On the first day of “Engineering Ethics and Sustainability,” Sandra Matteucci tells her engineering students: “I’m going to make a bold prediction: The hardest decisions you will make in your career are going to be ethical.”

During the semester, her students examine the ethical failures in cases such as the Deepwater Horizon oil spill and a chemical company poisoning ground water, to name just two examples.

“The challenge with teaching ethics is that there’s an abundance of material,” says Matteucci, senior lecturer and director of the Engineering Communication Center in the McKelvey School of Engineering at Washington University in St. Louis. “I think it’s really valuable to look at historic cases because we can go back and digest what exactly went wrong and what the long-term ramifications were.”

When faced with pressure to cut costs or rush projects, engineers must balance competing concerns to make the best decisions and convince others to act. The failure to meet this challenge can be devastating. In the case of the Deepwater Horizon oil rig, tests before the explosion showed that the cement used to seal the oil well was unstable, yet nothing was done to fix it, and other safety issues were ignored. Eleven people died in the explosion, which also resulted in the worst marine oil spill in history. In another example, the chemical company DuPont was accused of letting dangerous chemicals poison a West Virginia town’s water supply, which is the suspected cause of many illnesses and deaths. The chemicals in question led to the ban of nonstick coatings that contain PFOA, referred to as a “forever chemical.”

The full scope of Hurricane Ian’s environmental impacts may not be known for months, but federal records provide an early glimpse of some of the damage dealt by the historically powerful storm.

The snapshot of potential impacts — reported to the federal government by local agencies, corporations and private citizens — already paints a grim picture:

Thousands of gallons of boat fuel from sunken vessels fouling Florida’s waters; chemicals released from a storm-damaged warehouse; more than 2,000 gallons of disinfectant leaking from a county-operated water utility pipeline.

The list goes on: A storage tank with hundreds of gallons of gasoline dumping into a historic river; a boat leaking fuel just outside a St. Petersburg home; a man who reported trouble breathing after finding a “green sludge” in his flooded Lee County condo.

These reports were logged by the National Response Center between landfall on Sept. 28 and Tuesday. The center, staffed by the U.S. Coast Guard, is an emergency call center that keeps track of potential environmental emergencies related to oil and chemical spills, then notifies the proper response agencies.

For southwest Florida, “everything was turned upside down,” said Richard Stumpf, an oceanographer with the National Oceanic and Atmospheric Administration.

The combustion happened around 1:21 p.m. at the building, according to Kendra Loney, a spokesperson with Nashville Fire Department.

When fire crews arrived, they found a box of chemicals believed to contain organic peroxide had combusted and was releasing vapors.

Everyone was evacuated from the building. NFD HAZMAT, according to Loney.

Loney said in a statement the organic peroxide was shipped inside shrink-wrapped carboard boxes on a pallet left of a bay dock. The chemicals inside needed to be stored at minus 4 degrees, otherwise it can combust.

As temperatures began to rise, the chemicals combusted. Loney said the threat was minimal as it was contained within the shrinkwrap.

Everyone was able to evacuate the building without injury. NFD remained on the scene to monitor emitting gases.

Pol Maj Sithipong Panthaiwong, a Bang Phli police duty officer, said about 10 fire engines from Bang Phli Yai tambon administration organisation and nearby municipalities were dispatched to the factory in Soi Wong Phet in tambon Bang Phli Yai after the fire occurred at about 11am.

On arrival at the scene, firefighters found flames engulfing the two-storey building where large quantities of paints and highly inflammable chemicals were stored.

As firefighters were inside the building trying to douse the fire, an explosion occurred, causing a chemical fire that injured two of them along with two factory employees.

OMAHA, Neb. — Residents just southwest of downtown Omaha were evacuated as fire raged through a chemical company near 20th and Center Monday night.

Thick, black smoke billowed from the Nox Crete facility, and Omaha firefighters said they would be fighting the fire all night.

An alert just before 9;00 p.m. urged the evacuation of those between 13th and 20th, Leavenworth to Martha. Those living nearby were initially encouraged to shelter in place. Those who could not evacuate were urged to stay inside with the windows closed.
...
Explosions could be seen between 7:00 p.m. and 8:00 p.m. as part of the building collapsed and ruptured the propane containers.

OFD estimated around 50 firefighters were on sight with aerial units pouring water on the site.

By 11:30 p.m., firefighters were still battling the flames but had downsized the response to two alarms.

Nox Crete manufactures a variety of products, including form coating and deactivator, liquid floor hardeners, joint fillers, curing and sealing compounds and water repellents according to its website.

Pottawattamie County Emergency Management advised the smoke posed no toxicity risks for residents in Council Bluffs. OFD had advised that protective measures extended east only to 13th Street in Omaha.

Austintown fire Chief Andy Frost said his crew, along with the Mahoning County Emergency Management Association, HAZMAT Association and Environmental Services spent seven hours cleaning up a section of North Meridian Road.

Frost said his department got the call around 8 a.m. when a flatbed truck stopped abruptly, causing a few drums of the nontoxic, latex paint it was carrying to the Mahoning County Engineer’s Office to fall off. The yellow paint splashed up onto the side of a nearby vehicle and all over the road.

Frost said the first step in cleanup was ensuring that paint did not enter into a sewer catch basin.

He said the paint is relatively harmless and would not have caused a major problem.

Gabriel Filippelli, a biogeochemist who is director of IU’s Environmental Resilience Institute, said “nearly all” the paint chips brought to his laboratory tested positive for lead-based paint.

“This includes even sites well away from the fire,” he told The Herald-Times via email.

Filippelli said the results are preliminary and full laboratory test results are at least a week away on the debris, which was collected in Bloomington after the Nov. 5 house fire.

The proposed settlement calls for Saint-Gobain Performance Plastics to pay a total of $34.15 million to compensate property owners for PFOA (perfluorooctanoic acid) contamination, including providing up to $6 million for continued medical monitoring for those who have higher than normal background levels of PFOA in their blood.

Saint-Gobain was the last owner of two former ChemFab Corp. plants in town that are considered the source of the once commonly used industrial chemical, which spread through exhaust stacks over a wide area and worked over time into soil and groundwater.

Saint-Gobain closed the last ChemFab plant here in 2002 and shifted the fabric coating operations to a New Hampshire facility. Fiberglass and other fabric material was coated at the ChemFab sites with liquid Teflon and dried at high temperature.

The 9/11 terrorist attack on the World Trade Center in New York resulted in the loss of 2,753 people in the Twin Towers and surrounding area. After the attack, more than 100,000 responders and recovery workers from every U.S. state – along with some 400,000 residents and other workers around ground zero – were exposed to a toxic cloud of dust that fell as a ghostly, thick layer of ash and then hung in the air for more than three months.

The World Trade Center dust plume, or WTC dust, consisted of a dangerous mixture of cement dust and particles, asbestos and a class of chemicals called persistent organic pollutants. These include cancer-causing dioxins and polyaromatic hydrocarbons, or PAHs, which are byproducts of fuel combustion.

The dust also contained heavy metals that are known to be poisonous to the human body and brain, such as lead – used in the manufacturing of flexible electrical cables – and mercury, which is found in float valves, switches and fluorescent lamps. The dust also contained cadmium, a carcinogen toxic to the kidneys that is used in the manufacturing of electric batteries and pigments for paints.

The U.S. Chemical Safety Board provided its first update in its investigation of an explosion that occurred at a Columbus paint factory early Thursday morning.

The incident caused a building in the Yenkin-Majestic Paint factory's OPC Polymer unit to collapse and resulted in more than $1 million in property damage, according to Chemical Safety Board's Friday evening update.

More:Paint company where explosion and fire killed one, injured 8 has history of safety violations

The casualties of the explosion include one fatality, five hospitalizations and four non-serious injuries, according the the CSB. (A fire official earlier in the week said there was one fatality and eight injuries.) The Near East Side company has 180 employees, 21 of which were working in the 1920 Leonard Ave. facility at the time of the explosion.

The body of Wendell Light, 44, of Heath, was found around 9:15 a.m. and was partially covered in rubble inside the collapsed building, Columbus Fire Battalion Chief Steve Martin said earlier this week. He was pronounced dead at the scene.

The OPC Polymer Unit — which is separate from the company's paint and industrial coatings divisions — was operating normally at the time of the incident, according to the U.S. Chemical Safety Board (CSB) report.

HOUSTON — Multiple firefighter units and hazmat crews responded to four-alarm fire at a burning warehouse late Saturday afternoon along SH-249 and the Beltway near the Willowbrook area.
It started around 5:30 p.m. in the 62000 block of Tomball Parkway (SH-249).
As of 9:40 p.m., firefighters were still working to put out hotspots. There's also been reports of a building collapse at the scene.
It's still unclear what caused the fire. No injuries have been reported.
Residents were asked to avoid area.
The Harris County Fire Marshal's Office confirmed the building has been vacant the past two years. It's currently owned by IQ Products Company, which supplies household, automotive and personal care products.
The fire took place on storage side of building where they keep the finish products.

And then you could start hearing aerosol cans popping off. Bam. Bam. Bam. We were safe at the distance we were at and then after a while a Police came and said we’d like all of you guys to pullback. You’ve got 20 seconds to leave,” Paul Kalimantan, a witness to the fire, said.

Armed with new toxicity data provided by chemical manufacturers, the US Environmental Protection Agency claims that the solvent n-methylpyrrolidone (NMP) does not pose unreasonable health risks to consumers who use it to remove paints and coatings. The agency previously found that such uses of NMP increase the risk of miscarriage in pregnant women.

The final assessment, released Dec. 23, finds unreasonable risks for only one consumer use of NMP—in adhesives and sealants in glues. It also finds more than two dozen commercial uses of the solvent pose unreasonable risks to workers. Risks to workers are typically linked to chronic exposures, whereas risks for consumers are associated with acute exposures, the agency says. Chronic exposure to NMP can lead to reduced fertility. Acute exposure can cause miscarriages.
NMP is commonly used in manufacturing chemicals, processing petrochemicals, and cleaning and degreasing electronics. It is also widely used in making semiconductors and lithium-ion batteries. The solvent was once touted as a safer alternative to methylene chloride in paint removers, until the EPA raised concerns in 2015 about reproductive risks to pregnant women and women of childbearing age.
During the final days of the Obama administration, the EPA proposed to ban or restrict NMP in paint removers. The agency never finalized that proposal. Instead, in late 2017, the Trump administration opted to evaluate the risks of a broader swath of NMP uses under 2016 amendments to the Toxic Substances Control Act. The latest assessment is the result of that effort.

The total combustion area was 1000 square meters. The roof also collapsed on an area of 200 square meters.

The department noted that extinguishing is complicated by the fact that 15 gas cylinders and a large number of other combustible materials are stored in the warehouse.

Now fire and rescue units are preventing the threat of fire spreading to neighboring buildings. For this, a build-up of the group has been organized. A fire train was also sent to the place of emergency.

In total, 73 personnel and 20 pieces of equipment were involved in extinguishing the fire. In addition, there is a chemical and radiometric laboratory on site that monitors the state of the environment.

The chemicals are mostly solvents and paints and there is no indication that fertiliser or ammonium nitrate – the chemical that caused the deadly Beirut explosion – are stored there, the Whangārei District Council said.

However, the site has been deemed a significant environmental risk through groundwater contamination or catastrophic explosion or fire, according to the Environment Court.

The predawn blast at a building belonging to Watson Grinding and Manufacturing, which provides industrial services such as thermal spray coatings, could be felt more than 30 miles away, Houston Police Chief Art Acevedo said at a news conference.

Acevedo said it's not clear whether the victims were employees. He said authorities have opened a criminal investigation into the incident but that there was currently no reason to think the explosion was intentional.

Friday's incident is just the latest in a string of industrial explosions in Texas' Gulf Coast region, which houses numerous chemical facilities.

It's not yet clear what caused the explosion, which jolted the area at about 4:30 a.m. local time.

"Multiple buildings and homes had their windows broken in and doors blown off their hinges," Houston Public Media's Davis Land reported.

Washington, DC, Oct. 17, 2019 — A massive refinery explosion that this week paralyzed much of the San Francisco Bay Area raised uncertainties about the contents of the massive chemical plume coating neighboring communities. A new regulation requiring that regulators, responders, and communities be informed about chemicals released by industrial accidents, won through a lawsuit by Public Employees for Environmental Responsibility (PEER), has yet to take effect.

Tuesday’s tank explosion and fire at the NuStar refinery in Crockett forced nearby residents to shelter in place and closed the interstate for hours. First responders fought blazes that covered surrounding hills and threatened to engulf even more of the massive fuel tanks.

Since 1990, the Clean Air Act has required the U.S. Chemical Safety and Hazard Investigation Board (CSB), which is charged with investigating chemical fires and other accidents, to determine and disclose air pollutants accidentally emitted by any industry within its jurisdiction. But the CSB never implemented this mandate until PEER and community groups obtained a court order earlier this year directing the adoption of this regulation by February 4, 2020.

According to the 30-page report from the EPA’s Office of Inspector General, or OIG, the agency has for years failed to put “sufficient controls” in place when it comes to enforcing its own lead renovation, repair and painting rule.

The rule, established in 2008, is a three-prong program meant to improve lead paint regulation, compliance and education and outreach initiatives the agency uses to inform the public of the hazardous effects lead paint may have on them, and whether it is present where they live or work.

Firefighters were called at 12.20pm yesterday to reports of a hazardous material spill in Rookwood Way.

The spill had been caused by a leak from a large tank on the Cornelius Specialties site.

A large quantity of a chemical spilled out onto the road, but there is not believed to be any risk to the public.

The factory, which manufactures chemicals for contact lenses and dental products along with structural adhesives and coatings, was evacuated.

Neighbouring companies were able to continue operating with the precautions that workers remained inside and windows were closed.

Eight fire crews were called to the scene - two from Woodbridge, two from Haverhill, one from Holbrook, one from Clare, one from Ixworth and one from Newmarket - and police closed the road.

Dale Nunn, incident commander from Suffolk Fire and Rescue Service, said some of the leak had gone into the drainage system, adding Anglian Water and the Environment Agency were also assisting.

An Environment Agency spokesperson said there was not believed to be any risk to the public, adding the mildly acidic liquid was being diverted to Anglian Water's sewage treatment facility.

deadly explosion at a chemical plant in China has created shortages of certain key chemicals purchased by Western firms. It has also prompted a call for those firms to reconsider sourcing policies that allowed them to purchase from a company that was clearly out of compliance with local safety and environmental laws.

The March 21 explosion at Jiangsu Tianjiayi Chemical, in the city of Yancheng in China’s Jiangsu Province, killed 78 people and injured more than 600. After the explosion, local officials closed all operations in the industrial park where the plant was located to assess safety conditions.

Customers started to feel the effects of the explosion soon thereafter. In its April 18 earnings report, the Swiss chemical maker Lonza said the explosion and other Chinese supply-chain disruptions were creating raw material sourcing challenges for its specialty ingredient business.

And the British Coatings Federation recently warned members that the closure of factories in the industrial park has caused “severe shortages” of ingredients such as preservatives for waterborne paints, photoinitiators for ultraviolet light–cured inks, and certain red and yellow pigments.

After the accident, China’s State Council said local authorities were lax in enforcing safety regulations at the facility.

After the October 2017 Tubbs wildfire, the northern California town of Santa Rosa was blindsided when it discovered that some of its fire-damaged water systems were contaminated with the carcinogen benzene. This phenomenon, never before reported, threatened to add millions and months to recovery cost and time. Little more than a year later, it happened again.

In November 2018, the Camp Fire—California’s most destructive wildfire in history—leveled the town of Paradise. Water officials there now report they have discovered the same problem with benzene and other volatile organic compounds (VOCs) that plagued Santa Rosa, but on an exponentially greater scale.

Whereas Santa Rosa will be replacing up to 500 service lines at a cost of several million dollars, Paradise has 10,500 affected lines—roughly 280 km of pipe. Paradise estimates replacing the pipes could cost as much as $300 million, and it may be 2 years before the city can provide safe drinking water to its residents. The legal limit in California for benzene in drinking water is 1 part per billion, while average levels in benzene-positive samples in Paradise have been 31 ppb.

The contamination in Santa Rosa and Paradise paints a grim picture for wildfire-vulnerable towns in the western US as climate change increases fire frequency and intensity. When only Santa Rosa was affected, people might have thought it was extra-bad luck. Now that it’s happened in Paradise also, “I have a feeling people are paying attention to this now,” says Jackson Webster, a water quality engineer at California State University, Chico. The need for water scientists and engineers to pay attention is great: there is no standard protocol to test water after a wildfire, let alone courses of action to prevent water system contamination.

Suppliers in China have been closed temporarily or permanently due to tightening environmental regulations. In 2018, the shuttering of a key intermediate for photoinitiators creates a shortage of TPO and TPO-L, leaving ink companies scrambling to find materials for UV inks and coatings, often having to pay much higher prices for what they could find. As a result, many leading ink manufacturers have looked to diversify their supplier base.

Crews are trying to clean up the paint and fuel that's been spilling into a pond at The Hideout.

The line painting truck ended up on its side in the spillover pond at the entrance to The Hideout along Route 590.

Troopers say the driver wasn't able to stop for a vehicle turning into this private community, sheared off a utility pole, and landed in the water.

Troopers say the driver got out safely. He'll be facing numerous citations after clipping a car and plowing into the pond.

"We're getting slammed with phone calls because people are concerned about this foamy, frothy white stuff," said Rick Joslin, spills coordinator for the Wisconsin Department of Natural Resources Northeast Region.

The actions include better application of coatings and use of other technologies to control spread of radioactive contamination, broader radiation boundaries, improve air dispersion measurement and modeling, greater involvement of employees as demolition moves ahead, and better training of and communication with site workers to solicit their input.
Following the releases, site remediation halted last December. Several hundred workers were tested for radiation exposure. Test results showed that several dozen workers had inhaled or ingested detectable radiation but at levels acceptable to the department.

Cullman e911 dispatched four different firefighting agencies to tackle the tenacious blaze.
First on the scene was Assistant Fire Chief Doug Farley of Colony Volunteer Fire Department. Farley had worked a fire at the same location last week; his department fully extinguish the blaze at that time.
This morning the could not suppress the renewed fire with water alone:
“I ran through an engine full of water, and I couldn’t get the thing put out. At that point, I had to call Hanceville for foam.”
Soon after that request, Hanceville Fire & Rescue and Blount County’s Mountain High Fire Department arrived along with the Cullman County Hazardous Materials Team.
Dion Taylor of County HazMat provided insights into the chemical accelerants they had to deal with:
“We determined we were working with paints, paint thinners, and paint clean-up supplies. Water alone won’t get it done. We used copious amounts of foaming agent.
This stuff was incredibly flammable, dangerous, and hard to extinguish.”
The over 4-hour firefight concluded just before 2 pm this afternoon.

The injured identified as 25-year-old Baishnab Charan Chand and 26-year-old Parthasarathi Das, are undergoing treatment at a corporate hospital here, where their condition is said to be out of danger.

Sources said the incident took place around 10 a.m. when the duo was engaged in some painting work at the unit.

As per the reports, the duo had taken a can from the scrap to mix the paints by removing some semi-solid material from the can. They then had dumped the removed material in a waste bin and due to some chemical reaction with some material already present in the waste bin, an explosion took place.

NORTH BENNINGTON — “The area within a 15-mile radius of Bennington may well be the Teflon glass coating capital of the world.”

That 1968 quote from the vice president of the newly formed Chemical Fabrics Corporation set the tone for a honeymoon period with the Bennington community that lasted more than 30 years.

There would be no industrial wastes from the new industry and fumes from the drying process would be odor free and non-toxic, a company official insisted in an interview with a Bennington Banner reporter in 1968.

“Absolutely no pollutants are given off by our operation,” he would say.

That outsized confidence was borne out by the eventual success of the fledgling ChemFab firm located in this bucolic town in southwestern Vermont, adjacent to New York State and 10 miles north of the Massachusetts border.

ChemFab quickly became famous for Teflon-coated fiberglass fabrics used on sports stadium domes and other structures.

In retrospect, the effusive language officials used to describe the supposedly emission-free chemical plant is chilling.

That optimism was only justified if you weren’t aware — as we are today — of the widespread, environmental damage from PFOA (perfluorooctanoic acid) used in the production of the company’s revolutionary Teflon fabrics.

Perfluorooctanoic acid, which is highly toxic in very small concentrations, has since polluted soils and drinking water in Bennington. The Teflon byproduct has been found in other industrial sites in the United States and across the globe.

(CNN) - A violent explosion went off when a van hit a parked semi-trailer on an expressway near Hangzhou of East China's Zhejiang province early on Monday.

Nobody got hurt in the incident while police are investigating into the cause of the blast. Surveillance footage showed the van taking a bend, but it brushed onto the semi-trailer parked on the shoulder of the expressway.

The expressway had to be closed down while firefighters were fighting the chemical fire on the van. Police video showed burned residues of paints and their containers in the van.

It took one hour and a half to reopen one lane to traffic along that expressway.

Initial inquiries showed that the semi trailer was carrying steel products while the van was carrying paper and paints.

A call came in from a man around 11 a.m. Sunday about the whitish-blue matter in a puddle outside a drain on Wishon and Cambridge avenues, said Fresno Fire Battalion Chief Lawrence French.

Crews tried three different tests to figure out what the substance was but have not been successful. They do say it does not pose any danger and is not toxic. French describes it as similar to water, “as if you washed a paintbrush or a roller in the sink with water-based paint,” he said.

The substance flowed south to the drain on Normal Street but did not go any further.

Any of the substance that did get through the drain will end up in a ponding basin where Fresno Metropolitan Flood Control District and the Fresno County Environmental Health agency will discuss how to remove it, said French.

As part of its years-long effort to deter people from dumping hazardous waste illegally, Lane County’s Waste Management Division each year collects thousands of tons of dangerous paints and other chemicals, mostly through the Glenwood site — which is open to the public two days a week — but also through rural roundup events.

In the past 12 months, the county has collected 18 tons of hazardous waste in rural roundups.

The rule set an ambient groundwater standard of 70 parts per trillion for the chemical perfluorooctanoic acid, or PFOA, in response to the U.S. Environmental Protection Agency’s drinking water health advisory levels for the chemical.

The rule is in effect for 180 days.

The chemical, used in Teflon coatings, was first found in more than 50 wells in towns surrounding the Saint-Gobain Performance Plastics facility in Merrimack, New Hampshire.

BOUNTIFUL—There’s a lot that goes into fighting a fire and equipment is essential. South Davis Metro Fire Agency lost around $35,000 in equipment as they battled the blaze during last week’s fire at Foreland Refinery in Woods Cross.

“We had 12 sets of turnout gear, which is the protective gear we wear, that was ruined by the asphalt and tar,” said South Davis Metro Fire Chief Jeff Bassett. “We couldn’t get them cleaned without damaging the fire resistant coating.”

Bassett said the fire started when a pipe in the furnace broke allowing the product to leak out into the furnace box and onto the ground. “It was just asphalt not chemical,” he said. “We didn’t have to evacuate any homes and we had air monitor sensors up but other than the odor, nothing registered.”

But that tar and asphalt did destroy the turnout gear, leaving the agency short on critical equipment.

“It’s not just an XL or something,” he said. “It is custom fit gear and assigned to individual firefighters. We’ve been checking all over to get them replaced but the laws are changing on how they’re issued. Right now they’re good for 10 years but those restrictions make it so vendors don’t keep a large stock on hand because they don’t want them to expire on the selves.”

McHenry Township Fire Protection District crews were dispatched at 11:15 a.m. for the chemical spill on Route 31 near Johnsburg Road. Officials requested a hazardous material crew from the Woodstock Fire Rescue Department just after 1 p.m.

The road was reduced to one northbound lane as officials worked throughout the afternoon and evening to clean the spill. The road eventually reopened about 8:45 p.m.

Johnsburg Police Chief Keith Von Allmen said a semitrailer was driving near Johnsburg Road with a barrel of the chemical when the barrel began leaking out of the trailer.

He said the Carnauba wax was in liquid form but solidified once it came in contact with the pavement and formed a wax coating over three of the road's four lanes for about 100 to 150 yards.

The Illinois Environmental Protection Agency arrived in the afternoon and released fire personnel from the scene. Police and a cleanup crew remained on the site to clear the road, and the Illinois State Police came and inspected the truck, Von Allmen said.

An explosion in a southwest Fresno chemical manufacturing plant nearly caught firefighters in a blinding fireball Friday night in what ended up being a three-alarm fire.

Fresno fire Battalion Chief Todd Tuggle said the fire was reported around 10 p.m. at General Coatings Manufacturing Corp. near North and Orange avenues.

The company’s website says it sells foam insulation and other coating products. The chemical that caught fire was actually a fire retardant that is designed to suppress flames.

The chemical is generally kept warm by a machine, but fire investigators believe that the system malfunctioned, causing several barrels to overheat and catch fire.

As soon as firefighters began to hose down the flames, the explosion occurred.

“There was a fireball that erupted at them. They described it as a concussion grenade,” Tuggle said. “The sound was enormous. There was an extremely loud explosion that happened in front of them.”

THERE WAS A FIREBALL THAT ERUPTED AT THEM. THEY DESCRIBED IT AS A CONCUSSION GRENADE.
Fresno fire Battalion Chief Todd Tuggle

Firefighters were rotated to minimize exposure to the chemical. Many had to be hosed down and their clothing set aside because of possible contaminants. The firefighters who had been exposed had to be stripped down and washed off outside as the temperature plummeted to 39 degrees.

Four fire crews were inspected for contamination, Tuggle said.

“It was a very dangerous moment for a brief period of time while our teams regrouped and we brought in additional resources,” Tuggle said.

Schumer cites a 2009 study by the Campaign for Safe Cosmetics, a project of the Breast Cancer Fund, which found all 10 face paints it tested contained lead and six of the 10 had nickel, cobalt, or chromium.

JENKINS TWP. — A state Department of Environmental Protection official said Thursday air quality tests at the site of a chemical fire at Acton Technologies Inc. revealed “very low” levels of chemical compounds.

The fire alarm at Acton Technologies Inc. on Thompson Street Wednesday summoned nearly 80 Greater Pittston firefighters into action and sent Pittston Area High School students home early.

Classes at Pittston Area, located less than a mile away from Acton Technologies Inc., resumed on Thursday.

The fire was ruled accidental by state police deputy fire marshal Trooper Ron Jarocha, and the investigation determined a static discharge was the cause of the blaze.

Acton Technologies Inc. creates coating material for cookware, and according to state Department of Environmental Protection spokeswoman Colleen Connolly, the storage area that caught fire contained acetone, a chemical used to remove glue-like substances such as nail polish.

It took firefighters three hours to quell the flames. One firefighter was treated by paramedics for minor injuries.

Roanoke Fire-EMS officials are investigating a chemical reaction at the AkzoNobel plant that prompted an evacuation Wednesday afternoon, officials said.
Roanoke Fire-EMS spokeswoman Tiffany Bradbury said in a news release that a chemical contained in a drum started smoking around 12:45 p.m. at an auxiliary building in the 2800 block of Roanoke Avenue. The company manufactures wood coatings for kitchen and bath cabinets.
Three employees worked in that building, but the fire alarm triggered an evacuation for all production workers, said company site manager Russell Huff in an email. Huff said no one was injured and there were no reports of environmental releases.
Though residents near the business might have been able to smell fumes, Bradbury said the chemical is not toxic.
Huff said the drum contained material used to make coatings, and it exceeded optimum temperature. What exactly the chemical is hasn't been released.

A chemical explosion in a Melbourne laboratory forced the excavation of almost 150 people and saw two workers treated for nausea on Thursday afternoon.

The blast occurred at about 2.30pm at a Clayton building belonging to PPG Industries, a major producer of paints.

Metropolitan Fire Brigade Commander Bob Lanigan said staff at the second-storey laboratory managed to put out a fire which was sparked by the explosion. But he said the effort also caused them to become overwhelmed by fumes.

The MFB said two of four staff members in the room at the time of the explosion were treated by paramedics for mild nausea, but were unlikely to require hospitalisation.

Initially there were fears three staff members were missing, but there were later found.

Mr Lanigan said there was only minor damage to the building on McNaughton Road.

"It was confined to three kilograms of the product that reacted and really there is no structural damage at all," he said.

"[Our major concern] was about the chemical reaction and the gases than the fire itself."

Just before 5pm, the MFB said the premises would be shortly handed back to management after readings were taken in the laboratory by crews in splash suits.

The cause of the blast is still being investigated, but Mr Lanigan said it was a "chemical reaction that wasn't expected by the people working in the lab".

Brian J. Riley, 41, Andover, Kan., owner of Integrated Plastic Solutions, LLC., pleaded guilty to one count of negligent exposure to a hazardous air pollutant. In his plea, he admitted the company stored hazardous wastes at its facility in the form of paints, solvents and other chemicals. The paints and solvents contained ethyl benzene, which is classified as a hazardous air pollutant. After becoming aware that the Kansas Department of Health and Environment was investigating the company’s waste handling practices, Riley allowed some paints and solvents to be dumped on the IPS grounds, releasing ethyl benzene and exposing employees to the risk of flash fire and explosion.

Sentencing is set for March 30. He faces a maximum penalty of a year in federal prison and a fine up to $100,000. Grissom commended the Environmental Protection Agency and Assistant U.S. Attorney Alan Metzger for their work on the case.

A hazardous situation unfolded near the Mendocino County Courthouse Tuesday morning as sealant recently applied to the roof of the building began to wash off.

Wayne Briley, director of the Redwood Empire Hazardous Incident Team (REHIT), said the City of Ukiah's Public Works Department called him at 8 a.m. Tuesday Dec. 2 after a milky white substance was seen heading toward the storm drains.

"The only thing that should be going down the drain is rainwater, so it was a pretty easy call," said Briley, explaining that roofers had put a white coating on the roof of the building last week, then a spray foam was to be applied afterward.

"One of three things happened: did they not put it on correctly, did it not get enough time to dry, or did the product fail?" Briley said, guessing that the situation will lead to a lawsuit. "Either way, roofing material is not supposed to wash away in the rain."

Briley said the chemical in the material of most concern was titanium dioxide, which he said is a carcinogen and officials did not want it reaching the creeks.

The US Environmental Protection Agency says it found more than 100 drums of paint solvents on the property of T.C. Dunham Paint Company in Yonkers. Many of the drums were “leaking and corroded,” as well as improperly labelled.

The EPA adds that it found drums of lacquers, oil-based paints and solvents "haphazardly stacked in an old truck and in outdoor locations at the paint facility."

Announcing the legal settlement on August 7, 2014, EPA Regional Administrator Judith Enck noted that “every business needs to comply with environmental laws to ensure that human health and the environment are not damaged.”

The spill happened during a $290,000 replacement of the cables and anchors that open the gates. The spillway gates are used to redirect excess water at the Whittier Narrows Dam.

A contractor handling the repairs chemically removed lead-based paint around the points where each of the gates’ 18 new anchors would be welded on. However, a subcontractor brought on to sandblast rust ahead of the welding did not stay within the 3-foot by 3-foot area abated on the downstream side, said Greg Fuderer, a Corps of Engineers spokesman. The name of the contractor and subcontractor could not be provided for publication.

HEYBURN – Firefighters responded to a structure fire in Heyburn Monday afternoon after paint caused a flareup in a painting booth at Legend Seating Co. near the Ponderosa Golf Course.

A small explosion in the building started the fire, and crews from Heyburn and Burley spent 15 minutes getting the flames under control, said Burley Fire Chief Shannon Tolman.

“We’ve got a lot of smoke we’re trying to clear out now, so it’s hard to determine how much damage was caused,” Tolman said. “This is a pretty big building and the damage will be pretty substantial.”

Fire crews received the call at about 2:30 p.m. Nobody was injured in the fire, Tolman said.

Mike Brown, fire chief at Minidoka County Fire Protection District, said the fire was caused by a short in a lighting ballast in the building. A spark ignited paint fumes in the building, causing extensive damage to the paint booth. Brown said about $250,000 of damage was caused by the fire.

A 26-year-old chemist creating polymers and coatings with ingredients that included nanoparticles of nickel developed nasal congestion and facial flushing as well as temporary allergies to her earrings and belt buckle, a new report has found. She had to leave her job and could not even return to the building because her symptoms would start again, according to a May 12 article in the American Journal of Industrial Medicine.

This is the first reported case of illness from exposure to nanoparticles -- and it may not be the last. According to a co-author of the paper, the widely popular technology could prove to be a new health hazard, with unknown risks and uncertainty about how to protect workers -- and possibly consumers.

"This is case one in our modern economy," said Dr. W. Shane Journeay, a nanotoxicology expert and co-author of the study, in an interview with CBS MoneyWatch.

Nanotechnology -- the creation and use of substances whose ultra-small size makes the word microscopic seem huge by comparison -- has transformed a wide variety of industries. Nanoparticles are tiny pieces of often common materials whose chemical natures and reactions change because of the small size. The altered properties can lead to new applications in such industries as solar energy, paint, and cosmetics.

The fire began at the Wax Garbage Recycle Centre Co in tambon Rang Bua of Jom Bueng district about 5am. Aty least 10 fire trucks were sent to combat the flames.

The fire started in a building storing inflammable materials such as recycled paints, plastic containers and gasoline, the source of bomb-like sounds during the inferno.

Three of five warehouses at the factory complex and their contents were destroyed by the blaze. Police suspected it was started by an electrical short circuit, Pol Cap Jarin Thiengtham, a case officer at Jom Bueng police station, said.

The factory recycles industrial waste such as plastic pellets, dish washer liquid, paints and other chemical materials. It earlier had problems with surrounding communities with complaints of water pollution and fool odours.

The factory was also hit by fire on March 16, 2013. The estimated damage is still under evaluation.

REDERICK, Md. — The Army Corps of Engineers is recommending safeguards after a fire caused $10 million in damage to an unfinished laboratory building at Fort Detrick in Frederick.

The Frederick News-Post (http://bit.ly/1gyur9e ) reported Sunday on a report it obtained through the Freedom of Information Act on last year’s fire at the new U.S. Army Medical Research Institute of Infectious Diseases.

Investigators couldn’t determine the cause of the blaze. But they concluded it started in a room where a welder had been working without a required permit or a co-worker watching for fire.

The report recommends a fire watch for all welding operations. It also urges reassessment of an epoxy wall coating cited as the fire’s primary fuel source.

The fire pushed the building’s completion date back from 2014 to May 2015.

RALEIGH, N.C. (AP) — Waste water that contains toxic levels of arsenic, flowing from a coal plant ash dump, is now flowing into a North Carolina river that's already contaminated from a massive spill two weeks ago, authorities said Tuesday.

The state Department of Environment and Natural Resources ordered Duke Energy on Thursday to stop the waste water coming from a pipe running under a coal ash dump at its power plant. A nearby pipe at the dump collapsed without warning Feb. 2, coating the bottom of the Dan River with toxic ash as far as 70 miles downstream.

State regulators expressed concern the second pipe could fail, triggering a second spill. Water coming from the pipe contains arsenic at levels 14 times that considered safe for human contact.
