Many countries have considered carbon pricing, including carbon taxes, as policy instruments to meet their emission reduction targets set under the Paris Climate Agreement. However, policy makers, particularly from developing countries, are seeking clarity on several issues—particularly the impacts of carbon taxes on the economy, the distribution of these impacts across households, carbon tax design architectures, the effects of carbon taxes on the competitiveness of carbon-intensive industries, and comparison of carbon taxes with other policy instruments for climate change mitigation. This paper aims to offer insights on these issues by synthesizing the literature available since the 1970s, when the concept of carbon tax was first introduced. This paper also identifies the areas where further investigations are needed. "]]></description>

    <dc:creator>MarcK</dc:creator><description><![CDATA["We investigate the link between poverty and decision-making in a sample of farmers in Zambia, who were given the opportunity to exchange randomly assigned household items for alternative items of similar value. Analyzing a total of 5,842 trading decisions and leveraging multiple sources of variation in financial constraints, we show that exchange asymmetries decrease in magnitude when participants are more constrained. This result is robust to experimental procedures and is not mediated by changes in cognitive performance. Consistent with the interpretation that scarcity leads to more rational decisions by increasing the utility loss from forgone trading, we show that trading probabilities go up when the market value of the items is exogenously increased."]]></description>

Experimental data show that (i) theory-of-mind ability and cognitive ability both predict level k behavior, (ii) older children respond to information about the cognitive ability of their opponent, and (iii) theory of mind (but not cognitive ability) predicts whether children respond to intentions. Using longitudinal data, we find that childhood theory of mind and cognitive ability are both associated with enhanced adult social skills, higher educational participation, better educational attainment, and lower fertility in young adulthood. Finally, we provide evidence that school spending improves theory of mind."]]></description>

"Our model can also be cast within the organizational behavior framework. Our welfare implication resembles a conventional wisdom in business that “nice guys finish last”, which says that organizations are usually reluctant to promote an employee who is too kind to his peers to be a leader. We microfound this conventional wisdom by showing that nice leaders, who care too much about team members' welfare may be unable to transmit enough information to them. On the contrary, the team would benefit by assigning harsh leaders who are more willing to criticize than praise, or leaders who share different objectives from the team. We defer the detailed discussion of these applications to Section 5."

The abstract: 

"This paper develops a model in which a sender strategically communicates with a group of receivers whose payoffs depend on the sender's information. It is shown that aggregate payoff externalities create an endogenous conflict of interests between the sender and the receivers, rendering full information revelation, in general infeasible. We demonstrate that an exogenous bias in the sender's preferences can improve public information provision and raise welfare. Two applications of the setup are discussed."

The evidence comes from diverse strands of literature, covering the stability of risk preferences in panel data over shorter periods of time, life-cycle dynamics in risk preferences, the possibly long-lasting effects of exogenous shocks on risk preferences as well as temporary variations in risk preferences. Individual risk preferences appear to be persistent and moderately stable over time, but their degree of stability is too low to be reconciled with the assumption of perfect stability in neoclassical economic theory. We offer an alternative conceptual framework for preference stability that builds on research regarding the stability of personality traits in psychology. The definition of stability used in psychology implies high levels of rank-order stability across individuals and not that the individual will maintain the same level of a trait over time. Preference parameters are considered as distributions with a mean that is significantly but less than perfectly stable, plus some systematic variance. This framework accommodates evidence on systematic changes in risk preferences over the life cycle, due to exogenous shocks such as economic crises or natural catastrophes, and due to temporary changes in self-control resources, emotions, or stress. We note that research on the stability of (risk) preferences is conceptually at the heart of microeconomics and systematic changes in risk preferences have vital real-world consequences. In this experiment, farmers were invited to information sessions about the use of Tissue Culture Banana (TCB), an in vitro banana cultivation technology. We find that an additional social connection with a treated farmer is associated with an untreated farmer being 2.25 pp more likely to adopt TCB 6–18 months post-intervention, but not in the longer term. Evidence from a qualitative survey points out that the adoption of TCB by those social connections is the main channel driving the effect, suggesting that treated connections are significant because treated farmers are more likely to adopt. We also find that indirect social network effects, proxied for by eigenvector centrality, influence adoption at both the village level and the farmer level."]]></description>

vironment in shaping the accuracy of self-assessment. We introduce a novel in-
centivized measurement tool to measure the accuracy of self-assessment among

children and use this tool to show that children from high socioeconomic sta-
tus (SES) families are more accurate in their self-assessment, compared to

children from low SES families. To move beyond correlational evidence, we
then exploit the exogenous variation of participation in a mentoring program
designed to enrich the social environment of children. We document that the
mentoring program has a causal positive effect on the accuracy of children’s

self-assessment. Finally, we show that the mentoring program is most effec-
tive for children whose parents provide few social and interactive activities for

However, inattention to broader conditions that impact participant engagement and intervention functionality, such as barriers to access that deter participation or perverse structural disincentives that reward undesirable behaviors, may not only limit the effectiveness of behavioral solutions but also miss opportunities to deliberately design underlying ‘plumbing’ – the choice infrastructure – in a way that improves overall system efficacy and equity. Using the illustrative case of civic policy in food licensure, this article describes how using a ‘SPACE’ model to address Standards, Process mechanics and policies, Accountability, Culture within systems, and Evaluative and iterative feedback can support the development of improved choice infrastructure, contributing to BPP problem-solving efforts by helping practitioners create system conditions that are more conducive to the success of behavioral solutions."]]></description>

This is well known in policy circles, in which there is keen interest in lowering moral ignorance. In this paper, we study how the demand for moral ignorance responds to monetary incentives and how the demand curve for ignorance reacts to social norm messages. We propose a simple behavioral model in which individuals suffer moral costs when behaving selfishly in the face of moral information. In several experiments, we find that moral ignorance decreases by more than 30 percentage points with small monetary incentives, but we find no significant change with social norm messages, and we document strong persistence of ignorance across moral contexts. Our findings indicate that rather simple messaging interventions may have limited effects on ignorance. In contrast, changes in incentives could be highly effective."]]></description>

With charitable giving, the social rewards from giving can begin being enjoyed the moment a decision to give has been made. Later, when the gift is transacted, the donor can again experience utility from giving and seeing their donations at work. We show both theoretically and experimentally that these early flows of social utility can generate time inconsistent charitable giving. A fundraiser can get more donations (50 percent more in our Experiment 1) by allowing a donor to decide now to give later. We develop a theoretical model of social utility gained through social image concerns, and in two additional experiments examine its implications for commitment demand and test the model predictions for how charities can manipulate information to influence time inconsistent charitable giving."]]></description>

reports can be improved. First, we develop a choice model of survey response behav-
ior under the assumption that the respondent has imperfect self-knowledge about her
individual characteristics. In panel data, the model predicts that the variance in re-
sponses for different characteristics increases in self-knowledge and that the variance
for a given characteristic over time is non-monotonic in self-knowledge. Importantly,
the ratio of these variances identifies an individual’s level of self-knowledge, i.e., the
latter can be inferred from observed response patterns. Second, we develop a con-
sistent and unbiased estimator for self-knowledge based on the model. Third, we
run an experiment to test the model’s main predictions in a context where the re-
searcher knows the true underlying characteristics. The data confirm the model’s
predictions as well as the estimator’s validity. Finally, we turn to a large panel
data set, estimate individual levels of self-knowledge, and show that accounting for
differences in self-knowledge significantly increases the explanatory power of regres-
sion models. Using a median split in self-knowledge and regressing risky behaviors
on self-reported risk attitudes, we find that the R2 can be multiple times larger for
above- than below-median subjects. Similarly, gender differences in risk attitudes are
considerably larger when restricting samples to subjects with high self-knowledge.
These examples illustrate how using the estimator may improve inference from sur-
vey data."]]></description>

People, however, do not always consider the relevance of missing information in a consequentialist manner. As a result, they sometimes pursue noninstrumental information—information that may appear relevant but ought not alter the decision. Having pursued such information, people misconstrue it as instrumental for the decision and proceed to make choices they would not otherwise have made. This pattern is observed in the context of consumer, medical, and negotiation decisions. In one scenario, for example, participants made a hypothetical decision about whether to purchase a CD player. Those who chose to postpone and then found out about another component's repair cost were less likely to buy the CD player than those who knew about the required repair cost from the start. Because the initial pursuit and ensuing use of obtained information appear exceedingly reasonable, such decision patterns may be difficult to learn to avoid, yielding decisions that are influenced by contextual nuances that ought not matter. Experiments with over 8,900 participants, including financial and legal professionals, show preferences are heterogeneous – 30% of participants prefer to limit belief distortion, while over 40% prefer to enable it, even if costly. A random assignment mechanism reveals that being assigned to the preferred environment is necessary for curbing or enabling self-serving behavior. We test this hypothesis using a laboratory experiment that induces a conflict between two of the most-studied moral motives: fairness and truth-telling. potential expenses are typically more numerous, varied, and irregular than income, this can generate

systematic bias—leading individuals to over-estimate their available resources and consequently under-
save. We test this hypothesis among maize farmers in Zambia, who derive their annual income from one

harvest and then spend it down over the year. We document that at baseline, individuals’ forecasts of
their total expenditures for the upcoming year are 50% lower than their actual spending. Drawing on
insights from the memory and planning fallacy literatures, we randomize an intervention that induces
individuals to think through their budget set and formulate a spending plan. Treated individuals
immediately increase their perceived future expenditures by 20-60%, and lower their willingness to pay
for discretionary consumption by 34%. In the two months after the intervention, treated households
decrease expenditures by 15%; they subsequently enter the hungry season—the final months of the
year when consumption is at its lowest—with one additional month of savings, leading to a smoother
spending profile over the year. They also self-finance additional investment in their farms, resulting in a
9% increase in annual crop revenue at the end of the year. We argue that budget neglect is a generalized
phenomenon that may contribute to consumption smoothing failures in a variety of contexts."]]></description>

Registered Reports, also called Pre-Results Reviews, are a new submission format for empirical work that take pre-registration one step further. In Registered Reports, researchers write their paper before the data collection and commit to a detailed data collection process and analysis plan. After a first-stage review, a journal can give an In-Principle-Acceptance guaranteeing that the paper will be published if the authors carry out their data collection and analysis as pre-specified. We here propose a practical guide to Registered Reports for empirical economists. We illustrate the major problems that Registered Reports address (p-hacking, HARKing, and publication bias), and present practical guidelines on how to write and review Registered Reports (e.g., the data analysis plan, power analysis, and correction for multiple-hypothesis testing), with R and STATA codes. We provide specific examples for experimental economics, and show how research design can be improved to maximize statistical power. Last, we discuss some tools that authors, editors and referees can use to evaluate Registered Reports (checklist, study design table, and quality assessment). "]]></description>

Using administrative data, we find this intervention increased average yearly employment income by about 20 percent and decreased average yearly social transfers by almost 40 percent. We show that when contestants are strategic, lax standards and exclusivity can make selection more meritocratic. When many contestants compete for a few promotions, strategic contestants adopt high-risk strategies. Risk-taking reduces the correlation between performance and ability. Through reducing the effects of risk-taking, “Peter principle” promotion policies, which entail promoting some contestants that are unlikely to be worthy, can increase the overall correlation between selection and ability and thus further meritocracy."]]></description>

We test the effects of two light-touch psychological interventions on water chlorination and related health and economic outcomes using a randomized controlled trial among 3,750 women in rural Kenya. One intervention encourages participants to visualize alternative realizations of the future, and the other builds participants’ ability to make concrete plans. After 12 weeks, visualization increases objectively measured chlorination, reduces diarrhea episodes among children, and increases savings. Effects on chlorination and savings persist after almost 3 years. Effects of the planning intervention are weaker and largely insignificant. Analysis of mechanisms suggests both interventions increase self-efficacy—beliefs about one’s ability to achieve desired outcomes. Visualization also increases participants’ skill in forecasting their future utility. The interventions do not differentially affect beliefs and knowledge about chlorination. Results suggest simple psychological interventions can increase future-oriented behaviors, including use of preventive health technologies."]]></description>

The findings show that women’s grades are 11% of a standard deviation lower in quantitative courses than those of men with similar academic aptitude and demographics, and men’s grades are 23% of a standard deviation lower in nonquantitative courses than those of comparable women. The authors discuss and test for different reasons to explain this finding. They show that a female instructor significantly cuts down GPD for quantitative courses by raising the relative grades of female students. In addition, female instructors increase women’s interest and performance expectations in these courses and are perceived as role models by their female students. These results provide support for a gender stereotype process for GPD and show that faculty can serve as powerful exemplars to challenge gender stereotypes and increase student achievement. The authors discuss several important implications of these findings for business schools and for society."]]></description>

The limited empirical evidence on its importance, however, suggests that cash transfers do not induce increases in temptation spending. This paper expands the evidence base by studying the effect of randomized exposure to temptation on spending decisions in rural Malawi. Consistent with the cash transfer literature, a more tempting environment does not induce significant changes in temptation spending. However, the magnitudes of both temptation spending levels and the treatment effects are somewhat sensitive to the definition of temptation spending used. This paper examines the potential factors that may be driving these null results, and suggests that future research may find a limited role for temptation in the economic decisions of the poor."]]></description>

significant shortcomings and had to improve them in many ways. This paper presents the evolution
