A Ph.D candidate at UNH who is facing criminal charges after an apparent hazmat situation near campus over the weekend was trying to follow a YouTube video that specifically warned viewers not to repeat the experiment, according to Durham police.

Police said the suspect, Emad Mustafa, 29, called authorities himself on Saturday, saying he may have been exposed to a toxic chemical.

According to new court documents, Mustafa told officers he believed he had made a chemical called dimethyl mercury inside his Oyster River home.

He told officers that mixing the chemical caused a flash-burn, creating smoke and toxic vapor.

He was taken to the hospital and treated, but that process launched a multi-department investigation.

Mustafa admitted that another tenant may have also been exposed to the chemicals.

Town officials in Durham said Mustafa identified the chemicals as mercury, sodium and dimethyl sulfate.]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[May 23—A University of New Hampshire doctoral student is facing reckless conduct with a deadly weapon and improper disposal of hazardous materials charges in connection with a toxic chemical in a Durham home, officials said.

On Saturday, May 13, Durham police, fire, and personnel with McGregor Memorial EMS responded to 35 Oyster River Road in Durham for a report of a 29-year-old man reporting he may have been exposed to a toxic chemical.

Durham police say a man identified as Emad Mustafa was transported to Wentworth Douglass Hospital, where he was treated and released the same day.

On Tuesday, under the direction of the Strafford County Attorney's Office, Durham police and fire departments, the University of New Hampshire Police Department, New Hampshire State Police, federal partners, and the Seacoast Technical Assistance Response Team (START), a search warrant was executed at Mustafa's residence.

Mustafa was arrested for reckless conduct with a deadly weapon, and improper disposal of hazardous materials — both class B felonies that carry a maximum of seven years in prison.

START is a regional hazardous materials team operating under the leadership of the Seacoast Chief Fire Officers Mutual Aid District. Several Seacoast-area towns make up the 40 member team.

The Southeastern New Hampshire Hazardous Material Mutual Aid District was called to assist START as well, "due to the nature of the event," officials said.

"The health and safety of the community was the priority during this investigation and at no time was there a safety concern for the community or surrounding neighbors," Durham police said in a statement. "The hazardous material was identified and contained during the operation and there is no public safety hazard known at this time."

Mustafa is a UNH Ph.D. student, Durham police said in a statement. He is scheduled for arraignment at the Strafford County Superior Court on June 22.]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[LAKE, MI – A federal hazmat team is investigating a mercury poison package that spilled at a Northern Michigan post office on Monday, WPBN/WGTU reports.

The U.S. Postal Service has confirmed that a substance that leaked out of a package on Monday at the Lake Post Office was mercury, 9&10 News reports. The post office in Clare County has been closed since workers noticed the leaky package while sorting mail. The nearby Lake George Post Office is also closed since the package passed through that location.

People who were exposed to the poison have been medically evaluated and cleared, WPBN/WGTU reports.

The package originated in the Detroit area and investigators are working to discover where it was headed and why, 9&10 reports.

It is illegal to send mercury through the mail. Exposure can cause tremors, mood swings, muscle weakness, headaches and nervous system damage, according to the U.S. Environmental Protection Agency. Cases of high exposure can result in kidney effects, respiratory failure and death.

USPS is working to reroute mail that would have gone through this post office, WPBN/WGTU reports.

So far this year, 76 fires have killed seven people including two this past weekend in Washington Heights. 

With 60 people injured, the city is outpacing all of last year. The vast majority of fires are in the homes of the 65,000 delivery bikers who live across the five boroughs. 

One of the solutions to the city's dilemma is over 800 miles away at the UL Solutions laboratory for battery testing in Northbrook, Illinois, outside of Chicago. 

Dr. Robert Slone is the chief scientist and the man behind making lithium-ion batteries safe. 

For batteries to receive a UL logo, it has to endure what is called "torture testing." But experts said the problem in New York is uncertified batteries, often cobbled together in the black market.

    <dc:creator>dchas</dc:creator><description><![CDATA[Corteva Agriscience subsidiary has pleaded guilty to criminal negligence, 8 years after an accidental chemical release killed 4 employees and injured several others at a now defunct insecticide plant in La Porte, Texas.
On April 24, a US district judge ordered the subsidiary, EIDP Inc., formerly known as E. I. du Pont de Nemours and Company Inc., to pay a $12 million penalty and make a $4 million community service payment to the National Fish and Wildlife Foundation. EIDP must also serve 2 years of probation, during which time the company must provide the US Probation Office full access to all its operating locations.
The accident, which occurred on Nov. 15, 2014, at what was then a DuPont facility, released nearly 11 metric tons of highly toxic methyl mercaptan after plant workers tried to clear a section of blocked piping. A US Chemical Safety and Hazard Investigation Board probe following the incident determined that flawed engineering designs and a lack of adequate safeguards were to blame.
The US Department of Justice also found that Kenneth Sandel, a former manager who was responsible for making sure employees understood and followed safety procedures, failed to provide sufficient instructions on how to safely clear the blockage. Sandel pleaded guilty alongside the company and was sentenced to 1 year of probation.
“The Company deeply regrets the tragic events that occurred on November 15, 2014, at a former EIDP facility in La Porte, Texas,” says a Corteva spokesperson in an emailed response. “We are committed to the highest safety standards, and safety is a core value.”

Providence said a patient who was flown to the hospital for treatment was found to have explosive materials on them.

Providence security, Spokane Police, and Spokane firefighters contained the situation and secured the area. Some patients were temporarily taken to other hospitals during the incident.

W. 8th Avenue is back open, and all hospital operations have since returned to normal. The Children’s Hospital and patient care were not affected.

Spokane Police are investigating this incident.

The SDFD HazMat and SD County HazMat teams were called in for the clean-up of the lab.

It’s not known how many people were arrested in the raid.

DMT — or N, N-dimethyltryptamine in medical talk — is a hallucinogenic tryptamine drug.

Sometimes referred to as Dimitri, this drug produces effects similar to those of psychedelics, like LSD and magic mushrooms.

DMT is a Schedule I controlled substance in the United States, which means it’s illegal to make, buy, possess, or distribute it.

Some cities have recently decriminalized it, but it’s still illegal under state and federal law.5.

DMT is a newly arrived narcotic to the San Diego area.

The Los Angeles Police Department said officers recovered fentanyl, heroin, meth and magic mushrooms.

In November, narcotics officers received an anonymous tip of a possible illegal marijuana cultivation at a home on the 16500 block of Hiawatha Street.

On Dec. 21, officers searched the house and arrested 37-year-old Casey Linder.

During a search of the house, officers found hallucinogenic mushrooms growing in a backyard shed. According to LAPD, the shed had an access point to a bunker that went 12 feet underground. Inside the bunker officers found a Dimethyltryptamine (DMT) and a Tetrahydrocannabinol (THC) extraction lab.

Members of the Appleton Police Department SWAT team, and the Lake Winnebago Area Metropolitan Enforcement Group, and Wisconsin Division of Criminal Investigation went to search an apartment on the 3000-block of S. Chain Dr. They found a 37-year-old man living there who had a warrant for his arrest.

Law enforcement found evidence the man was trying to produce methamphetamine on the property. Because of the potentially hazardous materials, the DCI’s Clandestine Laboratory Enforcement Response Team, which has special training in hazmat situations, was brought in to assist with the warrant and remove the substances from the suspected drug lab.

"We’re conducting an environmental search warrant out at the property," said Sgt. Patrick Morrissey with the HPD Environmental Investigations Unit. "We’re going to be collecting evidence to find out what that discharge was and if it was potentially criminal in nature."

Numerous Houston police cars and firetrucks were outside the business Wednesday on Boyles Street. Much of the area along the block was closed for several hours for the investigation. Nearby workers from other businesses say they’ve never noticed anything unusual there before.

"[We’re] totally surprised coming out here, seeing all of the traffic and HPD," said Emmitt Welch, a nearby worker.

Authorities could be seen wearing hazmat gear going in and out of the packaging company located only about a half mile from Buffalo Bayou which feeds into Galveston Bay and the Gulf of Mexico.

"It’s a chemical manufacturing facility," said Houston Fire Department Captain Jason Wilson from the Hazardous Materials Response Team. "Details beyond that, I’m not really sure what they are.  What also I’ve been told is that there has been some type of illegal discharge of those chemicals into the stormwater system. Which then affects the streams, lakes, rivers, bays, and things like that.  The food we eat. It also puts pressure on our stormwater system."

Beginning on Jan. 3, all battery-powered e-bikes, e-scooters and e-skateboards won’t be allowed on any of the Bronx college’s properties “including all buildings on and off campus,” Fordham Public Safety Associate Vice President Robert Fitzer wrote in an alert sent to the student body Friday.

“The storage and charging of lithium-ion batteries in residence halls and other university buildings represent a serious hazard as they may explode causing injuries and starting fires,” Fitzer wrote in his memo.

E-bikes and scooters will also be banned “on sidewalks and walkways within the campus,” Fitzer said.

“This has become necessary due to the recent surge in deadly fires in New York City from batteries,” he noted. “(These) fires are chemical reactions that, once underway, cannot be extinguished like traditional fires and create toxic gases that can be deadly in enclosed spaces. Fire extinguishers do not work on lithium-ion batteries.”

Channel Infrastructure, the company that replaced Refining NZ when the refinery closed this year, received the fine when it was sentenced in the Whangārei Court on charges of discharging contaminants, in breach of the Resource Management Act.

The firefighting foam that had been banned from use in training exercises was used multiple times at Marsden Point Oil Refinery, with foam ending up in Whangārei Harbour.

The Environmental Protection Authority (EPA) laid seven charges against the company, formerly the New Zealand Refining Company Limited, under the Hazardous Substances and New Organisms Act and a further seven charges under the RMA.

Channel Infrastructure entered guilty pleas to all 14 charges, which relate to the prohibited use and unauthorised discharge of firefighting foam containing per-and-polyfluoroalkyl substances (PFAS) on seven separate occasions in May and June 2021.

It all started around 6:30 p.m. on Nov. 4, when a rental property on the 1000 block of Stone Valley Road burst into flames. The responding firefighters did not have to travel far; the property was right next door to San Ramon Valley Fire Protection District Station 32.

After dealing with the fire, emergency responders called in hazmat and police investigators, who seized three barrels full of suspected methamphetamine or precursor chemicals. They also seized various equipment believed to be involved in the manufacturing of the drug.

The news site News 24-680 reported that neighboring homes were “rocked” by the blast and that traffic on Stone Valley Road was shut down while the hazmat team was there.

Police say three people were seen frantically fleeing the area immediately after the blast, including two men who drove off in a Dodge Ram pickup truck, and one other who left on foot.

According to investigators, the Calaveras County Sheriff’s Office began getting a flood of calls around 1:15 p.m. reporting an explosion, which was heard and felt throughout the Burson area. As earlier reported here, once on the scene, Columbia air and ground resources began battling an outbuilding, house, and vegetation fire. The grass fire grew to nine acres before crews were able to extinguish it, and both structures were heavily damaged.

“It was observed that materials within the outbuilding continued to burn despite fire suppression efforts,” detailed Lt. Stark.

The Sheriff’s Office Marijuana Enforcement Team (MET) also responded to the area and conducted a preliminary investigation of the scene. Lt. Stark added, “Sheriff’s MET investigators observed objects and material within the burning structures consistent with equipment and material used for an illegal butane honey oil lab (BHO).”

On 5 October, the World Health Organization (WHO) issued a special alert focusing on four substandard cough syrups: Promethazine oral solution, Kofexmalin Baby Cough Syrup, Makoff Baby Cough Syrup and Magrip N Cold Syrup, all manufactured by Maiden, which is based in the north Indian state of Haryana. These products are ‘potentially linked with acute kidney injuries and 66 deaths among children’ in The Gambia, the report states. ‘WHO recommends all countries detect and remove these products from circulation to prevent further harm to patients,’ director general Tedros Ghebreyesus stated.

According to the WHO, at the end of July 2022, the Gambian government received information about an increase in acute kidney injuries among young children from Edward Francis Small Teaching Hospital, the country’s main hospital. By 30 September, 78 cases had been reported including 66 deaths. About 72% of these cases were under two years old, reported from six out of the country’s seven health regions.

The link with cough syrups was discovered after samples of medicines used by the children were sent to labs in Senegal and Ghana – since The Gambia has no such facilities. Testing identified toxic contaminants diethylene glycol and ethylene glycol. The government began recalling the products from 2 October and has banned further sales. A door-to-door search aims to recover those already distributed and the police are investigating. More than 16,000 products have been located and confiscated for destruction. The Gambia’s President Adama Barrow has stated that his country will go to the bottom of this tragedy and is negotiating with the World Bank to create testing facilities.]]></description>

“There’s a lot that goes into your response because you don’t know what you’re dealing with,” said Mareno. As the chief he also oversees the city’s HAZMAT team which was one of several first responders on scene on Monday after they were called due to suspected drug lab. The intense situation began when deputies were serving an eviction notice and entered the apartment with the help of a maintenance worker. A search of the apartment revealed what the sheriff’s office is calling “laboratory equipment”. The sheriff says testing is being conducted to determine if any illegal drugs were detected.

It’s unclear if the apartment was being used as a drug lab, but things like meth labs have been the cause of explosions and fires in other communities across the country. And any hazardous situation is a serious concern for Mareno. “That was the number one concern when we got there. Did we have a perimeter set? Was it a wide enough perimeter? And what are the potential hazards and trying to plan for all the ‘what if’s’,” he added.]]></description>

He also asked the sub-divisional magistrate, Sadar, to file a case in the district magistrate court on behalf of the deceased’s wife under the Workmen’s Compensation Act.

Cameron Lenzini, 22, was arrested in the 1000 block of Russell Avenue, where he lives with family including two children ages 7 and 12, according to the Santa Rosa Police Department.

He’s suspected of child endangerment, manufacturing drugs and causing a fire at an occupied building.

According to police, the explosion occurred as Lenzini was making butane hash oil in his garage.

Hash oil, also known as honey oil, has a high concentration of THC, which makes it much more potent than regular marijuana.

It also wants courts to impose much higher fines for serious and deliberate pollution incidents.

The EA’s annual report on England’s nine water companies focuses on treatment of domestic wastewater and sewage. It says the industry has not reduced the number of pollution incidents or increased compliance with conditions for discharging treated wastewater. In total, there were 62 serious incidents in 2021 – the highest since 2013. The worst performers were Southern Water and South West Water.

‘It’s appalling that water companies’ performance on pollution has hit a new low,’ said Emma Howard Boyd, chair of the EA. ‘Water quality won’t improve until companies get a grip on their operational performance. For years people have seen executives and investors handsomely rewarded while the environment pays the price.’]]></description>

A complaint filed Thursday in the U.S. District of Kansas alleges Disposable Instrument Company, based in Lenexa, began bypassing a treatment system for wastewater disposal as early as 2016. It further accuses the company’s president, Brian Chansky, of a criminal offense for violating the law.

A call placed to the business on Friday afternoon seeking comment from Chansky was not immediately returned. An employee said Chansky was out of town and not expected to return until Monday.

According to court documents, Chansky has acted as president of the company since about 2015. Disposable Instrument Company has approximately 15 employees and produces medical and surgical components through a process that uses heavy metals.

Federal prosecutors say the manufacturing process involves parts being washed and then treated with acid and another chemical. Under the approved method, the company was supposed to put water used in the manufacturing process through a three-sectioned tank that included filters and other chemicals before going into the sewer.]]></description>

Investigators were called to the strip mall for possible criminal activity, and when they arrived, there was some type of explosion involving possible hazardous materials.

"We were inside the store there working on computers and I heard a really loud sound and the building collapse," a nearby business owner said. "I came outside and the window was already popped out. It seemed like somebody was fighting on the inside."

The police registered a case of culpable homicide not amounting to murder and a criminal conspiracy that is punishable with life imprisonment or 10 years in jail.

The building had no clearance from the fire department and it was not equipped with fire safety equipment like extinguishers, said Atul Garg, director of Delhi Fire Services.

Garg said the fire started on the first floor of the building on Friday evening and spread quickly to other areas where inflammable plastic material used to manufacture equipment including security cameras and a large quantity of cardboard used for packaging were stored.

    <dc:creator>dchas</dc:creator><description><![CDATA[The Ventura County District Attorney’s Office has settled a lawsuit with the captain of a commercial squid fishing boat for illegal dumping of hazardous waste in the ocean outside of Ventura Harbor.

     The DA’s office says that on June 4th last year a State Fish and Wildlife warden saw the squid boat "Sea Venture" dump squid wastewater into the ocean.

     Known as “stick water” it is considered a toxic substance for sea life because of its high concentration of ammonia.

     The Captain of the Sea Venture is 54-year-old Peter Joseph Ancich of Rancho Palos Verdes.

     Under the settlement with the DA, Ancich will pay $6,172 to the Department of Fish and Wildlife, $2,500 in civil penalties to the DA’s office, another $3,328 in investigate costs to the DA, $3,000 to buy and post signs warning fishermen it’s illegal to dump squid wastewater and to equip Harbor Patrol boats with the equipment needed to properly store perishable liquid samples.

    <dc:creator>dchas</dc:creator><description><![CDATA[Using mercury as a propellant for manoeuvring satellites in Earth’s orbit has been outlawed by a UN resolution before it ever made it into orbit. The ban follows interest in mercury-thruster technologies, which could have seen the toxic heavy element fall back to Earth from the upper atmosphere, posing significant environmental and health risks.

Ion drives that propel small satellites traditionally use xenon and krypton because they have suitably high atomic masses for ion propulsion systems. However, their scarcity means alternatives are needed if demand is to be met by the tens of thousands of mini-satellites that are expected to be launched in the next decade, and beyond, as companies such as SpaceX and Amazon populate low Earth orbit with satellite ‘megaconstellations’ for broadband communications.

Mercury’s appeal is that it is cheap and it can be stored and ionised easily to achieve excellent thrust. Nasa had previously used mercury as an experimental propellant in the first ion thruster demonstration in space in 1964. However, by the 1970s Nasa and industry had largely rejected it as a propellent because of its toxicity. Mercury bioaccumulates in the food chain and as a neurotoxin it can cause vision loss, developmental disorders in children and cut IQ.

But in 2018, Kevin Bell at the Public Employees for Environmental Responsibility (Peer), a US environmental organisation, was contacted by a space industry whistleblower. The insider told Bell that California-based Apollo Fusion had developed a new mercury-based thruster and was beginning to promote it to satellite manufacturers.

‘The whistleblower had contacted at least two other environmental organisations before us who had not responded or taken them seriously, as well as at least one state regulatory agency,’ says Bell. ‘I suppose they were just working their way through the environmental phone book and I happened to be the one that believed them.’

In his first ever case involving space law, Bell soon learned that regulations were lacking when it came to sending things into orbit on board satellites unless it involved weapons. Peer raised the issue with the US Federal Communications Commission (FCC), which has regulatory authority to approve or deny proposed communication satellite networks. ‘But the FCC has continued to deny that there might be any environmental harm caused by approving networks of thousands of satellites.’

United States Attorney Duane A. Evans announced that Patrick Huse, 40, of Perkinston, pleaded guilty on Friday to a violation of Title 33, United States Code, Section 1321(b)(3) and 1319(c)(1)(A).

According to the guilty plea, Huse was employed as a “Person-in-Charge” ( “PIC”) on Main Pass 310A (“MP-310A”), an oil and gas production platform.  In July 2015, workers on MP-310A noticed a sheen on the surface of the surface of the water surrounding the platform. The sheen meant that the platform was discharging oil or other hazardous substances into the Gulf of Mexico. The workers alerted HUSE, a PIC on MP-310A. The workers told HUSE that they believed the sheen to be the result of sand buildup in filtration equipment on MP-310A. HUSE ordered the workers to remove the sand buildup from the filtration equipment in lieu of a complete shut-in, hoping the sheen would dissipate.  These measures failed to stop the platform from sheening, so the workers shut down the platform through an emergency shutdown of the entire platform.

A third man in his thirties received treatment for his injuries at the scene.

Gardaí arrested a man, aged in his 30s - shortly after midnight on Friday - who was being detained on Saturday morning under Section 4 of The Criminal Justice Act 1984 at Bridewell Garda Station.

Second officer from Cork City Fire Brigade, Victor Shine described the scene.

"We had specialist teams there with various detection equipment to try to isolate down what the chemical actually was,” he said. 

“We could only speculate based on our previous experience of handling chemicals and colours what it might have been.

"There is a lot of experience that is being put into this kind of scenario. Your levels of protections have to be appropriate to cover the worst-case scenarios."

He explained the types of dangers an incident like this can pose to others.

"The ambulance crew were unable to rush into this situation because they didn't have the PPE that the fire service has.

"They held back until the casualties were appropriately decontaminated which we have to give them credit for. This was a multi-agency approach and we'd like to extend our gratitude and credit to everyone who was involved including the Gardaí, trauma doctor, Dr Hugh Doran, as well as specialist teams from city council and other environmental agencies."

Mr Shine spoke of the precautions taken on-site.

"On this occasion the numbers were small so we were able to use localised equipment such as diphotorine which is the gold standard of neutralising chemicals from acids," he said. "The person can then be transported to hospital by ambulance. 

"Patients won't be accepted in the emergency medicine department if they are contaminated so this has to be done on-site. What was carried out was a total decontamination of three people on scene. 

"We didn't set up a tent in this instance as the people were being moved quite quickly to the hospital due to the nature of their injuries. What we did use is a neutralising agent called diphotorine which neutralises any acids or bases back to a neutral PH. This was used on all parts of the body to limit the damage."

He described the incident as complicated in nature.

"We have the ability to check out chemicals as long as we know what they are. However, when we're in unknown territory it gets very complicated. While the nature of this incident was rare, chemical contamination wouldn't be unusual for us. ]]></description>

The school was evacuated at around 10:15 a.m. while a county HAZMAT team was called to the scene after staff reported a strange odor.

The Frederick County Sheriff’s Office said the HAZMAT team detected an unknown irritant released inside the school. Five students and one staff member were taken to Frederick Health Hospital for evaluation. Seven other students and one staff member were evaluated on the scene for minor injuries.

Students were let back into school for the rest of the day.

The Frederick County Sheriff’s Office is investigating the incident, including reviewing video footage from inside the school, and said that once it identifies a suspect or suspects, criminal charges will be forthcoming.

According to the Frederick County Sheriff’s Office, the teenager told deputies he watched a TikTok video on how to make mustard gas and then shared the video and a photo on Snapchat saying how he planned to make the chemical agent at Urbana High School.

At 8:30 a.m., school staff alerted a school resource officer about the social media post and that a student may have brought hazardous materials into the building. As a result, deputies were alerted and arrived with hazmat units from the Frederick County Division Fire and Rescue Services.

Students were evacuated to Urbana Middle School and into school buses while first responders did a full sweep of the building. The hazardous material the student brought to school was bleach.

    <dc:creator>dchas</dc:creator><description><![CDATA[Provo, Utah – A 22-year-old Brigham Young University (BYU) student trying to cook up some homemade rocket fuel in his residence hall kitchen caused a fireball to erupt on Sunday afternoon.

The flames engulfed the kitchen, and the heat from the fire tripped Heritage Halls’ fire alarm system. When firefighters arrived at the scene, the building’s sprinkler system was flooding the main floor, reports KUTV. They were able to quickly extinguish the flames.

The explosion led to 22 BYU students being displaced from their dorm rooms, reports CNN. No one was injured, and many student residents weren’t on campus due to it being a holiday weekend.

“Keep your experiments in the lab and supervised by trained professionals,” BYU campus police told students in a Twitter post after the mishap.

Police are still investigating why the student responsible for the explosion tried to make homemade rocket fuel. Authorities say he is being very cooperative but that it’s possible he could face criminal charges. The experiment was not a class assignment.

Needless to say, exploding homemade rocket fuel is a highly unusual occurrence in college dorms. BYU Police spokesperson Jeff Long told KUTV that the fire department usually responds to burned Pop Tarts in that building.]]></description>

According to the Metro Cities Fire Authority, calls began coming in about a fire at a single-story commercial building at 1169 N. Knollwood Circle just before 11:30 a.m.

Authorities tell Eyewitness News a total of four people were injured, including two firefighters who suffered burn injuries due to an explosion that occurred.

They're currently getting treated at UCI Medical Center in Orange and police say they're expected to be OK.

The explosion, reported at 4:14 a.m. in the 1800 block of Bishop Lane, blew out windows on the ground floor of the apartment building, burned the top of the man's feet and singed his hair, according to first responders.

The man and his uninjured roommate were taken to a local hospital as a precaution, authorities said.

Police attributed the explosion the volatile chemicals used in making honey oil, a concentration of the psychoactive chemical in marijuana. 

The injured man was arrested on felony charges of manufacturing a controlled substance, while the roommate was determined to be uninvolved in the criminal activity, according to police.]]></description>

A string of chemical accidents in India’s main chemical industry hub of Gujarat, and elsewhere, raises questions about the industry’s regulation.

On 6 January, six workers died and 22 others fell unconscious after inhaling toxic fumes emanating from waste being dumped illegally from a tanker in the Sachin Industrial Area of Surat. Police arrested four people, including the director of Sangam Enviro, Ashishkumar Gupta. Ashish had been contracted to collect 25,000 litres of a toxic industrial chemical from a company in Taloja, Maharashtra, and transport it for disposal in Surat.

Illegal waste dumping is apparently widespread in India. An incident in Surat led to 6 deaths as gases from waste being dumped from a tanker overwhelmed workers in a nearby textile mill
On 6 December, a young labourer was killed on the spot and five others were injured after a reactor explosion at RP Industries’ manufacturing unit in Ankleshwar. On 16 December, an explosion and fire at state-owned Gujarat Fluorochemicals, located in the Panchmahal district, killed seven and injured at least 15 others. And on 24 December, four people lost their lives and 11 were injured by a boiler explosion at Canton Laboratories in Vadodara.

‘There is a lot of illegal production of chemicals in Gujarat and Maharashtra, over and above licensed ones, and the issues of workplace safety and disposal of effluents remain thorny and neglected,’ explains Krishna Kant, an environmental activist with Gujarat-based Paryavaran Suraksha Samiti (Environment Protection Committee). Plant owners arrange to dispose of their effluents in other areas – often unsafely in remote villages – to avoid being traced or getting caught, he says. ‘Such organised racketeering activities are rampant and known to regulatory authorities,’ he adds.

The blaze was reported around 5:30 p.m. Wednesday at a commercial building in the city of Adelanto, about 85 miles (137 kilometers) northeast of Los Angeles in the Mojave Desert.

The building was completely engulfed in flames, and nearby homes and businesses had to be evacuated, according to the San Bernardino County Sheriff's Department.

Investigators later found evidence of a butane extraction lab and a large quantity of processed and concentrated cannabis, as well as two ghost guns.

According to deputies, they were called to the home on the 16800 block of Claremont Street in Woodville shortly after 3:00 p.m. on Saturday. Witnesses described fire and smoke coming from the inside of the home and several people were hurt. Investigators established that the explosion was caused by a Butane honey oil laboratory.

Around an hour later, Sheriff’s office officials were informed that two severely burned men were admitted to Kaweah Delta Hospital – and both admitted to deputies that they lived at the same home where the explosion took place. They were both later airlifted to the hospital.

According to Sheriff’s office officials, a search of the residence found evidence of a honey oil lab, as well as approximately 105 lbs. of processed marijuana, nine illegal guns, and several illegal firearm magazines. Investigators also say there was evidence of illegally manufacturing firearms without serial numbers, also known as ghost guns.

Officers are currently scouring through these images, and the fly tippers could expect either a hefty fine or to be taken to court.

The Bradford South Area Committee were given an update on work done by Neighbourhood Wardens and Environmental Enforcement Officers in the constituency at a meeting on Thursday evening.

Officers said fly tipping was one of the most common complaints they received.

According to the U.S. Attorney’s Office in Idaho, Loren Kim Jacobson’s conduct came to light through the investigation of a 2018 explosion that occurred during a tank repair at KCCS Inc. that severely injured him and another worker.

Jacobson, 65, pleaded guilty to both offenses May 20. He was sentenced Nov. 19.

“This tragic accident could have been prevented had the defendant adhered to OSHA workplace safety requirements,” said Rafael M. Gonzalez. Jr., acting U.S. Attorney for the District of Idaho. “It is vital that companies follow all health and safety guidelines and ensure a safe workplace for its employees. By callously focusing on financial gain, the defendant created the conditions that led to the explosion.”

Jacobson also was sentenced to five months’ home confinement and three years’ supervised release.

According to the plea agreement, the KCCS employee’s welder flame pierced the skin of the tanker, and ignited residual flammable material inside. After the explosion, an OSHA investigator interviewed Jacobson about the circumstances surrounding the accident, as part of an investigation into whether Jacobson had violated OSHA safety standards for cargo tanker repair work. Jacobson made a materially false statement to the OSHA investigator during that interview, namely that the welder was merely an “observer,” not an employee, and that KCCS did not have any employees, as OSHA requirements only apply to “employers.”

Deputies said on Saturday night, there were multiple calls reporting a building on fire at a marijuana grow in the 6400 block of Butte Falls Highway near Eagle Point.

When first responders arrived at the scene they found a detached garage on fire near other structures.

According to the Jackson County Sheriff’s Office, the garage housed an illegal marijuana processing facility. It was reportedly fully engulfed in flames.

Next to the burning garage was an illicit butane honey oil laboratory. Butane honey oil, or “BHO,” is a concentrated form of marijuana that is highly potent in THC.

On the night of Oct. 7, 2019, a chemical spill occurred in Room 304 at Henderson State University’s Reynolds Science Center. The next day, a strong odor filled the building, forcing the school to evacuate the building and cancel classes. Weeks later, Terry David Bateman, 47, and Bradley Rowland, 42, were arrested and charged with manufacturing meth and other drug-related offenses.

But since then, the tale hasn’t followed a clear script. Last week, almost two years after his arrest, Bateman was acquitted of all charges by a Clark County Circuit Court jury, despite incriminating testimony from Rowland.

Then, on Friday, Rowland pleaded guilty in the same Arkadelphia courtroom to three felonies — manufacturing meth, drug paraphernalia use, and manufacture of a controlled substance, phenylacetone. Bedford Utilities notified the Bedford Fire Department of a report of a possibly hazardous substance being released.


A chemical release at 2710 John Williams Blvd. did not leak into the stormwater drains
“There was no hazardous substances released into the stormwater system the day of the spill. We used a dye to track the spill, due to it was raining the day of the spill. None of the contents entered into the stormwater drains,” said Misty Adams Bedford Utilities Director.

According to Adams, two 55-gallon drums of polymers were spilled. The exact quantity of the material in each barrel was unknown. Adams could not be specific on the name of the chemical that was spilled.

Bedford Fire Department responded and used 5 bags of oil dry to absorb the chemical and used diking to prevent the spill from entering into the stormwater system.

As a result of the successful raids, the police seized 16 cooking gas cylinders weighing 40 kg each stored illegally in godowns.

According to the report, the raided godowns are located near Chamarajpet where the cracker blast took place. The city police have arrested proprietor Ganesh Babu.      

While commenting on the police raid, a senior officer said, “We will continue raiding godowns in and around Chamarajpet, Goods Shed Road, KR Market, and surrounding areas," as quoted by the Times of India.

Nicholas Lloyd Nelson, 38, created his YouTube channel last year to show off his explosive interest. Authorities say he busied himself making chemical explosives in his apartment and using them to blow up trees and blast deep craters in the ground in his suburban neighborhood.

Nelson, a convicted felon living in Bedford, pleaded guilty in June to possession of a destructive device. He was sentenced earlier this month in Fort Worth by U.S. District Judge Reed O’Connor to 46 months in prison.

Authorities said he described his bomb-making techniques on his YouTube channel, Improvised Chaos. In his exchanges with other explosives enthusiasts in the comments section, Nelson said he ordered chemicals and other ingredients through the mail.

Because of his criminal record, Nelson was ineligible for a federal explosives license. He said on his channel that he was self-taught in organic chemistry and enjoyed “blowing crap up” as a hobby. No one was targeted or hurt in the blasts.

Police and a bomb squad closed down a section of the city around McClure's apartment for hours following the discovery of his lab which contained highly volatile, highly explosive material used in making military-grade explosives like Semtex that police said McClure had no training in handling.

McClure "did admit that he possessed explosive items and materials related to explosive materials, making explosives and compounds related to such," Detective Keegan Wenner wrote in arrest papers filed with District Judge David H. Judy, "and that he had an at-home laboratory, not being formally trained in any capacity related to these items."

    <dc:creator>dchas</dc:creator><description><![CDATA[While the City of Porterville's stepped up enforcement of illegal fireworks didn't actually lead to much of a difference as far as citations when it came to the actual Independence Day holiday on July 4, it did make a major difference in the month leading up to July 4.

That's the essence of a report that will be presented to the Porterville City Council at its meeting on Tuesday. The open session of the meeting will begin at 6:30 p.m.

The City Council adopted an ordinance enforcing stricter regulations when it came to the use of illegal fireworks, including increasing fines for violations.

The end result and biggest difference came in the amount of fines issued, which almost tripled over the previous year. There were $117,500 in fines issued as compared to $45,000 in 2020, $22,500 in 2019, $40,500 in 2018, $25,500 in 2017 and $18,000 in 2016.

Almost 1,350 pounds of illegal fireworks were confiscated from June 4 through July 4. The bulk of the fireworks confiscated came before July 4 in which more than 1,200 pounds was confiscated.

Prior to July 4 the report to be presented at the council meeting states “these efforts resulted in multiple felony and misdemeanor arrests.” The report added 12 administrative citations were issued as a result of those efforts.

The city's police department said it was called to 232 Tremont Street to check on a structure fire. Officers noticed a large amount of smoke coming from the apartment in question.

The resident, Daniel Benchik, told responding officers that he had burned food in the kitchen. Officers noted burns on his hands and face and that he needed medical attention. No one else was injured.
North Tonawanda detectives say they spotted several suspicious items at the scene, at which point the Niagara County Drug Task Force, Erie County Bomb Squad, Niagara County Hazmat, U.S. Homeland Security Investigations, and the Bureau of Alcohol, Tobacco, Firearms and Explosives were all called in to help investigate.
Benchik received treatment for his injuries. Charges are pending, and the investigation is ongoing.
Police say they recovered several explosive devices from the apartment but did not elaborate on their construction.

    <dc:creator>dchas</dc:creator><description><![CDATA[On June 23, 2021, deputies with the Humboldt County Sheriff’s Office Marijuana Enforcement Team (MET) served three search warrants to investigate illegal cannabis cultivation in the Willow Creek area. The California Department of Fish and Wildlife, Humboldt County Department of Health and Human Services Environmental Health – HazMat Unit and Humboldt County Code Enforcement assisted in the service of the warrants.

Three parcels were investigated during the service of the warrant. The parcels did not possess the required county permit and state license to cultivate cannabis commercially.

During the service of the warrants, deputies eradicated approximately 3,880 growing cannabis plants. Deputies seized and destroyed over 1,449 pounds of processed cannabis.

At one parcel, deputies located evidence of bear poaching. At another parcel, deputies found that the illegal cannabis cultivation operation was being powered by a large diesel generator. The generator’s exhaust had been tunneled underground, causing a burned area within the nearby forest from the hot exhaust exiting at ground level.

Assisting agencies found the following violations:

Poaching (FG 2000)
Failure to label hazardous waste violations (up to $70,000 fine per day, per violation)
Failure to establish a hazardous materials business plan (HMBP) (up to $5,000 fine per day, per violation)
Failure to prepare a Spill Prevention Control and Countermeasure (SPCC) plan (up to $5,000 fine per day, per violation)
Failure to obtain authorization to store or dispose of hazardous waste (up to $70,000 fine per day, per violation)
Failure to acquire an EPA ID number (up to $70,000 fine per day, per violation)
Additional violations with civil fines are expected to be filed by the assisting agencies.

It was reported in the 200 block of Railroad St. in Spartansburg Borough around 8 p.m.

Donald Smith, 56, at some point caused an explosion using an unknown gas or chemical reaction, according to troopers.

Several neighbors called State Police to report the noise and said Smith lit some type of fireworks or Tannerite in his backyard, which caused their houses to shake.

A shredded garbage bag was found on an adjacent property, troopers said.

State Police said Smith will be cited for disorderly conduct and scattering rubbish.

Pune Superintendent of Police Abhinav Deshmukh told Free Press Journal, ‘’ The company owner Nikuj Shah has been arrested under the charges of culpable homicide. All 18 bodies have been kept in the mortuary of Pune’s Sassoon Hospital. It is difficult to identify them as they had charred to death in a major fire that broke on Monday. It has been decided to conduct DNA tests which will take at least four days and thereafter bodies will be handed over to the relatives.’’

According to the police, the names of 17 of the 18, who died yesterday, are known though the name of one is still missing.

Johnathan Park, 33, was arrested after he attempted to make fireworks on his bed in his apartment in 500 block of Geneva Drive, according to police.

Upper Allen Township police and fire were called to the apartment complex for reports of a burn victim around 1 a.m. on Wednesday.

Upon arrival crews found that Park's bed caught fire while he was attempting to making homemade fireworks.

Neighborings in the complex were evacuated.

Park's apartment had explosives and explosive material that was not properly stored-- endangering his neighbors.

More than 24-hours later police cleared the scene, deeming the complex safe on Thursday, May 20, at 1:30 a.m., according to a statement by police.

On May 17, 35-year-old James Jaggers III of Sierra Vista was taken into custody after officers and state explosive experts discovered suspected remains of an explosive device, and chemical compounds and hazardous explosive materials in his home, according to the department.

Prior to Jaggers' being taken into custody, police received reports of an explosion with debris in the roadway in the 200 block of Coronado Lane, where officers found pieces of what was suspected to be a broken bowling ball in the roadway and in adjacent property, and majority of the debris remaining in Jagger's yard.

According to the department, when Jaggers was asked about the debris, he claimed he had mixed compounds.

Christopher Walls, 50, of West End Avenue in the city, is charged with first degree maintaining or operating a controlled dangerous substance (CDS) production facility, second degree possession of a firearm during the course of a CDS offense, second degree risking widespread injury, second degree endangering the welfare of a child, third degree manufacturing CDS (methamphetamine), and third degree possession of CDS (methamphetamine).

“Thanks to the swift action of our office, the Long Branch Police Department, and the New Jersey State Police, a very serious risk to public safety has been averted. The collaborative efforts of our agencies dismantled a very dangerous situation. It is particularly distressing that this hazard was caused by a sworn law enforcement officer.” Gramiccioni said.

After learning of the details involving Walls, Acting Long Branch Police Chief Frank Rizzuto immediately suspended him without pay.

N&D Transportation Company of 100 Industrial Drive was accused by the Environmental Protection Agency of violating chemical accident prevention measures and reporting requirements mandated by federal law. The company agreed to a settlement of $314,658 to resolve the violations.

According to a press release from the EPA, an inspection uncovered several concerns at the facility, including incompatible chemicals improperly stored together, water reactive chemicals kept near a sprinkler system, a failure to submit a Clean Air Act risk management plan, a failure to conduct a process hazard analysis and a failure to submit reports to state and local planning authorities.

The EPA also said that local and state fire personnel were apparently unaware that “extremely hazardous substances” were stored at the facility.

The extremely hazardous substances discovered at the facility include formaldehyde, toluene diisocyanate (TDI), peracetic acid and sulfuric acid. The EPA said the alleged violations have since been corrected.

While the EPA did not discover any actual release of chemicals at the site, Dave Deegan, spokesperson for the EPA, said the failure to notify local authorities could have posed a risk to emergency responders.

“We depend on companies to honestly and accurately report on their handling of hazardous materials to protect the health and safety of workers, the public, and the environment,” said AG Healey. “This settlement requires this company to address any potential environmental contamination and ensures that it abides by our important environmental laws moving forward.”

The consent judgment, entered in Suffolk Superior Court, settles a lawsuit filed by the AG’s Office, which alleged that CommTank, Inc. violated the state’s hazardous waste management and clean water laws at its Wakefield headquarters. The AG’s complaint alleged that CommTank generated hazardous waste in excess of the volume permitted under its Very Small Quantity Generator status; failed to properly manage, store, and document waste oil and hazardous waste; and failed to properly train personnel in the management of hazardous waste. 

The AG’s Office also alleged that CommTank maintained an unpermitted well in an area of its Wakefield facility where it conducted vehicle maintenance and stored waste oil and hazardous waste, thereby potentially allowing motor vehicle waste fluids to drain into the well, which led to the surrounding environment.

One of the sources with knowledge of emergency response said two pipe bombs were found in the unit at 240 E. Illinois St. on Wednesday, more than 12 hours after Theodore Hilk was found dead there.
On Wednesday night, police spokesman Tom Ahern would only acknowledge that “hazardous materials” were found.
The sources said police initially found Hilk dead in his 7th-floor apartment late Tuesday or early Wednesday after one of his parents requested a well-being check on him. When police arrived initially, lab equipment and some chemical substance or substances were discovered, one of the sources said.
Police eventually left the apartment only to return, however, about 4 p.m., to check on it again, and eventually found the explosive material, sources said.
