HOWELL - Cleanup will likely continue for months at a Howell industrial site where hundreds of chemical drums — many of which are leaking, rusted or severely damaged — were left abandoned, according to federal environmental regulators.

Compounders Inc. manufactured asphalt, glues and adhesives at 15 Marl Road until about 2019, and now is facing more than $1 million in fines from the New Jersey Department of Environmental Protection. The company has responded with a request for a hearing on the fines, according to the state agency.

The U.S. Environmental Protection Agency "has been on-site since early April and is overseeing the sampling and removal of around 400+ drums and 1000 small containers of potentially hazardous materials found at the site," said EPA spokesman Stephen McBay. "We have made significant progress in securing containers at the site and making the property safe to continue the assessment and removal activities."

None of the drums have yet been removed, because the agency is currently sampling and identifying their contents for proper disposal, according to McBay.

The federal agency "expects the cleanup process to take several months, depending on the availability of disposal facilities and transportation options," he said.

State environmental regulators levied heavy fines against Compounders Inc., alleging the company violated remediation rules, operated a hazardous waste site without permits, and stored toxic and hazardous material in violation of requirements.

HOWELL, NJ — Worry and frustration were in the voices of Howell and Farmingdale residents at a community meeting Tuesday night about the presence of hundreds of deteriorating drums containing chemicals from the former Compounders Inc. site in Howell.

The exposed and rusting drums at the seven-acre site on the border of Farmingdale at 15 Marl Road contain chemicals from an adhesive and asphalt manufacturing company in business for decades.

Their existence came to light recently after a drum fire on Feb. 9 exposed the conditions there. A federal official said yesterday the federal Department of Justice is investigating the cause of the fire.

And the federal Environmental Protection Agency is now on the site to oversee the removal of the drums. A workplan is being developed, the EPA official said, and will be shared with the public when finalized.

But the priority right now, according to Michael Mannino, onsite coordinator for the EPA, is to

Secure the drums.
Remove them.
Work with the state to test soil and groundwater.
Expand the study area to the back of the property.
The site is now fenced and has has 24/7 manned security.

"The site is safer now than in the last several years," he told residents.

The Howell Office of Emergency Management has outlined an evacuation area and routes for people within a one-mile radius of a site where nearly 300 drums containing possible hazardous materials were found last month. The plan would only be used in case of emergency regarding the materials.

On Feb. 9, local crews were dispatched to the former Compounders Inc. site, located at 15 Marl Road, and found materials burning inside an old metal structure, according to a statement from the United States Environmental Protection Agency. Firefighters found numerous drums and smelled a chemical odor.

Once the fire was extinguished, the office of emergency management and the Monmouth County Department of Health were contacted and the department discovered between 200 and 300, 55-gallon drums and other containers around the site, the EPA said. Many of them were labeled as hazardous materials.

It was unclear exactly what was in the drums and containers, but the Compounders Inc. facility manufactured a number of chemical compounds, including glues, adhesives, and asphalt materials until 2019, officials said. The current owner of the property, who was not identified, purchased the business as part of a stock sale in 2021.

An Auckland chemical company has been fined after spilling more than 8000 litres of methyl methacrylate (MMA), a "volatile liquid" with a pungent odour, leading to the Manukau Harbour and killing more than 100 eels last year.

Allnex New Zealand Limited discharged the substance, used in plastic and adhesive manufacturing, following a leak in a newly repaired storage tank from their industrial premises in Penrose in February 2021.

The spillage travelled down a stormwater drain and into an open channel leading to the harbour, Auckland Council said today in a media release.
More than 100 eels were also found dead in a nearby stream, while vegetation along the bank was also affected.

The company appeared in the Auckland District Court yesterday on charges of “discharging a contaminant onto land, leading to water” and "discharging a contaminant from an industrial or trade premises into air”.

The review, conducted by the agency’s Integrated Risk Information System (IRIS) program, cites evidence that inhalation of formaldehyde causes nasopharyngeal cancer, sinonasal cancer, and myeloid leukemia in humans.
Formaldehyde is used in making plywood, composite wood items, adhesives, and many other products. Consumers can be exposed to the chemical in tobacco smoke, construction materials, furniture, carpets, and other household products, the assessment says.
The EPA was poised to release the draft formaldehyde review in early 2018, but it abruptly put the assessment on hold under the Donald J. Trump administration.

Rockland Fire Chief Scott Duffey says they responded after a fire alarm activation at 30 Commerce Road, just before 3 p.m. Thursday.
“While en route, we were updated that there was actually a smoke condition within the facility. On their arrival, Engine 1 under the direction of Lieutenant Charlie Williams, had a heavy smoke condition coming from the roof,” said Duffey. “Further investigation found that there was fire in the facility, within the ductwork, above one of their process lines.”
A working fire assignment was struck, and mutual aid responded from Hanover, Norwell, and Weymouth.
He says this was a difficult fire due to the layout of the facility.
“It’s a chemical company, they mix their own adhesives … they make tape. With just the nature of that, the fire was above one of the adhesive lines. We had the concerns of flammables below us, and then also within the ductwork, they have some different processors in the ductwork to keep it clean, and to keep the environment clean,” said Duffey. “They burn off a lot of the vapor, so we were dealing with high heat, high electricity, so it was very difficult.”
Duffey says the bulk of the fire was knocked down in about 30 minutes.
No injuries were reported, but due to water above electrical equipment, there was extensive damage throughout the facility.

ST. LOUIS COUNTY — Static electricity on an adhesive mixing machine started the fire at a south St. Louis County chemical company on Thursday, said Affton Fire Chief Nickolas Fahs.

The fire began about 2:30 p.m. at Manor Chemical Company, 6901 Heege Road, near Marlborough. It was under control about 2 ½ hours later.

One Manor employee was near the machine when it started to malfunction, Fahs said. Neither that employee nor any others were injured, Fahs said.

The company has grounding equipment to prevent static electricity, and Fahs said he believes the equipment was on when the fire began.

One firefighter from Melville Fire Protection District was taken to a hospital with non-life threatening injuries after becoming overexerted. He was released today and spoke to Chief Fahs, who said he is doing better. The firefighter was dragging a portion of firehose — larger than the typical hose used in house fires — that weighs roughly 150 pounds, for about 300 feet, in a firefighting suit, which Fahs estimated weighs about 80 pounds.

According to the Hamilton County Office of Emergency Management, the Tri-Community VFD requested the Hamilton County hazmat team for assistance with a chemical cleanup at 1 p.m.

According to hazmat officials, a box truck carrying four totes of dibutyl phthalate — a chemical used as an adhesive product for PVC pipes — hit the center guard rail, puncturing one of the totes.

The tote leaked about 150 to 175 gallons of the chemical.

Tri-Community VFD personnel built a temporary dike to contain the spill until hazmat officials arrived at the scene.

A factory was evacuated after a chemical spill at a factory in Haverhill sparked a major response from emergency services.

Firefighters were called at 12.20pm yesterday to reports of a hazardous material spill in Rookwood Way.

The spill had been caused by a leak from a large tank on the Cornelius Specialties site.

A large quantity of a chemical spilled out onto the road, but there is not believed to be any risk to the public.

The factory, which manufactures chemicals for contact lenses and dental products along with structural adhesives and coatings, was evacuated.

Neighbouring companies were able to continue operating with the precautions that workers remained inside and windows were closed.

Eight fire crews were called to the scene - two from Woodbridge, two from Haverhill, one from Holbrook, one from Clare, one from Ixworth and one from Newmarket - and police closed the road.

Dale Nunn, incident commander from Suffolk Fire and Rescue Service, said some of the leak had gone into the drainage system, adding Anglian Water and the Environment Agency were also assisting.

An Environment Agency spokesperson said there was not believed to be any risk to the public, adding the mildly acidic liquid was being diverted to Anglian Water's sewage treatment facility.

The Bethel Volunteer Fire Department arrived just before noon as black smoke wafted from the side of the building at 21 Francis J. Clarke Circle.

The building is home to chemical manufacturer Intersurface Dynamics and adhesive tape company ATP. A blaze on Sunday had left the ATP side gutted and the Intersurface Dynamics side with smoke and water damage, said building owner Walter Wolk.

Firefighters were able to put out the reignited flames in 10 minutes — much less time than it took to get Sunday’s fire under control.

Investigators from the offices of the Bethel and State Fire Marshals are working to determine the cause of the Sunday blaze that left the large industrial building a total loss.

After officials were prompted to evacuate Kenston Middle School on two consecutive days, the district has announced the building will remain closed for the rest of the week, an Oct. 4 news release shows.

An Oct. 3 statement from Kenston Local Schools states the building was evacuated that morning following complaints by students and teachers in two classrooms of “smelling an unidentified odor.”

After the building was evacuated and Bainbridge Township police and fire personnel responded to the scene, 10 students and a staff member who complained of dizziness were transported to hospitals for treatment.

Investigators determined the fumes originated from an adhesive being used in ongoing roofing project at the school, the Oct. 3 release states. It had apparently entered the building through an air-handling unit on the roof, the investigation concluded.

Although authorities ventilated the building, and school officials anticipated students and staff would be able to occupy the building again on Oct. 4, others reported similar symptoms then, according to the Oct. 4 release.

Inspections will focus on cleaning and laundry products; air fresheners and reed diffusers; paint products such as thinners; jewellery; and glues.

The Health and Safety Authority (HSA) today launched the nationwide inspection campaign to see if products comply with the relevant EU chemical legislation, which is designed to improve chemical safety.
The packaging of products will also be checked to ensure child-resistant fastenings and tactile warnings of danger are included where required.

"We will focus our inspections on discount stores and hardware stores. Specifically, we will be checking the labelling information and also packaging to ensure that products which are required to have child-resistant fastenings are compliant. We will also be checking jewellery and glues for the presence of banned substances," said Kevin Buckley, senior inspector with the HSA.

An evacuation at the Federal Aviation Administration air traffic control center in Leesburg delayed hundreds of flights across the region's three major airports Monday night.

Loudoun County Fire and Rescue spokeswoman Laura Rinehart said the facility was evacuated around 6:30 p.m. after several people inside complained of fumes. The fire and rescue squad conducted a hazardous materials inspection and turned the building back over to the FAA shortly after 9 p.m.

The fumes initially started due to roof work. According to Rinehart, adhesive chemical fumes wafted into the heating and air system. Rinehart said the chemical fumes were "benign but probably nasty."

“Fumes from construction work permeated the control room at the Washington Center, which handles high altitude flights over the area. We are actively working to fully ventilate the facility. Controllers are handling a reduced number of flights safely,” FAA officials said in an initial statement.

Rinehart said 51 people were evaluated after the evacuation and one woman was sent to Inova Hospital in Lansdowne as a precaution.

Custom Chemical Solutions owner Ryan Roemmich reported the fire on McNeil Lane off the Greybull Highway about 5:15 p.m. As of Wednesday morning he was not yet sure what set off the blaze. An investigation is underway; however, Cody Fire Department personnel were unavailable at press time to provide further details.

Chemical Solutions customizes portable secondary containment berms for oil fields throughout the Rocky Mountain Region. Roemmich and four employees were outside when the fire started. He said they had been putting traction (an adhesive with ground-up rubber) on containments inside the shop and it’s possible either a lit cigarette outside the building or a spark released by the radiant heater inside ignited the flammable adhesive.

No one was hurt, and the fire did not spread to Ryan and Katie Roemmich’s nearby house. While damage was contained to the shop, the loss is significant.

It happened at Royal Adhesives and Sealants on Washington Street Wednesday night. According to a release issued by the president of the company, the problem was caused when a mixer producing epoxy adhesive overheated. The smoke filled most of the plant.
Initially first responders were concerned about chemicals leaking into the air, and people from nearby homes were evacuated and roads were closed. However, a representative from the emergency response section of IDEM verified there was no chemical issue and the smoke was not a threat to the public.
Two employees were taken to the hospital to be evaluated and were released. Operations within the production room have been discontinued until the investigation is finished, according to Ted Clark, Royal Adhesives president and CEO.

SOUTH BEND — South Bend firefighters were called to the scene of an apparent explosion and chemical reaction at Royal Adhesives & Sealants at 2001 W. Washington St. on Wednesday night.

Haz-Mat was called in at 9:30 p.m. because of reports that a chemical reaction inside the building was producing what was called toxic smoke. Later, Jim Luccki, assistant chief of operations for the South Bend Fire Department, said the smoke was not dangerous but was an irritant to eyes and mucous membranes. Luccki also said nobody was injured.

A company employee said everyone was evacuated except for some safety personnel. He said there were about 20 to 25 people in the plant at the time.

According to employees, a chemical reaction started taking place about 9 p.m. The reaction apparently caused a gas that employees said started to fill an area in the plant.

Royal Adhesives, which is based in South Bend, manufactures and markets high-performance adhesives, sealants and polymer coatings for a wide variety of industries.

Concerned with chemical spills and hazardous waste handling at the Momentive chemical plant in Waterford, state environmental officials expect to cite violations against the company, a day after it was stymied in a legal bid to get most striking workers away from the plant.
On Thursday, Environmental Conservation Commissioner Basil Seggos warned Momentive Performance Materials CEO Jack Boss the state is "concerned with recent violations at the facility and (the company's) reluctance to address them."
Since 700 unionized workers walked out of the plant Nov. 2, company managers and newly hired replacement workers have been operating the facility where industrial adhesives and sealants are made. During that time, there have been three wastewater spills and 35 other spills, including 12 attributed to contractors, according to DEC. Seggos wrote that the company also faces violations under the federal Resource Conservation and Recovery Act.
Seggos said his office will pursue an unspecified "enforcement action" against the company, adding that despite the strike, Momentive must have "a sufficient amount of trained workers to ensure all of its environmental and safety obligations are met, especially if the company is planning to continue production ... A chemical plant operated without regard for safety presents an inherent danger to the public and the environment."

As a strike at a Waterford chemical plant drags into its third month, fuel or chemical spills by new workers there have become more common, according to records from the state Department of Environmental Conservation.
Since the strike began Nov. 2 at Momentive Performance Materials, on routes 4 and 32, there has been a spill reported every 2.6 days on average, a Times Union analysis of DEC records shows. That is more than double the average spill rate between 2011 through October 2016.
Meanwhile, union and company officials are returning to the bargaining table for the first time since the strike started, said Dominick Patrignani, president of IUE/CWA Local 81359, on Tuesday. Meetings are tentatively scheduled for Jan. 11-13, he said.
Momentive spokeswoman Tina Reiber said the meetings were requested last month by the union. "They asked us to return to the table the second week of January and we have agreed to do so," she said.
Unionized workers have been picketing outside the plant after rejecting a contract offer that would cut workers' vacation time, reduce 401(k) benefits, raise health insurance costs and decrease retiree health insurance and other benefits.
Union workers have repeatedly claimed that replacement workers, hired to work with non-union supervisors during the strike, are not adequately trained, and prone to mishandling fuel and other materials at the sprawling, 700-acre plant, where industrial sealants and adhesives are made.
"Our guys outside on the line have seen amazing things going on, things that would get them fired," said Patrignani.

The Walker Fire Department received a call around 11:15 a.m. from someone at the company, 2727 Kinney Ave. NW near Three Mile Road.

According to Lt. Dean England with the Walker Fire Department, crews arrived and discovered a 3,000-pound pressurized container releasing a "chemical agent" into the air.

England said the building was evacuated, and there were no injuries or complaints of illness reported.

H.B Fuller is a global industrial adhesives manufacturer, according to its website.

England told 24 Hour News 8 the chemical was a type of isocyanate. He did not have information as to what led to the hazmat situation and said only that there was "some kind of chemical reaction inside a batch."

Two crews entered the building wearing full hazmat suits. A decontamination tent was set up shortly after first responders got to the scene, and an ambulance was called to the scene as a precaution.

Pukehina Fire Brigade were called to a Pukehina Pde address about 1.10am to put out a fire in a workshop at the back of a property.

Senior firefighter Ivan Burgener said the shed had been filled with chemicals and adhesives as the man in the house made and repaired surfboards.

Mr Burgener said there had been a chemical reaction on the rags the man used or something similar, causing spontaneous combustion.

The fire took about 45 minutes to put out and no one was hurt.

The blast occurred at about 2:15 a.m. in one of the plants at Mitsui Chemicals, Inc.'s Iwakuni-Otake factory, causing a fire. According to the prefectural government and other sources, the explosion affected about 410 households in Waki and Iwakuni, both in the prefecture, as well as neighboring Otake, Hiroshima Prefecture, breaking residents' windows. Police reported nine residents were injured.

Shota Sunakawa, 22, a plant employee, died in the explosion, according to Iwakuni Police Station. No noxious gas is believed to have been produced despite the fire that broke out, police said. The Yamaguchi prefectural police are questioning plant officials on suspicion of professional negligence resulting in death.

According to the company, two employees near the explosion site were seriously injured and five others were harmed. Four employees of another company sustained minor injuries.

Plant manager Shigeru Hara said the accident occurred at a plant manufacturing resorcin, a material for making an adhesive agent commonly used in tire production. According to Hara, after a facility responsible for supplying steam to the factory unexpectedly stopped, operations at about 70 percent of its plants were suddenly halted.

The March 13 explosion, which injured four workers, happened when a flammable liquid solvent was being added to a 4,000-gallon reaction vessel containing polyester resin solution, the office, which is headed by State Fire Marshal Stephen D. Coan, said in a statement.

The office said it had also issued three non-criminal notices of violation to the company and was recommending changes in laws and regulations to improve chemical process safety in the state.

The violations were for storing more flammable liquids than the company was licensed to store; failing to obtain a permit for a dust-producing grinding operation; and failing to obtain a permit for the storage of flammable liquids, the office said.

Firefighting continued for 12 hours as Ahmedabad Fire and Emergency Services (AFES) personnel worked round the clock to douse the fire and prevent it from spreading to nearby industrial units.

According to AFES officials, they got a call at 11 pm for a fire at Micra Inks Pvt Ltd near Navjivan Hotel. Two vehicles were dispatched to the spot. The vehicles soon reported the intensity of the fire after which a brigade call was issued. A total of three officers and 80 personnel reached the spot with three firefighters and 29 tankers.

"It was an intense fire as the material stored at the godown contained ink and adhesive material which contain alcohol and solvent. We have not been able to ascertain the ignition point of the fire. We believe it could have started due to leakage of material or rise in pressure on the drums due to heat and moisture. The fire started around 11 pm after which it quickly spread to other parts due to the flammability of the stored material," said Rajesh Bhatt, additional chief fire officer of AFES.

SAU 44 Superintendent Dr. Michael Ludwell said the odor became noticeable in the school around noon when most students were eating lunch. Ludwell said the odor came from a classroom in a part of the school that's been part of ongoing renovations.

"We decided to err on the side of caution and call in the fire and police departments and evacuate the building at lunchtime," Ludwell said.

Fire Chief Paul Stover said the odor was caused by a reaction between a chemical for removing floor adhesive and the adhesive in one of the classrooms undergoing renovation.

"God only knows how old the adhesive on the floor was," Stover said. "It also didn't help they had all the doors open in the area and the wind was blowing in the school."

The three-storeyed chemical factory and about 1.5 tonnes of adhesive chemical manufactured at the factory were destroyed in the blaze.

Around 4am on Saturday, four workers at the factory noticed an electric short circuit near the containers where the chemical adhesives were stored. The short circuit triggered a fire in the factory and the adhesives blew up.

About 50 staff of the Fire and Rescue Services fought the blaze for over two hours. But the chemicals and most part of the building were destroyed. "If the blaze had spread to neighbouring buildings, it would have been a major tragedy," a police official said.
