reported. No one was hurt in the explosion.

The pipeline carries oil from the Kirkuk oil fields in northern Iraq to the Turkish port of Ceyhan.

First, it was the Saturday, Dec. 11 hydrogen sulfide from a tanker at a Nederland business. 
Then on Wednesday, Dec. 15, a benzene leak from a Port Arthur plant triggered a brief shelter in place.  And Tuesday night, a pipeline leak in the area of LaBelle Road lead to a shelter-in-place order that lasted for nearly 24 hours.
Some people are concerned about how they can protect themselves when they were never alerted of the leak.
"I have children, and I have to consider the well-being of me, myself, and my kids," said Beaumont resident Joanna Freeman.
Freeman said she smelled gas in the air, but she never received an alert about a pipeline leak.

"There would have to be a formal warning. So we would know, because, you know, seeing it on Facebook, it's not acceptable," said Port Neches resident Vickie Smith. 
"The residents of this area that have experienced chemical explosions, the TPC explosion, and now we've got gas leaks. I just feel like there's no one that has our backs," Smith said.
Fire Chief of ESD No. 4 Jeremy Hansen said the primary system of alerting residents in case of emergency is the Southeast Texas Alerting Network or STAN.

"It primarily exists here for the petrochemical hazards that exist and the chemical hazards that exist in this region,” Hansen said.

But registering for STAN isn't a one-and-done deal.

"Even if you've been registered in the past, it's important that you update your registration annually and make sure that you're subscribed to receive the top alerts on your cell phone and/or home phone," Hansen said.

The accident happened in the 1600 block of Dug Hill Rd in the Central community.

Once the truck was removed from the creek, Huntsville Fire and Rescue’s Hazardous Materials Team deployed booms and absorbent material to collect the spilled fuel from the water.

Central VFD, ALEA, Madison County Sheriff Office, Huntsville-Madison County Rescue Squad and HEMSI assisted with that incident.

No injuries were reported in either incident.

    <dc:creator>dchas</dc:creator><description><![CDATA[Three workers were found dead following a chemical factory explosion and fire at an industrial complex in the southern city of Yeosu, Monday, according to firefighters. 

The explosion and resultant fire occurred at 1:37 p.m. at a petrochemical manufacturing factory in the Yeosu Industrial Complex, 450 kilometers south of Seoul.

A total of seven people were working at a chemicals storage facility in the factory, and three of them were found dead in a nearby section, apparently due to the strong impact of the explosion.

The other four were confirmed safe, the firefighters said.

The emergency authorities issued a Level-2 warning, which enables them to call in support, including firefighters, from other areas.
