(Gaza City, December 20, 2012) – Four Israeli attacks on journalists and media facilities in Gaza during the November 2012 fighting violated the laws of war by targeting civilians and civilian objects that were making no apparent contribution to Palestinian military operations, Human Rights Watch said today, after a detailed investigation into the incidents.

The attacks killed two Palestinian cameramen, wounded at least 10 media workers, and badly damaged four media offices, as well as the offices of four private companies, Human Rights Watch said. One of the attacks killed a two-year-old boy who lived across the street from a targeted building.

The Israeli government asserted that each of the four attacks was on a legitimate military target but provided no specific information to support its claims.]]></description>

They hauled him off to an army base outside Bamako, the capital, which serves as the headquarters of the junta that seized power in a coup in March before—theoretically—handing it back to civilians. At 4am a nervous-looking Mr Diarra appeared on television and announced his resignation, along with that of his entire government.

Bakary Mariko, the junta’s spokesman, said the move was not a coup because the president, Dioncounda Traoré, remains in place. One Malian journalist prefers the term “mini-coup”. Either way, Mr Diarra’s eviction was bloodless and efficient. But it was the second time in a year that the army has got rid of a civilian government.]]></description>

The idea that offence beats defence is also suspect. If more attention were paid to fixing the security flaws in Western software, cyber-attackers would have fewer entry points. And more effort should be put into solving the attribution problem. Getting caught is a deterrent that state actors take seriously. But given that the essence of cyber-warfare is ambiguity and uncertainty, gaining clarity and certainty will be exceptionally difficult. That makes policy both hard to construct and harder still to explain.]]></description>

Brennan, have argued for restraint, officials involved in the discussions say.

More broadly, the administration’s legal reasoning has not persuaded many other countries that the strikes are acceptable under international law. For years before the Sept. 11, 2001, attacks, the United States routinely condemned targeted killings of suspected terrorists by Israel, and most countries still object to such measures.

But since the first targeted killing by the United States in 2002, two administrations have taken the position that the United States is at war with Al Qaeda and its allies and can legally defend itself by striking its enemies wherever they are found.]]></description>

The IDF’s campaign became a heated topic in the larger social media discussion of the military operation. Its official ­#PillarOfDefense hashtag has attracted a small fraction of the discussion linked to the Gaza-sympathetic hashtag #GazaUnderAttack. 

Hussein Ibish, a D.C.-based senior fellow at the American Task Force on Palestine, tweeted, “This is extremely damning: IDF cheerily live-tweets infanticide.” (By the end of the week, the death toll in Gaza had reached 39, including a young child.)

In the coming weeks, the Montgomery County Sheriff’s Office north of Houston says it will deploy a  $300,000 ShadowHawk drone — bought with a federal homeland security grant — to spy on criminals, support SWAT operations and look for missing persons. 

The unmanned helicopter is about the size of a large dog, has a range of 25 miles and can be operated for 11 percent of the cost of a manned helicopter, according to the ShadowHawk’s manufacturer, Vanguard Defense Industries.]]></description>

The film lacks expertise, due in part to the drone not seeming capable of flying very high. The man is obviously not a professional drone journalist, though at the 9:25 mark, he does capture some incredible footage of the devastation wrought in the neighborhood with bird’s eye views of trees that have crashed into a house and a power line.

You get a sense from the film of how useful it could be to have drones in New York airspace to record what happened there without having people dangerously wandering around with cameras. For now, drone use is heavily regulated and limited to hobbyists, law enforcement and government actors. But once private use of drones for commercial purposes is made legal, media organizations will certainly be using them to gather news footage at times like these.

NewsCorp, for one, must be itching to send its Daily Drone out for a spin this week.]]></description>

Professor Devavrat Shah and his student, Stanislav Nikolov, from the Laboratory for Information and Decision Systems, claim that their algorithm can predict with "95 percent accuracy" which words, phrases or hashtags are going to end up trending, even up to even four or five hours in advance. They do this by "training" it, teaching it how to work out the patterns that will indicate what's likely to become a popular topic. The findings will be presented at the Interdisciplinary Workshop on Information and Decision in Social Networks at MIT on 8 and 9 November.]]></description>

A process is underway in the United Nations to achieve those ends. In preparation for a UN meeting to discuss the issues in Vienna in November, the BBC College of Journalism co-hosted a conference in London on 18 October attended by representatives of a wide range of media organisations and prominent journalists from around the world.

The great majority of those present agreed a statement which will now form part of the discussion at the UN meeting in Vienna, as will a video produced by the College of Journalism called ‘Freedom to report: a message from global media’.

The statement, copied in full below, expresses “dismay” at the failure of previous UN efforts on journalist safety and hope that this new UN Plan will be more effective.]]></description>

The BBC’s Persian and Arabic language services, which reach millions, drew heavily on content created by ordinary citizens to cover events. This paper traces the flow of this content through the news process to examine how collaboration between newsrooms and citizen
journalists changed from 2009 to 2011. The article argues that participation in the news process hinges on the congruence between newsroom practices, and the practices of those producing
content on the streets. Such congruence requires mutual knowledge of broadcasting requirements. It finds that by 2011 journalists felt more comfortable and effective integrating usergenerated content (UGC) into their news output. Importantly, UGC creators appear to have taken on board the broadcaster’s editorial requirements, making them savvier content creators.]]></description>

In a UAS the absence of the pilot from the cockpit requires systems capable of  making equivalent on-board decisions particularly in the event of a failure of a command link. 

There are currently no truly autonomous UAS. Operations are still very manpower intensive and impose a high level of 
workload on the operators to maintain situation awareness. Autonomy - i.e. sharing the decision making between 
human operator and remote system - is therefore one of the key technologies that will improve the safety, mission 
effectiveness and business efficacy of  UAS operations.]]></description>

That’s because the FAA has yet to hash out rules that would govern commercial use of a UAV hovering 100 feet above your home or zipping past your office window. 

The highest-profile of the UAV makers is CyPhy Works of Danvers. The company was started in 2008 by Helen Greiner, one of the founders of iRobot Corp. Greiner hasn’t said much about CyPhy. Most of what is known about the company comes from a $2.4 million federal grant it received in 2009 to design a hovering craft with high-resolution cameras that could be used to assess the condition of highways, bridges, and other infrastructure.

The country's highest ranking police officer spoke at a gathering of East African police chiefs.

Gen Kale Kayihura called on forces to ensure social media "is not misused for crime, worse still for terrorism".

It comes as opposition supporters in Uganda are increasingly using social media to communicate.

"Social media is a good thing, but can also be a bad thing because it is so quick in terms of dissemination of information," Gen Kayihura said, according to the Ugandan Observer.]]></description>

Part of the problem is that the laws in place were designed for a different era. The offence the two men were prosecuted for this week – grossly offensive electronic communication – is part of the Communications Act 2003, passed when social media were in their infancy and Twitter and Facebook, which can quickly transform private thoughts into mass communication, did not exist.  The offense dates back even earlier, though, to the 1930s and was designed to protect telephone operators.]]></description>
