As Nigeria continues to tackle the proliferation of substandard products, the National Environmental Standards and Regulation Enforcement Agency (NESREA) disclosed that it turned back 15 vessels carrying hazardous materials into Nigeria.

According to the News Agency of Nigeria (NAN), the Director-General of the agency, Mr Aliyu Jauro, explained that the vessels were laden with chemicals and electronics harmful to the environment.

He cautioned that government would not allow any importer to turn Nigeria into a dumping ground for hazardous materials.

“It is allowed to import electronics into Nigeria, but such electronics must be functional and safe.

“Nigeria is not a dumping ground where any waste can be allowed in.

“Most of the items arriving in Nigeria are not good and don’t function well, so only those that are functional and are safe are allowed to be discharged.

“People are able to bring hazardous items into Nigeria because the country’s borders are porous.

“As an agency, we test imported equipment to ensure that they are working perfectly and they are safe for the ecosystem,” he said.

“It was around 12am or some minutes past that time that somebody raised the alarm that smoke was coming out from the warehouse. Before we came out because we are living behind the warehouse, fire had engulfed the warehouse and all the trading shops attached to the building.

“You know that this Ajasa Street market is where you can get all type of foods stuffs and ingredient used in cooking by families, unlike Osee Okwodu Market, next to it and known for other house hold goods and beverages sales where you have block stores.

“As the fire started spreading to shops attached to this our house, housing the chemical shop, people started calling the men of the state fire service who came and put it off before it speed to other buildings.

Although it was only the chemical warehouse that got burnt, but it affected other shops belonging to traders of food stuffs, and other cooking materials.

The Corps Commander, Federal Road Safety Corps (FRSC), Anambra State Command, CC Adeoye Irelewuyi, disclosed this in a statement issued to newsmen in Awka.

The statement reads: “At about 1700hrs of today 03-07-2022, Anambra State Fire Service, Awka, Nigeria received a distress call of fire outbreak in two (2) petrol tankers of 33,000 litres opposite At Anthony’s Catholic Church, Amansea.

“Immediately, we deployed our fire truck and Firefighters to the fire scene and fought the fire to standstill with our chemical foam compound and there was no loss of life.

“The avoidable fire outbreak emanated during the trans-loading of the petrol from the faulty tanker to another tanker without the presence of Fire Service to be on standby. The mistake of the pump operator caused the fire outbreak.

Alarm has been raised by Institute of Chartered Chemist of Nigeria (ICCON) about the increasing free interaction with highly hazardous and reactionary chemicals by uncertified members of the society not knowing the dangers associated with that.
The Institute said that aside the risk of such exposure to the environment, they are dangers to the health of the persons as well as third parties due to unprofessional knowledge and skills required to handle such hazardous and reactionary chemicals.
ICCON President, Prof. Fanna Abdurrahman, alongside other stakeholders in chemical safety and management, raised the alarm in Abuja, on Wednesday, during the opening ceremony of the 16th ICCON Mandatory Continuing Professional Development (MCPD) and investiture.
Prof. Abdurrahman frowned at data that indicated that majority of people handling chemicals across the country are unprofessionals who, obviously, knows little or nothing about the chemicals they are exposed to.
She made reference to cases of explosions and other dangerous reaction of chemicals as result of wrong mixture of chemical properties or handling by uncertified people, which, in most cases result in death or permanent injuries.

Efforts to contain a fire outbreak which is now being suspected to be methane gas that emanated from a water drilling site at the Caritas University, Amorji-Nike, Enugu have defied all solutions thrown at it.

When SaharaReporters visited the site on Tuesday, the fire was still raging as emergency responders met at the site appeared to have run out of ideas on how to extinguish the fire which had been raging continuously for nearly two weeks.

Sources in the area told SaharaReporters on Wednesday that the situation had not changed.

It was gathered that despite that the school has a Chemical Engineering Department with experts in various chemical fields and management, they were not being carried along by emergency responders and neither was their expert opinion sought.

A lecturer with the university, who spoke on condition of anonymity, told SaharaReporters that the fire might have been caused by methane rather than the insinuations that it was natural gas.

The lecturer noted that his assumption was based on the fact that Enugu has coal deposits underground

The company wasn't certian of the cause of the explosion, issuing this statement:

“We wish to use this medium to inform the public of an isolated fire incident which occurred at a diesel storage tank farm situated in the vicinity of one of our factories in Sokoto. This incident occurred whilst routine maintenance work was ongoing on one of the storage tanks by a third-party contractor.

“Immediately the incident occurred, our emergency management and mitigation services were alerted, and a swift response activated, which prevented any escalation of the incident or damage to our main plant and equipment.

“We are however able to confirm the regrettable loss of three workers of the third-party contractor, who were in the immediate area of the incident.”

Production and all plant operations had been halted, but were resumed at the factory that was not affected.

For five years, Frederick Chukwuemeze had the grim task of treating children poisoned by lead in Anka, a mining town in north-west Nigeria.

Since 2010, more than 600 children have died from lead poisoning in Zamfara state and hundreds more have been left with brain damage and physical disabilities as a result of hazardous artisanal gold mining.

“I’ve seen patients with continuous seizures that couldn’t be controlled with any medication. Children that can’t talk, can’t walk. Always in bed, not knowing where they are. And then, of course, children dying. It’s actually heartbreaking when we see such cases,” said Chukwuemeze.

But no child has died on his watch since October last year, thanks to a joint effort between local and international agencies that has virtually wiped out lead poisoning cases in the state.

“It’s a wonderful accomplishment – for the patients and for me,” said Chukwuemeze, who works with Médecins Sans Frontières (MSF), which was involved in the clean-up operation.

The huge effort followed an outbreak of lead poisoning in at least seven villages in Zamfara in 2010. Over six months, 400 children died in a crisis that sent shockwaves throughout the country and brought into sharp focus the dangers of mineral processing in a largely impoverished and rural area.

Nigeria can harness its human, social, and economic potential only through adequate use of its abundant natural and human resources. Chemicals are the most critical agent of Nigeria’s industrial revolution. They are useful in manufacturing and economic development and occupy a pivotal role in many industrial sectors. This study assesses Nigeria’s framework for sound management of chemicals in chemical industries and the local threats limiting its developmental strides. It reviews past and current regulations, as well as guidelines and processes for compliance by chemical importers, exporters, distributors, and end users. Highlighted are the Nigerian chemical supply chain measures to enhance sound chemical management nationwide. Also discussed are the need to strengthen these regulations and laws and the necessary steps to place the country on the path of development and to ensure the socioeconomic wellbeing of its citizens and environment.

Chemical safety, a practice of protecting humans and the environment in which they work and live from the deleterious effects of chemical substances, was investigated in this study in Nigerian secondary schools. Using a mixed-method survey, we investigated the awareness level and implementation of the best practices of chemical safety by 1246 senior secondary school chemistry students. Students in rural schools were found to have a lower level of awareness of chemical safety compared to the students in urban schools. Statistically significant differences were found in all except one of the awareness measures—washing hands before practicals and after leaving the chemistry lab. Urban students were more in breach of chemical safety practices than students in rural schools. Most of the observed differences were statistically significant (p < 0.001). Interview (qualitative) data from 20 students show four emerging themes to explain the findings, including a low level of chemistry laboratory resourcing, poor chemical safety training of the teachers, inadequacies in safety tools, charts, and kits, and weak enforcement of safety regulations. Based on the data from the study, recommendations were made for bolstering the awareness level of students in chemical safety and their chemical safety practices. These include the incorporation of chemical safety in the core curriculum, requiring quality assurance entities to enforce resourcing of basic safety equipment to schools, government-directed workshops on the need for chemical safety, and requiring teachers to provide chemical hazards information to students.

Barely three weeks after a gas tanker exploded in Iju-Ishaga area of Lagos, injuring over 30 people and destroying many buildings, another explosion occurred last week in Baruwa, a densely populated suburb of Lagos. According to reports, an LPG tanker was in the process of discharging its content at a time the station’s generating set was running. The spark and the explosion which followed threw the discharging tanker across the road. Aside the loss of no fewer than five lives, 25 buildings, 16 shops, a private school building, a hotel and several vehicles/tricycles were razed.

While the Department of Petroleum Resources (DPR) has harped on the need for plant operators to take necessary measures to ensure the safety of end-users of cooking gas, it doesn’t appear as if these plants observe any safety standards of their own. That a power generating set would be on at the time gas was being discharged is the height of negligence. This much was confirmed by the Lagos State Emergency (LASEMA) Director General, Damilola Oke-Osanyintola who said that “this was an entirely avoidable incident caused by carelessness on the part of the operators.”

While we commiserate with the families of the deceased, what makes the Lagos tragedy disturbing is that in the past few years, gas explosions of different variants have claimed many lives across the country. Not long ago, a chlorine cylinder exploded at the Plateau State Water Board treatment plant at Lamingo, Dogon Karfe, Jos South local government, leaving eight people dead, among them a pregnant woman and children. Dozens of others sustained varying degrees of injuries.

He disclosed on Monday in Benin that the electrical appliances were dumped in the pit by an Information and Communication Technology (ICT) expert, Muhammed Hamzat, stressing that investigation into the incident was still ongoing.

Jimeta also revealed that one person was arrested over Sunday’s killing of a young man on Lagos Street, Benin, over an isolated cult clash, which he insisted was not a renewed cult war in Edo state.

The police commissioner said: “It (explosion) was like a chemical reaction. We got the person, he is into ICT and he repairs electrical appliances. He has an old pit in his house, where he dumps his waste materials. He said he swept the compound and dumped the refuse in the pit. As he tried to light and burn the waste, he heard a bang and that dust came out of the pit. This was revealed after the southwest coordinator of the agency, Ibrahim Farinloye debunked claim of the gas explosion being as a result of a bomb blast or Improvised Explosives Devices (IED).

Recall that the management of the Nigerian National Petroleum Corporation (NNPC) had earlier stated that gas cylinders which were stacked in a gas processing plant located near the corporation’s system 2B Pipeline Right of Way caused the explosion after being hit by a truck.

While speaking on the incident, Farinloye told journalists that preliminary security analysis showed that an eight-tonne truck laden with core stone and parked on the pipeline, exerted too much pressure on it. In October of the year just ended, no fewer than 11 persons in Abuja suffered various degrees of burns from a gas explosion. A month earlier in Lafia, Nasarawa State, dozens were left dead with hundreds injured when a gas tanker exploded and started a blaze.

Three years ago there was a gas explosion when a chlorine cylinder exploded at the Plateau State Water Board treatment plant at Lamingo, Dogon Karfe, Jos South Local Government Area, leaving eight people dead, among them a pregnant woman and children. Dozens of others sustained varying degrees of injuries. Dr. Philemon Golwa, the Chief Medical Director of Plateau State Specialist Hospital, said that a leakage at the plant was responsible for the deaths as residents around the area inhaled the poisonous gas which enveloped the entire neighbourhood.

The last batch of students of the Osun State University, who collapsed and were hospitalised after inhaling poisonous leakage from a fire extinguisher inside a crowded lecture room, has been discharged from the hospital.

A student of the university told our correspondent on Monday, on condition of anonymity, that the last batch of students injured during the accident was discharged from the hospital on Sunday.

The student, however, appealed to the university authorities to ensure that lecture rooms were spacious enough to accommodate a large number of undergraduates.

The student said, “All the students that were admitted to the hospital because of the fire extinguisher accident have been discharged as of Sunday.

“I thank God that none of them died, but the university authorities have to make sure that students are no longer taught in crowded classrooms just to prevent this kind of incident. They should ensure that there are lecture rooms which can accommodate a large number of students conveniently in the interest of students and the lecturers.”

The Deputy Vice-Chancellor (Academics), Prof. Clement Adebooye, in a telephone interview with our correspondent, confirmed that the students were all discharged from the hospital.

Adebooye said, “All of them have been discharged. We thank God that nothing bad happened to any of them. They are all in a good condition now. The university acted promptly and we are happy that they are all alive and well.”

It would be recalled that students of the Anatomy/ Physiology Department were receiving a lecture inside a crowded lecture room when the fire extinguisher inside the classroom started to leak.

One of the students was said to have sat on the fire extinguisher and the safety valve was accidentally released when he stood up causing the leakage.

The leaked poisonous gas inhaled by the students caused many of them to slump and over 20 of the students, who became unconscious as a result of the leakage, were rushed to a hospital where they were treated and eventually discharged.

The Osun State Police Command and Management of Osun State University had denied the reported explosion which occurred on the Osogbo campus of the university on Wednesday.

Speaking at the command headquarters in Osogbo on Thursday, the State Commissioner of Police, Fimihan Adeoye and the Deputy Vice-Chancellor (academics) Professor Odunayo Adegboyega, debunked the report that true was an explosion in a science laboratory of the university claiming the lives of some students.

According to the CP Adeoye “what happened was not an explosion, one of the students carelessly released the safety pin of the fire extinguisher in one of the classes thereby releasing the carbon dioxide causing panic and some students who inhaled the substance got unconscious and were attended to.

“We deployed our anti-bomb squad to the scene after my personal visit and their findings corroborated what I just said.

The school management appealed to students, parents and all relevant stakeholders not to exercise any panic saying all the 27 students who sustained several degrees of injury have been treated and some of them with lesser injury discharged.

Mystery fire has razed down 3 Science laboratories belonging to the Faculty of Basic Medical Science in Okuku, Ogoja campus of the Cross River University of Science Technology CRUTECH.

National Mirror learnt that the incident occurred at the early hours of last Tuesday. The fire also affected Histology, Biochemistry and Physiology Departments of the school. The inferno is said to have disrupted academic activities and at the moment, carcases of the burnt equipment were seen littered all over the place of the once adoring laboratory. However, about 20 expended cylinders of fire extinguishers used by the university community to tackle the inferno were seen around littering around the building. Students of the institution were also seen milling around the area counting the huge loss their school had suffered due to the fire incidence while lamenting how the incident is going to hamper their academic pursuit.

According a fourth year student, Christopher Adie, the pathetic situation was capable of retarding the progress of the academic calendar adding that the incident was a bad omen for them. However, the Dean of the school, Dr Esebonu Ugochukwu put the value of the loss at several millions of Naira stressing that the labs gutted by fire were demonstration facilities for 1st year students describing the inferno as the worst in the history of the institution. As at the time of filing this report, the cause of the fire is yet to be ascertained but there were speculations that the fire may have broken out due to electricity fault from public power supply.

Dr Ugochukwu averred it was unfortunate that all efforts made by the university community to quench the fire was to no avail as the fire service station complained of lack of equipment. Assessing the disaster, the DG SEMA Mr John Inaku described the disaster as very unfortunate and assured of govt intervention. However, the Vice Chancellor of the institution Prof. Anthony Owan who was contacted on phone via a text message to react on the issue, said that he is yet to lay fingers on the necessary details and as such he cannot comment on anything for now. His words; “I will be in Okuku on Monday to find out the true situation. I cannot place my fingers on anything at the moment. You will be contacted as soon as the facts becomes clear” The institution Vice Chancellor maintained.

The fire which started Saturday midnight raged on until Sunday morning and efforts by some university staff and men of the fire fighting division from Gwagwalada to put out the inferno failed.

The presence of highly inflammable materials in the laboratory worsen the situation and as a result, the fire reduced the entire fittings and roofing of the building to rubble resulting in the loss of equipment and chemical worth millions of naira.

A statement from the Deputy Registrar Information Waziri Garba said the Vice-chancellor Professor James Adelabu has set up a seven-man committee to probe the fire incident and that of the male hostel which happened earlier on February, 18.
...
Other terms of reference of the committee are: to determine the extent of damage in the two incidents, establish whether or not there were security lapses in the two incidents, suggest measures to be taken to rehabilitate the laboratory facility and the room in the hostel, recommend immediate measures to be taken to provide a temporary facility to serve as a Chemistry laboratory, recommend measures on how to forestall future occurrences, and any other relevant matter.

Speaking at the scene of incident on Friday, Principal Medical Officer(PNO) of the hospital, Dr. Joseph Mathew said the fire started around 9:00pm on Thursday and was immediately reported to the fire service office in Kaltungo.
“There were series of explosion in the laboratory and unfortunately before we arrived the damage has been done and only few things were recovered,” he lamented.
He explained that the inferno was caused by a kerosene refrigerator donated to the hospital two years ago by a Non-governmental organization.
The PNO said the Emir of Kaltungo, Chairman and other important personalities were at the scene trying to put off the inferno.

The Commissioner of Police for the Plateau State Command, Abdulramman Akano, has refuted reports of last night’s bomb explosion in Barkin Ladi. At around 11.30pm yesterday, an explosion which was thought to be a bomb rocked Barkin Ladi, a town on the outskirts of Jos. Initial reports suggested that a person, thought to be the carrier of the bomb had died in the explosion before he could reach his target. Mr. Akano, however insists journalists got it wrong. According to him the explosion took place in a laboratory in a secondary school when a chemistry teacher at the Islamic Orientation Secondary School was conducting an experiment with his students.

He said the teacher, Abubakar Musa, did not die, but was hurt and is being treated in a hospital. The commissioner also said the explosion occurred at around 4 in the afternoon rather than late at night as reported by media outlets.

Details of happenings in Jos remain very sketchy as movement is still patchy. Residents remain apprehensive and there is very little in the way of public transport, forcing even those who want to move around to stay indoors.

What would have been a major disaster, few days to Christmas was averted by the combined efforts of fire service men, members of the National Security and Civil Defence Corps, NDSC, the police and staff of the Nigerian National Petroleum Corporation, NNPC, when an explosion occured along the NNPC pipelines around Isheri Olofin in the Egbe-Idimu Local Council Development Area.
The explosion, on Thursday, though didn’t affect the pipelines of NNPC, occured about 150 meters away in a swampy area and was caused by bush burning by neighbouring farmers. According to eye witnesses, pipelines vandals had channeled their pipes from the NNPC pipeline into the swampy area and so the bush burning only aided the explosion.
Calistus Ukachukwu, an official of Red Cross, corroborated the claim, saying that the explosion was caused by bush burning but added that if the vandals hadn’t chenneled the pipe from the NNPC pipelines, the explosion would not have occured.

Kaduna — The National Emergency Agency (NEMA) yesterday denied reports that two persons died and over 300 hospitalised in the gas cylinder explosion which occurred in Kakuri Industrial Area of Kaduna State. The agency said no life was lost and that it successfully brought the situation under control after much effort. It said the explosion led to the hospitalisation of over 300, people mostly women and children.

However, the Kaduna State government has ordered a thorough investigation of the immediate and remote causes of the explosion. This was directed by Governor Patrick Ibrahim Yakowa.

The North-West Zone Co-ordinator of NEMA, Alhaji Mustapha Suleiman, told LEADERSHIP the circumstances surrounding the explosion.

He said, "No single life was lost in the explosion, and I am glad to inform you that we have overcome the situation. We realised that it was concentrated chlorine that became poisonous to the people of the area and we used about five tankers of water to dilute it and make it weak and remove the substance that became hazardous.
