    <dc:creator>dchas</dc:creator><description><![CDATA[HOWELL - Cleanup will likely continue for months at a Howell industrial site where hundreds of chemical drums — many of which are leaking, rusted or severely damaged — were left abandoned, according to federal environmental regulators.

Compounders Inc. manufactured asphalt, glues and adhesives at 15 Marl Road until about 2019, and now is facing more than $1 million in fines from the New Jersey Department of Environmental Protection. The company has responded with a request for a hearing on the fines, according to the state agency.

The U.S. Environmental Protection Agency "has been on-site since early April and is overseeing the sampling and removal of around 400+ drums and 1000 small containers of potentially hazardous materials found at the site," said EPA spokesman Stephen McBay. "We have made significant progress in securing containers at the site and making the property safe to continue the assessment and removal activities."


None of the drums have yet been removed, because the agency is currently sampling and identifying their contents for proper disposal, according to McBay.

The federal agency "expects the cleanup process to take several months, depending on the availability of disposal facilities and transportation options," he said.

State environmental regulators levied heavy fines against Compounders Inc., alleging the company violated remediation rules, operated a hazardous waste site without permits, and stored toxic and hazardous material in violation of requirements.

Around 9:30 a.m., there was an explosion at the Seneca Petroleum plant at 12640 New Ave. in unincorporated Lemont, according to the Will County Sheriff's Office. An asphalt tank on the property apparently exploded, according to the sheriff's office.

Chopper 2 was over the scene and spotted the lid of one of the tanks appeared to be gone as a result of the blast.

One person has died, and another person was taken to Silver Cross Hospital in New Lenox, according to the sheriff's office. The second person's condition was not immediately available.

The exposed and rusting drums at the seven-acre site on the border of Farmingdale at 15 Marl Road contain chemicals from an adhesive and asphalt manufacturing company in business for decades.

Their existence came to light recently after a drum fire on Feb. 9 exposed the conditions there. A federal official said yesterday the federal Department of Justice is investigating the cause of the fire.

And the federal Environmental Protection Agency is now on the site to oversee the removal of the drums. A workplan is being developed, the EPA official said, and will be shared with the public when finalized.

But the priority right now, according to Michael Mannino, onsite coordinator for the EPA, is to

Secure the drums.
Remove them.
Work with the state to test soil and groundwater.
Expand the study area to the back of the property.
The site is now fenced and has has 24/7 manned security.

Once the fire was extinguished, the office of emergency management and the Monmouth County Department of Health were contacted and the department discovered between 200 and 300, 55-gallon drums and other containers around the site, the EPA said. Many of them were labeled as hazardous materials.

It was unclear exactly what was in the drums and containers, but the Compounders Inc. facility manufactured a number of chemical compounds, including glues, adhesives, and asphalt materials until 2019, officials said. The current owner of the property, who was not identified, purchased the business as part of a stock sale in 2021.

The fire broke out inside a 17,000-gallon tank that was filled with about 11,500 gallons of liquid asphalt at SealMaster on West Decatur Street, the Madison Fire Department told reporters.

"We have an evacuation zone right now of 1,000 feet in all directions and everybody within a half a mile is sheltering in place," Madison Fire Chief Jim Ritchey said.

Ritchey said that firefighters tried using Purple K, a dry chemical substance, to put out the fire but it did not work. He said that firefighters don’t want to add water or air into the tank at this time.

"Over 2,500 residents of the city of Superior were evacuated from their homes, and the city of Duluth, Minnesota, issued a shelter-in-place order."

The refinery was owned at the time of the explosion by Husky Energy, which had bought it six months prior from Calumet Specialty Products. Husky then merged with Cenovus Energy.

In its report , the Chemical Safety Board details how the explosion occurred while the refinery was shutting down its fluid catalytic cracking unit to perform planned maintenance: a common refining process called a "turnaround." Two vessels on the catalytic cracking unit exploded and propelled metal fragments up to 1,200 feet away that punctured a nearby asphalt storage tank and spilled about 17,000 barrels of hot asphalt, which ignited and caused fires.

Virginia State Police responded to an incident Wednesday where the tank of a tanker-truck went off the side of the road in the 4800 block of Heralds Valley Road at 11:32 a.m.

According to Jess Powers with Russell County Emergency Management, 5,100 gallons of asphalt sealant were spilled in Eagles Nest Branch traveling down to 5159 Heralds Valley Road toward the Clinch River in the Carbo community.

Powers said Thursday morning that the spill made it into the Clinch River. The chemical was a petroleum emulsion and is toxic and water soluble. A cleanup contractor is at the scene, along with the Virginia Department of Environmental Quality and the Environmental Protection Agency.

Fire officials said the call for assistance came in around 5:30 p.m., and units arrived to find plastic pellets the company uses for paving ablaze near storage tanks filled with liquid asphalt.

The threat of those tanks catching fire brought out specialized units. Firefighters gained control of the fire in about 1 hour.  

"Hazmat response was generated by what they do here with the liquid asphalt, the paving products. Not sure 100% what was burning, so we had the city hazmat team, city of Cortland Hazmat Team respond, bringing in foam as well," said Mike Biviano, deputy chief the Cortlandville Fire Department.

According to fire crews, no injuries were reported and the investigation into what sparked the fire is underway.

The blast occurred around 10:45 a.m. as two workers at the W. R. Meadows building materials plant were cleaning a tank inside one of the buildings, according to Fire Protection District Chief Trevor Herrmann.

One person was pronounced dead at the scene and the other was transported by helicopter to a hospital with serious injuries, Hampshire Village Manager Jay Hedges said.

He said the explosion caused significant damage to the facility, which makes asphalt and concrete products.

People living and working near the site were evacuated for safety reasons, and a village inspector went to the site to determine the building’s structural integrity, Hedges said.

Warren County Emergency Management, Bowling Green Fire Department and the Warren County Sheriff’s Office responded to the call.

The truck driver and two occupants were taken by ambulance to The Medical Center at Bowling Green, Warren County Sheriff Brett Hightower said.

An environmental clean up company has been called in to scoop up what asphalt they can from any grassy areas or shoulder, Warren County Emergency Management Director Ronnie Pearson said. The state Environmental Protection Agency will determine what to do with the asphalt that spilled on the roadway, he said.

The fire began around 4:00 am and it set off a series of explosions that released toxic chemicals into the air.

Investigators believe that a  mechanical failure in a supply line and valve between several storage tanks are to blame, but they are still unsure how the fire started. 

The burning asphalt may have released dangerous chemicals into the air, and local residents were advised to stay indoors for a few hours, but nobody was reportedly injured by the accident.

The fire began spreading west from there, said Armstrong.

Armstrong said that it was too dangerous to put crews on the wharf, and they needed some tugs and a Vancouver fire boat to get at the fire burning beneath the pier.

“Well, the biggest thing is access… (getting beneath the pier deck) is the only way to fight it. We’ve got creosote pilings with creosote decking. You’ve got asphalt on top of that. Then you’ve got sand for the volleyball pits on top of that. So it’s free burning underneath there, probably 200, 250 feet. So it’s all free burning. There’s no way to really access it without penetrating the top of it and getting underneath it that way.”

The single vehicle crash occurred at about 7:45 a.m. between the double bridges at the 309 mile marker just south of the U.S. 43/U.S. 72 intersection, EMA Director Michael Smith said.

Alabama Law Enforcement Agency Troopers said Frederick Davenport, of Pinson, no age available, was the driver of the tractor trailer rig.

Smith said the rig was hauling 6,000 gallons of liquid asphalt, which is used in the road-building process.

"One driver was entrapped and we had to extricate him," Smith said.

Fire crews were called to an industrial property on Bakersfield Street near Sheppard Avenue West and Chesswood Drive shortly after 7 p.m.

Upon arriving, crews discovered a “very significant volume of fire” coming from two chemical tankers, which contained a combination of tar, asphalt and cleaning solution.

According to Toronto Fire Chief Matthew Pegg, hazmat crews began deploying a significant quantity of firefighting foam in an effort to control the fire.

“The top priority in any of these situations is making sure that we continuously cool the tanker cars to prevent any explosion hazards that can result as a result of the fire,” he said.

The accident happened at 1 p.m. Monday. The driver of the tanker truck, which went off the road and into a tree, told Putnam sheriff's deputies that while driving on Tinker Hill Road, to a jobsite located off Barger Street, he "lost his air and brakes, and could not stop" the truck.

About 3,300 gallons of asphalt emulsion spilled into the stream, according to the Putnam County Sheriff's Office.

    <dc:creator>dchas</dc:creator><description><![CDATA[A Shrewsbury man has been sued for illegally demolishing a backyard shed containing dynamite, causing a hazardous fire and explosion in the fall of 2016, Attorney General Maura Healey announced Wednesday.

On Oct. 24, 2016, Edgar Muntz Jr. directed P&M Asphalt Services Inc. of Sutton to demolish an old wooden shed at 393 Oak St. and to remove the construction and demolition debris from the property. Mr. Muntz, who lives at 10 Grove Meadow Lane, owned the 393 Oak St. property as trustee of 393 Oak Street Realty Trust.

Inside the shed were about 550 glass jars and other containers holding hazardous materials, including dynamite, hydrofluoric acid, mercury, sodium cyanide, arsenic, chloroform, toluene, and chromium, according to a complaint filed by the attorney general’s office in Suffolk Superior Court.

During demolition the shed caught fire, releasing hazardous materials to the air and soil, according to the attorney general’s office. The fumes caused P&M workers and a neighbor to suffer chest, throat, and respiratory discomfort, the lawsuit says.

After a neighbor alerted authorities to the explosion, the Massachusetts Department of Environmental Protection, along with other state and local agencies, took remedial action to secure the site and clean up the hazardous materials.

P&M workers previously had knocked down a house on the property. They backfilled the cellar hole of the demolished house using soil mixed with debris from the shed. That debris included jugs and plastic containers, some labeled “Poison,” that held bright multicolored powders, some of which were spilling out of cracked and broken containers, the lawsuit says.

Leesburg Deputy Fire Chief Joe Mera told the Leesburg Daily Commercial that the explosion occurred at about 6 a.m. as a worker was starting up equipment at the plant. The worker was reportedly received minor injuries in the blast and was later treated at the scene. 

“It is apparent that a valve malfunctioned on one of their silo-hoppers, pressure built and an explosion resulted,” a Facebook post from the Leesburg Police Department said.

The silo was holding liquid asphalt at the time of the blast. HAZMAT personnel managed to turn off the valve, coverage by ClickOrlando.com said, stopping the substance from leaking beyond the facility’s property. 

People living within a few miles of the plant reported hearing and feeling the explosion when interviewed by several area news outlets.

A "factual update" from the U.S. Chemical Safety Board and Hazard Investigation Board is expected in early August, board spokesperson Hillary Cohen said in an email Tuesday. The short document will provide the public with an update on the investigation and some additional facts regarding the April 26 explosion and asphalt fire, which left 21 people injured at the Superior refinery and led to the evacuation of nearly the entire city.

A completion date on the investigation is uncertain, but officials had previously said it could take up to 18 months.

It happened at the U.S. Polyco plant along Interstate-45 near FM 85 in Ennis. The facility develops and makes road materials like asphalt, sealants and coatings.

This is the second time an explosion has happened at the plant this year. On February 2, an asphalt rail container blew its top and a fire broke out. No one was hurt in that incident.

The truck flipped over Tuesday evening just before 11:30 p.m. on Creedmoor Road, north of Norwood Road, WTVD reported, causing its contents to spill onto the road and into a nearby pond.]]></description>

(KFSN) -- Fire burned about 100 yards worth of road off the Highway 99, creating enough heat to scorch a McDonald's witnesses said was never even touched by the flames. For a while, California Highway Patrol officers worried about cars on the highway itself.

"We had units run breaks to shut down traffic. We didn't know if it was going to explode," said Eric Zuniga, CHP.

Hours later, officers reopened the Highway and traffic moved on as usual, with only the closed Applegate exit as a mark of a deadly morning. Atwater Mayor Jim Price said he has never seen an accident here before, but he recognizes the quick cloverleaf off the freeway can be tricky.

"If you're not familiar with that particular exit, it'll creep up on you real fast."

After more than 8,000 gallons of fuel burned off, firefighters got the hot spots cooled off, and turned their attention to possible long term troubles. The asphalt is charred and may need to be replaced before the Highway exit reopens and Some of that gasoline spilled into drainage ditches.

From there, the Mayor said it may go to nearby canals or the sewage system. So fire danger still exists there, and businesses won't be able to get back to normal.]]></description>

Residents of the Gulf of Mexico city were told on Wednesday to stop using tap water for drinking, food preparation and bathing. About 85 percent of Corpus Christi, with a population of about 320,000, was under the restrictions.

An investigation of the leak of up to 24 gallons (91 liters) of an asphalt emulsifier determined the water was safe to use again, Mayor Dan McQueen said at a news conference.

It was not clear if the water supply was ever contaminated by the spill.

“They were offloading a combination of diesel fuel and kerosene mixed with tar into a tanker truck and that’s what caught on fire,” Thomas Corners Fire Department Chief Gregg Petricca said.  “I believe they were doing something to a valve on the tank and it created a spark and that’s what started the fire.”

Witnesses say just after 1 p.m. Monday, they heard four loud explosions then saw a plume of smoke filled the sky. Fire crews arrived just minutes after the first call went out and doused the fire with foam.

Police say three workers were injured in the explosion and fire, two of those were severely injured.

All of the workers have been transported to the hospital. The conditions of the workers are not known at this time.]]></description>

Earlier studies have shown that compounds in the sealcoats known as polycyclic aromatic hydrocarbons (PAHs), many of which are known or suspected carcinogens, can volatilize in warm weather or enter the soil and waterways from rain runoff. As a result, some communities have banned these sealcoats. Staci L. M. Simonich of Oregon State University and colleagues set out to examine not only a wider array of PAHs than those previously investigated, but their derivatives, too. They found that despite their presence in small concentrations, these compounds pose major risks.
The researchers measured concentrations of 34 PAHs and 56 PAH derivatives in two coal-tar-based sealcoats and an asphalt-based sealcoat, a type more commonly used in the western U.S. They obtained dried sealcoat samples from the U.S. Geological Survey that were collected for a previous study. To measure changes in PAHs and PAH derivatives over time, they also painted each sealcoat product onto a University of Texas, Austin, parking lot and scraped off samples after 1.6 hours, one day, 45 days, and 149 days. They then extracted the PAHs and PAH derivatives with a series of increasingly polar solvent mixtures and analyzed the 11 resulting fractions using gas chromatography/mass spectrometry.

    <dc:creator>dchas</dc:creator><description><![CDATA[BOUNTIFUL—There’s a lot that goes into fighting a fire and equipment is essential. South Davis Metro Fire Agency lost around $35,000 in equipment as they battled the blaze during last week’s fire at Foreland Refinery in Woods Cross.

“We had 12 sets of turnout gear, which is the protective gear we wear, that was ruined by the asphalt and tar,” said South Davis Metro Fire Chief Jeff Bassett. “We couldn’t get them cleaned without damaging the fire resistant coating.”

Bassett said the fire started when a pipe in the furnace broke allowing the product to leak out into the furnace box and onto the ground. “It was just asphalt not chemical,” he said. “We didn’t have to evacuate any homes and we had air monitor sensors up but other than the odor, nothing registered.”

But that tar and asphalt did destroy the turnout gear, leaving the agency short on critical equipment. 

“It’s not just an XL or something,” he said. “It is custom fit gear and assigned to individual firefighters. We’ve been checking all over to get them replaced but the laws are changing on how they’re issued. Right now they’re good for 10 years but those restrictions make it so vendors don’t keep a large stock on hand because they don’t want them to expire on the selves.”]]></description>

Hopewell Fire crews are still at an asphalt plant where a fire broke out earlier Friday.

The fire at Associated Asphalt Hopewell on Water Street is now out, but the crews are still on scene because there are hazardous materials nearby. Officials say the fire was inside a heating exchange holding 750 gallons of oil.

Hopewell's fire chief says the problem stemmed from a heating liquid that's used to warm the asphalt, keeping it hot enough to stay fluid. That presented firefighters with a unique problem, so they are still on the scene just to be on the safe side.

There have no reports of any injuries. The fire has been knocked down. Prince George Fire is assisting.]]></description>

    <dc:creator>dchas</dc:creator><description><![CDATA[When a fire broke out Tuesday in an asphalt storage tank at the Calumet oil refinery in Superior, the facility’s emergency response team had the large stockpile of chemical agent needed to douse the flames — but no way to safely access the top of the 30-foot-high structure.

The Superior Fire Department had the ladders needed to reach the top of the tank, but not the expensive, specialized chemical agent called Purple-K.

Thanks to extensive training together, firefighters and Calumet employees were able to pool their resources quickly and seamlessly to extinguish the fire.

"Our firefighters, their team members at the refinery — they work together on a monthly basis," Superior Fire Department Battalion Chief Scott Gordon said. "Our management staff and the upper management at the refinery — we work together on a regular basis."

Gordon described the public-private partnership as "revolutionary" compared to some other communities with refineries across the nation, and he said it’s an advantage to Superior residents and ensures the best possible response should there be an emergency at the refinery.]]></description>

A cause has not yet been determined for Tuesday’s fire at Calumet Oil Refinery.

What officials do know, is that an asphalt tank, about 28 feet tall and 24 feet wide, exploded.

The tank was empty, which officials say makes it more likely for an explosion like this to take place.

Battalion Chief Scott Gordon, with the Superior Fire Department says, all things considered, a lot went well Tuesday.

A few things include the fact that the explosion happened in the afternoon, the lack of wind, and that it was in an area easily accessible to rescue squads.

But, perhaps, the luckiest thing was the timing.]]></description>

UPDATE: The La Crosse Fire Department is working with Midwest Fuels Thursday and Friday to try to identify the cause of Wednesday's explosion at the company on the northside of La Crosse. 

Division Chief Craig Snyder, who is heading the investigation, tells WXOW they are interviewing employees and inspecting equipment as part of its investigation.

A tank containing 7,000 gallons of a mix of asphalt and diesel fuel exploded just before 7:00 p.m. Wednesday morning at the company plant at 701 Sumner Street. One employee of Midwest Fuels had minor injuries in the incident.

One person is injured in an explosion that rocked the north side of La Crosse Wednesday morning.

A spokesperson for Midwest Industrial Fuels said there were eight people working at the time of the explosion at 701 Sumner Street near Copeland Park shortly before 7:00 a.m. One employee was transported to the hospital with minor burns and has since been released.]]></description>

“There was heavy smoke dropping down onto George Street, which is several blocks from here, and then people from the public started calling in to our dispatch center reporting that we had heavy fire and flame,” said Division Chief Jeff Murphy.
 
The explosion happened just before 7:00 Wednesday morning at Midwest Fuels.
 
Steve Mathy, president of the parent company for Midwest Fuels said the tank that exploded was 132,000 gallons, and contained about 7,000 gallons of an asphalt-diesel mixture.
 
He said the tank didn't have much inside, because it's the end of the season.
 
“The roof of the tank blew off, landed on the north side of our terminal. As soon as the explosion happened we called 911,” said Mathy.
 
Mathy said the tank was destroyed.

    <dc:creator>dchas</dc:creator><description><![CDATA[Auburn Hills Fire Department officials say a chemical spill has been contained after liquid asphalt was spilled following an accident on Opdyke Road, near Hempstead Road, this morning.

According to a fire department news release, officials were called to the area around noon for a chemical spill in the area. Officials said a vehicle involved in an accident on Opdyke was towing an asphalt trailer. Approximately 100 gallons of liquid asphalt leaked from the container and into a nearby drainage ditch.

An investigation and testing by the Oakland County Hazardous Material Team, Department of Environmental Quality and the Auburn Hills Fire Department revealed that the spill had been contained within Oakland County drainage. Restraints were placed to prevent further chemical spreading.

According to plant officials, an unknown number of workers were attempting to cut a hole in an empty tank at VSS Emultech when a small amount of dried-on chemical ignited around 1:35 p.m. The fire was further exacerbated when workers tried to extinguish the fire with water, and the dried-on chemical reacted to the water by producing a large flash that seriously injured an unidentified 44-year-old male worker.

The worker was transported to Mercy Medical Center with second- and third-degree burns to his arms, stomach, and face. His identity has not been released.

Officials are conducting an ongoing investigation to determine the cause of this incident.

A pickup truck carrying barrels of hazardous materials lost its load along the roadway and some of the barrels began leaking, authorities said.
A HazMat crew was dispatched to the scene and Highway 30 was closed temporarily.  Soon after, one lane was re-opened in each direction. All lanes were reopened around 7pm.
Authorities said as much as 500 gallons of material may have spilled.
"The material is very slow flowing and viscous, and does not pose an environmental hazard," said Tommy Schroeder of Portland Fire and Rescue.
The driver works for an asphalt company and the substance was a roofing tar, authorities said.

It happened at about 8:30 a.m. at the Wendling Asphalt plant near Highway 6 and Noble Avenue, between Moscow and Atalissa, Iowa.
Kyle Gottschalk, 41, of Lowden, Iowa, was reportedly sprayed with hot asphalt as a result of an explosion inside the asphalt building on the north side of the property.
Gottschalk is a long-time employee of the plant.  He was described as a quality-control technician.
A helicopter ambulance airlifted Gottschalk to a hospital in Iowa City.
A plant spokesperson said they will investigate the incident after checking on the injured worker at the hospital.

According to reports from the Warren Post of the Ohio State Highway Patrol, the crash happened just after 10 a.m. Tuesday on Tibbetts-Wick Road about two-tenths of a mile west of state Route 11. 

According to reports, David A. Johngrass, 33, of Lowellville, was driving west on Tibbetts-Wick Road in a 2011 Ford F-550 tanker truck that was hauling asphalt sealant. He was with one passenger, Samuel G. Inskeep, 21, also of Lowellville. 

The truck traveled off the right side of the road, striking a mailbox, according to reports. Johngrass drove back onto the road and went left of center into oncoming traffic. He then swerved back to the right, avoiding the oncoming traffic, and again traveled off the right side of the road. The truck then overturned, coming to rest with the roof against a tree. 

The sealant dumped from inside the tank onto the ground. Trumbull County Hazmat as well as the EPA were on scene to help with clean-up.

Johngrass was pronounced dead at the scene. Inskeep was taken to St. Elizabeth Health Center, where he was listed in stable condition. ]]></description>

The Ohio State Highway Patrol said personnel from the Mahoning County Hazardous Materials Response Team (HAZMAT), the Ohio Environmental Protection Agency, the Ohio Department of Transportation and the Mahoning County Engineer’s Department were on the scene Saturday evening and night.

No injuries were reported in the incident.

The Vindicator’s news partner, WFMJ TV-21, reported that the spill occurred when one driveway sealer truck ran into the back of another sealer truck, breaking the valve.

Capt. Brian Horton of the Sumter Fire Department said the Seaco Asphalt Emulsions truck was heading west when it popped a tire near East Brewington Road about 10:30 a.m., causing a leak in the bottom of the tank it was pulling. The truck pulled into the road's grassy median, where most of the viscous, black tar-and-water mixture spilled onto the ground.]]></description>

    <title>I-25 open after asphalt truck rolls</title>

    <dc:creator>dchas</dc:creator><description><![CDATA[NORTHGLENN - A truck carrying roofing asphalt rolled, closing a part of southbound Interstate 25 for over four hours on Sunday.

North Metro Fire says the truck was carrying 500 gallons of the molten asphalt when it rolled near the 104th Avenue exit on southbound I-25 around noon. Hazmat was called to the scene to clean up the 200 gallons of asphalt that was spilled when the truck rolled.

The highway was closed at 120th Avenue and reopened a little after 4 p.m.

No other vehicle was involved according to authorities. One adult male was transported to Denver Health Medical Center with minor injuries.

No official statement has been issued as to what caused the rollover to happen.]]></description>
