    <dc:creator>dchas</dc:creator><description><![CDATA[A team of researchers and engineers in France has developed a tool to allow labs to work out their carbon footprint. The open source GES 1point5 enables labs to calculate the carbon dioxide emissions from heating, electricity and refrigeration; vehicles; professional travel for field work or conferences; commuting, as well as the purchase of digital devices. This includes the manufacturing of digital devices but doesn’t yet cover emissions from digital devices outside the laboratory, such as cloud servers.

The calculations can be made for a lab as a whole and individual researchers, with the data presented according to internationally recognised standards. Over 500 labs in France, covering thousands of researchers, have used the tool, which is being continually updated based on their feedback. As an individual scientist or laboratory might not have any sway over, for example, the heating source of a building, the ever-expanding database is being used to try to influence decisions at national institutions. The average carbon footprint of a French lab was 479 tonnes of CO2 equivalent per anum, while the figure for an average lab member came in at 3.6.

‘Data is one of the biggest achievements so far. The database is packed with information to understand what’s going on, and how we can decrease our footprint based on facts, not based on opinions,’ says Tamara Ben Ari, a researcher at the French National Institute for Agriculture, Food and Environment.

In its next iterations the team want to tackle emissions from the use of shared infrastructure such as particle accelerators, or supercomputers. ‘We want to have the order of magnitude of the contribution of research infrastructure to the overall carbon footprint of research but also so that we can make choices,’ adds Ben Ari. But ‘calculating the [emissions] contribution of one hour of use of photon microscopy is a huge task’. The project also aims to calculate the emissions of other goods and services such as chemical solvents used in labs. This is complicated by the lack of information on their manufacturing and supply chains, so the group is exploring estimating the carbon content of an item based on its price.

The plant located in the town of Bergerac specializes in making nitrocellulose, a highly flammable chemical compound.

Jean-Charles Jobart, the deputy prefect of Bergerac, said the cause of the explosion was “obviously internal” to the plant but that there would be an investigation to pinpoint it

The explosion caused a fire, and about 60 firefighters were deployed to the site and extinguished the blaze by Wednesday afternoon, officials said.

Bergerac Mayor Jonathan Prioleaud told French news channel BFM TV that the plant was “fully secured” and no more hazards were expected.

A joint statement by the two countries says they are committed to protecting the environment for future generations. An estimated 8.8 million tonnes of plastic waste enters the world’s ocean each year.

‘Recognising the transboundary aspects of plastic pollution and the importance of curbing it at its source, the United States and France support launching negotiations at the upcoming fifth UN Environment Assembly (UNEA) on a global agreement to address the full lifecycle of plastics and promote a circular economy,’ the two nations assert in the statement, which was released on the last day of an ocean summit on 11 February in France.

National delegations will begin work on the new treaty at the UNEA meeting, which will take place in Nairobi, Kenya from 28 February to 2 March. The final agreement, expected to be patterned after the Paris climate accord of 2015 and focused on limiting the amount of pollution in the world’s oceans, is anticipated in 2024. The US and France are in agreement that the resultant global plastics treaty should include ‘binding and non-binding commitments’ and ‘call on countries to develop and implement ambitious national action plans’.

Lawyers for a branch of one of the country’s most powerful unions, which has joined forced with a health association and local residents, will submit a legal case on Tuesday for “endangering life … by persons unknown”.

The plaintiffs accuse the authorities of “grave negligence”, which they say exposed city dwellers, particularly children and those working to restore the cathedral, to dangerous levels of toxic lead dust.

Notre Dame was severely damaged by fire in April 2019, which melted the roof and spire and sent an estimated 460 tonnes of lead into the air. After the conflagration, lead levels reached up to 500,000 microgrammes per sq metre (µg/m2) in the courtyard outside the edifice and up to 20,000 µg/m2 in the surrounding residential and tourist areas, many times higher than the 5,000 µg/m2 recommended by Paris’s public health authorities.]]></description>

This can be attributed to safety issues while handling the ozone itself, alongside extra hazard related to unstable reaction intermediates. Flow chemistry improves safety as it involves a small volume of the reagent at any given time. Here, to address safety and technical issues, we describe the design and testing of an ozone dosing line. A global risk assessment and the description of the setup, the analytics, are presented in detail. This new dosing line enabled the successful scale-up of β-pinene ozonolysis in flow, with a productivity of over 16 g/h.

The lead roof melted in the fire, and dust coated the entire area. The schools and other buildings in the surrounding area — one of the oldest parts of Paris — were decontaminated after the fire.

Researchers believe there’s a large amount of lead contamination inside the building, she says. When Walt went inside Notre Dame after the fire, she had to wear a hazmat suit and shower upon leaving.

“Every single thing that touches the cathedral cannot be taken back out on the street,” she says. “So they're very, very serious about the lead pollution.”

    <dc:creator>dchas</dc:creator><description><![CDATA[PARIS – An orange-brown chemical sheet spread over 15 acres (6 hectares) of a nationally recognized marine life area in the French Mediterranean following a leak at a petrochemical plant in southern France, the local fire service said Friday.

The leak at the Lavera refinery spilled 200 gallons or more of iron chloride into the sea, American-owned chemical company Kem One, which runs the plant, said. Contact with iron chloride can harm eyes and mucous membranes, and ingesting it can be fatal.

Refinery officials said the problem at the processing plant in Martigues, near Marseille, was reported at 1:50 a.m. Thursday. They said the iron chloride spilled from a tank onto a faulty safety system, which flooded into the nearby sewage systems and into the sea.

    <dc:creator>dchas</dc:creator><description><![CDATA[Ever since a fire devastated the Notre-Dame de Paris cathedral in April 2019, locals and environmental groups have raised concerns about the fate of lead in the cathedral’s roof and spire. Alexander van Geen of Columbia University set out to determine if those fears were justified. In December 2019 and February 2020, van Geen collected multiple samples of soil near the cathedral and measured lead concentrations via X-ray fluorescence. Statistician colleagues then used these measurements to estimate how much lead fell near the fire. Their results suggest that about 1,000 kg of lead settled within a kilometer of the cathedral—more than six times the amount estimated by local authorities (GeoHealth 2020, DOI: 10.1029/2020GH000279). Van Geen’s tests show that lead-laced dust settled in the area and may have also got into buildings. According to the US Centers for Disease Control and Prevention, ingesting contaminated house dust or soil is one way children become exposed to lead. Larger environmental tests immediately after the fire would have alerted health officials to the dangers, the researchers say. But few samples of soil, dust, or blood were collected immediately after the fire, making it difficult to ascertain how the lead from this event may affect human health.

Of the 69 products currently available in France, 36 will be withdrawn from the market immediately and their use forbidden by the end of 2020, ‘due to a lack or absence of scientific data ruling out any genotoxic risk’. These products account for nearly 75% by weight of glyphosate-based products sold in France last year for agricultural and other uses.

The ANSES also denied authorisation to four new products and said it will make its decision on three remaining products under review by the end of 2020.

The national regulation follows the European Union’s 2017 decision to renew glyphosate’s authorisation as an active ingredient in products for another five years.

‘In the European Union, active substances are approved at the EU level, but member states are in charge of deciding on the authorisation of the final products that contain these active substances,’ says Herman Lelieveldt from University College Roosevelt in the Netherlands. ‘French president [Emmanuel] Macron already announced that he would like to ban the substance in a couple of years, and only retracted from that after pressure from farmers. France is not the only member state wanting to do this.’ In 2018, France, Belgium, Greece, Luxembourg, Slovenia and Malta asked the EU Commission to investigate alternatives to glyphosate-based products.

    <dc:creator>dchas</dc:creator><description><![CDATA[French prosecutors on Tuesday opened an investigation into negligence over a devastating fire at a chemicals factory in northern France last month that affected farmers and left local residents complaining of breathing problems.

The fire at the Lubrizol plant just outside the French city of Rouen saw some thousands of tonnes of chemical products burned and acrid smoke spread some 22 kilometres (14 miles) from the site.

Paris prosecutor Remy Heitz said in a statement that an investigation had been opened into "involuntary destruction caused by fire due an obviously deliberate breach of a security obligation".

The investigation has been handed to three investigating magistrates in Paris who can then decide whether to press charges.

So far the investigation is only against "X" which in France's legal system means that no individual or institution is yet being targeted.

The statement said that despite a search of Lubrizol offices, the interviewing of some 100 witnesses and taking of samples it has not yet been possible to determine the origin of the fire.

The Lubrizol plant is owned by US billionaire investor Warren Buffett and makes industrial lubricants and fuel additives.

The September 27 fire proved a tipping point in public anger over environmental risks, especially after the lead contamination sparked by the April 15 fire at Notre-Dame cathedral in Paris.

Schools in the city were shuttered for a second day following the huge blaze which erupted on Thursday in a storage facility owned by Lubrizol, a manufacturer of industrial lubricants and fuel additives owned by the billionaire American investor Warren Buffett.

"The city is clearly polluted," minister Agnes Buzyn said after visiting the scene, adding: "I cannot guarantee that there is no danger. There are of course traces of hydrocarbons."

Earlier Pierre-Andre Durand, head of the Seine-Maritime department in Normandy, tried to reassure residents despite the strong smell of hydrocarbons hanging over the city, famed for its cathedral.

"We have no more concerns about the fire," he said, as firefighters worked to mop up the residues deposited by the oily, black plume that darkened Rouen and surrounding areas for most of Thursday.

    <dc:creator>dchas</dc:creator><description><![CDATA[On the night of April 15, horrified onlookers in Paris and across the world watched as fire devastated the city’s iconic Notre-Dame de Paris Cathedral. Immediately after the fire, cathedral restoration was the focus, with people pledging millions of euros for the effort. It was not until April 27 that the Parisian police issued a warning to local residents. Tests by the police’s central laboratory found high levels of neurotoxic lead dust in the immediate area around the church.

Concerns about the lead-clad spire and cathedral framing had been voiced much earlier by the environmental advocacy group Robin des Bois. But the original advice was that the 300 metric tons of cladding would have melted and fallen into the main building.

“I, like everybody else, just assumed the lead would melt and pour all the way down to the bottom of the cathedral,” says Mike Anderson, a materials chemist at the UK’s University of Manchester. “But it quickly became apparent that the vaulted ceiling is just below the roof and essentially stops the lead from falling out of the roof space.”

Trapped close to the blaze, which burned at over 800 °C, some of the lead would have begun to vaporize and oxidize, feeding more heat into the reaction and accelerating the vaporization and oxidation, Anderson says. He is concerned that the focus on cathedral restoration is clouding people’s attention. “At exactly the same time as a cathedral burnt in Paris, there was a chemical disaster in the center,” he says.

Contaminated areas around the cathedral such as the cathedral gardens are closed. Police suggest local residents use wet wipes to remove dust from surfaces and furniture and that anyone concerned should consult their doctor. The police did not suggest how to dispose of used wipes. There have been no reports of acute lead poisoning since the inferno.

The university told The Associated Press that construction work was the cause and the explosion was “accidental”. Photos and images from the scene show a fireball erupting into the sky above the building where a large fire could already be seen on the roof. Although it all looks extremely bad, authorities in the city and university insisted there were no risks of chemical leaks.

The major explosion happened at around 9 a.m. and shortly after 10 a.m., the university said the fire was “under control” and that some buildings had been re-opened. However, students were asked to stay 100 meters away from the burnt building.

The plant, which manufactures a variety of sealing materials, is reportedly on the list of the most dangerous chemical factories.

Launching what it called a campaign for accuracy in public health research, the ACC, which represents U.S. chemical companies, said the International Agency for Research on Cancer's (IARC) evaluations "have a significant impact on U.S. public policy" and should be based on "transparent, thorough assessment of the best available science".

No one at IARC - a France-based semi-autonomous agency of the WHO - responded to Reuters' phone calls and emails asking for comment on the ACC's criticisms.

As part of its work on cancer research, IARC publishes evaluations - known as monographs - on whether certain chemicals, lifestyles and activities may cause cancer.

Its assessments of whether such things as coffee, mobile phones, processed meat and the weedkiller glyphosate cause cancer have caused particular controversy in recent years.

A rock face at an underground laboratory in northeast France collapsed Tuesday while the technicians were conducting tests, according to the regional French administration and Andra, the state radioactive waste management agency.

The regional administration said the laboratory at the site in Bure was evacuated and emergency workers and labor inspectors sent to the site. An investigation is underway by the regional prosecutor.

France is heavily dependent on nuclear energy. The country has been working for years to test the rock and prepare the site at Bure to hold radioactive waste. The Bure site does not hold any radioactive waste itself, but is a research and experimentation lab to help prepare the future site, Andra said in a statement.]]></description>

Triacetone-Triperoxide, or TATP, is relatively easy to manufacture, using everyday materials that can be bought at a regular pharmacy. However, it is extremely difficult to handle as it easily blows during construction of bombs or suicide vests.

TATP was also used by so-called 'shoe-bomber' Richard Reid, and its use in suicide vests is not surprising, according to Kirk Dennis, a special agent and certified explosives specialist with the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.

What is unusual, however, is that each of the suicide vests blew up as intended, rather than killing the bomb maker before the vests could be distributed to the attackers, or accidentally detonating before reaching its intended target.

The nighttime explosions at the Barre-l'Etang refinery near Marseille airport, owned by the American Lyondellbasell chemical company, caused a fire which burned for hours, and a black cloud of smoke which could be seen for miles. No injuries were reported.

Police sources said the device, which may have started the fires Tuesday in two large tanks, one filled with oil, the other with the petroleum distillate naphtha, is under investigation. The two tanks are over a quarter-mile apart. The incident was previously described as malicious, and occurred 19 miles from the Mirimas military munitions camp where grenades, detonators and explosives were stolen last week.]]></description>

On Saturday afternoon, an explosion hit an abandoned house at Ranchevoux in Bas-en-Basset in central France, killing three teenagers aged 14 to 16.
A fourth victim was seriously wounded, the report added.

Billboards proclaiming “Lavender is not a chemical” dot fields that yield what in Provence is known as blue gold — lavender oil, worth over 100 euros a kilogram ($60 a pound). The plant is cultivated by around 1,500 producers, representing 30,000 full-time jobs that include catering to the millions of tourists in the south of France who come for the panoramic views of purple fields.

For many, Provence is synonymous with lavender, both fine lavender — used for perfumes, cosmetics and aromatherapy — and hybrid lavender, called lavandin. Lavandin is cheapest and used to scent soaps, detergents and air fresheners.

And they fear European Union rules adopted last year and due to come in force by 2018 will threaten that. According to regulators, lavender oil’s potential to produce allergies places it firmly within regulations on chemical toxins. That means lavender products will have to bear labels involving bold black and red warning labels with messages such as “CAN BE FATAL IF SWALLOWED OR INHALED.”]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[France is the first nation to take the bold step of requiring the mandatory registration of engineered nanomaterials (ENMs).(1) While the United States requires registration of new chemicals, some ENMs may not be deemed “new”. The French registry differs in specifically requiring the declaration of the use of all ENMs. Although the registry is somewhat limited in scope in that it involves no substantive evaluation or regulation of ENM use, it merits close attention in terms of the global nanotechnology enterprise. Observation of the impact in France and the European Union (EU) will provide important insights into the next steps that governments around the globe may take to obtain information about the commercial applications and safety of ENMs. This information is important for the assessment of nanotechnology environmental health and safety (nano EHS), as well as informing the public about the positive and negative impacts of this emerging new technology.

Residents of north western districts of the capital complained about the leak of consumer gas. The fire fighters responded to their calls and found that they were false alarms.

The leaked gas has a strong odour and is used in the industry for aromatization of products so as to establish a leak in time, officials of the factory said. It is harmless.

The local authorities assured that the concentration of the gas in the atmosphere is not so high, and it has already dispersed.]]></description>

The appeals court overturned earlier acquittals, 11 years after the blast that tore apart the AZF plant in Toulouse with the force of a 3.4-magnitude earthquake. Some 2,000 people were injured.

The appeals court cited negligence by factory chief Serge Biechlin, saying it "created or contributed to the situation" that caused the accident, according to the Sipa news agency. It said Total subsidiary Grande Paroisse was his employer and, therefore, also responsible.

Grande Paroisse and Biechlin said they would appeal the new ruling to the nation's highest court. "They cannot serve as scapegoats when no proof was determined," the company said in a statement.

The blast occurred 10 days after the Sept. 11 terror attacks in the United States, raising fears of terrorism, but it proved to be an accident. However, it took years to determine the exact cause behind the explosion, which killed and injured Toulouse residents beyond the factory site, where 21 people died.]]></description>

The incident, sparked by a chemical reaction, was quickly brought under control, the officials at the local government prefect's office and the fire services said.

French power utility EDF, which operates the plant, said there had been a steam leak there but denied initial reports from the local fire brigade that a fire had broken out.

"No fire broke out," an EDF spokeswoman said. "Steam escaped during a maintenance operation which set off the fire alarm," she said, adding that the incident hurt two EDF staff.

Fessenheim, France's oldest nuclear power plant, has two reactors that went into service in the 1970s.]]></description>

The Nuclear Safety Authority said three other people suffered lesser injuries in the blast at an oven in the Centraco nuclear site.
The Centraco site is located next to another nuclear site, Marcoule, located in Languedoc-Roussillon, in southern France, near the Mediterranean Sea.
"According to initial information, the explosion happened in an oven used to melt radioactive metallic waste of little and very little radioactivity," the agency said in a statement.
Officials from France's EDF power company, whose subsidiary operates Centraco, stressed that there was no nuclear reactor on the site and that no waste treated at the site of the explosion came from a reactor.

No one was injured in the incident, which occured just before 0400 GMT on the site of petrochemical plant Compagnie Petrochimique de Berre, a unit of U.S. group LyondellBasell (LYB.N: Quote).

The aftermath of the explosion and an ensuing spill of oil products have now been brought under control, rescue teams told Reuters.

A spokeswoman at LyondellBasell said a fire started in a trench on the site of Compagnie Petrochimique de Berre and that an investigation was being carried out to find out what caused the blast.

"We have heard an explosion but this was a fire really. We are still investigating," she said, adding this had not affected LyondellBasell's neighbouring refinery.

"There has been no consequence, no injury, no output interruption and no consequence for the environment."

The administration for the Bouches-du-Rhone region said a leak of water containing sodium prompted the explosion. The blast occurred at a plant run by Gazechim in the Mediterranean port of Lavera.

The administration said in a statement that no gases leaked outside the site. Traffic around the site was restricted, and specialists in chemical accidents were there.

A 28-year-old man who worked at the plant died immediately, the administration said, without providing details. The local emergency service said that one other person suffered serious injuries and eight others were treated for chemical poisoning.

The explosion coughed up a black and white cloud and damaged a reservoir, causing chlorine gas to escape, the administration said in a statement.

The accident occurred in 2006 when professor Alain Louati went out for lunch and an open bottle of highly inflammable ethylene triggered an explosion that tore through his laboratory in the city of Mulhouse, near the German border.

The blast, which blew out windows and ceilings and blackened walls, killed a professor in a room above the lab and injured a high-school student in an adjacent room. The young woman suffered severe fractures to the head and body, was temporarily in a coma and was left handicapped.

A court in Mulhouse found Louati, 62, guilty of involuntary homicide and causing injury by negligence and gave him a suspended 18-month prison sentence.

At his trial in September, Louati was accused of using substandard rubber tubes and of leaving the flask of ethylene open. Louati denied responsibility for the blast, saying he had closed the bottle and someone must have entered the lab and reopened it.
