Harris County Judge Lina Hidalgo explains evolving stance on toxic wastewater shipments from Ohio – Houston Public Media

Last Thursday, after she learned that toxic, firefighting wastewater from Ohio had been coming to the Houston area for disposal for more than a week, Harris County Judge Lina Hidalgo expressed disappointment and dismay. She questioned why the wastewater, contaminated with hazardous chemicals in the aftermath of a cargo train derailment on Feb. 3, was not sent somewhere closer to the disaster site and why she wasn't informed earlier about its presence in her jurisdiction.
By Tuesday, when Hidalgo announced the wastewater shipments to Deer Park waste disposal company Texas Molecular were resuming after a brief pause, her stance on the issue seemed to have softened. She said it was appropriate for Harris County to help others in need when it had the ability to do so. She also said she had gotten assurances from the Environmental Protection Agency (EPA) that the wastewater needed to be hauled away from East Palestine, Ohio – where residents previously had been evacuated for a controlled burn of known carcinogen vinyl chloride – and would be transported and disposed of safely and with oversight from the federal agency.
Hidalgo explained and defended her evolving messaging Wednesday during an interview on Houston Matters with Craig Cohen, who asked the county's chief executive if she had initially overreacted. Hidalgo said she had "no regrets" and that her job is to "be prepared for the worst and hope for the best."
"There's this international level disaster of this derailment and the subsequent fire and plume and people being sick. All of a sudden, we learn that these materials are coming to our community," Hidalgo said. "... We have to be real about what's happening. This is something everyone's been seeing on TV, that is really scary, and I don't feel comfortable just letting it come in and then our community being none the wiser about it. So I'm glad that we took a moment to evaluate what was going on."
Citing the EPA, Hidalgo said Tuesday the shipments are 99.9 percent water. The rest is about 910 parts per billion of vinyl chloride and 11,000 parts per million of sediment, with the remainder being oil and diesel fuel, she said.

MERIDIAN, Idaho — When Meridian Fire Department Chief Kris Blume got into the career almost 25 years ago, he did not think about the health risks.
“I never had even an awareness that cancer was something that we needed to be aware of,” he said.
But cancer risk is definitely something he is aware of now. A recent 2022 study from the International Agency for Research on Cancer found occupational exposure as a firefighter causes cancer.
Previously, the IARC believed firefighting was “possibly” carcinogenic. Blume said he is trying to minimize exposure to harmful chemicals, especially as the city builds new fire stations around Meridian and orders more trucks.
He said the dangers of the profession are not limited to breathing in diesel exhaust from the fire vehicles, working in burning buildings and being exposed to soot.
“It’s the cumulative effect of all of those small things over a career that leads to a diagnosis of occupational cancer,” Blume said.
Decreasing the rate of cancer among firefighters is both a local and nation-wide effort, he said. Purchasing cutting-edge technology for their trucks and making sure all surfaces are easy to clean helps decrease exposure.
The Meridian Fire Department also uses clean capture diesel systems, which prevent diesel “particulate matter” from being emitted into the station’s garage bay. Blume said they are also evaluating all of their gear.
Firefighter paramedic Chris Goodnight said he is grateful for all the precautions.
“We’re doing everything that we can on our end, whether it’s washing our gear, doing gross de-con at scenes, and not bringing our dirty gear and our dirty equipment back into our trucks and engines,” he said.
Goodnight was under no illusions when starting this career. Despite the potential health risks, he said helping others makes the career worth it.

About 2:08 a.m., city police responded to the intersection, where a Dalton Delivery Service tanker truck carrying about 6,000 gallons combined of gasoline and diesel fuel overturned, according to a news release from police Capt. Nicholas P. Lechman.
About 2:08 a.m., city police responded to the intersection, where a Dalton Delivery Service tanker truck carrying about 6,000 gallons combined of gasoline and diesel fuel overturned, according to a news release from police Capt. Nicholas P. Lechman.

“We are in the process of determining what residences are safe to return to, and clean-up will continue throughout the day,” Lechman said. “The events leading up to the accident are still under investigation.”

West Union Boulevard remains closed between Pennsylvania and 16th avenues, as well as side streets in the area, he said. Drivers should expect delays and avoid the area if possible.

Colleen Connolly, northeast regional spokesperson for the state Department of Environmental Protection, said the agency’s emergency response team responded to the spill.

“We’re just assessing the environmental impacts at this point,” she said. Earlier in the morning, she reported some of the material reached Monocacy Creek. However, just after 10 a.m., she said sand berms below 14th Street had protected the creek.

For the second time in three weeks, the Palo Alto Fire Department on Thursday afternoon responded to a hazardous materials spill at the VA Palo Alto Healthcare System, Battalion Chief Shane Yarbrough said.

Multiple units, including three engines, went to the VA Hospital at 3801 Miranda Ave., Palo Alto at about 2:53 p.m. VA staff were testing generators in an outbuilding when a fuel line broke, spilling diesel fuel, Yarbrough said. About 95% of the fuel remained within the containment container and a small amount leaked outside the structure onto soil.

A city of Palo Alto online notification stated that 20 to 40 gallons spilled inside the generator cabinet. Palo Alto Fire Department is investigating the incident, which closed out after about an hour.

Yarbrough said the fire department tested the soil, and the contaminated area was cleaned up.

The diesel fuel spilled out of a storage tank and onto a concrete pad on Friday afternoon at the rear of the VA property, the city of Palo Alto said today (Oct. 19). The diesel did not reach the storm drains nor the creek, the city said.

Cleanup efforts are complete, including the removal of about five gallons of soil. Soil samples are being processed with results anticipated next week, and depending on the results, more clean-up may be needed, the city said.

Fire Battalion Chief Kevin McNally said that members of the hazmat team are investigating, and he doesn’t know how the fuel spilled.

(AP) — A diesel pipeline in Wyoming owned by a company that’s being sued by federal prosecutors over previous spills in two other states cracked open and released more than 45,000 gallons (205,000 liters) of fuel, state regulators and a company representative disclosed Friday.

Cleanup work is ongoing from the spill that was discovered by the pipeline’s operator on July 27, said Joe Hunter, Emergency Response Coordinator with the Wyoming Department of Environmental Quality. The fuel spilled into sandy soil on private ranchland near the small community of Sussex in eastern Wyoming and did not spread very far, he said.

Contaminated soil was being excavated and placed into a temporary staging area, and it will be spread onto a nearby dirt road where the fuel is expected to largely evaporate, Hunter said.

The line is operated by Bridger Pipeline, a subsidiary of Casper-based True companies, according to an accident report submitted to the U.S. Coast Guard’s National Response Center.

The Maryland Department of the Environment (MDE) says about 200 gallons of “red dyed # 2 fuel oil” spilled into the water Sunday evening, July 10, around 5 p.m. at Acton Cove Waterfront Park. on Spa Creek.

When they arrived MDE deployed 600 feet of sorbent sweep to contain the spill. The Annapolis Fire Department also responded. The Coast Guard accessed the Oil Pollution Liability Trust Fund and a contractor came in around midnight Monday morning for recovery and cleanup operations. Once the spill was contained with booms, it was vacuumed into an awaiting environmental services truck.

MDE was onsite Monday morning with the Coast Guard and the contractor. At that time, no source of the spill had been identified. The booms were still in place. The smell of diesel fuel remained very strong and the Annapolis Fire Department advised boaters and swimmers to continue to avoid the area.

The Murphy administration has sued two companies that once operated a chemical plant in Lodi to pay for damaging natural resources — including groundwater that is still so polluted it's not projected to be clean until 2041.

The lawsuit, filed Monday in state Superior Court, alleges that a mixture of fuel oil and industrial chemicals seeped into the ground from leaky storage tanks owned by the Hexcel Corp. of Connecticut and later Fine Organics Corp. of Clifton at their manufacturing plant on Main Street near Route 46 in Lodi.

The contaminated groundwater plume stretches for at least 3.6 acres in an area that was once one of the largest chemical manufacturing areas in the region but which has been redeveloped in recent years into a supermarket, fitness club and pharmacy.

The company wasn't certian of the cause of the explosion, issuing this statement:

“We wish to use this medium to inform the public of an isolated fire incident which occurred at a diesel storage tank farm situated in the vicinity of one of our factories in Sokoto. This incident occurred whilst routine maintenance work was ongoing on one of the storage tanks by a third-party contractor.

“Immediately the incident occurred, our emergency management and mitigation services were alerted, and a swift response activated, which prevented any escalation of the incident or damage to our main plant and equipment.

“We are however able to confirm the regrettable loss of three workers of the third-party contractor, who were in the immediate area of the incident.”

Production and all plant operations had been halted, but were resumed at the factory that was not affected.

On Saturday, Feb. 26, the U.S. Environmental Protection Agency (EPA) issued a notice of federal interest to Flat Rock Metal Inc., a steel processing factory where pollution investigators say they found evidence that points to the facility as being the potential source of an oily sheen in the river.

A vent pipe for a potential underground fuel storage tank, as well as old fuel oil gauges and oil seeping through basement flooring were found at the facility, according to Sean Kane, an EPA on-scene coordinator leading the agency’s response.

In an email, Chambers said the emergency response contractor found the soil that had been impacted by the spill was properly remediated and no further clean up is required. The investigation into the source of the spill is ongoing, and EPD had no further information at this time.

On Nov. 17, residents near the creek, which extends from Barton Chapel to Regency Mall, were told to be careful if they went outside and to return indoors if they smelled the gasoline odor of the spill, although no one knew at the time what the substance was that had spilled.

In a joint statement, the department and Samsa said a small amount of emulsified heavy fuel oil, commonly known as tar balls, had washed ashore along the beach between Hougham Park and the Sundays River. Around 80l of fuel entered the sea.

"A service provider has been appointed to remove the tar balls, samples were collected and submitted to Samsa to determine if the oil is from this incident," the statement added.

To date four birds, among them three Cape gannets and an African penguin, were found to be contaminated by oil and have been captured. The birds are being cared for by the Southern African Foundation for the Conservation of Coastal Birds.

Troopers were called to the crash involving a sedan and a tanker truck on I-95 south near the Boulevard exit just after 5:40 a.m., according to Sgt. Dylan Davenport with Virginia State Police.

VDOT
Investigators said that when a 44-year-old man driving a sedan changed lanes, he hit the front of the tanker truck.

The big rig then ran off the left side of the interstate, hit the jersey wall and overturned, according to Davenport.

That is when the truck started to spill thousands of gallons of diesel fuel, according to Richmond Fire officials.

Chickasaw County Emergency Management reports families are being allowed back in that were initially evacuated due to the leak of anhydrous ammonia and diesel fuel.

Weather models indicate any toxic clouds from the crash are of no danger to New Hampton or its residents. Authorities will make an announcement if that were to change. The Iowa DNR is on scene monitoring water quality downstream.

The conductor and engineer from the incident were both taken to Mercy One New Hampton as a precaution and were treated and released. No other injuries have been reported. Authorities still want everyone to avoid the area due to the presence of heavy traffic and work equipment. 220th Street will remain closed between Jasper Ave. and Ivanhoe Ave.

The Queen of New Westminster was on its way to Duke Point for its first sailing of the day when the leak was detected.

“It was a flatbed truck with a generator and diesel tank on the back. It was found the fuel tank line was pinched, which caused the fuel to leak,” explained BC Ferries spokesperson Deborah Marshall. “The crew used drip trays and absorbent pads to contain the fuel. They also closed the scuppers on the car deck right away to prevent any fuel from entering the environment.

“The ship turned around and headed back to Tsawwassen to unload the vehicle in question and then depart again.”

Delta fire and hazmat crews were called to the terminal to clean up the diesel residue.

BEIRUT — A diesel tank exploded inside a Beirut building on Friday night, killing four people and injuring several others, the Lebanese Red Cross said.

It was not immediately clear what triggered the blast in the western neighborhood of Tariq Jadidah. The state-run National News Agency said the blaze erupted inside a bakery in the basement of the building.

Firefighters quickly put out the blaze and later helped building residents stuck in their apartments by the fire to climb down ladders. Lebanese troops also deployed to the area and pushed back onlookers.

The explosion came two months after a massive blast at Beirut's port killed nearly 200 people, injured about 6,500 and caused damage worth billions of dollars. Nearly 3,000 tons of ammonium nitrate, a highly explosive chemical used in fertilizers, exploded at Beirut's port on Aug. 4. The material had been stored at the facility for six years.

It is still not known what ignited the nitrate but more than two dozen people, many of them port and customs officials have been detained since.

In other parts of Lebanon, wildfires erupted in forests amid a heatwave hitting the Mediterranean country. Some of the fires broke out in villages along the border with Israel. The state-run news agency said a mine exploded in the Wazzani area because of the fire. There were no casualties.

In neighboring Syria, wildfires have killed two people and caused breathing problems for about 20 others in the coastal province of Latakia, the health ministry said.

At least 25 attendees of a rave in an underground bunker in Norway’s capital of Oslo were taken to hospital with suspected carbon monoxide poisoning Sunday.

The location was discovered after a group of affected young people flagged down a police car, and several others emerged from a bunker asking for medical attention. The people appeared dizzy and incoherent.

Of the 25 people who were affected, five were in critical but not life-threatening condition and were rushed to a hospital. Many of the patients were young, between the ages of 20 and 30, according to Norwegian daily Aftenposten. Portable generators were suspected to have caused the poisoning.

Two victims were reportedly police officers attending to those affected. “Fortunately, they are all improving. We can say that they are out of danger,” chief physician Fridtjof Heyerdahl at Oslo University Hospital told the publication.

Oslo police said about 200 people were attending the party, with neither the participants nor the organizers realizing using a diesel generator in a confined space could prove dangerous, Oslo police wrote on Twitter. Authorities urged other attendees to call for medical help in case they begin to feel nausea, headaches, or dizziness.

HOLLAND (WHTC-AM/FM) -- Ottawa County's HazMat team responded to a 150-gallon oil spill at Hutt Trucking -- one that threatened the Hudsonville Nature Center on Monday, April 27, 2020.

No one was hurt.

Ottawa County Emergency Manager Nick Bonstell said Hudsonville firefighters were called to a spill clean up under a semi-tractor trailer and the trucking site, 2966 Highland Drive, in Hudsonville at about 9 a.m. Monday.

"Basically a drive shaft had broken on the semi-truck and caused diesel to be released from the saddle tanks of the semi-truck," he said. The fluid went into a storm drain and that emptied near a retention pond in the Hudsonville Nature Center, 2700 New Holland St.

He said about 150 gallons of diesel fluid was recovered from the pond. Clean-up will continue until Tuesday morning, he said, and that requires the nature center to be closed during that time.

SUNOL, CA — One person suffered serious injuries in a crash Wednesday involving a trailer with 6,500 gallons of ethanol, according to the California Highway Patrol.

Firefighters and hazmat crews remained on scene for most of Wednesday cleaning up the crash, which occurred around 2:50 a.m. after a truck tractor towing the trailer with ethanol veered off the road, to the right while driving on southbound I-680 at Koopman Road.

The tractor hit the guardrail and continued, eventually hitting a tree and coming to rest in a brush area, west of the road. The right side fuel tank was punctured and spilled about 225 gallons of diesel, CHP said.

The 23-year-old driver from Watsonville was able to get out, but Livermore-Pleasanton Fire Department and Cal Fire officials had to extricate the passenger from the cab. The passenger was sleeping at the time and sustained major injuries, according to CHP. The passenger was taken to Eden Medical Center in Castro Valley.

On February 13, 2020, at 6:54 a.m. eastern standard time, CSX Transportation (CSX) freight train K42911, a high-hazard flammable key train carrying denatured ethanol, derailed in Draffin, Kentucky.[1] The derailment occurred at milepost 123.8 of the CSX Kingsport Subdivision, along a hillside adjacent to the Russell Fork River. (See figure.) The engineer and the conductor sustained minor injuries. The train consisted of 3 lead locomotives, [2] buffer cars, and 96 loaded tank cars. It was 6,045 feet long and weighed 13,172 trailing tons. The derailment involved all three locomotives, one buffer car, and four loaded tank cars. Two of the derailed tank cars were breached and released 38,400 gallons of denatured ethanol. The ethanol and diesel fuel from the locomotives ignited and caught fire, which engulfed the locomotives and the second and third tank cars.

Prior to the derailment the area received a substantial amount of rain, which led to a landslide that covered the tracks with debris. According to the train crew, the debris from the landslide was as high as the nose of the lead locomotive. The engineer stated that sight distance had been around five car lengths due to rain, fog, curves, and darkness. According to wireless uploads from the train’s energy management system (or trip optimizer), the train had been traveling at a speed between 24 and 25 mph, which was within the operational speed of the tracks.2 The tracks were not equipped with positive train control, nor were they required to have the system in place.[3]

The derailment happened around 8:45 p.m. on Wednesday in a remote area about 10 miles east of Bonners Ferry, Idaho, on the main line, according to TV station KREM in Spokane, Washington. Two crew members were inside and have been rescued, according to a spokesperson from BNSF Railway. No one was injured.

The Boundary County Emergency Management Office reports that the lead engine was only accessible by water and the rescue crews were able to reach the engine and safely retrieve the train operators from the top of the engine. None of the train operators were injured in the derailment.

The lead engine is currently leaking diesel fuel into the Kootenai River and containment booms have been spread across the river in multiple places. No other hazardous materials are leaking from the train cars.

BNSF has hazmat cleanup crews responding from multiple locations who will be taking over containment and cleanup when they arrive. Three locomotives have been derailed. Mazzeo said there was heavy damage to the three-story building that was ablaze when the first crews arrived Tuesday night. The fire was the most serious one at the cement plant in his more than 30 years with the department, the chief said.

There were no injuries.

An employee reported finding a large leak or spill of number 2 fuel oil on the floor which was flowing into a below grade mechanical area in the core building, Mazzeo said. In this area the fuel oil ignited spreading back to the leak origin and ultimately throughout the building, the chief said. The fire was stopped just as it was entering a laboratory and control room areas.

That section of the building was largely spared from fire damage, Mazzeo said.

Hazmat crews and the Department of Public Safety have been sent to assess the roadway, ditches and neighborhood where the diesel was reported.

According to the Montgomery County Sheriff's Office, calls started coming in regarding slick roads near State Highway 99 at Valley Ranch Parkway and FM 1314. When deputies followed the trail of spilled diesel into a neighborhood, they found a truck with fuel leaking out of the back, deputies said.

Officials discovered two plastic containers with 500-gallons of diesel that were still leaking and almost empty. The Texas Department of Transportation dispatched and an environmental service company to the spill.

The emergency situation unfolded at Sylvan Lake in Oakland County on Sept. 1, when a team assembled to investigate a strong odor of diesel fuel and a portion of the lake covered in an oily substance.

The origin of the fuel spill has been determined as the Mobil Gas Station on South Telegraph Road in Sylvan Lake, based on the preliminary investigations.

The Oakland County Sheriff's Office Marine Unit, Oakway Hazmat Team, the Department of Natural Resources, local fire departments and several other agencies responded to the scene, closed down the Mill Pond Dam to prevent further contamination of the Oakland County waterways. The agencies determined there was also fuel inside the storm drain systems in the area, which is a public hazard.

By the time the neighbor saw the fire, the unidentified driver had pulled over, in front of Bartonsville Printing, and fled uninjured from the burning cab.

“A customer came in and told us a truck out front was on fire,” Bartonsville Printing owner Mike Pugliesi said. “We looked out and saw it.”

Pugliesi dashed outside and moved his vehicle, which was parked near where the burning truck had pulled over, to a safe distance.
