SAN PABLO, Calif. - Evacuation orders were lifted Friday in a San Pablo neighborhood days after the discovery of hundreds of dangerous and explosive chemicals found in a backyard shed.

At least 600 chemicals were found in more than 800 bottles and containers behind a home on Stanton Avenue, fire officials said.

"The found explosives, they found acids, they found oxidizers, they found flammable liquids," said Contra Costa County Fire Captain Chris Toler "We could have possibly had a catastrophic event in the middle of the neighborhood."

The stockpile of hazardous materials date back decades with some considered easily combustible, forcing neighbors from their homes for days. Bomb technicians said some of the chemicals were wrapped newspapers featuring stories from when Richard Nixon was president.

Investigators said the property belongs Mark Elson, 80, of San Pablo who died six months ago. They said he was possibly a chemist and science teacher, however, when and where he worked is not clear.

Toler told KTVU that his estranged brother discovered the chemicals early this week while cleaning out the home.

"There was a pretty strange relationship there," he said. "The gentleman hadn’t spoken to his brother in 60 years."

Neighbors said Elson kept to himself and was a hoarder prompting numerous calls to code enforcement for overgrown bushes, trees and trash.

"The front yard and stuff over there was so bad people had to walk out into the street to get around it," neighbor Emerson Harvey said.

San Pablo police confirmed Friday that the home at 925 Stanton Avenue had 18 citations for code violations since 2004.

An explosion at a rocket and explosives plant in Turkey caused a building to collapse Saturday, killing all five workers inside, an official said.

The explosion occurred at around 8:45 a.m. at the compound of the state-owned Mechanical and Chemical Industry Corporation, on the outskirts of the capital, Ankara, Gov. Vasip Sahin told reporters.

KINGSTON, Mass. — Investigators suspect a man was making homemade explosives or fireworks when he was seriously injured and flown to a Boston hospital from a Kingston home on Sunday afternoon, police said.

The explosion inside the Nobadeer Circle home shortly after 1 p.m. Sunday drew a response from the Massachusetts State Police Bomb Squad and FBI investigators, a hazmat crew, as well as local police and fire investigators, state and local police said.

The man’s condition or the extent of his injuries were not immediately available on Sunday.

The large emergency response to the home resulted from “the type/amount of materials present” found inside the home “and additional materials/powders consistent with bomb-making,” Kingston Police Detective Lt. Michael Skowyra said in a statement.

“The materials were collected and rendered safe. There is no public safety risk at this time and the investigation remains ongoing,” said Skowyra, who did not provide further details on the materials at the scene.

Several laboratories and buildings on the University of Delaware’s campus reopened for classes and resumed normal operations on 9 February, following evacuations and then a controlled detonation of ‘a small amount of a shock-sensitive explosive chemical’ inadvertently produced at a research lab on campus the previous day.

The evacuations were in response to a report from the University of Delaware’s Environmental Health and Safety office. The Delaware State Police investigated the materials, removed them from the building and transferred them to a safe outdoor location where they were ‘neutralised’ on the evening of 8 February, the university announced.

‘This was an isolated incident, and there is no threat to campus health or safety,’ the University of Delaware said. ‘No injuries were reported.’ The school declined to release further details of what was exploded and why or what reaction was being run. Chatter on social media suggested that a chemistry graduate student accidentally made triacetone triperoxide, also known as TATP, which is synthesised from acetone, hydrogen peroxide and an acid. A graduate student at the University of Bristol inadvertently made 30–40g of TATP in 2017, requiring a bomb disposal team to dispose of the material.

‘Our safety people did a top-notch job and responded quickly. It was just so sudden and unexpected,’ tweeted Mike Axiotes, an undergraduate student in the University of Delaware’s chemistry department. ‘We were talking about vinyl chloride burn in subgroups as a safety/making reactions count talk and then boom (pun intended) we’re being evacuated 3 hours later.’

CEDAR RAPIDS, Iowa (KCRG) - Before an explosion at C6-Zero’s plant in Marengo, Logan Homer said he was driving to confront C6-Zero′s co-founder Howard Brand because he wasn’t fully paid for more than a month’s worth of work.

“I actually ended up losing a house, because of him [Brand] not paying me,” he said.

Homer wasn’t surprised the plant, which recycled roof shingles into oil along with other products exploded. He described to TV9 a plant with multiple problems creating safety hazards for employees including fires happening every other day due to machine malfunctions, chemical leaks, puddles of diesel oil across the plant’s floor and workers not having proper safety equipment like safety harnesses and hard hats.

Marengo Police Chief Ben Gray said on Tuesday the sprinkler system in C6-Zero’s plant wasn’t activated and hydrants on the property were not working. He said the reasons those fire safety protections weren’t working is part of their investigation, which includes the Environmental Protection Agency (EPA), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Iowa Department of Natural Resources (DNR) and the State Fire Marshall’s Office.

According to documents from the city of Marengo, which our KCRG-TV9 i9 Investigative Team received, firefighters spent around two hours responding to another fire in October. Those records show this was the only time firefighters responded to a fire in the plant, which was caused by a malfunctioning machine.

Homer said staff members would often use fire extinguishers to put out fires before they got out of control, like the fires on Thursday and in October.

According to city officials, the city of Marengo learned C6-Zero was using chemicals after the first fire in October. More than a month later, officials said they still didn’t know about the chemicals used in the building because the company did not file a required form called a Tier Two. Chief Gray said the fire department has filed a claim with C6-Zero’s insurance to avoid paying for cleaning oil stains, which could cost the city around $80,000.

The wreck of a Nazi patrol boat sunk by British warplanes in the North Sea in 1942 is still leaking hazardous chemicals 80 years later, according to new research.

A study published Oct. 18 in the journal Frontiers in Marine Science (opens in new tab) shows that pollutants from the historic shipwreck — including polycyclic aromatic hydrocarbons (PAHs) from its fuel, heavy metals, and traces of explosives — are affecting the microbiology and geochemistry of the seafloor around where it now rests; and the researchers suggest that the thousands of wartime wrecks in the North Sea, between Britain and the European continent, could similarly threaten the marine environment.

"The heavy metals can come from various sources — the metalwork inside the wreck itself can be a source of metal ions, as well as the fuel (coal), paint, and lubricants," project leader Maarten De Rijcke (opens in new tab), a researcher at the Flanders Marine Institute in Belgium, told Live Science. "The PAHs and explosives are more clearly linked to the cargo of fossil fuels and munitions."

PARIS -- An explosion Wednesday at a French plant that produces a component of gunpowder injured eight people, one of them seriously, local officials in southwest France said.

The plant located in the town of Bergerac specializes in making nitrocellulose, a highly flammable chemical compound.

Jean-Charles Jobart, the deputy prefect of Bergerac, said the cause of the explosion was “obviously internal” to the plant but that there would be an investigation to pinpoint it

The explosion caused a fire, and about 60 firefighters were deployed to the site and extinguished the blaze by Wednesday afternoon, officials said.

Bergerac Mayor Jonathan Prioleaud told French news channel BFM TV that the plant was “fully secured” and no more hazards were expected.

The fire marshal’s office along with the United States Air Force 436th Civil Engineer Squadron - Emergency Ordnance Disposal team based out of Dover Air Force Base responded to Assateague shortly after 1 p.m. Tuesday for three suspected military ordnance that washed ashore in an area known as North Ocean Beach.

This is the second incident of military ordnance washing ashore at Assateague in as many weeks.

National Park Service Rangers reported the suspicious devices, per a release.

Ordnance disposal technicians determined the devices, which had been in the ocean for an unknown amount of time needed to be rendered safe in place.

In addition to Tuesday’s cache, additional ordnance which was previously recovered by Rangers was also rendered safe again Wednesday in an unoccupied area north of the Maryland State Park, the release said.

The fire that started in a forest across the LoC on Monday spread to the Indian side in the Mendhar sector, they said. The fire triggered the explosion of nearly half a dozen landmines that were part of the anti-infiltration obstacle system, officials said.

"The forest fire has been raging for the past three days. We along with the Army are dousing the fire. "The fFire was brought under control but this morning it started in Daramshal block and spread fast due to powerful winds", Forester Kanar Hussain Shah said.

He added that the blaze was later brought under control with the help of the Army as it reached near the border hamlet, he said.

In Rajouri district, another huge fire broke out in the Sunderbandi area near the border which spread to other forest areas, including Ghambhir, Nikka, Panjgraye, Brahamana, Moghala, officials said on Wednesday.

Question: I’m thinking about getting a commercial driver’s license with a HAZMAT endorsement. Do I need to have a background or some education in basic chemistry?

Answer: No, but there are many responsibilities and requirements in dealing with hazardous materials. For example, you need to know when to use hazardous material placards and which products can be loaded together.

Hazardous materials are products that pose a risk to health, safety and property during transportation. The term often is shortened to HAZMAT, which you may see on road signs, or to HM in government regulations. Hazardous materials include explosives, various types of gas, solids, and flammable and combustible liquid. All levels of government regulate the handling of hazardous materials.

GRAND RAPIDS, Mich. — The Grand Rapids Police Department’s bomb squad will be safely disposing of explosives and other hazardous materials that were seized during investigations or are expiring.

It’ll be done between 10 a.m. and 4 p.m. on Dec. 30 at the Grand Rapids Compost and Yard Waste site located at 2001 Butterworth St. SW, a news release said Tuesday.

To safely and properly dispose of these items, the bomb squad will need to set off intermittent controlled detonations.

People using the Fred Meijer Millennium Trail or those who live in the area – specifically those on Butterworth Street SW, O'Brien Road SW, Covell Avenue SW and Maynard Avenue SW – may hear the detonations.

Pets sensitive to loud noises may also be affected.

Grand Rapids’ 911 Communications Center is aware of this event.

The area being used at the Grand Rapids Compost and Yard Waste site is only on a small section of the property, so officials say services will be open to the public as usual.

“We apologize for any inconvenience this may cause to residents in the area; however, this is needed to safely dispose of these materials,” said Captain Michael Maycroft, commander of GRPD’s bomb squad operations.

The building was part of a complex at SSFL used to develop nuclear reactors.

The explosion sent clouds of dust into the sky near residential neighborhoods of what some experts say were radioactive materials.

"I was absolutely flabbergasted," Dan Hirsch told the NBC-Team.

Hirsch, the former director of the Program on Environmental and Nuclear Policy at UC Santa Cruz, added, "I was concerned that that radioactive cloud would migrate to where people are."

And that's happened before. Last month, the I-Team first reported on a peer-reviewed study which found radioactive dust and ash from Santa Susana--generated by the 2018 Woolsey Fire--migrated as far as nine miles away to cities like Thousand Oaks.

A fire broke out at the factory in the Ryazan region after a "technological process", according to Russia's Emergency Ministry.

Seven people were initially reported to have been killed but the death toll rose to sixteen later on Friday morning. One other person was seriously injured and taken to hospital for treatment.

The explosion occurred in the village of Lesnoy in Shilovsky District, about 270 kilometres southeast of Moscow.

Images from the scene showed smoke billowing over a partially blown-out building and charred debris.

A Tarrant County man who set off explosions, including one under a bridge in Bedford, and posted video of the destruction online will spend almost four years in federal prison, authorities said.

Nicholas Lloyd Nelson, 38, created his YouTube channel last year to show off his explosive interest. Authorities say he busied himself making chemical explosives in his apartment and using them to blow up trees and blast deep craters in the ground in his suburban neighborhood.

Nelson, a convicted felon living in Bedford, pleaded guilty in June to possession of a destructive device. He was sentenced earlier this month in Fort Worth by U.S. District Judge Reed O’Connor to 46 months in prison.

Authorities said he described his bomb-making techniques on his YouTube channel, Improvised Chaos. In his exchanges with other explosives enthusiasts in the comments section, Nelson said he ordered chemicals and other ingredients through the mail.

Because of his criminal record, Nelson was ineligible for a federal explosives license. He said on his channel that he was self-taught in organic chemistry and enjoyed “blowing crap up” as a hobby. No one was targeted or hurt in the blasts.

Pennsylvania man was arrested Wednesday for operating a dangerous and illegal home laboratory where he was allegedly making military-grade explosives.

Joseph M. McClure, 44, of Middletown is being held without bail for charges of possessing weapons of mass destruction, risking a catastrophe and reckless endangerment, according to court documents viewed by Newsweek.

Police and a bomb squad closed down a section of the city around McClure's apartment for hours following the discovery of his lab which contained highly volatile, highly explosive material used in making military-grade explosives like Semtex that police said McClure had no training in handling.

McClure "did admit that he possessed explosive items and materials related to explosive materials, making explosives and compounds related to such," Detective Keegan Wenner wrote in arrest papers filed with District Judge David H. Judy, "and that he had an at-home laboratory, not being formally trained in any capacity related to these items."

Historical syntheses of NaNT were plagued with safety issues that prevented the large-scale manufacturing of NaNT. In this article, we detail the development of a safe process to generate NaNT in a continuous flow reactor via solid phase “catch and release”; a process that also reduces the formation of the most detrimental impurities that inhibit the synthesis of DBX-1. Furthermore, we discuss the demonstration of this process in 100 and 1000 mL continuous stirred tank reactors (CSTRs) and implications of scale-up of this process for robust production of NaNT at the manufacturing scale.

At least 482 people have been discharged from the hospital while the rest are still being treated. Some immediate consequences of the blast include significant damage to the only COVID19 testing laboratory. Families whose houses were destroyed in the blast and those who evacuated over fears of another explosion remain without shelter. More than 60 people have been pulled out from rubble at the site of the explosion by the fire service and other agencies.

Preliminary satellite-derived damage assessment of the camp of Nkuantoma in Bata shows widespread damage. The camp is fully destroyed as well as houses and vegetation observed up to 800m from the blast epicentre. Initial figures from military sources indicate that up to 300 houses were destroyed.

Meanwhile, concerns are rising over risks posed by unexploded ordnances including explosives, rockets and other munitions still present at the now defunct Nkuantoma military barracks. Images of citizens posing on social media with these kinds of munitions have gone viral. The Vice President has called on the population to maintain vigilance and asked the military to find a way to better dispose of them.

SOUTH JORDAN (ABC4 News) – The City of South Jordan has filed a legal complaint seeking to demolish and burn a house where the owner allegedly made chemical bombs. Now there are several questions because both the property and the allegations are potentially explosive.

43-year-old Ryan Lynn McManigal allegedly shot at officers early in the morning of July 24th, 2020 and after his arrest, the bomb squad found more than Pioneer Day fireworks in the home at 3371 West Snow Moon Place. They claim he was manufacturing bombs with an explosive called triacetone triperoxide which may be still present in the structure.

“By reputation, he was sort of a whackadoodle,” neighbor Maris Grinvalds told ABC4 News at the time.

Now incarcerated on a list of charges including attempted murder, McManigal, and his mortgage company are defendants in a lawsuit filed Tuesday, which refers to explosions on July 24th and again on Halloween when a man doing construction was injured by a blast.

The complaint claims “Walking on the floor, as one victim already found out, could cause an explosion. Conducting any sort of repair or demolition inside the house could set off the dangerous chemical. Even putting a nail in the wall in the wrong place to hang a picture could be deadly.”

Exactly a month after five people died in a quarry blast near Shimoga, six people lost their lives in a quarry blast in Chikkaballapur district of Karnataka. The incident took place around midnight in Hirenagaveri near Chikkaballapur on Tuesday.

The blast occurred allegedly in an illegal quarry, against which the police had registered a FIR on February 7. While five people died on the spot, a sixth person died in the hospital where he was admitted for treatment.

The blast is said to have occurred due to gelatin sticks kept hidden from the police. The police raid on February 7 had found 14 gelatin gel tubes and 17 detonators at the location. Several spots in the region were seen used for quarrying illegally, as per the FIR which has named four people as accused, including the owners of the quarry Raghavendra Reddy and Nagaraju, both of whom are absconding.

Through nanotechnology, engineers at MIT in the US have transformed spinach into sensors capable of detecting explosive materials. These plants are then able to wirelessly relay this information back to the scientists.

When the spinach roots detect the presence of nitroaromatics in groundwater, a compound often found in explosives like landmines, the carbon nanotubes within the plant leaves emit a signal. This signal is then read by an infrared camera, sending an email alert to the scientists.

This experiment is part of a wider field of research which involves engineering electronic components and systems into plants. The technology is known as “plant nanobionics”, and is effectively the process of giving plants new abilities.

WASHINGTON — Chemical facilities would face fewer regulations under a proposed rule change from the Cybersecurity and Infrastructure Security Agency that targets 49 explosive chemicals.

These “Division 1.1” explosives, which include black powder and desensitized nitroglycerine, are currently regulated by both CISA, which is part of the Department of Homeland Security, and the Bureau of Alcohol, Tobacco, Firearms and Explosives, which is an arm of the Justice Department.

In its Jan. 6 filing for the proposed rule change, CISA said that removing the explosives from its “Chemical Facility Anti-Terrorism Standards” and relying on ATF for oversight would mean facilities would no longer face the burden of complying with both agencies’ requirements. High-risk chemical facilities, including explosives manufacturers, warehouses, distributors and end users of the products such as aerospace, oil and gas, construction and mining facilities, could benefit from the change, according to the proposed rule.

WASHINGTON (SBG) — As many students return to in-person learning, experts are warning about a danger they could face in the classroom: not COVID-19, but a phenomenon known as flame jetting. It's already injured dozens of students and teachers across the nation in classroom science experiments gone terribly wrong.

Spotlight on America got a firsthand look at the phenomenon known as flame jetting from the Bureau of Alcohol, Tobacco and Firearms and Explosives, going behind the scenes at the agency's Fire Research Laboratory in Maryland. As trained and equipped representatives from the ATF demonstrated, the phenomenon can turn a flammable liquid inside a container into a flame thrower, creating a wall of fire that shoots forward with an intense force, torching anything in its path.

According to Jonathan Butta with the ATF, it can happen when alcohols, especially methanol, are used in demonstrations involving an open flame. While the idea is to liven up classroom experiments and give a real-life application to a chemical concept, the results can be tragic. Butta explained, "It essentially turns a typical flammable liquid container into a flamethrower."

The spokesman could not say how large an area was affected by the blaze.

The fire, reported at 11:30 a.m. Thursday and extinguished by on-base firefighters before 1 p.m., injured one woman, identified Friday only as an employee of a contractor working on the base.

She was listed in stable condition Friday at Fort Walton Beach Medical Center, according to Eglin AFB spokesman Andy Bourland. Due to medical privacy regulations, Bourland could not comment on the nature or extent of the woman's injuries.

The laboratory where the fire occurred was not in operation Friday, but was anticipated to be back in operation early next week, according to Bourland. Despite the nature of the work done at the HERD Facility, there was never any danger of an explosion or environmental damage from the laboratory as a result of the fire, Bourland said.

FIRE hazard in Dhaka has increasingly become a concern in view of the unplanned development and illegal operation of chemical warehouses, especially in Old Town of the city. Several fires have taken many lives in the past decade, prompting citizens to demand a relocation of chemical businesses from the area. In 2010, the Nimtali fire left more than 100 people dead. The High Court that time ordered the government to identify unauthorised buildings, warehouses and factories where chemicals, explosives and other inflammable or petroleum products were stored. The committee investigating the fire made 17 recommendations, including the relocation of warehouses to non-residential areas, the enforcement of the Fire Prevention and Extinguishing Rules and the National Building Code and the installation of fire hydrants. About a decade later, in February 2019, the Chawkbazar fire showed that neither the court order nor the recommendations were complied with. The residents are, therefore, not wrong when they blame all authorities for a persistent negligence to fire safety standards in the area.

In 2010, the government for the first time planned to relocate the chemical storage facilities from Old Town as the Nimtali fire broke out from an unauthorised chemical warehouse. The government action, however, remained in planning stages until another fire broke out in an area a decade later. After the Chawkbazar fire, the Bangladesh Small and Cottage Industries Corporation undertook a project for the relocation of chemical warehouses to Munshiganj. The project involving Tk 1,600 crore is expected to be completed by 2022, but no concrete progress but for the project approval has so far been visible. The BSCIC industrial park officials in Munshiganj say that they have not even acquired land. The delay has, meanwhile, allowed the Chemical and Perfumery Merchant Association to continue storing inflammable materials in Old Town. Although city authorities have stopped renewing trade licences for businesses operating in the area, residents complain that traders continue to illegally store hazardous chemicals in residential buildings. Authorities must know that such a delay amounts to criminal negligence.

On November 21, 2019, at approximately 2:00 AM, in Halifax, Nova Scotia, Halifax Regional Police carried out a controlled detonation of a bottle outside an apartment building.(1) The bottle originally contained 500 mL of Life brand 99% isopropyl alcohol (rubbing alcohol, 2-propanol), with an expiry date of February 2007, and was stored in the dark underneath a bathroom sink. In August of 2017, and again in May 2019, application of the rubbing alcohol to sterilize an area of skin (on two different people) resulted in scab formation, thought originally to be a sensitivity to rubbing alcohol. Some time after May 2019, the bottle had tipped over, cracking the plastic top and partially spilling the contents, which were slower to volatilize than expected for pure rubbing alcohol, and whose odor was a little off. In mid-November, 2019, the owner partially discarded some of the remaining liquid, and at this time noticed gas evolution at the sink drain and the presence of approximately 25 g of a white solid mass remaining in the bottle. The owner initially thought that it might have been a result of product tampering, so a small sample of the solid was analyzed by X-ray crystallography(2) and found to be a polymorph(3) of triacetone triperoxide (TATP), an organic peroxide and high explosive. Once the solid compound was identified as such, emergency services were called to handle the disposal at the apartment building.

The ability of 2-propanol to form peroxides has been mentioned before.(4) The exact nature of the solid peroxide formed has not been known until now. Stoichiometrically, 2-propanol and oxygen gas is equivalent to acetone and hydrogen peroxide, the ingredients required for classic TATP synthesis,(5) which may be relevant to its formation under these conditions. Similar compounds are known to form upon photosensitization with benzophenone.(6) Given the use of 2-propanol in clandestine drug laboratories and of TATP in recent terrorism incidents, the implications for police work are clear.

"Tuesday night we had a call of an accident where a man had hurt his hand and possibly cut off some fingers, and in the investigation what we found out was that this man had some chemicals and explosive materials in his house," Sheriff Brian Hieatt said later. "So we contacted some special agents with the Virginia State Police, and then they started coordinating the investigation with FBI specialists."

The West Springfield Police Department on Monday went to the home of a deceased, retired police officer to secure guns when they discovered the bullets and explosives in containers, officials said. Some of the containers were marked and some were not.

“During the clean-out, the bomb squad discovered a large quantity of energetic material in a deteriorated state, believed to have been in the basement for years,” officials said.

Because of the condition of the containers, and the unknown state of the fireworks, officials called the bomb squad to dispose of them.

The deceased has been identified as Gurusamy (53). Sources said that his severed head and hand were recovered from a cotton field, some 300 metres away from the cracker unit.

In the fire accident on Friday, seven women were charred to death on the spot. A man later succumbed to injuries later in a hospital. Ten others are undergoing treatment at hospitals in Tirunelveli, Thoothukudi and Kovilpatti. Sources said that the blast occurred while preparing a specific category of crackers for which the unit, Sri Rajammal Fireworks, did not have the licence.

They said that Gurusamy could have been there at the chemical mixing room when the blast happened and he would have been blown away from the blast site. A case has been registered against five persons, including R Ganesan, the proprietor of the unit, and Mathiyazhagan, Maheswaran, Kutty and Ganesan under sections 286, 338, 304 (1) of IPC read with 9B (1)(a) of Indian Explosives Act. Further investigations are on.

This was revealed after the southwest coordinator of the agency, Ibrahim Farinloye debunked claim of the gas explosion being as a result of a bomb blast or Improvised Explosives Devices (IED).

Recall that the management of the Nigerian National Petroleum Corporation (NNPC) had earlier stated that gas cylinders which were stacked in a gas processing plant located near the corporation’s system 2B Pipeline Right of Way caused the explosion after being hit by a truck.

While speaking on the incident, Farinloye told journalists that preliminary security analysis showed that an eight-tonne truck laden with core stone and parked on the pipeline, exerted too much pressure on it. City Police Commissioner Anjani Kumar said forensic experts had examined the site and that the container that went off had no explosives in it.

“It was a paint box which exploded because of a chemical reaction,” he said.

The incident took place around 10.45 am at a garbage dump near the White House Hotel in Risala Bazaar of Musheerabad. The ragpicker, identified as Nagaraju (55), was picking trash from the garbage bin when he found two tin containers.

“Nagaraju attempted to open one of the containers by hitting against it on the ground when it exploded. He sustained serious injuries and collapsed on the road. Passers-by informed the police,” said S Murali Krishna, Station House Officer (Musheerabad). The right hand of the man was severed in the impact of the explosion, he added.

MANATEE COUNTY, Fla. — A man accused of having highly-sensitive homemade explosive material says he never planned to hurt anyone.

Authorities began investigating 52-year-old James R Hoskins Jr. on Monday afternoon, after they say he made "concerning statements" to a worker at a mental health facility.

The Manatee County Sheriff's Office says Hoskins made threats toward a roommate and admitted to having various materials used to make "small rocket motors." Manatee County Hazmat officials and the sheriff's office bomb squad were dispatched. Deputies say Hoskins let them view his self-proclaimed powder room -- where suspicious chemicals were found.

"A majority of the items that were tested came back as precursors for making explosives," the sheriff's office said.

One of the bags contained 2-3 pounds of TATP. Investigators say it's an organic peroxide, highly sensitive homemade explosive. According to the New York Times, it's the same type of explosive used in the November 2015 Paris attacks.

David Surman Jr., 32, of Quakertown, was the focus of a monthslong FBI-aided manhunt in 2018 after residents in the rural tip of the county complained of mysterious late-night explosions.

He was finally connected to the bombs — some of which left large craters along country roads — when a state trooper spotted him and his girlfriend, Tina Smith, fleeing the scene of one explosion.

Surman pleaded guilty Monday to possession and manufacturing of a weapon of mass destruction and conspiracy to possessing and manufacturing a weapon of mass destruction. He also pleaded guilty to criminal use of a communication facility and unlawful use of a computer for a large cache of child pornography detectives found on an external hard drive while investigating the bombs.

It was apparently intended to deter safe crackers who might break the vials and get a toxic surprise, he wrote in a Department of Ecology blog post.

They typically used chloropicrin or phosgene, poison gases first manufactured for chemical warfare during World War I.

A theft deterrent device filled with poison was found in an old safe purchased by a Kennewick homeowner.
The Kennewick Fire Department contacted Ecology’s spill response program for help in the incident.

When scientists conducted tests out to figure the contents of the liquid, suspected to be Tri-Acetone Triperoxide, they poured it into an empty flask which resulted in an explosion. Tri-Acetone Triperoxide, is a primary a high explosive formed through a mixture of acetone and hydrogen peroxide. A primary explosive is extremely sensitive to stimuli such as impact, friction, heat, static electricity, or electromagnetic radiation.

Some primary explosives are also known as contact explosives. Only a relatively small amount of energy is required for an explosion. Generally, primary explosives are considered to be those compounds that are more sensitive than Pentaerythritol tetranitrate (PETN) which is a secondary explosive.

The test sample pertained to a case from October 2018 in Raichur, where a waste picker Anantamma, 32, died when a can which contained this chemical exploded, as she picked it up. The explosion left her husband and son injured. Officers, firefighters, and the New Hampshire State Police Explosive Ordinance Disposal Unit were called to the home by caretakers who discovered the materials. At 11:30 a.m., Austin Street, from Middle to Cabot streets, was closed to both vehicular and pedestrian traffic, as a precaution.

Police also sent out a code red notification to all homes in the immediate area.

Just before 1 p.m., the situation was deemed under control and the street reopened.

"The materials had been inside the residence for decades making removal of the deteriorated material hazardous," said Capt. Mike Maloney of the Portsmouth Police Department. "Out of an abundance of caution, nearby residences were evacuated and roads were closed. The New Hampshire State Police EOD unit were able to safely remove the material and bring it to a remote location where it was safely destroyed."

Agents were serving the warrant at a home on Wrelton Drive near Chelsea Street, a little west of La Jolla Boulevard, “related to an ongoing investigation,” FBI San Diego spokeswoman Special Agent Davene Butler said in the statement.

Certain materials discovered in the home prompted the agents to request the help of San Diego County’s Hazardous Incident Response Team, Butler said.

The hazardous materials team was tasked with “assistance in detonating and disposing of unstable chemicals that were determined could not be transported safely,” Butler said.

Some residents in the area were evacuated from their homes, Butler said. Once the unstable chemicals are dealt with during the controlled detonation, the evacuation will be lifted.

CAGAYAN DE ORO CITY – Authorities ruled out the possibility that Friday's explosion inside the headquarters of the police's Regional Mobile Force Battalion (RMFB) here was an act of sabotage.

“There was no human intervention. It was likely that the explosion was caused by a chemical reaction,” said Lt. Colonel Mardy Hortillosa, the Police Regional Office-10 spokesperson, on Saturday.

Hortillosa said about 50 stored bombs and other ordnance exploded inside the RFMB camp in Barangay Indahag, causing alarm among the residents living nearby.

Citing an initial report provided by the Explosive Ordnance Disposal investigation team, Hortillosa said it was not probable that the explosion was triggered by human intervention as there would have been casualties if that were the case.

He said the unexploded ordnance (UXO) were stored in a shed made of wood and galvanized iron sheets located a few meters from the RMFB office. The blast did not damage the main building itself, including its living quarters and armory.

The police official admitted that the explosive storage facility was not the ideal place to stock bombs and other explosives.

He said the storage site should have been situated at least three kilometers away from any building or a populated area.

Hortillosa said the storage should have also been made of solid materials.

Last month, he said Explosive and Ordnance Division experts from the Philippine National Police (PNP) headquarters inspected the facility and recommended that the UXOs be disposed of.

“But before these bombs could be disposed of, the explosion happened,” Hortillosa said, adding the remaining UXOs inside the camp has been disposed of. (PNA)

A cargo train carrying military weapons and hazardous material derailed in northeast Nevada on Wednesday morning, prompting a highway closure as emergency workers rushed to contain the site, authorities said.

The 22-car train flew off the rails around 11:20 a.m. Pacific Time, leaving several cars in a crumpled heap along the tracks near the city of Wells. Nearby Interstate 80 shut down in both directions for nearly an hour.

“There were some small arms munitions and explosives on the train,” Lt. Kevin McKinney with the Elko County Sheriff’s Office told HuffPost.

An earlier broadcast by Elko County Public Safety specified some of the cargo as sodium nitrate, hand grenades, bombs and fuel.

All of the potentially lethal cargo was stored in the back of the train and not impacted by the derailment, “so we’re fortunate there,” McKinney said.

The incident happened at Regenesis Industries Pvt Ltd, an explosives manufacturing factory, deputy commissioner of police (DCP), Bhongir, K Narayana Reddy said.
Around 10.30am, Kashyap picked up a static rubber bottle containing 750 grams nickel hydrazine nitrate, a chemical used for manufacturing detonators (3,000 detonators can be manufactured with 750 grams of the chemical). His job was to keep the rubber bottle in the storage unit. After Golu entered the store room, an explosion occurred and he died on the spot, the DCP said.

A man whose Far West Side Madison apartment became a hazardous materials site after police and firefighters last year found it filled with chemical experiments and two small improvised explosives was sentenced Monday to two years in prison.

Dane County Circuit Judge Susan Crawford told Brian Campbell, 31, now of Carol Stream, Illinois, that while prosecutors presented no evidence to support their claim that Campbell was plotting a bomb attack on a public building, Campbell had offered no credible explanation for his experiments that endangered people in his apartment building on Timber Lake Trail.

“What we don’t know is why,” Crawford said. “Why was he teaching himself to isolate chemicals used in improvised explosives? We don’t know that. But we know that these activities placed his neighbors at great risk.”

In a pre-sentence report, written by a state Department of Corrections agent, Campbell said he simply forgot about safety.

“That’s not an adequate explanation,” Crawford said. It also wasn’t an impulsive activity, she noted, but one that went on for weeks and months and had resulted in a prior order by apartment managers to clean up his apartment or be evicted.

A Shrewsbury man has been sued for illegally demolishing a backyard shed containing dynamite, causing a hazardous fire and explosion in the fall of 2016, Attorney General Maura Healey announced Wednesday.

On Oct. 24, 2016, Edgar Muntz Jr. directed P&M Asphalt Services Inc. of Sutton to demolish an old wooden shed at 393 Oak St. and to remove the construction and demolition debris from the property. Mr. Muntz, who lives at 10 Grove Meadow Lane, owned the 393 Oak St. property as trustee of 393 Oak Street Realty Trust.

Inside the shed were about 550 glass jars and other containers holding hazardous materials, including dynamite, hydrofluoric acid, mercury, sodium cyanide, arsenic, chloroform, toluene, and chromium, according to a complaint filed by the attorney general’s office in Suffolk Superior Court.

During demolition the shed caught fire, releasing hazardous materials to the air and soil, according to the attorney general’s office. The fumes caused P&M workers and a neighbor to suffer chest, throat, and respiratory discomfort, the lawsuit says.

After a neighbor alerted authorities to the explosion, the Massachusetts Department of Environmental Protection, along with other state and local agencies, took remedial action to secure the site and clean up the hazardous materials.

P&M workers previously had knocked down a house on the property. They backfilled the cellar hole of the demolished house using soil mixed with debris from the shed. That debris included jugs and plastic containers, some labeled “Poison,” that held bright multicolored powders, some of which were spilling out of cracked and broken containers, the lawsuit says.

Jeffrey Toombs, 21, was in the courtroom Monday, while 22-year-old Joshua Keith — who was arrested Friday after his release from the hospital — made his appearance by video.

Both were charged in 1st District Court with illegal possession of explosives or incendiary devices and reckless endangerment after a homemade blasting cap detonated in Keith’s hand last week.

Both have been held without bail until Monday’s court appearance, and according to court documents, investigators believed there was more explosive material available at a separate location, and until that material was properly secured, Toombs and Keith were a danger to the public.

Bail was set at $7,000 for Toombs and $10,000 for Keith.

“There are plans to have items sent to the lab in Maryland for some testing but probably not until March or April depending on what happens with the government shutdown,” stated Special Agent Charlene Hennessy, PIO for the Philadelphia Field Division of ATF.

Authorities close to the investigation have reported that the plan is to reconstruct the mansion in a mock-up as it was before the gas explosion leveled it turning the multi-million dollar stately home into dumpsters full of shredded debris.

According to authorities, ATF is looking to discover “the how” and “the why” of the explosion.

"I confirmed with the case agent the materials were immediately sent to the lab," added Hennessy, "but due to the lab's schedule, the government shutdown and additional testing that needed to be completed prior to the engineers recreating the scene, the March/April timeframe is when the evidence is slated for analysis. Dr Chris Busby, 73, has been detained under the explosives act after officers at his Bideford home on Wednesday morning felt unwell.
Devon and Cornwall Police said officers at the retired research scientist's home also found "a number of items" which "require expert analysis from specialist officers and an explosive ordnance disposal team".
The British scientist is an expert on the health effects of internal ionising radiation.
He is a contributor on Russia Today, the Kremlin-funded TV channel.
Dr Busby has also worked for Britain's Ministry of Defence on a depleted uranium committee and a committee examining radiation risks of internal emitters.
Devon and Cornwall Police said the officers who were feeling unwell were immediately removed from the scene and a cordon put in place.
A hazardous area response team ambulance was quickly sent to the scene where they treated the officers.

A biotech company in Lianyungang, Jiangsu province, where an explosion claimed 10 lives in December, has been fined 5 million yuan ($730,750). Its production permit will be revoked and its leaders will be prosecuted, the Ministry of Emergency Management said.

On Dec. 9, an equipment failure triggered the blast at Juxin Biotech in the city's Guannan county, killing 10 people and injuring one. The blast caused a direct economic loss of 48.7 million yuan.

The energy released by the blast was equivalent to 14.15 metric tons of TNT, according to the investigative report by the Jiangsu government.

The report said that 45 people and 10 companies were responsible for the blast, and that 13 people will be prosecuted criminally, including Wang Ruren, Juxin's production safety director.

The other people responsible will be given Party and administrative penalties, including Wu Aijun, director of the county's management committee for the affected chemical industry park.

According to the report, Juxin's failure to strictly follow proper safety procedures was the main reason for the blast. Other companies also failed to perform their duties in design, safety assessment, equipment installation and inspection on acceptance, and they will be closed, downgraded or fined.

PARKERSBURG, W.Va. (WTAP) - At about 12:12 this afternoon Parkersburg Police and Fire Departments responded to a call made by a postal service worker regarding an explosion.

The worker was hit by debris from the explosion but not seriously injured.

First responders were able to respond quickly because of the close proximity of the incident to the Homecoming parade.

There was a man on the scene with injuries to his hands and face and he was transported to a hospital in southern West Virginia.

Neighbors in the area reported hearing a loud noise that seemed to shake their homes. The police department strongly feels as though this incident is in no way related to the Homecoming celebration and that the suspect’s intent was not to harm anyone.

“We did collect some evidence related to this crime. We had it analyzed at a different location close to the scene for any chemical based explosives that were not what a typical person could buy off the store shelf. We are able to confidently say that this is not a terrorist act or a nexus to terrorism. Based off of what we found at the scene and what the components were made from as far as the device, basically it was just a homemade firecracker that had a much more powerful result than what was intended,” explains Joe Martin, Parkersburg Police Chief.

The small unincorporated community of Norris, near Bozeman, is reopened after authorities evacuated it on Tuesday while potential explosives were removed from a laboratory.

The Environmental Protection Agency says Norris Lab is located along Hot Springs Creek and did chemical testing for the mining industry. The lab was shut down by the Occupational Safety and Health Administration recently after investigators found "hundreds of improperly stored and abandoned containers of hazardous substances at the facility."

The EPA says many of the volatile compounds were exposed to the elements, and the soil around the facility is contaminated with byproducts from lab testing.

A storm drain in the lab empties into Hot Springs Creek, according to the EPA.

Photos of the lab also show messy jumbles of chemical containers and a bathroom where hazardous materials were flushed down the toilet, according to the EPA.

A Missoula County bomb squad, along with several other agencies, responded to help remove dangerous explosives and other chemicals from the site this week.

However, ambition must be backed by responsibility.A spate of accidents in the sensitive Defence Research and Development Organization (DRDO), have left Indians wondering whether its scientists can be trusted with weapons of mass destruction (WMDs).

According to Indian media, on June 19 2018, a blast took place while workers were handling explosive material at DRDO laboratory in Pune’s Hinjawadi area. Resultantly, one worker was killed and another injured. The incident occurred at the High Energy Material Research Laboratory (HEMRL), a premier unit of the DRDO. The workers were cutting and dividing explosive material into samples when it exploded.

HEMRL is dedicated to research and development on high energy materials like propellants and high-power explosives as well as pyrotechnics. The laboratory has played a key role in development of Indian missile systems, including Prithvi, Agni, Akash and Nag. The lab is also used to test missile prototypes to check their propellants. The laboratory is spread over 800 acres of the land in Pashan and Sutarwadi area.

BOSTON, MA — An East Boston man is facing charges after allegedly causing an explosion early Sunday morning that police said was not related to terrorism. Tomas Mikula, 28, was arrested after an explosion at 88 Webster Street caused "major internal and structural damage. Mikula lives on the second floor of that building.

Mikula was hospitalized with non-life threatening injuries. Before being hospitalized, police said he told them the explosion started in his apartment, where police allegedly later found firearms and ammunition.

A bomb squad sweep of his apartment found materials that are usually connected to explosive devices. A search warrant sweep ended in the seizure of PVC tubing and chemical compounds, materials commonly used for homemade explosives.

Police said they also found two handguns, a rifle, and over 100 rounds of ammunition.

Mikula is charged with unlawful possession of explosives, unlawful possession of an incendiary device, willful ignition/discharge of a destructive or incendiary device, two counts unlawful possession of a firearm, unlawful possession of ammunition, and unlawful possession of a high capacity firearm.

David Surman Jr., 30, of Milford Township has been charged with four felony counts of unlawful possession or manufacture of a weapon of mass destruction and misdemeanor counts of reckless endangerment and other crimes on Thursday, after what Bucks County district attorney Matthew Weintraub called an “around-the-clock surveillance” effort in a months-long investigation by local law enforcement officials, state police, the FBI, and the federal Bureau of Alcohol, Tobacco, Firearms, and Explosives.

Surman is the owner of Consolidated Chemicals and Solvents, a chemical, metal and solvent supplier based in Quakertown. According to charging documents in the case, authorities raided Surman’s business and home on Thursday. At Surman’s residence, investigators found 10 firearms, four explosive devices and methamphetamine. One of the devices they discovered on the property was 18 inches long, had the capability to cause “mass destruction” and was “ready for detonation,” Weintraub said.

Also at Surman’s home, authorities say, they found a binder with images of swastikas, a fake press release about a bombing, and a strange computer-generated image depicting Surman and his girlfriend fleeing a massive explosion. The girlfriend is cooperating with investigators, the DA said, and has not been charged in the case.
